:00:02. > :00:04.Welcome to South East Today, I'm Polly Evans.

:00:04. > :00:09.And I'm Rob Smith. Tonight's top stories:

:00:09. > :00:19.400 workers told they have no job and won't be paid this month. Anger

:00:19. > :00:19.

:00:19. > :00:24.and shock at Thamesteel. I am devastated. I and 63 so that is it.

:00:24. > :00:27.I have got three kids so it is affecting the.

:00:27. > :00:30.How a bomb scare has closed the Port of Dover, with a 400 metre

:00:30. > :00:32.exclusion zone, causing traffic chaos. We'll be reporting on the

:00:32. > :00:34.latest from the town. Also in tonight's programme:

:00:34. > :00:36.After controversial multi-million pound merger, the school ranked as

:00:36. > :00:39.the 3rd worst in England. We'll be reporting live from

:00:39. > :00:42.Chatham. He watched his brother swept out to

:00:42. > :00:47.sea - the Sussex man raising money in honour of the brave lifeboat

:00:47. > :00:51.crew who tried to save him. Is Kent the UK's most patriotic

:00:51. > :01:01.county? Signing up for more beacons to light up the Queen's jubilee

:01:01. > :01:06.

:01:06. > :01:09.Good evening. 400 workers at the Thamesteel plant in Sheerness were

:01:09. > :01:18.called to a meeting today to be told they are being made redundant,

:01:18. > :01:21.following the collapse of the firm. Staff have described their shock,

:01:21. > :01:26.some saying they fear they won't be able to pay bills and could face

:01:26. > :01:31.losing their homes in the coming months. The company went into

:01:31. > :01:35.administration yesterday. Simon Jones reports.

:01:35. > :01:41.They turned up to work today to hear their job had gone. It is past

:01:41. > :01:45.tense. At home, Jason has had to tell his family that the future

:01:45. > :01:50.looks bleak. I immediately thought, I am not the man of the house any

:01:50. > :01:54.more, I am not the breadwinner, I am here to look after my family and

:01:54. > :01:59.provide a roof over their head and that is finished. I can no longer

:01:59. > :02:05.do that. It was really upsetting. Thinking that she could be homeless

:02:05. > :02:10.and that your dad has not got a job any more. I felt upset. Chris has

:02:10. > :02:15.worked at the site for over 30 years. I have now it -- now got to

:02:15. > :02:21.worry about domestic bills same as everybody else. We are all on the

:02:21. > :02:27.same boat here. It is going to be very difficult. I have got three

:02:27. > :02:36.kids so it is obviously affecting me. It is obviously affecting

:02:36. > :02:43.everyone. And what are your worries? Obviously, worst comes to

:02:43. > :02:50.worst, if you cannot find a job you could Russia House. Food, bills, --

:02:50. > :02:53.you could lose your house. In parts of Sheerness, 43% of children live

:02:53. > :03:00.below the poverty line. Unemployment in the town has risen

:03:00. > :03:04.by more than 20% in some boards in the last year. On Sheppey a loan,

:03:04. > :03:09.there are eight jobseeker's for every job. I have been struggling

:03:09. > :03:13.for years to turn this island around, to get people positive,

:03:13. > :03:18.this is just another nail in the Commons. People are demoralised.

:03:18. > :03:23.There are not any jobs. uncertain future for people at very

:03:23. > :03:30.different stages of their careers. Lots of people will be fighting for

:03:30. > :03:36.the same jobs. For me, I do not know. I want to finish my

:03:36. > :03:42.qualification. I am devastated. I am 63, so basically it is finished.

:03:42. > :03:47.The chances of getting a job now are just about nil. Unions exert --

:03:47. > :03:51.insist all hope is not lost. personally briefed our members

:03:51. > :03:57.today and said that we would not give up hope. We're going to start

:03:57. > :04:01.a campaign to save our steel here at Sheerness and work with

:04:01. > :04:05.administrators to see if there is a buyer at then that will happen.

:04:05. > :04:12.That was Simon Jones reporting and he joins us live now from Sheerness.

:04:12. > :04:17.Simon, what real hope is there tonight for the 400 workers?

:04:17. > :04:21.The administrator addressed the 400 staff here today. He stayed on a

:04:21. > :04:25.pile of steel and told them he was now in charge of the site, the

:04:25. > :04:29.owners have gone. The workers have not been paid for the past month.

:04:29. > :04:34.They must now apply to the Government to try to get back that

:04:34. > :04:39.money. Only 50 workers will remain on the site to keep it ticking over

:04:39. > :04:44.in the hope of getting a buyer. There are hopes tonight of a task

:04:44. > :04:46.fox -- force going in to try to offer some hope.

:04:46. > :04:50.So, what's the background to the demise of Thamesteel? Its Saudi

:04:50. > :04:56.Arabian owners Al Tuwairqi took over in 2002. Under them annual

:04:56. > :04:59.production increased from 570,000 tons to over 800,000 last year. But

:04:59. > :05:04.the recent financial crisis has caused a slump in building and

:05:04. > :05:07.manufacturing - and a collapse in demand for steel in Europe. At the

:05:07. > :05:10.same time, the boom in economic growth in places like China and

:05:10. > :05:16.India has seen a sharp rise in prices for raw materials, such as

:05:16. > :05:25.the scrap metal used at Thamesteel. The owners decided to sell up - but

:05:25. > :05:28.they couldn't find a buyer. If we look at the recent history of the

:05:28. > :05:32.way that Thamesteel has been run, they have been looking for a buyer

:05:32. > :05:37.for some time now and their production was actually halted in

:05:37. > :05:40.November. There have been no plans for restarting the mill at all and

:05:40. > :05:44.they have not been successful in finding a buyer. There have been a

:05:44. > :05:48.number of different trading groups linked with various agreements but

:05:48. > :05:51.nothing has come to fruition. The job losses at Thamesteel come

:05:51. > :05:54.as yet another blow to the wider UK manufacturing sector. The GMB union

:05:54. > :05:57.says there've been 700,000 job losses over the last four years -

:05:57. > :06:02.almost 20,000 of them going in Kent alone - making it the third worst-

:06:02. > :06:06.affected county in Britain - and the worst in the Southern England.

:06:06. > :06:08.Our Political Editor Louise Stewart joins us live from Westminster.

:06:08. > :06:11.Louise, the local MP has been calling on the Government to

:06:11. > :06:18.provide help for the 400 Sheerness steel workers losing their jobs but,

:06:18. > :06:22.practically, is there any help they can give?

:06:22. > :06:27.I know today there are calls to do for a task force to be set up, but

:06:27. > :06:35.as the local MP said himself, there is very little the Government can

:06:35. > :06:38.do. It is very difficult from a successful business, or where a

:06:38. > :06:41.task force can attract other businesses. This is a feeling

:06:41. > :06:46.business that has gone into administration. The Government

:06:46. > :06:49.cannot step in and help them all. The shadow transport -- Minister

:06:49. > :06:53.has said today that the Government needs to be doing more to prevent

:06:53. > :07:00.the sort of job losses in the first instance. What is put important

:07:00. > :07:04.here is that the Thamesteel where providing jobs for the construction

:07:04. > :07:10.industry and the Government is refusing to change their plans

:07:10. > :07:14.anything -- to anything other than their austerity plans. The local MP

:07:14. > :07:19.is still hopeful that the Dutch firm may yet come into Sheppey and

:07:19. > :07:23.open its work -- wind turbine factory there, if that happens it

:07:23. > :07:25.will provide a much-needed jobs boost to the area.

:07:26. > :07:28.Thamesteel's administrators say they have had some interest in

:07:29. > :07:32.their search for a potential buyer but until they have fully examined

:07:32. > :07:34.the books they can't say if or when workers will be paid. Tomorrow

:07:34. > :07:37.morning the BBC Radio Kent breakfast programme will be

:07:37. > :07:45.broadcasting live from the Isle of Sheppey as people there come to

:07:45. > :07:49.terms with the loss of 400 jobs. In a moment, plans to make

:07:49. > :07:58.landlords pay a 700 pound licence if they want to read to students in

:07:58. > :08:02.Brighton. -- rent. A brand new school in Chatham has

:08:02. > :08:06.the third worst GCSE results in England, the latest league tables

:08:06. > :08:10.reveal. The Bishop of Rochester Academy was created through the

:08:10. > :08:17.merger of two local schools, despite a fierce campaign by some

:08:17. > :08:22.parents. Suss 16% of pupils there got five good GCSEs including

:08:22. > :08:27.English and maths. Linda is live in Chatham for us tonight. I imagine a

:08:27. > :08:31.lot of people are saying I told you Absolutely. Speaking to appearance

:08:31. > :08:35.today, many said to me that they had said this merger would not work

:08:35. > :08:39.out and that these results prove that. Speaking to the new head

:08:40. > :08:44.teacher, he admits there have been problems but said that under his

:08:44. > :08:49.watch improvement will be seen. Arriving at school this morning,

:08:49. > :08:54.parents and pupils reacted to the dismal news that their Academy is,

:08:54. > :08:59.according to the latest GCSE league tables, the third worst secondary

:08:59. > :09:04.school in the country. If the teachers do not do it right,

:09:04. > :09:08.because it will not do it right. son goes to the Academy and I am

:09:08. > :09:13.very pleased with his education. Something desperately needs to be

:09:13. > :09:17.done across both sides, to be honest. My youngest son is about to

:09:17. > :09:27.come up, up to this school, and I am worried about how he is going to

:09:27. > :09:33.get on. Formed by her at an -- a merger of two schools, it has been

:09:33. > :09:39.a turbulent time for this new academy. In June 2008, pupils and

:09:40. > :09:44.parents protesters at the merger -- protest at the merger plans. But in

:09:44. > :09:50.2010 at the Academy opened. Last May, after being suspended

:09:50. > :09:54.following a performance review, its principal stop down. Now a new

:09:54. > :10:01.principle has started this month and, working alongside an interim

:10:01. > :10:04.headmaster, is promising the academy will improve. The academy

:10:04. > :10:09.had difficult times. We are anticipating this year that he will

:10:09. > :10:14.meet the Government's target and lots of things are improving. Staff

:10:14. > :10:18.and pupils work particularly hard to make sure things are improving.

:10:18. > :10:22.There will be a significant difference. There are schools

:10:22. > :10:28.elsewhere in the country that face similar challenges but perhaps have

:10:28. > :10:33.a stronger leadership team. It is important that we bring this to the

:10:33. > :10:38.Rochester or -- Bishop of Rochester Academy. We are looking at those

:10:39. > :10:42.schools who are below the floor, and the commissioner well into the

:10:42. > :10:46.been in that those schools that continued to underperform. But that

:10:46. > :10:51.will not be necessary here, according to the new management

:10:51. > :10:55.team. The EC changes have been made and results will improve.

:10:55. > :10:59.Can you put this in context for us? How do problems at the school but

:10:59. > :11:09.into the wider picture of educational achievement in mid-May?

:11:09. > :11:14.We asked them to trot trot some camera, but they did not, they

:11:14. > :11:20.said... Despite primary schools in this area being ranked bottom, at

:11:20. > :11:25.A-level results in this area are much better than primary and GCSE,

:11:25. > :11:29.ranked 69th in the country, so middle of the table. There is also

:11:29. > :11:34.cause for celebration at another school in the area today, what with

:11:34. > :11:38.the grammar, at the 4th best school in the country.

:11:38. > :11:43.If you want to find out how your local school has performed, go to

:11:43. > :11:47.the website below. The Port of Dover has been closed

:11:47. > :11:49.tonight, after a car heading for a war and peace show was stopped

:11:49. > :11:52.because of concerns about items it was carrying.

:11:52. > :11:55.There is an exclusion zone around the port, leading to severe traffic

:11:55. > :11:58.congestion and delays in the surrounding area. Let's cross live

:11:58. > :12:06.to our reporter Peter Whittlesea in Dover. Peter, what more can you

:12:06. > :12:12.tell us? Within the last few minutes, the

:12:12. > :12:16.police have lifted that exclusion zone. They have dealt with that

:12:16. > :12:20.this vehicle. What is understood to have happened is a vehicle that was

:12:20. > :12:24.going to a military show had something on it that the Border

:12:24. > :12:29.Agency thought could be potentially dangerous. That meant there has

:12:29. > :12:32.been a lockdown in the port of Dover and caused huge traffic

:12:32. > :12:37.congestion coming into the port and we will leave many cars and lorries

:12:37. > :12:40.are still stuck in the port we teach know when they can leave.

:12:40. > :12:46.So we understand that this vehicle was heading to some sort of

:12:46. > :12:49.military history show. That is right. Probably a bit like

:12:49. > :12:55.the war and peace show where enthusiasts take historical

:12:55. > :12:59.vehicles and historical equipment dating back to the First or Second

:12:59. > :13:05.World War. There was an incident here a few years ago when some

:13:05. > :13:10.military enthuse and -- enthusiasts brought back an Ordnance which

:13:10. > :13:14.meant there port had to be closed or the bomb squad dealt with it. At

:13:14. > :13:18.the moment, it looks like the situation has been dealt with and

:13:18. > :13:27.we are not quite sure now exactly how long it will take for the port

:13:27. > :13:33.A driving instructor has been jailed for eight years after rating

:13:33. > :13:39.a woman more than 25 years ago. Martin Eke was caught using new DNA

:13:39. > :13:44.techniques after a 15 month investigation. His victim was 22

:13:44. > :13:50.when she was attacked. She died from kidney failure 10 years ago.

:13:50. > :13:54.She was a vulnerable young lady. She has described as the life and

:13:54. > :13:57.soul of the party, lighting up the room when she came into it. She

:13:57. > :14:03.struggled her whole life with a serious illness and to be so

:14:03. > :14:08.brutally attacked by this man was just shocking. Martin Eke believed

:14:08. > :14:12.for 25 years he had got away with An investigation has been launched

:14:12. > :14:16.into the death of a teenage boy at Cookham Wood young offenders

:14:16. > :14:20.institution in Rochester. 15-year- old Alex Kelly was serving a ten-

:14:20. > :14:25.month sentence for burglary and theft from a vehicle and had been

:14:25. > :14:28.identified as being at risk of self-harm or suicide.

:14:28. > :14:33.A 16-year-old boy has appeared in court charged with the murder of a

:14:33. > :14:40.father of one in East Sussex. 25- year-old Darren Croxton was stabbed

:14:40. > :14:44.in Hailsham on Sunday and died in hospital the following day.

:14:44. > :14:51.As an 11-year-old, Martin Adams watched helplessly as his

:14:51. > :14:55.stepfather and older brother was worked into the sea in a gale. His

:14:55. > :14:59.stepfather was saved but his brother to drive -- died. Martin

:14:59. > :15:07.has never forgotten that the bravery of the crew that saved her

:15:07. > :15:13.stepfather and his now fundraising for the RNLI in Sussex. -- he is

:15:13. > :15:17.now. The worst thing I can ever remember, to be honest. Martin

:15:17. > :15:24.Adams looks out of the sea that is what his brother to his death 20 --

:15:24. > :15:30.30 years ago. 13-year-old Simon and his step father Donald were caught

:15:30. > :15:36.by huge waves close to their home. I was at the beach with my step dad

:15:36. > :15:41.and my brother. We used to go down there a lot. It was a rough day, we

:15:41. > :15:46.probably shouldn't have been there. I stepbrother got swept in and my

:15:46. > :15:51.brother went in after him. A full- scale rescue effort was launched,

:15:52. > :15:57.which included the RNLI team from Eastbourne. The launch took place

:15:57. > :16:02.and disappeared under an incoming wave, rose up and then went off to

:16:02. > :16:06.carry out the service. Forever linked with the Arab ally to the

:16:06. > :16:11.death of his older brother, Martin has volunteered to his company's

:16:11. > :16:18.services to help with their latest appeal. I cannot stress what a

:16:18. > :16:21.magnificent job Martin has been doing for us. He has been

:16:21. > :16:26.distributing 60,000 leaflets, shoving what our appeal is all

:16:26. > :16:31.about. For the past 185 years, the RNLI has relied heavily on

:16:31. > :16:35.volunteers to help raise awareness and funds. It is with this funds

:16:35. > :16:39.they're able to afford boats like this. They never know when they may

:16:39. > :16:42.be called into action, but thanks to people like Martin Adams, the

:16:42. > :16:51.Arab ally will remain a well- equipped and able to respond when

:16:51. > :16:53.the next call comes. This is our top story: 400 workers

:16:53. > :16:57.at the Thamesteel plant in Sheerness have been told they are

:16:57. > :17:00.losing their jobs and will not be paid this month. They were called

:17:00. > :17:03.to a meeting today to be told they're being made redundant, after

:17:03. > :17:09.the firm went into administration yesterday.

:17:09. > :17:12.Also tonight: His Kent the most patriotic county in the UK? A

:17:12. > :17:18.record number of applications are made to light beacons in

:17:18. > :17:26.celebration of the Queen's Jubilee. And we had a wet start the day but

:17:26. > :17:34.that soon cleared out to leave a dry day. Join me later for all the

:17:34. > :17:38.details. Landlords in Brighton and Hove

:17:38. > :17:42.could be forced to pay up to 700 for a licence if they want to rent

:17:42. > :17:46.out a house to students. The city has a large student population and

:17:46. > :17:50.there have been problems of some it lives with late night noise and

:17:50. > :17:53.disruption. The council says a licence would help crack down on

:17:53. > :17:58.that and ensure that month -- young people are provided with good

:17:58. > :18:03.quality homes. But critics say it would push up the price of rent and

:18:03. > :18:08.lead to a shortage of accommodation. John, how might this scheme work in

:18:08. > :18:14.practice? Under the new proposals, if a landlord has more than three

:18:14. > :18:17.tenants and a property in certain designated parts of the city, he or

:18:17. > :18:21.she will have to apply to the Council for a licence. The property

:18:21. > :18:25.will have to meet certain specific standards. The council hopes it

:18:25. > :18:32.will dry about rogue landlords, the kind that does not care if a tenant

:18:32. > :18:36.is causing a nuisance. There are 35,000 students studying Brighton,

:18:36. > :18:42.many of them living in private, rented accommodation in the city,

:18:42. > :18:45.like this three-storey house. is one of the properties that

:18:45. > :18:50.Bayern. There are three tenants in here, he would fall under the new

:18:51. > :18:56.licensing. This landlord would have to carry out expensive

:18:57. > :19:03.modifications of the new licensing system gets approved. It is going

:19:03. > :19:08.to be costly. On a larger properties, it could be up to

:19:08. > :19:12.7,000 for a landlord to get a property through licensed. I don't

:19:12. > :19:16.think it would be quite as much on the smaller properties, but still

:19:16. > :19:21.enough to make landlords need to recoup that through higher rent,

:19:21. > :19:24.which is not looking after the tense' interest by the.

:19:24. > :19:29.licensing student accommodation, the council hopes to tackle noise

:19:29. > :19:35.problems. But this woman is sceptical. She says she was forced

:19:35. > :19:39.to sleep in her car because of noisy students who lived next door.

:19:39. > :19:43.You must make those people accountable. Landlords, parents of

:19:43. > :19:46.the students, the students themselves and the universities. No

:19:46. > :19:51.fresher should be allowed to live in these houses. They should all be

:19:51. > :19:56.on campus. Responsible students are worried about the possibility of

:19:56. > :19:59.rising rents and an increasing shortage of homes. Also, the

:19:59. > :20:04.council's desire to limit the number of student homes in certain

:20:04. > :20:12.parts of the city. Students a very important part of the community in

:20:12. > :20:16.Brighton. Without Alf -- without a viable alternative but it would

:20:16. > :20:20.decrease the quality of housing and increase the price. But Brighton

:20:20. > :20:28.and Hove council believes there are benefits to students and longer

:20:28. > :20:32.term residents. This would benefit the community, where it is about

:20:32. > :20:36.the litter and the noise. Not all students caused problems and not

:20:36. > :20:41.all the problems are caused by students either, but we do want to

:20:41. > :20:47.be able to control it and perhaps deal with it more quickly. The new
