:00:52. > :00:54.Plans to move Bath's central library have just moved a step closer,

:00:55. > :00:57.despite angry protests by hundreds of people tonight.

:00:58. > :01:01.Demonstrators say it'll mean a reduced service,

:01:02. > :01:03.but the local authority say it would modernise it.

:01:04. > :01:07.Although the plans still need further approval.

:01:08. > :01:10.This all comes at a time when the council has to save ?37

:01:11. > :01:14.And are looking at making a cut of more than ?5 million

:01:15. > :01:18.in adult social care as well as reducing jobs.

:01:19. > :01:21.So with these financial pressures, the council say the changes

:01:22. > :01:22.to the library service could save ?800,000

:01:23. > :01:29.Well, joining the demonstrators was Bath resident and BAFTA award

:01:30. > :01:36.I asked him why he had added his voice to the protest.

:01:37. > :01:38.The library is a big feature in the centre of Bath.

:01:39. > :01:43.It is a place where people can come and read.

:01:44. > :01:46.It really expresses something of the community of the city,

:01:47. > :01:55.And the idea that it is closed and put somewhere less accessible

:01:56. > :01:58.is generally diminished, the books are fewer,

:01:59. > :02:05.Do you think there is a nostalgia factor with libraries

:02:06. > :02:07.and some people haven't, let's say, moved on and libraries

:02:08. > :02:13.No, I think libraries have a lot to offer.

:02:14. > :02:17.People come they don't have computers and can use computers,

:02:18. > :02:23.they can access to the digital process and even if they are not

:02:24. > :02:26.very good at using them they will find assistance.

:02:27. > :02:31.It is a place where people can come and study, they can

:02:32. > :02:35.It really is a location for people to be together,

:02:36. > :02:42.to have a public space, warm and dry and a good place to be.

:02:43. > :02:50.I guess a lot of authors really get a bigger audience from those.

:02:51. > :02:53.Of course it is tremendous for writers.

:02:54. > :02:58.You have got the world of literature for free, you know,

:02:59. > :03:04.That is a great sign of a civilised society.

:03:05. > :03:08.And to demean it, reduce it, impoverishes us all.

:03:09. > :03:11.What is the dystopian future you see regarding libraries then?

:03:12. > :03:13.Well, I think the library will be reduced.

:03:14. > :03:17.Its use will be reduced and gradually it will wither.

:03:18. > :03:24.I think these people here are well capable of saving this library.

:03:25. > :03:27.And if the council refuses to listen to them, well, more fool them.

:04:06. > :04:08.Philip Winter who serves on a parish council has now been

:04:09. > :04:19.He's a councillor who nails his colours to the mast,

:04:20. > :04:23.Philip Winter is outspoken locally, but now one comment on his Twitter

:04:24. > :04:33.Calling black people a derogatory word, and saying

:04:34. > :04:38.Mr Winter is on Almondsbury Parish Council, run from a small office

:04:39. > :04:45.Today, they have been overwhelmed by complaints.

:04:46. > :04:47.We are completely horrified and disgusted.

:04:48. > :04:53.I mean, the comments are racist and misogynistic.

:04:54. > :04:55.They are not the views of anyone on this council.

:04:56. > :04:59.A lot of the councillors have said to me that they don't want to sit

:05:00. > :05:07.Cos this e-mail says, "What kind of people in Almondsbury

:05:08. > :05:09.would have that councillor as an elected representative?"

:05:10. > :05:14.And it even says, "Remind me never to visit, ever."

:05:15. > :05:22.What he's done has basically tarred the whole community.

:05:23. > :05:30.Such statements really reflect more on that's made them much more

:05:31. > :05:35.The kindest, nicest, best community I've ever lived in.

:05:36. > :05:41.It certainly doesn't reflect those views.

:05:42. > :05:45.I would hate to think that it has brought the village into disrepute

:05:46. > :05:47.and that that's people from outside's impression

:05:48. > :05:51.Councillor Winter didn't want to speak on camera today,

:05:52. > :05:54.but I did manage to talk to him on the phone from his

:05:55. > :05:58.He says the messages on his Twitter account are his,

:05:59. > :06:01.but this one in particular about black people being deported

:06:02. > :06:08.He believes he has become a target and has closed his account down.

:06:09. > :06:12.Ukip sent a brief statement today saying that he had been suspended

:06:13. > :06:22.The police say they have received a complaint and are investigating.

:06:23. > :06:24.All this after Mr Winter started a Twitter account

:06:25. > :06:28.because he was inspired by Donald Trump.

:06:29. > :06:31.He wants to stay on the parish council, but a special meeting has

:06:32. > :06:35.been called there next week to deplore his comments.

:06:36. > :06:41.South Gloucestershire Council will ultimately decide his future.

:06:42. > :06:46.There's to be a crackdown on binge drinking at this year's

:06:47. > :06:51.Cheltenham Festival, which starts four weeks today.

:06:52. > :06:55.There will be limit to the amount of alcohol people can buy

:06:56. > :07:01.Outside the venue, council enforcement officers

:07:20. > :07:27.Alcohol consumption during that week, we get the impression

:07:28. > :07:30.is going up year on year, so we need to have more tools

:07:31. > :07:33.in our toolbox to be able to deal with that.

:07:34. > :07:38.At the festival itself, drinks will now be limited to four

:07:39. > :07:42.Organisers say they don't want people to come purely to drink.

:07:43. > :07:45.They want racegoers to enjoy the festival without being blighted

:07:46. > :07:52.But of course, it's not just inside the racecourse that

:07:53. > :07:57.Every single year during festival week, tens of thousands

:07:58. > :08:00.of extra pints are drunk here in Cheltenham town centre.

:08:01. > :08:07.Its enforcement officers, like Brian Daughtrey here,

:08:08. > :08:09.will be given extra powers to curb anti-social behaviour,

:08:10. > :08:11.confiscate alcohol and, if necessary, hand out on-the-spot

:08:12. > :08:18.Previously, only the police have been able to do this.

:08:19. > :08:21.We do get a lot of unseemly behaviour during the daytime,

:08:22. > :08:28.from people who are pre-drinking before they go to the racecourse.

:08:29. > :08:29.The image definitely needs cleaning up.

:08:30. > :08:31.Having watched from afar certainly for the last few years,

:08:32. > :08:38.things have definitely changed, and I wouldn't say for the better.

:08:39. > :08:41.The pubs, clubs, hotels think it is a great time,

:08:42. > :08:43.but having said that I think it is really encouraging

:08:44. > :08:46.that the racecourse are working more closely with others this year to try

:08:47. > :08:50.and ensure that they play their part in cutting down on the excessive

:08:51. > :08:53.And by trying to cut down on alcohol, organisers hope

:08:54. > :09:01.that this year's festival will be remembered for the racing.
