:00:56. > :01:01.During a tour of the SS Great Britain Mr Hammond told

:01:02. > :01:07.David Garmston how much the new post would cost.

:01:08. > :01:09.Over 30 years, there's going to be about ?900 million

:01:10. > :01:14.That's a really quite small amount of money compared to the benefits

:01:15. > :01:22.of having an integrated approach to delivering services

:01:23. > :01:25.and investment in the area, making sure that the business boom,

:01:26. > :01:28.we can only really call it a business boom that is going

:01:29. > :01:31.on in this part of the country is properly supported

:01:32. > :01:35.Some viewers may be confused because Bristol has a Lord Mayor

:01:36. > :01:39.The other local authorities involved also have leaders and,

:01:40. > :01:53.Well, the point is to try and reflect what is a real economic

:01:54. > :01:55.geography, interlinked markets for labour, for goods, for services.

:01:56. > :01:58.Make sure that they are working effectively together to harness

:01:59. > :02:02.the benefits of planning across a wider geography,

:02:03. > :02:05.as has been done so successfully around Manchester.

:02:06. > :02:08.It's beginning to happen in the West Midlands and now

:02:09. > :02:12.we want to make sure that other key economic areas in the country are

:02:13. > :02:18.It does seem strange when you are trying to take out

:02:19. > :02:20.layers of management elsewhere, particularly in the NHS,

:02:21. > :02:30.It is about harnessing the benefits of planning

:02:31. > :02:32.across the whole economic geography, a city region,

:02:33. > :02:36.Can I just point out we are on Brunel's ship.

:02:37. > :02:38.If you go down there, just under Brunel's bridge,

:02:39. > :02:40.the other side of the river, there's North Somerset,

:02:41. > :02:44.They've decided to not be involved in this scheme.

:02:45. > :02:47.So, it's not really going to work as a regional mayor, is it?

:02:48. > :02:52.You've got some of the key players not involved.

:02:53. > :02:54.As it succeeds, demonstrates success, of course, others might

:02:55. > :02:59.You think they might come on board? That's an open question, isn't it?

:03:00. > :03:07.We've got a combined authority, ready to go now and it

:03:08. > :03:14.will demonstrate by its success the value that it delivers

:03:15. > :03:16.to local people here within the authority.

:03:17. > :03:18.If people in surrounding areas see those benefits,

:03:24. > :03:26.Elfan ap Rees told us he didn't regret the decision

:03:27. > :03:31.We don't believe that we need to be getting involved

:03:32. > :03:37.We have control over our own destiny and, obviously, we will continue

:03:38. > :03:40.to get funding for the things that we want to do in

:03:41. > :03:50.North Somerset, so I can't see things changing.

:04:06. > :04:07.by a council in its first week, since starting a crackdown

:05:08. > :05:13.thanking us, giving us tips, "Can you come and visit our road?"

:05:17. > :05:18.Shaking hands with a traffic warden? It happens.

:05:19. > :05:21.It must be a nice change. Certainly a nice change.

:05:22. > :05:23.That's a claim I had to put to the test.

:06:23. > :06:32.Dog owners are being warned to beware of the danger of adders

:06:33. > :06:36.if they take their pets for a walk in woodland.

:06:37. > :06:39.It's after this dog, Molly, was bitten while she was walking

:06:40. > :06:41.in woods in Somerset and nearly died.

:06:42. > :06:45.Her owners hadn't realised at first what was wrong with her.

:06:46. > :06:53.Well, he loves the place and was running around

:06:54. > :07:03.It was a ten minute walk but by the time we got

:07:04. > :07:06.to the car, she just lay down and that was it,

:07:07. > :07:09.The BBC's wildlife expert Mike Dilger told me

:07:10. > :07:18.The adder is a rare snake and declining, it's disappeared,

:07:19. > :07:20.just down the pan, over the last 40-50 years.

:07:21. > :07:22.A loss of habitat. It is a rare snake.

:07:23. > :07:25.It's also a very timid snake so 999 times out of 100,

:07:26. > :07:27.when I was humans go clomping around, making noise,

:07:28. > :07:35.rustling the vegetation, it will always disappear.

:07:36. > :07:37.The only time an actor is likely to strike and venomate

:07:38. > :07:40.is if it's cornered or accidentally trodden on, or if a dog,

:07:41. > :07:42.for example, comes across it quickly and is surprised.

:07:43. > :07:45.I think the weather at the moment is playing a part.

:07:46. > :07:48.It's an animal that hibernates right the way through the winter.

:07:49. > :07:50.Beautiful weather at the moment means it's basking early,

:07:51. > :07:53.because it's warm, it will be more active early and if dog walkers

:07:54. > :07:56.are out early because snakes will be active and they may well encounter

:07:57. > :08:00.It is a snake that can cause a few worries but it's

:08:01. > :08:04.They are venomous, though, that's the problem with it, isn't it?

:08:05. > :08:08.We have three stakes in Britain, this is the only venomous animal.

:08:09. > :08:10.I would liken it to a wasp or a bee sting.

:08:11. > :08:18.Interestingly enough, a survey carried out in the 50s,

:08:19. > :08:29.60s and 70s by one of the medical journals found one person died

:08:30. > :08:41.years from a snakebite, an adder, and 61 died

:08:42. > :08:47.So, if you were very young or very old or tend to suffer hyper allergic

:08:48. > :08:48.reactions from something like an adult fight,

:08:49. > :08:51.then you need to get to hospital quickly and get the antivenom.

:08:52. > :08:54.For the rest of us, for a dog, be calm, be relaxed,

:08:55. > :08:56.go to the hospital, tell them what's happened and they'll be

:08:57. > :09:01.This warm weather does bring out, not only, adders, you've got ticks,

:09:02. > :09:03.and also I have heard about false widow spiders, as well.

:09:04. > :09:08.Certainly, on the south coast, a false widow spider is found.

:09:09. > :09:11.It is actually in the walls around BBC Bristol and it's got

:09:12. > :09:15.But that of an week needn't worry about at all.

:09:16. > :09:19.I would argue, the countryside, the Mendips, are much safer place

:09:20. > :09:22.to be than Whiteladies Road in Bristol, or Froome, or Chard,

:09:23. > :09:25.They are really safe places to enjoy.

:09:26. > :09:29.Have a great time and you will be fine.
