:01:00. > :01:12.Dorset and Wiltshire Fire and Rescue Service have responded
:01:13. > :01:14.to more than 42,000 calls since the new call handling system
:01:15. > :01:17.provided by Capita was put in place in the summer of 2015.
:01:18. > :01:20.It is designed to break down borders between the three Fire and rescue
:01:21. > :01:23.areas it covers and deploy fire engines from the closest
:01:24. > :01:25.station to every incident but there's been problems.
:01:26. > :01:27.Well, just on Monday, we had two very common faults

:01:38. > :01:47.The system fails and we are unable to mobilise fire engines.
:01:48. > :01:50.When you are answering 999 calls, you are trying to do the best
:01:51. > :01:53.you possibly can for that person on the end of the phone
:01:54. > :01:57.and when you are not able to do that as effectively as you would like,
:01:58. > :02:01.it is very frustrating and stressful for the operators.
:02:02. > :02:03.A freedom of information request from the BBC has revealed
:02:04. > :02:06.over the last 18 months, there have been several problems.
:02:07. > :02:09.These include the system failing to work and cause having to be taken
:02:10. > :02:18.The union says the system must be fixed.
:02:19. > :02:20.It has simply been a matter of chance that lives have
:02:21. > :02:23.not been lost to date, but I tell you what,
:02:24. > :02:27.It has taken us longer to reach some incidents because of this system.
:02:28. > :02:28.We have seen fire appliances mobilised
:02:29. > :02:36.I am going to write to ministers to find out
:02:37. > :02:39.what overview they have taken, whether they share my concerns,
:02:40. > :02:42.which I sincerely hope they do, and what they are going to do
:02:43. > :02:46.I think this is something we need to do it as a matter of urgency.
:02:47. > :02:48.The three areas using this system, Dorset and Wiltshire,
:02:49. > :02:51.Devon and Somerset, and Hampshire Fire And Rescue

:04:14. > :04:16.and is a concern in parts of Bristol where Somali and
:04:17. > :04:19.Today a leading FGM charity held a meeting on how perceptions
:04:20. > :04:33.The majority of the women in this room will have suffered
:04:34. > :04:35.But to speak of it is still shameful.
:04:36. > :04:37.There's a culture of silence, which makes
:04:38. > :04:45.A lot of these women have also come through multiple forms of trauma.
:04:46. > :04:48.They may have come from a country where there has been war
:04:49. > :04:52.So you have the FGM, you have the conflict from the war,
:04:53. > :04:56.so you have to do is sort of pack in and pick out all these issues
:04:57. > :05:02.and then ensure that the women are adequately supported.
:05:03. > :05:04.Many women here grew up in African countries
:05:05. > :05:08.In Somalia, Sudan, even Egypt, 80% of girls have their genitals
:05:09. > :05:10.cut or changed for no medical reason whatsoever.
:05:11. > :05:19.The police and social services are doing what they can to try
:05:20. > :05:29.These communities come from countries where they've been
:05:30. > :05:32.persecuted, they are fearful of the police and social care.
:05:33. > :05:38.I think if you spoke to any person in Bristol,
:05:39. > :05:41.if you said social services and police are coming to your house,
:05:42. > :05:44.But they go to their houses for every form of child abuse
:05:45. > :05:47.and FGM is just another form of child abuse and we need
:05:48. > :05:52.to reassure them that we don't treat this any differently.
:05:53. > :05:54.In a short space of time, perception has started to shift.
:05:55. > :05:57.The message about the risk to women's health is
:05:58. > :06:01.But new women and refugees continue to move to this city So the work
:06:02. > :06:03.to spare future generations from this brutal
:06:04. > :06:17.Earlier, I spoke to Lisa Zimmermann, who set up a charity called
:06:18. > :06:20.Integrate UK which made a video featuring young women against FGM.
:06:21. > :06:23.I asked her if she was encouraged there are now two active police
:06:24. > :06:36.I think there has been a huge improvement over recent years
:06:37. > :06:39.and I think a lot of members of the community are engaged
:06:40. > :06:43.but there is still work to do and I think a lot of people
:06:44. > :06:46.I think above all, the youth engagement has helped to engage
:06:47. > :06:49.the parents and the more awareness is raised and the more it has
:06:50. > :06:51.become acceptable to talk about these issues openly,
:06:52. > :06:55.the easier it is for the communities to talk about FGM.
:06:56. > :06:58.You mentioned the youth engagement, that's the key here, isn't it?
:06:59. > :07:01.I think it is the key globally actually.
:07:02. > :07:04.I think the fact that young people are just saying enough, no more,
:07:05. > :07:07.and they are leading a wave, not just in this country
:07:08. > :07:09.but globally and they are also challenging politicians in a way
:07:10. > :07:13.It's a cultural issue though, isn't it?
:07:14. > :07:18.I think it is interesting that people keep calling it this issue
:07:19. > :07:21.or that issue because you know originally people would say
:07:22. > :07:23.it is a Somali issue, it is an African issue,
:07:24. > :07:25.no, it is not just Africa, it is also the Middle East,
:07:26. > :07:29.it is not just the Middle East and Africa, it is also
:07:30. > :07:31.the Philippines, so it keeps going, but actually we were practising FGM
:07:32. > :07:37.FGM as you are now talking about, but if you are looking
:07:38. > :07:44.If it is not medically necessary, what is the difference
:07:45. > :07:48.It is a form of surgical intervention that women are...
:07:49. > :07:53.Or girls feel if they are under 18 then it is a child protection issue.
:07:54. > :07:56.Girls are made to feel that their body needs
:07:57. > :08:05.Well, yes, the charity has made a video, the young people have made
:08:06. > :08:08.a video because of an article that appeared in the Economist last
:08:09. > :08:15.We haven't had a video that had such amazing response.
:08:16. > :08:17.I think it's around one million and 50,000, something
:08:18. > :08:23.So what is your hope with this whole issue around FGM?
:08:24. > :08:26.I would love to see statutory PSHE in schools, not just
:08:27. > :08:28.around FGM but around all gender-based violence.
:08:29. > :08:30.I would like to see gender-based violence including FGM
:08:31. > :08:33.The resistance to this education in schools is something I cannot
:08:34. > :08:43.I would like to see far more stringent controls
:08:44. > :08:47.I mean, we all want FGM to end in a generation and I think
:08:48. > :08:50.the progress that has been made over the last few years,
:08:51. > :08:52.it is something to be celebrated but we cannot stop now.
