:00:42. > :00:45.People in Bristol have tonight been told they'll be paying higher

:00:46. > :00:47.council tax in the coming years while services are

:00:48. > :00:52.The City Council has revealed some of the largest cuts

:00:53. > :00:56.And there was more dim news for the city with the announcement

:00:57. > :00:59.that its planned new arena will be delayed even further.

:01:00. > :01:03.This report from our political editor Paul Barltrop.

:01:04. > :01:05.From libraries to bins, from parks to buses,

:01:06. > :01:08.Bristol is cutting spending across all departments.

:01:09. > :01:12.More than ?60 million will go over the next five years.

:01:13. > :01:20.Council tax will rise by nearly 5% with a similar increase

:01:21. > :01:22.likely the following year. Cuts from the central government

:01:23. > :01:25.are leaving us in a position that we have to take that additional

:01:26. > :01:31.The increase in pressure from an elderly population and more

:01:32. > :01:41.children, I think the child population has gone up

:01:42. > :01:44.by something like 15%, it's huge on city council's.

:01:45. > :01:48.The mayor who took over eight months ago has described the changes

:01:49. > :01:52.Among the bigger hits, ?4 million will go from parks.

:01:53. > :01:56.Libraries are under threat with a ?1.4 million cut.

:01:57. > :01:59.And raising car parking charges will bring in an extra ?1 million.

:02:00. > :02:02.Plus, there's an end to the free on-street Sunday parking,

:02:03. > :02:05.which was initiated by the former Mayor, George Ferguson, in 2012.

:02:06. > :02:11.They'll do anything to get the money.

:02:12. > :02:16.I drive in from Bath to Bristol on a Sunday to go to the library

:02:17. > :02:19.so if they are going to do that, that is not great.

:02:20. > :02:22.Putting the car parking cost up at a time of austerity doesn't feel

:02:23. > :02:30.Lots of organisations will see their council funding fall.

:02:31. > :02:33.this city centre youth hub works with hundreds

:02:34. > :02:40.We have got to the point where there have been cuts upon cuts

:02:41. > :02:44.and we have scraped together the money to keep the services

:02:45. > :02:46.going and the opportunities going for young people.

:02:47. > :02:49.I have to say at this point, any further cuts are going to translate

:02:50. > :02:52.into a direct cut to services for young people.

:02:53. > :02:54.At council headquarters, it was a gloomy day.

:02:55. > :02:58.Hundreds of jobs have gone in recent months with more to follow.

:02:59. > :03:00.Morale is very difficult at the moment.

:03:01. > :03:03.It is not just this one occasion, it is part of a series

:03:04. > :03:08.They have been working harder and harder, covering more work

:03:09. > :03:12.It has been a constant struggle for them and to know

:03:13. > :03:16.that is going to carry on for years to come, as we have seen from these

:03:17. > :03:19.Today we learnt how much money will go from different areas.

:03:20. > :03:27.Much more detail and controversy is still to come.

:03:28. > :03:29.Well, a little earlier I asked Paul Barltrop how hard

:03:30. > :03:34.this all is for Bristol and its new Mayor.

:03:35. > :03:36.The reality is it is difficult for every local authority

:03:37. > :03:39.across the West country at the moment.

:03:40. > :03:41.They are grappling with falling funding coming from central

:03:42. > :03:45.government, rising demand for services and so they are going

:03:46. > :03:49.to have to put up a council tax as well as making the cuts.

:03:50. > :03:55.But for Marvin Rees, just eight months into the job,

:03:56. > :03:58.this is very tough indeed, ?100 million he has got to save over

:03:59. > :04:01.the next five years, he knows it's going to be tough.

:04:02. > :04:04.We need to get a grip of the finances of local government, OK.

:04:05. > :04:06.Whatever was going on, we wouldn't be facing this situation

:04:07. > :04:09.if we didn't have a proper grip and we have brought

:04:10. > :04:12.in a fantastic finance lead, she's on the senior leadership team.

:04:13. > :04:15.We are going to get a grip but we are staying

:04:16. > :04:17.Our commitment around housing, breakfast clubs

:04:18. > :04:19.for primary schools, mental health intervention.

:04:20. > :04:22.In fact today I've about all those three things with our plan

:04:23. > :04:25.And Paul, there's also been bad news about Bristol's arena today.

:04:26. > :04:28.Well this is a flagship project for the city,

:04:29. > :04:31.one that was begun several years ago but has been stalled

:04:32. > :04:36.Construction hasn't started because there has been a big falling

:04:37. > :04:40.out between the City Council and the firm who are

:04:41. > :04:43.They have parted company, the City Council have now got to go

:04:44. > :04:47.back to the drawing board and find another firm who will undertake

:04:48. > :04:51.Nonetheless, the last Mayor, George Ferguson, is optimistic

:04:52. > :04:57.We've got the site, we've got the planning,

:04:58. > :05:01.we've got the funds, we've got the operator,

:05:02. > :05:04.the operator is absolutely key and this will be a profitable

:05:05. > :05:09.All agree, though, that time is of the essence.

:05:10. > :05:13.The City Council worked out last year that every month's

:05:14. > :05:20.delay costs the council and its taxpayers ?80,000.

:05:21. > :05:23.A 30-year-old man has appeared in court charged with murder

:05:24. > :05:26.after a collision in Bristol on Tuesday night.

:05:27. > :05:30.Shakrun Islam from Chipping Sodbury is alleged to have killed

:05:31. > :05:35.27-year-old Kyle Clarke after he was trapped under

:05:36. > :05:43.A paramedic says she's determined to leave a legacy

:05:44. > :05:46.and save the lives of others, after being told she has

:05:47. > :05:52.As a last hope, Kath Osmond, who worked for the South

:05:53. > :05:54.Western Ambulance Service, had cutting edge treatment

:05:55. > :06:00.Andrew Plant has been following Kath's journey,

:06:01. > :06:03.and she's been telling him about her fight to find

:06:04. > :06:07.a cure and the memories she wants to leave behind.

:06:08. > :06:11.Kath Osman spent 16 years saving lives, but six years ago

:06:12. > :06:15.discovered a mole that changed her life forever.

:06:16. > :06:18.Your hope is that you respond to the drugs and you respond well

:06:19. > :06:24.and you get years out of these treatments but that's

:06:25. > :06:29.She tried every treatment but she found herself

:06:30. > :06:34.The rivate treatment that promised the chance

:06:35. > :06:42.That's where the Running Man challenge kind of

:06:43. > :06:46.Kath's ambulance colleagues organised this dance called

:06:47. > :06:49.the Running Man and it went viral on the internet, viewed by tens

:06:50. > :06:52.of thousands of people, which helped bring in donations.

:06:53. > :06:55.Basically the news came back that the melanoma was not only

:06:56. > :07:06.coming back or hadn't responded well but it was aggressive.

:07:07. > :07:15.She's using her time to make sure her partner Sara

:07:16. > :07:19.and their three children are taken care of and to warn others

:07:20. > :07:26.I am really keen to help as many people as I can to get that message

:07:27. > :07:29.out there that a tan is not a good thing to have.

:07:30. > :07:32.I've been kind of on the cutting edge of science and unfortunately my

:07:33. > :07:37.cancer is developing quicker than science is developing.

:07:38. > :07:44.My hope is that something out there can buy me enough time that

:07:45. > :07:50.that sort of magic bullet is there and would have brought me

:07:51. > :07:56.Kath believes that one day skin cancer will be a curable disease.

:07:57. > :08:00.The West is braced for icy road conditions tonight

:08:01. > :08:04.and into the morning after rain, sleet and snow through the day.

:08:05. > :08:07.Local councils are asking people to take care when they're

:08:08. > :08:12.They're also urging them to check on vulnerable neighbours

:08:13. > :08:15.who might be affected by the freezing conditions.

:08:16. > :08:17.Our reporter Andy Howard sent this report from a gritting

:08:24. > :08:27.Just off Junction 13 of the M5 here, 2000 tonnes of salt are ready to be

:08:28. > :08:30.taken out and it is taken out in batches of 100 tonnes at a time

:08:31. > :08:43.They have been going since 4pm this afternoon and I imagine Chris

:08:44. > :08:46.That's right, we'll be treating the network

:08:47. > :08:49.We are expecting some wintry showers overnight and some

:08:50. > :08:53.That moisture on the roads is going to lead to icy conditions

:08:54. > :08:56.so we will be going out and treating the roads on our key networks

:09:04. > :09:06.The lack of snow does mean that we won't be using our snow
