:00:47. > :00:52.up despite the downturn - Sevenoaks his name Britain's most successful

:00:52. > :01:02.market town. And Britain's youngest poppy seller.

:01:08. > :01:11.Good evening. A Kent hospital has been named as having one of the

:01:11. > :01:16.worst death rates in the country. New Department of Health figures

:01:16. > :01:23.show there were 1745 deaths following treatment at Medway

:01:23. > :01:25.Maritime Hospital. Expected figure was just over 1,500.

:01:25. > :01:31.It is the 6th worst rate in the country. The health secretary says

:01:31. > :01:35.the figures should be a smoke alarm to prompt further investigation.

:01:35. > :01:39.Jean's son is having treatment at the Medway Maritime Hospital, and

:01:39. > :01:44.he is concerned about the figures. I think it is disgusting. They

:01:44. > :01:50.should put more doctors on, and be allowed to more patients. What they

:01:50. > :01:54.are coming in with. And see to them as priority number one. Medway

:01:54. > :01:59.Maritime Hospital needs to stop looking at themselves, is an the

:01:59. > :02:05.past year there were 238 more deaths than expected at the Medway

:02:05. > :02:15.Maritime Hospital. At East Sussex NHS Trust there were

:02:15. > :02:15.

:02:15. > :02:20.237. -- 227. All insist patient care is not

:02:20. > :02:24.being compromised. I think it is a red flag and

:02:24. > :02:27.something we have to look at, but I don't think we should leap to

:02:27. > :02:32.conclusions, because it is the first time we have seen these

:02:32. > :02:36.statistics. And it is a projection of what statisticians would expect.

:02:36. > :02:40.In it was the scandal at the Stafford hospital where 400

:02:40. > :02:44.patients died needlessly because of appalling care, that prompted the

:02:44. > :02:48.Health Secretary to reduce these new measures. In giving them, for

:02:48. > :02:53.Thomas Collins, coming in today with a cut above his eye, they want

:02:53. > :02:55.to know what it all means. It is concerning, but I'm sure if the

:02:55. > :02:59.hospital know that they will do their best to try and bring up

:02:59. > :03:02.whatever is wrong. There Health Secretary expects --

:03:02. > :03:07.accepts that death rates a one measure by which a hospital can be

:03:07. > :03:09.judged, and he says that those with high rates should see it as an

:03:09. > :03:15.alarm to prompt further investigation.

:03:15. > :03:19.The trust insists it has found no invest -- evidence in court and

:03:19. > :03:24.efficiency and quality of medical care for patients.

:03:24. > :03:27.I am joined live by the medical director of the Medway Maritime

:03:27. > :03:34.Hospital. Thank you for joining us. You must be worried about having

:03:34. > :03:38.such a high death rate. Yes, we are worried. This is not new

:03:38. > :03:42.information to us, we at the hospital in common with all

:03:42. > :03:49.hospitals follow our death rates very carefully. This is the first

:03:49. > :03:53.time this new index has been produced, previously we were

:03:53. > :03:57.following the hospital standardised mortality ratio, and that gave us

:03:57. > :04:01.similar information but in a different way. So these are very

:04:01. > :04:05.complex indicators, the fact is that they are subject to a lot of

:04:05. > :04:09.caveats, a lot of question marks about the validity of the methods

:04:09. > :04:14.used, so they have to be interpreted with a great degree of

:04:14. > :04:18.caution, and looked at very carefully indeed. The Home

:04:18. > :04:21.Secretary says that regardless of the context and how these figures

:04:21. > :04:28.have come about, this is an alarm that you should investigate further.

:04:28. > :04:32.When you do that? We already have done. I think it is important that

:04:32. > :04:37.you remind your listeners and viewers that these are last year's

:04:37. > :04:42.data. This data is already a year out of date. We look at the issue

:04:42. > :04:46.very carefully when we had it in its previous format, and we find

:04:46. > :04:51.that there were no problems with the quality of medical care. There

:04:51. > :04:55.are lots of other reasons that these figures can look strange,

:04:56. > :04:59.they can go high, and we have looked into that with great care.

:04:59. > :05:05.We found there were problems with the coding of the patients, so that

:05:05. > :05:10.is the information that goes to the Department of Health... What about,

:05:10. > :05:15.you mentioned that the coding. does that mean? When a patient

:05:15. > :05:21.comes into hospital, they are given a code which relates to their age

:05:21. > :05:25.and sex. The illness with which they come in, any additional

:05:25. > :05:29.illnesses, factors such as smoking, whether they are admitted from an

:05:29. > :05:35.elderly Care Home... There are very wide range of adjustments made to

:05:35. > :05:39.the data to try and I run out and standardise the mortality ratios.

:05:39. > :05:43.And if you get anything wrong in that information, which you may

:05:43. > :05:45.find yourself doing, you may produce patience which have a lower

:05:45. > :05:50.risk of dying than they actually have.

:05:50. > :05:55.To add to very much. The murder of Jill Jakes by Vincent

:05:55. > :05:59.Tabak has shocked the nation. -- Jo Yeates. A man obsessed with

:05:59. > :06:03.watching violent pornography on the internet. The case has similarities

:06:03. > :06:08.to the killing of Brighton music teacher Jane Longhurst, who was

:06:08. > :06:13.murdered by Graham who could. also viewed extreme pornographic

:06:13. > :06:16.material, and Jane's mother Liz campaign for such material to be

:06:16. > :06:21.made illegal. Today she says she is disappointed the law has not been

:06:21. > :06:26.more effective. Jane Longhurst was murdered by a

:06:26. > :06:30.man who watched extreme pornography on the internet. Graham Coutts

:06:30. > :06:35.strangled her, put her body in a storage unit, then later dumped her

:06:35. > :06:40.in woodland and set her alight. After the death, Jane's mother

:06:40. > :06:45.campaign for violent pornography to be banned. In 2009, possessing it

:06:45. > :06:49.was made illegal, but it did not stop the murder of Jo Yeates.

:06:49. > :06:55.A you disappointed that the law you fought so hard for has effectively

:06:55. > :07:02.failed to stop another murder of another woman in almost identical

:07:02. > :07:09.situation to that of your daughter? I just feel very sad about it. It

:07:09. > :07:15.is very sad indeed. I was glad that the law had been passed in 2009,

:07:15. > :07:19.but I did not feel that it was necessarily going to have a

:07:19. > :07:27.tremendously marked effect. I was rather surprised that very few

:07:27. > :07:31.patients -- cases have been... There have been lots of cases with

:07:31. > :07:35.child pornography, but not very many, like this one, to do with

:07:35. > :07:40.adult pornography. The Crown Prosecution Service say,

:07:40. > :07:43.where we can, we will charge and prosecute such offences robustly.

:07:43. > :07:47.There may be some circumstances where alternative charges which

:07:47. > :07:52.carry a greater penalty may be appropriate.

:07:52. > :07:56.Ms Longhirst thinks internet providers should block violent

:07:56. > :08:03.poorer -- pornography. They could do far more in

:08:03. > :08:09.preventing it, but there is money, so much money involved. You know,

:08:10. > :08:15.people that tell you how to make bombs, have their sights pretty

:08:15. > :08:18.quickly brought down, but they do not do it for extreme violence

:08:18. > :08:22.internet pornography. Jane Longhurst would have been 40

:08:22. > :08:31.next week. Her mother hopes that some day, action will be taken to

:08:31. > :08:35.prevent another murder like hers. On the programme in a moment.

:08:35. > :08:45.Raising their voices to end, for a beer on the terraces, a campaign

:08:45. > :08:49.group says it is time to end the abuse of Brighton fans.

:08:49. > :08:53.The mother of a young man who died in a hit and run in Sussex has

:08:53. > :08:56.appealed for a man wanted for questioning to hand himself in.

:08:56. > :09:02.Kalan Fletcher was killed just over a week ago in have sex while

:09:02. > :09:06.walking home. Sussex Police want to talk to Imran Shaukat who had been

:09:06. > :09:11.living in West Sussex. -- Hassocks. They are still trying to comes to

:09:11. > :09:16.terms with the loss of a much-loved brother and son. Kalan Fletcher was

:09:16. > :09:20.23, killed in a hit and run in West Sussex over a week ago. What

:09:20. > :09:24.compounds the grief for his family in his home town of Margate is that

:09:24. > :09:30.a man wanted for questioning is still at large, and today they made

:09:30. > :09:36.his appeal for a stock please hand yourself in. And though it must be

:09:36. > :09:46.hard for you as well, but just hand yourself in. Police had yourself in.

:09:46. > :09:47.

:09:55. > :09:58.This is the man Sussex Police want to interview, Imran Shaukat, and

:10:09. > :10:14.on the A273 in Hassocks. They have recovered a Ford Transit van. Imran

:10:14. > :10:17.Shaukat is suspected of overstaying a student visa. The UK Border

:10:17. > :10:22.Agency is helping Sussex Police with its investigation. All

:10:22. > :10:27.officers try to piece together what happened, Kalan's family are

:10:27. > :10:34.clinging to fond memories. I really am beside myself. He was a

:10:34. > :10:38.good kid, really. Always joking and laughing about... He will be sadly

:10:38. > :10:41.missed. Sussex Police appealed for Imran

:10:41. > :10:45.Shaukat to come forward, offer anyone who knows where he is, to

:10:45. > :10:50.contact them. A 15-year-old boy is fighting for

:10:50. > :10:54.his life after what appears to have been a calculated attack in Sussex

:10:54. > :10:58.on Saturday night. He had been at a beach party in Glyne Gap and was

:10:58. > :11:02.walking back to Bexhill along the seafront with three teenage friends.

:11:02. > :11:06.This afternoon police arrested a 20-year-old man on suspicion of

:11:06. > :11:11.causing grievous bodily harm. A group of protesters have set up a

:11:11. > :11:15.camp in Brighton's Victoria Gardens. Like a high-profile camps outside

:11:15. > :11:19.St Paul's Cathedral and in Wall Street in New York, they want to

:11:19. > :11:22.have a more open debate about democracy and intend to stay until

:11:22. > :11:25.it is established. Medway has come near the bottom of

:11:26. > :11:30.a list of councils named and shamed by the Government for failing to

:11:30. > :11:35.deal quickly with adoption cases. David Cameron once all children in

:11:35. > :11:39.care to be adopted within 12 months, only 59% of children put up for

:11:40. > :11:43.adoption in Medway find a permanent home within that time. Local

:11:43. > :11:48.authorities have got to realise that the biggest cost on their

:11:48. > :11:53.resources is the cost of failure. And if you do not intervene early,

:11:53. > :11:56.take a child into care before it is too late, then it is very costly in

:11:56. > :12:00.social terms, and the impact on that child, and also very costly

:12:00. > :12:04.financial. A father today broke down in tears

:12:04. > :12:08.as he described how he tried in vain to save his six year-old

:12:08. > :12:12.daughter from a fire in Crawley. Donald Sibanda was giving evidence

:12:12. > :12:16.at the start of the trial of the man accused of murdering six year-

:12:16. > :12:24.old Dumo. George Sithole denies murder and setting fire to their

:12:24. > :12:28.home in Crawley in 2004. George Sithole, who we cannot

:12:28. > :12:32.identify for legal reasons, a rise at Lewes Crown Court for today's

:12:32. > :12:39.trialled. He is accused of murdering six year-old Dumo so

:12:39. > :12:43.Banda, and setting fire to their house in Crawley, in 2004. Dumo's

:12:43. > :12:47.father and family friend jumped to safety, but the six year-old was

:12:47. > :12:51.found unconscious and died later of injuries. Fire investigators found

:12:51. > :12:55.that petrol had been poured through a window and ignited.

:12:56. > :13:01.Her father Donald had been woken by someone calling his name. Realising

:13:01. > :13:06.the house was on fire, he ran to his daughter's bedroom. Because of

:13:06. > :13:16.the smog he could not find her. He jumped out of his window, and try

:13:16. > :13:17.

:13:17. > :13:21.to get in his daughter's but the smog fought him back.

:13:21. > :13:26.The prosecution told the court that George Sithole's motive that day

:13:26. > :13:31.was jealousy. He was convinced his girlfriend was having an affair.

:13:31. > :13:34.CCTV cameras earlier that day showed him buying a box of matches.

:13:34. > :13:39.The prosecution also claimed he bought two litres of petrol which

:13:39. > :13:43.they claimed he used to start the fire. Two days after them murder,

:13:43. > :13:47.George Sithole flew back to South Africa before being extradited back

:13:47. > :13:56.to the UK. He denies counts of arson and the case continues

:13:56. > :13:58.It's time to stamp out anti-gay chants at Brighton and Hove Albion

:13:58. > :14:01.football matches according to campaigners. One high-profile

:14:01. > :14:04.campaign group says that the sort of chanting the Seagulls fans are

:14:04. > :14:07.subjected to goes far beyond being crowd banter and are calling for

:14:07. > :14:17.homophobia to be dealt with in the same way as racist abuse. Ian

:14:17. > :14:21.Palmer joins us from Brighton - Ian, what's the club's response.

:14:21. > :14:25.Homophobic chanting had a match involving Brighton and Hove Albion.

:14:26. > :14:31.We cannot play you the rest because it is sexually explicit. Fans have

:14:31. > :14:34.been subjected to it for years. In 2011, campaign groups say it is

:14:35. > :14:41.standard with a zero tolerance policy to what they describe as

:14:41. > :14:45.abuse. There are victims on the pitch, from various clubs within

:14:45. > :14:52.the Championship. There are victims in the stands, and there are young

:14:52. > :14:55.children learning that homophobia is OK, and if they draw up to

:14:55. > :15:01.question their sexuality, it is not OK to be National Ban Bullying at

:15:01. > :15:04.Work Day. Brighton has done more than any other club to ban

:15:04. > :15:10.homophobia. They think there is a danger that it will make the

:15:10. > :15:19.problem worse. What kind of chanting are we talking about? They

:15:19. > :15:23.often chant fans like this. Justin Fashanu played for Brighton,

:15:23. > :15:30.Norwich and Nottingham Forest, gifted, he happened to be black and

:15:31. > :15:37.homosexuals. He committed suicide, no other open footballer has

:15:37. > :15:40.declare their sexuality since. have to take action that the staff

:15:40. > :15:44.and the people on the premises are not subjected to discrimination on

:15:44. > :15:49.the grounds of sexuality, so the laws have changed in their last

:15:49. > :15:56.eight to ten years. They have an obligation to stop this kind of

:15:56. > :15:59.abuse. Due the fans think that the club should do more? I think it

:15:59. > :16:03.should be clamped down on, but the club should do something. What can

:16:03. > :16:07.they do? Footballers need to, because those are the ones that

:16:07. > :16:11.people look up to, they need to stand up and say it is wrong.

:16:11. > :16:14.everyone should enjoy the game whatever, it doesn't matter what

:16:14. > :16:18.Troyes where you come from. cannot shed as someone on the

:16:18. > :16:23.streets, but that's as a Brighton supporter, we should shout

:16:56. > :17:01.down on it whenever we find it. What they are trying to do is act

:17:01. > :17:05.in a softly-softly approach and try and educate fans not to chance

:17:06. > :17:09.these homophobic chants. The top story tonight. Medway

:18:18. > :18:23.Sevenoaks has more shops occupied on its streets than any other

:18:23. > :18:26.medium-sized town in the country. And parts of East Kent will benefit

:18:26. > :18:28.from millions of pounds worth of Government money announced today.

:18:28. > :18:31.The retail survey highlights vacancy rates, so for example in

:18:31. > :18:35.Dartford, 26% of the shops are empty. In Margate, the figure is

:18:35. > :18:37.more than a third at 36%. But in Sevenoaks, just five percent of

:18:37. > :18:40.shops are empty. Meanwhile some businesses in East Kent could

:18:40. > :18:49.benefit from �40 million from the government's Regional Growth Fund.

:18:49. > :18:53.Our Business Correspondent Mark Norman has tonight's special report.

:18:53. > :18:57.Sevenoaks, lots of high street multiples sitting alongside

:18:58. > :19:03.apparently successful independents and lots of customers. Almost every

:19:03. > :19:05.shop as a tenant, empty shops do not stay empty for long. The rates

:19:05. > :19:10.and the rents here are very reasonable and after a good

:19:10. > :19:14.bargaining, you find a good price. For we had been you're eight months

:19:14. > :19:17.and we have gotten busier since we have opened. A good distance to

:19:17. > :19:21.London and a history of a market town, two reasons behind its

:19:22. > :19:26.success. If we have a retail strategy and it needs to keep the

:19:26. > :19:32.town, the centre of the town compact. It works well as it is.

:19:32. > :19:37.You tried to keep it on an even keel. Compared with Dartford and

:19:37. > :19:44.Margate it is unfair. Social issues, years of neglect and without the

:19:44. > :19:49.trouble than effect of London wages, they find it difficult to get good

:19:49. > :19:54.retail places. -- trickle-down effect. We need an established town

:19:54. > :19:58.centre, and it is close to other competing centres. Some good news

:19:58. > :20:03.today, Kent Council want �40 million of extra cash from the

:20:03. > :20:09.Government's regional growth fund. We're delighted to say the regional

:20:09. > :20:13.growth fund is hoping to invest in technology. That final, it is a

:20:13. > :20:17.reference to Monique rewarded to the potential wind turbine factory

:20:17. > :20:22.at Sheerness. The Government says every penny invested would result

:20:22. > :20:26.in the private sector matching it with an estimated �6. If that was

:20:26. > :20:33.to happen, today's announcement will be a big boost to parts of

:20:33. > :20:35.east Kent. He's been hailed as the British

:20:35. > :20:38.Legion's youngest campaigner. George Taylor, from Gravesend was

:20:38. > :20:44.just eight when he wrote to the Prime Minister with concerns over

:20:44. > :20:48.elderly veterans. Now 11, he's been busy fundraising

:20:49. > :20:54.in the run up to Remembrance Day. Peter Whittlesea has been to meet

:20:54. > :20:59.him. He is a poster boy of the Poppy

:20:59. > :21:03.Appeal, and at 11, George is the Royal British Legion's in this

:21:03. > :21:09.campaign air. When it comes to fund-raising, he is a veteran,

:21:10. > :21:13.having started collecting at just eight years old. I saw on the news

:21:13. > :21:18.that a veteran had to sell his medals, just to pay their gas and

:21:18. > :21:22.electricity bills. When he has put his life on the line to save our

:21:22. > :21:27.country that we live in now, that is just not right. He should be

:21:27. > :21:34.treated with more respect. It is because of the Poppy Appeal that

:21:34. > :21:37.this young man got to meet the Saturdays. I am George, I am ten

:21:37. > :21:40.years old and I am the youngest campaigner for the Royal British

:21:40. > :21:44.Legion. Whether it is national television or the corridors of

:21:44. > :21:50.power, George has a clear message about remembering those that paid

:21:50. > :21:55.the ultimate sacrifice for their country. His father believes recent

:21:55. > :22:00.military campaigns have touched his generation. The Legion is changing.

:22:00. > :22:06.Years ago, it was an old people's organisation, it was all about

:22:06. > :22:09.veterans with metals walking past the Cenotaph. Recent campaigns, the

:22:09. > :22:13.likes of Iraq and Afghanistan have brought it up to the 21st century.

:22:13. > :22:19.The troops that are out there now are much younger, not much older

:22:19. > :22:25.than George. A great ambassador and a committed campaigner is how the

:22:25. > :22:33.Royal British Legion describes him. He has already raised �1,500 for

:22:33. > :22:35.this year's appeal. Well done to him.

:22:35. > :22:38.Football, and Charlton Athletic's fine start to the season continued

:22:38. > :22:41.at the weekend with a very convincing victory. But Brighton

:22:41. > :22:47.and Crawley were both held to draws and Gillingham lost for the second
