:01:19. > :01:24.Good evening. It was a devastating explosion that killed two fire

:01:24. > :01:26.officers. A report released today into the blast at a Sussex

:01:26. > :01:28.fireworks factory says there must be better communication between

:01:28. > :01:35.emergency crews and better assessment of potential danger

:01:35. > :01:37.sites. The report into the incident 4.5 years ago, which killed Geoff

:01:37. > :01:42.Wicker and Brian Wembridge, was published by East Sussex Fire and

:01:42. > :01:49.Rescue Service themselves, and runs to 244 pages. Robin Gibson has been

:01:49. > :01:54.examining its implications. The man holding the camera is Brian

:01:54. > :02:00.Wembridge. In front of him firefighters are trying to hose

:02:00. > :02:03.down a container in the middle of the blaze at Festival Fireworks.

:02:03. > :02:13.Their actions indicate they are unaware it is packed with fireworks,

:02:13. > :02:15.

:02:15. > :02:19.and in the next few moments it will explode. It is clear from our

:02:19. > :02:22.report that a significant amount of information was not made available

:02:22. > :02:26.to firefighters so they could assess the situation and deal with

:02:26. > :02:30.that incident. It was a very dynamic incident, it happened

:02:30. > :02:37.quickly after the attended with lots of things going on and lots of

:02:37. > :02:44.misinformation. Brian Wembridge and Geoff Wicker lost their lives. A

:02:44. > :02:46.father and son were jailed for manslaughter. This internal fire

:02:46. > :02:52.service investigation recommends a raft of safety improvements for

:02:52. > :03:02.tackling similar incidents in the future. But it has taken 4.5 years

:03:02. > :03:05.

:03:05. > :03:10.to be made public. We were hindered in the initial stages as a result

:03:10. > :03:14.of the criminal case by the police, and lots of information was not

:03:14. > :03:17.made available to our cells until after the court case in December

:03:17. > :03:21.2009. For firefighters, any death- in-service is treated rather like a

:03:21. > :03:24.death in the family, even 4.5 years on. So, while this review may help

:03:24. > :03:33.save lives in the future, it can't change the emotional feelings about

:03:33. > :03:38.what happened on that day. There's not a day go past when someone

:03:38. > :03:41.mentions his name. Either in the club, or when I parts the fire

:03:41. > :03:45.station a look at the Memorial trees that a plant there. Every

:03:45. > :03:48.time I hear a firework, the memories keep flooding back. It's

:03:48. > :03:51.about lessons learned. Lessons of a bitter experience that will be

:03:51. > :04:01.shared with emergency services all over the country. Lessons learned

:04:01. > :04:02.

:04:02. > :04:09.The report is incredibly detailed, covering more than 240 pages and

:04:09. > :04:13.includes 66 recommendations, so what exactly are they? It's called

:04:13. > :04:15.for what is in effect an at-risk register. That would mean drawing

:04:16. > :04:19.up an improved map of where all licensed explosives are stored

:04:19. > :04:21.across the county. It recommends better sharing of information

:04:21. > :04:27.between other emergency services and the implementation of a

:04:27. > :04:29.contingency plan for explosive sites. The report has also called

:04:29. > :04:35.for a formal procedure for tactical withdrawal and emergency evacuation

:04:35. > :04:43.to be drawn up. The MP for Lewes says he hopes the recommendations

:04:43. > :04:47.will have far-reaching implications. We now have a better understanding

:04:47. > :04:51.as to where the shortcomings were and the lessons to be learnt, and I

:04:51. > :04:55.hope that out of this will come not simply improved practice for East

:04:55. > :04:58.Sussex Fire and Rescue service, but also for other emergency services

:04:58. > :05:00.and other Fire and Rescue services across the country. The report also

:05:00. > :05:03.highlights significant ways the service needs to develop its

:05:03. > :05:06.training and emergency procedures following the tragedy. It is called

:05:06. > :05:08.for a review of the use of hearing protection whilst at the same time

:05:08. > :05:16.maintaining effective kin indications so firefighters are

:05:16. > :05:19.aware of vital signs. -- effective communications. The report also

:05:19. > :05:23.looks at safety equipment and found that everything performed as it

:05:23. > :05:25.should in a fire, but it recommends that the way some pieces are worn

:05:25. > :05:27.should be reviewed. It also calls for improvements in the way

:05:28. > :05:30.firefighters are trained when faced with hazardous or explosive

:05:30. > :05:35.materials. Lynda Hardy is outside Crowborough Fire Station where

:05:35. > :05:45.Brian Wembridge was based. Lynda, does the report draw a line under

:05:45. > :05:48.the tragedy for the fire service? No, I don't think it does. Aside

:05:48. > :05:51.from the emotional impact of the loss of a member of this fire

:05:51. > :05:56.station, Brian Wembridge, who died alongside his colleague Geoff

:05:56. > :05:59.Wicker on that day, there is also the matter of an ongoing civil

:05:59. > :06:03.compensation case. The families of the two men who were killed, as

:06:03. > :06:07.well as 12 other firefighters and police officers who were injured

:06:07. > :06:12.during the explosion, they yesterday won the right to

:06:12. > :06:16.substantial damages payments from the factory owner, Martin Winter.

:06:16. > :06:21.understand that the Fire Officers' Association have responded to the

:06:21. > :06:24.report. They have, and they said they support all the

:06:24. > :06:28.recommendations that have been made, recognising the fact that many have

:06:28. > :06:32.been implemented already. They say they fear there is a danger that

:06:32. > :06:36.this report might be regarded as the end of the process, and given

:06:36. > :06:39.the on going cuts to funding for the fire service, and that will

:06:40. > :06:45.continue over the coming years, they say that was not be allowed to

:06:45. > :06:54.impact on firefighters training and their safety.

:07:41. > :07:45.this stage of the Olympics headlines are all about the chaotic

:07:45. > :07:51.scramble to get things completed in time, but as you can see, the

:07:51. > :07:55.Olympic stadium is having his final touches applied to it. The aquatic

:07:55. > :07:59.centre will -- was unveiled today. In a few minutes' time a big party

:07:59. > :08:03.will get under way in Trafalgar Square where Kelly Holmes is one of

:08:03. > :08:08.the star guest. For the competitors from the south-east and the rest of

:08:08. > :08:14.the world, the starting line for the 2012 games is now well inside.

:08:14. > :08:17.London. The East were the scenes six years ago. The countdown to the

:08:17. > :08:22.London Olympics began at that very moment, but with just 12 months ago,

:08:22. > :08:26.the focus now is much sharper for those hoping to be involved. This

:11:34. > :11:38.travel insurance had lapsed and he'd decided he couldn't afford to

:11:38. > :11:41.renew it. His parents returned to the UK from his bedside this

:11:41. > :11:49.morning, needing to raise tens of thousands of pounds to repatriate

:11:49. > :11:52.him. They spoke to Simon Jones at their home in Maidstone.

:12:02. > :12:10.parents are now back home, but without their son. Very hard. Yes.

:12:10. > :12:15.I didn't want to leave, I didn't want to come home. I wanted to stay,

:12:22. > :12:27.and his medical bills have already cost �20,000. All their savings. It

:12:27. > :12:31.is an 8,000 mile trip home. It is likely to cost �96,000 to

:12:31. > :12:36.repatriate him with an air ambulance. He has now been in a

:12:36. > :12:41.coma for 27 days. I dread to think what will happen if we don't get

:12:41. > :12:47.him home. We're just praying and hoping that this week we can get

:12:47. > :12:52.him repatriated. His pregnant girlfriend and brother remained by

:12:52. > :12:55.his bedside in Bali. This would be a terrible situation if it had

:12:56. > :13:00.happened in England. The fact that it is the other side of the world

:13:00. > :13:03.and there is a time difference and a language barrier, and a huge cost.

:13:03. > :13:07.The hospital costs alone where he is staying at the moment have

:13:07. > :13:12.already trained my parents live savings. Richard had been insured

:13:12. > :13:15.for the start of his stay, but he didn't renew it. Because we're very

:13:15. > :13:18.lucky in this country that we have a national health service, be

:13:18. > :13:24.people assume that those kind of services are available for free

:15:17. > :15:21.Dover on 15th July. They were held in London by anti-terrorist police

:15:21. > :15:28.and told yesterday, when they were charged. Today, they were remanded

:15:28. > :15:37.in custody and will appear back in court on 24th August. The police

:17:38. > :17:42.just 22 miles away. One easily commutable distance. But is it

:17:42. > :17:49.feasible to commute from the French coast to Kent? One lady does it

:17:49. > :17:52.every single day. It is 7am. This woman is saying goodbye to her

:17:52. > :17:59.young son before leaving her home in northern France to commute to

:17:59. > :18:04.work. She is a teacher and works in Dover. I thought I was just going

:18:04. > :18:09.to work like other people. I thought I am just travelling. I am

:18:10. > :18:14.just working. She is just one of our handful of people to travel

:18:14. > :18:24.every day through the tunnel. She gets a discounted ticket, but

:18:24. > :18:31.taking the car makes it an expensive commute. It cost me �31

:18:31. > :18:36.return every day. It is quite a bit of my salary. On top of everything

:18:36. > :18:40.else. But she loves her job, earns more than she would in France and

:18:40. > :18:44.says it still pays her to commute. If she is able to commute on a

:18:44. > :18:54.daily basis, what would it take for thousands of us to make the same

:19:01. > :19:04.have any commuter system. We would like people to commute from Calais
