:03:04. > :03:06.who helped them, raising money to help pay for fuel

:04:21. > :04:25.Covered in undergrowth and with some form of shelter,
:04:26. > :04:29.people have been coming here and injecting drugs.
:04:30. > :04:32.In the space of just two hours, those clearing up this site
:04:33. > :04:37.found over 100 needles, filling these sharps bins.
:04:38. > :04:40.So is it now time to have a safe place for users to go,
:04:41. > :04:45.In Glasgow, they're looking at introducing one of these,
:04:46. > :04:49.partly because they're getting a lot of HIV infections from sharing
:04:50. > :04:54.needles, and you save about ?400,000 for every one of those you avoid,
:04:55. > :04:57.but also because of these places allow the drug users to come
:04:58. > :05:03.into contact with health workers and support, and then they can move
:05:04. > :05:06.them on and move them off drugs, and offer them lives away from petty
:05:07. > :05:11.crime and so on, to the benefit of society as a whole.
:05:12. > :05:14.In Copenhagen, they already have safe injection facilities -
:05:15. > :05:18.hygienic spaces where people who are on drugs can at least
:05:19. > :05:34.It's good cocaine, a lot of heroin and some diazepam, benzos,
:05:35. > :05:59.This centre is open through the night.
:06:00. > :06:06.We give to them the needles, what they need to cook,
:06:07. > :06:12.but the main thing is to save lives and to prevent the diseases
:06:13. > :06:18.Back in Bristol, drugs workers believe there has been an increase
:06:19. > :06:25.in people using drugs in public places, but is this the answer?
:06:26. > :06:28.Maggie Telfer has worked with drugs for over 30 years,
:06:29. > :06:34.and has been to the first centre of its kind in Switzerland.
:06:35. > :06:46.These places were in Canada and Australia and right across European
:06:47. > :06:51.cities. They do. There is a problem, in your opinion,
:06:52. > :06:56.and that is about money. Health budgets are being cut, so how would
:06:57. > :07:00.this work and who would pay for it? That is the $50 million question.
:07:01. > :07:04.Government has reduced funding for drug and alcohol treatment services
:07:05. > :07:09.to all councils. Bristol already saved ?1 million this year and there
:07:10. > :07:13.is another ?1 million to come out. Public injecting has increased in
:07:14. > :07:17.Bristol. Nobody wants to see people injecting in public and people who
:07:18. > :07:20.inject in public, they have an alternative like a safer injecting
:07:21. > :07:25.facility, they would definitely do that. The benefits are not just for
:07:26. > :07:30.individuals themselves, there are benefits for communities and health.
:07:31. > :07:34.People are in a hygienic environment... So it would need an
:07:35. > :07:36.awful lot of different organisations to put their funding together to
:07:37. > :07:40.make it happen. What would you say to people who say
:07:41. > :07:43.this will just encourage people to do drugs?
:07:44. > :07:46.No, there will be people out there are now in public places and the
:07:47. > :07:52.next day and the next day, who are injecting in public because they do
:07:53. > :07:55.not have a choice. They are not going to stop injecting overnight.
:07:56. > :08:04.We are out working with them in many public parks and places, looking at
:08:05. > :08:07.alternatives, but we do need to, kind of, if we want people to stop
:08:08. > :08:13.injecting in public we have to give them an alternative like this.
