0:00:19 > 0:00:23Hazel Denham went missing on Tuesday while out walking with her dog.

0:00:23 > 0:00:26A search by officers and people living in the town resumed this

0:00:26 > 0:00:31morning and it was another dog walker who actually found Hazel.

0:00:31 > 0:00:34And despite spending three nights out in the cold, close to freezing,

0:00:35 > 0:00:36Hazel is recovering well.

0:00:36 > 0:00:40Our Gloucestershire reporter, Steve Knibbs, was there.

0:00:40 > 0:00:42The moment many feared would never come -

0:00:42 > 0:00:45Hazel Denham not just alive but sitting casually

0:00:45 > 0:00:49at the bottom of Toadsmoor woods, chatting to police after being out

0:00:49 > 0:00:52in the open for three days and nights.

0:00:52 > 0:00:55I remember just seeing a lovely big smile on Hazel and I climbed over

0:00:55 > 0:00:59the fence and just gave her a big hug and said, we're so happy

0:00:59 > 0:01:00to find you, Hazel.

0:01:00 > 0:01:03Hazel was in good spirits but very dehydrated and was helped carefully

0:01:03 > 0:01:06into an ambulance to go to hospital for treatment.

0:01:06 > 0:01:09Her faithful dog, Bertie, never left her side and is doing well,

0:01:09 > 0:01:13too, helped by a few doggie treats - the whole family grateful to that

0:01:13 > 0:01:17dog walker who made a special effort to track them down.

0:01:17 > 0:01:19Thank you so, so much, yeah.

0:01:22 > 0:01:25She told the police officers that she was going to go out

0:01:25 > 0:01:27with her dog and find Hazel today, and she did.

0:01:27 > 0:01:28She found her.

0:01:28 > 0:01:30We can't thank her enough.

0:01:30 > 0:01:31I feel ecstatic, over the moon.

0:01:31 > 0:01:33It's fantastic that we've found her.

0:01:33 > 0:01:36Totally unexpected and kind of a miracle, really, isn't it?

0:01:36 > 0:01:39Hazel was confused when she was found but, used to long walks,

0:01:39 > 0:01:42she's obviously fit and resilient, having survived

0:01:42 > 0:01:50during the cold nights.

0:01:50 > 0:01:52She thinks she's been missing for a few hours,

0:01:52 > 0:01:55doesn't know what all the fuss is about, thinks there

0:01:55 > 0:01:57might be a missing dog somewhere and would quite

0:01:57 > 0:01:58like a shower, she said!

0:01:58 > 0:01:59It's quite boggy at the bottom.

0:01:59 > 0:02:02I went down as far as I could till it got too thick.

0:02:02 > 0:02:05The search for Hazel became a huge community effort.

0:02:05 > 0:02:07Police and specialist search teams were joined by volunteers

0:02:07 > 0:02:08from villages around the area.

0:02:08 > 0:02:10They started at Minchinhampton and stretched out for miles,

0:02:10 > 0:02:13searching from early in the morning until late at night.

0:02:13 > 0:02:15I'd like to say thank you, on behalf of Gloucestershire Constabulary,

0:02:15 > 0:02:18to all the locals that have shown such interest in this story.

0:02:18 > 0:02:20The lady that found her today had deliberately gone out

0:02:20 > 0:02:23walking her dog in a bid to try and find her.

0:02:23 > 0:02:27After a frantic three days, Hazel's family say they're just

0:02:27 > 0:02:32looking forward to a quiet weekend to welcome her back home.

0:02:32 > 0:02:35Steve Knibbs there with that report.

0:02:35 > 0:02:38Avon and Somerset Police say they are dealing with an average

0:02:38 > 0:02:41of 60 emergency calls a day from people with mental

0:02:41 > 0:02:43health problems.

0:02:43 > 0:02:47They include those who are suicidal or at risk of harming others.

0:02:47 > 0:02:49Six months ago, specially trained nurses were brought

0:02:49 > 0:02:52in to to try to ease the pressure.

0:02:52 > 0:02:54Our home affairs correspondent, Charlotte Callen, has been

0:02:55 > 0:03:00to see how it's working.

0:03:00 > 0:03:04Protecting us on our streets - these officers are on the front

0:03:04 > 0:03:07line, fighting crime, but the types of emergencies they're

0:03:07 > 0:03:10being called to is changing.

0:03:10 > 0:03:15The police's role is to keep us safe and to make us feel safe.

0:03:15 > 0:03:17With an increasing number of calls from people

0:03:17 > 0:03:23with mental health problems, their role is also changing.

0:03:23 > 0:03:25Senior officers say, too often, the police are being left to deal

0:03:25 > 0:03:30with the most vulnerable as health budgets have been squeezed.

0:03:30 > 0:03:35Last year, we had over 20,000 calls that had a mental

0:03:35 > 0:03:38health marker on them.

0:03:38 > 0:03:42We're deploying to 50-60% of those minimum -

0:03:42 > 0:03:44that's a huge demand.

0:03:44 > 0:03:46Police do have some mental health training but,

0:03:46 > 0:03:50with a 9% increase in calls from vulnerable people,

0:03:50 > 0:03:52something had to change.

0:03:52 > 0:03:55And six months ago, it did.

0:03:55 > 0:03:58Mental health nurses moved into the emergency call centres,

0:03:58 > 0:04:01working side-by-side with the police.

0:04:01 > 0:04:04We need to work together to improve things.

0:04:04 > 0:04:06That's the only way things are going to improve.

0:04:06 > 0:04:10When jobs come in and when people are at high risk or suicidal,

0:04:10 > 0:04:13we're asked to risk assess that and get the right

0:04:13 > 0:04:14support for people.

0:04:14 > 0:04:17Since September, when the scheme started, the mental health team have

0:04:17 > 0:04:21provided advice in over 3,000 cases.

0:04:21 > 0:04:26They stopped police needing to attend in 364 cases and they've

0:04:26 > 0:04:30reduced the time police spent at the scene from an average of 7.5

0:04:30 > 0:04:34hours to three hours.

0:04:34 > 0:04:38But should it fall to our police to deal with these kinds of problems?

0:04:38 > 0:04:40People want to see bobbies on the beat, officers patrolling

0:04:40 > 0:04:44and answering their 999 calls quickly when they call about a car

0:04:44 > 0:04:47collision or anything else that is seen traditionally

0:04:47 > 0:04:49as police business.

0:04:49 > 0:04:52If you ask the public, would you like to see your police

0:04:52 > 0:04:55officers waiting 6-8 hours in a mental health place

0:04:55 > 0:04:57of safety while somebody receives an assessment?

0:04:57 > 0:04:59They would probably say that they don't.

0:04:59 > 0:05:01Similar work is happening between the health teams

0:05:01 > 0:05:06in Wiltshire and the police, and in Dorset, too, where they have

0:05:06 > 0:05:08also seen significant benefits.
