:00:29. > :00:31.and it can only be great news for the area.

:00:32. > :00:41.the NHS faces cutbacks on fertility treatment.

:00:42. > :00:47.And tomorrow brings a dry day, cloudy for most of you, perhaps

:00:51. > :00:54.Business leaders in Bristol have welcomed a major new road

:00:55. > :00:56.which could help to create over 2,000 jobs

:00:57. > :00:59.This is what the new link road looked like

:01:00. > :01:03.The route connecting Hartcliffe to the A370

:01:04. > :01:11.Here's our Business Reporter Robin Markwell.

:01:12. > :01:13.It might have been gloomy in South Bristol this morning,

:01:14. > :01:18.but a gathering of high vis soon brightened things up.

:01:19. > :01:24.A major transport scheme in Bristol finally complete.

:01:25. > :01:31.Instead, a minister moved a symbolic concrete block.

:01:32. > :01:35.First mooted in the 1930s - 80-something years later,

:01:36. > :01:39.the South Bristol Link Road was finally open.

:01:40. > :01:42.The three miles of new tarmac now connects the south of the city

:01:43. > :01:48.This road is so new that on some maps online,

:01:49. > :01:54.Take a closer look and you find yourself in the middle of nowhere.

:01:55. > :01:57.At ?15 million a mile, this new road is not cheap.

:01:58. > :02:01.To cut Bristol's crippling congestion

:02:02. > :02:04.as well as improving links to the airport.

:02:05. > :02:08.It will help with reliable journeys, faster journeys to the airport.

:02:09. > :02:11.Passengers will be able to get to the airport in more

:02:12. > :02:18.But it proved controversial in the planning.

:02:19. > :02:21.Environmental campaigners complained it would increase

:02:22. > :02:25.pollution as well as cutting through the Green belt.

:02:26. > :02:28.At the Cater business park, they took a different view.

:02:29. > :02:31.This printing and plastics firm has long been

:02:32. > :02:36.Having to ship their signs through the centre of town was proving to be

:02:37. > :02:42.I think one of the concerns for us was we were gradually being cut off

:02:43. > :02:44.in the south of Bristol, access routes weren't good.

:02:45. > :02:47.This will go some way to making them better

:02:48. > :02:50.and it can only be great news for the area.

:02:51. > :02:56.in a jigsaw puzzle of schemes that all arrive this year.

:02:57. > :03:00.It'll join up with the Metrobus network due to open in the autumn.

:03:01. > :03:03.Then motorists will be able to judge if it's really the answer

:03:04. > :03:11.A man from Somerset has been sentenced to 25 years in prison,

:03:12. > :03:15.after being convicted of sexually abusing children

:03:16. > :03:21.Andrew Margetts was convicted on 23 charges including rape,

:03:22. > :03:25.indecent assault and false imprisonment.

:03:26. > :03:28.His victims were aged between six and 11 when the abuse

:03:29. > :03:34.Government inspectors have raised concerns about claims of racism

:03:35. > :03:39.and bullying in a school in South Gloucestershire.

:03:40. > :03:41.Ofsted highlighted weak leadership from the head teacher

:03:42. > :03:46.at Meadows Primary in Bitton last November.

:03:47. > :03:49.It also said antisocial incidents had not been dealt with

:03:50. > :03:54.But those findings surprised some parents today.

:03:55. > :03:59.there is no way in the world that my children would be going here.

:04:00. > :04:02.I have got four children, three of which are now in secondary school,

:04:03. > :04:10.We all feel the same, we think the teachers do a great job.

:04:11. > :04:12.Our children have flourished here. It doesn't make any sense.

:04:13. > :04:27.The staff here work so hard. And it is extremely unfair.

:04:28. > :04:30.The report did also highlight a number of strengths including

:04:31. > :04:34.A new head and deputy head have now been brought in from another school.

:04:35. > :04:37.Couples seeking fertility treatment in the west could be facing

:04:38. > :04:39.a reduced service as health service budgets are stretched.

:04:40. > :04:41.NHS guidelines say that eligible women should be offered

:04:42. > :04:45.But now the last authority in the west to offer that level

:04:46. > :04:52.For those embarking on their first treatment of IVF, like Jade

:04:53. > :04:58.the forecast is looking increasingly uncertain.

:04:59. > :05:03.At the moment, we've just started our IVF treatment.

:05:04. > :05:13.We have been accepted for two courses, two cycles of IVF,

:05:14. > :05:16.so we are hoping that we will get another go after this, but I

:05:17. > :05:21.understand that the CCG have changed this, so I don't really know.

:05:22. > :05:25.Swindon will be reducing our IVF provision from three fresh cycles

:05:26. > :05:30.to one fresh cycles plus two frozen embryo transfers.

:05:31. > :05:37.It puts us into alignment with our local partners including Wiltshire

:05:38. > :05:41.and it helps us to stay within our spending budget.

:05:42. > :05:44.If, as Jade fears, her local NHS doesn't pay for her future

:05:45. > :05:49.treatment, she will be left to cover the cost herself.

:05:50. > :05:56.Like Paula - she had to find ?33,000 for her two lovely children.

:05:57. > :05:59.I know if I lived in a different part of the country,

:06:00. > :06:01.I would have had more rounds funded for me.

:06:02. > :06:03.It wouldn't have mattered if my husband had had children

:06:04. > :06:07.that I would be entitled to some form of funding

:06:08. > :06:09.and I wouldn't have had to sell my house.

:06:10. > :06:15.However unfair it might seem, with growing demand on NHS budgets,

:06:16. > :06:29.is unlikely to increase any time soon.

:06:38. > :06:40.what he made of the change. Thinking about infertility,

:06:41. > :06:44.I think this issue has really shown us or might help us to see that

:06:45. > :06:47.infertility is a condition which is largely not

:06:48. > :06:58.talked about, it's hidden. It's a little bit like cancer used

:06:59. > :07:02.to be and maybe we ought to talk I think they're going

:07:03. > :07:05.to be devastated. A lot of people might argue, look,

:07:06. > :07:09.the NHS is under pressure so surely this could be considered a bit

:07:10. > :07:12.of a luxury to have on the NHS? I realise, we all realise,

:07:13. > :07:19.the NHS is under enormous pressure but this is part of the problem

:07:20. > :07:22.with infertility - seeing it as a luxury treatment I think

:07:23. > :07:25.it is to completely misunderstand what it is about and also its human

:07:26. > :07:32.impact also if there's one thing that can come out of this,

:07:33. > :07:35.is that the discussion about the pressures on the NHS,

:07:36. > :07:49.I hope that what is happening and remember that Swindon was one

:07:50. > :07:53.of the best places to have treatment in the country

:07:54. > :07:56.until we have heard this news - I hope it's going to help us try

:07:57. > :07:59.and decide how we ensure that everybody gets the treatment

:08:00. > :08:02.that is going to be helpful to them That is the problem, isn't it,

:08:03. > :08:06.regarding this whole issue? It suddenly becomes the right

:08:07. > :08:09.of people who can afford it. Indeed it is and I don't

:08:10. > :08:11.think it should be. I think all the issues around

:08:12. > :08:18.funding of the NHS need some societal and political will to be

:08:19. > :08:25.able to say what kind of NHS to need societal and political

:08:26. > :08:27.will to be able to say I fear that the people

:08:28. > :08:33.who are at the bottom of society who experienced these issues

:08:34. > :08:35.are going to be, again, excluded I don't think having children

:08:36. > :08:41.is a human right, it's a gift, but actually it is a gift

:08:42. > :08:44.that we should help people to receive and more cycles,

:08:45. > :08:47.the evidence shows, under a certain age, the more cycles

:08:48. > :08:50.of IVF you can have, Clearly these are complex questions

:08:51. > :08:59.but we do need the engagement now and maybe it is coming up the agenda

:09:00. > :09:03.for the Government And our health correspondent

:10:08. > :10:11.the cloud amounts are going to be a tricky part of the forecast, that

:10:12. > :10:15.certainly will be the case tomorrow. Generally speaking, a lot of cloud

:10:16. > :10:17.about but as you come further towards the south-east of the

:10:18. > :10:22.region, some sunshine developing through the course of the afternoon.

:10:23. > :10:25.We have extensive amounts of playground at the moment courtesy of

:10:26. > :10:32.a weak front moving east to west, giving drizzle and temperatures

:10:33. > :10:35.keeping above freezing tonight and into tomorrow morning, we can expect

:10:36. > :10:38.a good deal of the cloud and hill fog will be with us. The drizzle

:10:39. > :10:46.will have eased away and we are in for a dry day. You will notice cloud

:10:47. > :10:50.tending to break away and it is difficult to gauge how far

:10:51. > :10:53.north-west the boundary might extend, it may improve the some of

:10:54. > :10:57.you but I will lean on the side that it is likely to be a day with a fair

:10:58. > :11:02.amount of cloud, certainly for a good part of the region. By the

:11:03. > :11:02.night-time, the skies could have cleared more which means

:11:03. > :11:06.temperatures tomorrow of five perhaps a little milder. If you like

:11:28. > :11:32.of England where there is sunshine to be had. Four or five Celsius in

:11:33. > :11:38.Kent. Differences remain over the next few days and here is why. I

:11:42. > :11:48.coming into Scotland from the Atlantic plenty of clouds around.

:11:49. > :11:50.Outbreaks of rain through Scotland and Northern Ireland overnight,

:11:51. > :11:56.patchy drizzle into parts of England and Wales, but where you've got

:11:57. > :12:01.cloud the temperatures are holding up. Clearer skies in parts of

:12:02. > :12:03.south-east England and East Anglia, could get below freezing as the
