0:00:16 > 0:00:18Good evening from Points West.

0:00:18 > 0:00:20New figures show the average cost of a home in the West

0:00:20 > 0:00:23has risen to ten times the region's average income.

0:00:23 > 0:00:25The figures have brought renewed attention to what many

0:00:25 > 0:00:29are calling a housing crisis.

0:00:29 > 0:00:30Our business correspondent Dave Harvey's been looking at how

0:00:30 > 0:00:35the different political parties are proposing to tackle it.

0:00:35 > 0:00:41If you're starting out as a young person, very expensive.

0:00:41 > 0:00:44After years on the council waiting list in Bristol,

0:00:44 > 0:00:47Carly and her young son Vinny have just moved into a home

0:00:47 > 0:00:48they can afford.

0:00:48 > 0:00:51They rent it from a housing association, after the council

0:00:51 > 0:00:52approved their application.

0:00:52 > 0:00:54Carly knows she's one of the lucky ones - 14,000

0:00:54 > 0:00:58others are still waiting.

0:00:58 > 0:01:00This is why you have got young people going

0:01:00 > 0:01:01on the council register.

0:01:01 > 0:01:08Then there are umpteen thousands of people on there as well.

0:01:08 > 0:01:11As a country we are suffering from a housing crisis.

0:01:11 > 0:01:14And that is the one thing everyone agrees on.

0:01:14 > 0:01:22We need to build more homes, and make them cheaper.

0:01:22 > 0:01:25The only way of tempering the price rising within the housing

0:01:25 > 0:01:27market is to get a bigger supply of housing.

0:01:27 > 0:01:28In Tetbury, they're doing just that.

0:01:28 > 0:01:31Over 900 new homes have gone up.

0:01:31 > 0:01:33All the parties want to build a lot more.

0:01:33 > 0:01:35In fact, both Labour and the Conservatives

0:01:35 > 0:01:39have picked the same number - 200,000.

0:01:39 > 0:01:42It will be a challenge.

0:01:42 > 0:01:44The Conservatives made the same pledge two years ago,

0:01:44 > 0:01:49and last year fell short by 40,000 homes.

0:01:49 > 0:01:53And even if they are built - what about those prices?

0:01:53 > 0:01:56In Tetbury, as everywhere now, a third of these new homes

0:01:56 > 0:02:02are designated "affordable".

0:02:02 > 0:02:05Sold to housing associations, rented out at 80% of the market price.

0:02:05 > 0:02:14The trouble is, it's 80% of a high figure.

0:02:14 > 0:02:16And therefore 80% of that is still unaffordable.

0:02:16 > 0:02:21And it becomes a vicious circle, that you get older, wealthier people

0:02:21 > 0:02:24taking up the limited properties that there are and the whole thing

0:02:24 > 0:02:25becomes totally unbalanced.

0:02:25 > 0:02:28Price absolutely matters.

0:02:28 > 0:02:31And one way that can happen is by Government providing us

0:02:31 > 0:02:33with grants to build affordable housing, so every pound

0:02:33 > 0:02:43they give us, we put ?6 of our own resources into that.

0:02:46 > 0:02:49And as a result of that, we create low-cost homeownership, or we create

0:02:49 > 0:02:50an affordable rented property.

0:02:50 > 0:02:52And that's exactly what they're doing here in Weston,

0:02:52 > 0:02:55where they are putting the finishing touches to some 14 new homes.

0:02:55 > 0:03:00All of them specifically for people on low incomes.

0:03:00 > 0:03:02And that is where the parties disagree.

0:03:02 > 0:03:05Labour say half of all their new homes - 100,000 -

0:03:05 > 0:03:09will be built by councils or housing assoiciations.

0:03:09 > 0:03:11The Conservatives say they will encourage councils

0:03:11 > 0:03:14to build more new homes, but most of those 200,000 new homes

0:03:14 > 0:03:24will come from private developers.

0:03:24 > 0:03:26A 27-year-old man has been jailed for attacking a man

0:03:26 > 0:03:29with a machete in Bristol.

0:03:29 > 0:03:31It happened on Sturminster Road in Stockwood last August.

0:03:31 > 0:03:33The 36-year-old victim suffered serious head and arm injuries.

0:03:33 > 0:03:35Martin Grant from Birmingham, who pleaded guilty to grievous

0:03:35 > 0:03:38bodily harm, was jailed for 11 years and three months at

0:03:38 > 0:03:45Bristol Crown Court.

0:03:45 > 0:03:47The driver of a car that was involved in a crash

0:03:47 > 0:03:49in Cheltenham has been arrested by police after running

0:03:49 > 0:03:51away from the scene.

0:03:51 > 0:03:57At 4:15pm this afternoon, a dark grey Renault Megane went

0:03:57 > 0:03:59the wrong way down Fairview Road.

0:03:59 > 0:04:02It went past a no entry sign and hit two vehicles.

0:04:02 > 0:04:05The driver was eventually found almost three hours later.

0:04:05 > 0:04:11There are no reports of injuries.

0:04:11 > 0:04:14Thousands of grapevines are being planted in the West

0:04:14 > 0:04:16as growers take advantage of a boom in English wine.

0:04:16 > 0:04:18An estimated one million vines have been planted

0:04:18 > 0:04:23across the country this year.

0:04:23 > 0:04:26Pam Caulfield reports from Wiltshire.

0:04:26 > 0:04:29This vineyard is just five weeks old.

0:04:29 > 0:04:32It's a brand new venture for a family who've farmed this land

0:04:32 > 0:04:38for the last century.

0:04:38 > 0:04:41We are lucky on a farm that the soil is free draining

0:04:41 > 0:04:46and we are about 150 feet above sea level which is ideal.

0:04:46 > 0:04:49And we have got a plot here that's very sunny all day

0:04:49 > 0:04:51as well, so hopefully this is the right conditions.

0:04:51 > 0:04:55And it has got a slope on the field that the frost will run off of.

0:04:55 > 0:04:58It's a big investment - with 9,000 vines here.

0:04:58 > 0:05:01A special planting team was brought in from Germany,

0:05:01 > 0:05:04but they're not the only ones to diversifying into wine.

0:05:04 > 0:05:06One million vines have been planted across England this year.

0:05:06 > 0:05:11That is the equivalent of 100 plots like this.

0:05:11 > 0:05:14So in a few years' time, we can expect to see many more

0:05:14 > 0:05:19bottles of English wine on our shelves.

0:05:19 > 0:05:21So why are people getting a taste for it?

0:05:21 > 0:05:24There are now more varieties of English wine than ever before.

0:05:24 > 0:05:27And the current exchange rate is also making it more affordable.

0:05:27 > 0:05:32Export is a growing aspect of what we do into North America,

0:05:32 > 0:05:35into the Far East and we are certainly seeing many vineyards

0:05:35 > 0:05:37winning contracts right across the world and that is really

0:05:37 > 0:05:43exciting for us.

0:05:43 > 0:05:46But it can be a risky business - earlier this spring there

0:05:46 > 0:05:48was an unprecedented frost.

0:05:48 > 0:05:50First time in 16 years we have ever had that problem,

0:05:50 > 0:05:54and it didn't affect us in the way that I thought it might have.

0:05:54 > 0:05:55Nothing keeps a good English vine down.

0:05:55 > 0:05:58It takes at least three years to go from seed to shelf,

0:05:58 > 0:06:00but to create these award-winning Wiltshire wines, it's

0:06:00 > 0:06:02been a worthwhile wait.

0:06:02 > 0:06:07From wine to cheese, and a west country soldier's become

0:06:07 > 0:06:12a record-equalling champion cheese-chaser after running

0:06:12 > 0:06:18and tumbling his way to victory down Cooper's hill in Gloucestershire.

0:06:18 > 0:06:22Chris Anderson's in the infantry with One Rifles and today joined

0:06:22 > 0:06:24dozens taking part in one of the West Country's stranger

0:06:24 > 0:06:25bank holiday traditions.

0:06:25 > 0:06:28Scott Ellis reports.

0:06:28 > 0:06:30APPLAUSE.

0:06:30 > 0:06:36Before the annual event on Cooper's Hill -

0:06:36 > 0:06:39a minute's applause in tribute to those killed or injured

0:06:39 > 0:06:43in Manchester, after which the games began.

0:06:43 > 0:06:46Gravity, a steep slippery slope and an 8lb double Gloucester getting

0:06:46 > 0:06:54the better of everyone.

0:06:54 > 0:06:56Including - in the white t-shirt - TV presenter Ben Fogle.

0:06:56 > 0:06:59Do you know what, I've wanted to do this for probably the best

0:06:59 > 0:07:01part of a decade now.

0:07:01 > 0:07:04When I was filming things like this for TV, I was never allowed to,

0:07:04 > 0:07:08health and safety, so I have come along on my own today and I did it,

0:07:08 > 0:07:11I have done that now and, yes, I can tick that one off.

0:07:11 > 0:07:13The origins of this cheese-rolling tradition are possibly pagan

0:07:13 > 0:07:15or linked to grazing rights.

0:07:15 > 0:07:17What's certain is the internet has turned a village event into

0:07:17 > 0:07:24an international bucketlist must.

0:07:24 > 0:07:27I saw this on the news ten years ago and thought,

0:07:27 > 0:07:29"That looks so stupid, I have to do it."

0:07:29 > 0:07:31Once you get up to the top so scary.

0:07:31 > 0:07:32It was really cool.

0:07:32 > 0:07:34In my town, we run with bulls in the street,

0:07:34 > 0:07:35so it's quite similar.

0:07:35 > 0:07:37That's why I came, it's another stupid race!

0:07:37 > 0:07:39What's more dangerous, cheese rolling or bull riding?

0:07:39 > 0:07:42Cheese, I think, yes!

0:07:42 > 0:07:45You can tell from our faces that it was mainly just mud.

0:07:45 > 0:07:48It was a lot slippery.

0:07:48 > 0:07:51Injuries were few and minor.

0:07:51 > 0:07:53The local rugby team acting as a safety net.

0:07:53 > 0:07:55It was a bit like a rugby match.

0:07:55 > 0:07:58They are running a bit quicker than in a rugby game.

0:07:58 > 0:08:01They'd go all the way to Brockworth if we didn't stop them.

0:08:01 > 0:08:03Despite an international field, honours went to Brockworth

0:08:03 > 0:08:04local Chris Anderson.

0:08:04 > 0:08:07The soldier has now won 20 overall, to equal the cheese rolling record.

0:08:07 > 0:08:09One more next year and then we'll see, maybe one each

0:08:10 > 0:08:11year after, if I can.

0:08:11 > 0:08:13I'm 30 next year, so I'm not getting any younger.

0:08:13 > 0:08:15I'm 30 next year, so I'm not getting any younger.

0:08:15 > 0:08:21I'm 30 next year, so I'm not getting any younger.

0:08:21 > 0:08:24Let's take a look at the weather for the coming week.

0:08:24 > 0:08:26Here's Alexis Green with the forecast.

0:08:27 > 0:08:30Good evening.

0:08:30 > 0:08:32The weather for the week ahead is fairly mixed.

0:08:32 > 0:08:34We'll have some lovely, dry, sunny days and feeling

0:08:34 > 0:08:36warm in the sunshine, but there's the chance of rain

0:08:36 > 0:08:42and it will turn fresher later on.

0:08:42 > 0:08:46Tonight they will be a fair amount of cloud with lows of eight to nine

0:08:46 > 0:08:49Celsius in the countryside, 11 to 12 Celsius in built-up areas.

0:08:49 > 0:08:52A good deal of sunshine tomorrow, but the risk of a scattered shower.

0:08:52 > 0:08:57The showers will be mainly late.

0:08:57 > 0:08:59Temperatures of 19, possibly 20 Celsius.

0:08:59 > 0:09:02Tomorrow night, a few clear spells and the risk of an odd,

0:09:02 > 0:09:05isolated shower and there may be low cloud and mist in the early hours

0:09:05 > 0:09:08of Wednesday morning.

0:09:08 > 0:09:10Lows tomorrow night of nine to 10 Celsius.

0:09:10 > 0:09:13Wednesday, a lot of dry weather, sunshine and a potential high of 21

0:09:13 > 0:09:15Celsius, maybe 22 in some parts.

0:09:15 > 0:09:17We're keeping an eye on this weather front,

0:09:17 > 0:09:19which moves through later on during Thursday, giving some

0:09:19 > 0:09:20rain through Friday.

0:09:20 > 0:09:25The rest of the weekend will be fresher with some sunshine.

0:09:32 > 0:09:34And that's all from Points West on this Bank Holiday Monday,

0:09:34 > 0:09:37we're back with more news tomorrow, but for now, from me

0:09:37 > 0:09:40and all the team, goodnight.
