:01:16. > :01:19.tonight for a Kent council to ban all adverts for payday loan

:01:19. > :01:23.companies. It could also see Medway Council blocking people accessing

:01:23. > :01:26.such companies' websites in public libraries.

:01:26. > :01:30.The Labour group believes billboards and bus shelters displaying payday

:01:30. > :01:34.loan adverts sends out the wrong message. It comes after Plymouth

:01:35. > :01:44.became the first council in Britain to ban payday loan ads. Simon Jones

:01:45. > :02:02.

:02:02. > :02:08.has this report. We have a technical problem with

:02:08. > :02:14.that at the moment. We can cross over to Simon who will be reporting

:02:15. > :02:18.in Chatham for us. So, clearly this has been suggested because of what

:02:18. > :02:24.has already gone on in Plymouth, but I believe not everyone is convinced

:02:24. > :02:28.that a ban would be affected? The leader of the council says he is

:02:28. > :02:32.certainly going to look at this idea, but he says he needs to talk

:02:32. > :02:36.to his legal team about whether this ban could be effective.

:02:36. > :02:43.The idea is to ban posters from the area and also other issues that

:02:43. > :02:47.would. People getting onto these websites in local libraries. The

:02:47. > :02:52.citizens advice bureau say they are not convinced by the idea because

:02:52. > :02:56.many people access websites from their homes or from their phones.

:02:56. > :02:59.They are not convinced that a ban will achieve anything and that is

:02:59. > :03:05.the big issue. What happened in Plymouth has only just been

:03:05. > :03:09.introduced, so at the moment there is no data to suggest whether it'll

:03:09. > :03:14.be effective. It can be difficult to take on these firms. The Archbishop

:03:14. > :03:20.of Canterbury said he would like to see one of the payday firms taken

:03:20. > :03:23.out of existence by competition, but then he discovered the very next day

:03:23. > :03:26.that the Church of England had indirectly invested in that very

:03:26. > :03:29.firm. Three nightclub bouncers have been

:03:29. > :03:32.interviewed by police over the death of a man who collapsed after being

:03:32. > :03:36.ejected from a Kent nightclub. The 25-year-old was found slumped on

:03:36. > :03:46.the pavement outside Rivals Nightclub in Deal. Well let's cross

:03:46. > :03:47.

:03:47. > :03:51.to Deal and our reporter Piers Hopkirk. Piers what more do we know?

:03:51. > :03:57.The nightclub was hosting a big night on Saturday called Break

:03:57. > :04:01.ology, a night that attracts hundreds of revellers. At around

:04:01. > :04:05.quarter past midnight, in the early hours of Sunday morning, police and

:04:05. > :04:10.paramedics were called here after reports that a man had collapsed

:04:10. > :04:14.after being ejected from the club. He was taken to the Queen

:04:14. > :04:20.Elizabeth, the Queen Mother Hospital in Margate, but he died a short

:04:20. > :04:24.while later. At this stage we do not know his name, his identity. The

:04:25. > :04:30.police have just told us he is 25 years old and he is from Margate,

:04:30. > :04:35.however flowers have been left here and there is a note on one bunch of

:04:35. > :04:41.flowers paying tribute to Michael. The words on it say, you had a heart

:04:41. > :04:47.of gold, we will always remember you, we will always love you.

:04:47. > :04:54.What is the latest on the men who were arrested?

:04:54. > :04:58.Well, three men have been arrested, they are aged 25, 38 and 44

:04:58. > :05:02.respectively. They are all doormen here. They were initially held in

:05:02. > :05:07.custody, but that lunchtime they were released on bail pending

:05:07. > :05:11.further enquiries. They have been asked to return and face further

:05:11. > :05:16.questions in November. In terms of the investigation, we expect a

:05:16. > :05:20.post-mortem to happen. That will try to establish exactly how this man

:05:20. > :05:23.died. It will help police as they continue to piece together exactly

:05:23. > :05:27.what happened. In a moment the spectacle, the glitz

:05:27. > :05:36.and glamour of top class yacht racing in Kent as the Ramsgate

:05:36. > :05:39.regatta gets underway. A Sussex boy who's mother tried to

:05:39. > :05:42.prevent him from having radiotherapy for a brain tumour has been speaking

:05:42. > :05:46.about it publicly for the first time.

:05:46. > :05:49.Neon Roberts is now eight - he did eventually have the treatment, but

:05:49. > :05:54.only after a High Court judge ruled he should do so despite his mother's

:05:54. > :05:57.wishes. Sally Roberts, a New Zealander living in Brighton, had

:05:57. > :06:06.described the treatment as "barbaric and plain torture". Rebecca Williams

:06:06. > :06:12.has more. When Neon Roberts was diagnosed with

:06:12. > :06:17.a brain tumour last year, his mother failed in a bid to stop him having

:06:17. > :06:22.radiotherapy. The story made headlines across the country. Ten

:06:22. > :06:28.months on and the eight-year-old has spoken out for the first time.

:06:28. > :06:37.made a bed for me on the couch and I got to watch movies. I had to stay

:06:37. > :06:44.at home for about ten days and then go back there. Even when you think

:06:44. > :06:49.the worse, you don't think it could be that bad. I just remember staring

:06:49. > :06:55.at a computer screen with a scan of his head. I remember the tumour

:06:56. > :06:59.taking up a large portion of the screen. On the 25th of October, Neon

:07:00. > :07:05.had an operation to remove the tumour. Between the third and six of

:07:05. > :07:09.December, Sally Roberts and Neon went missing. They were found safe

:07:09. > :07:15.and well and a few weeks later High Court judge ordered another

:07:15. > :07:20.operation should go head. That was against the wishes of Neon 's mother

:07:20. > :07:25.who described radiation as barbaric and plain torture. Everyone loves to

:07:25. > :07:33.think that doctors can have almighty powers and heal us and do the right

:07:33. > :07:36.thing by us and that they really care, but I beg to differ. To be in

:07:36. > :07:40.such a high-profile case at a difficult time can't be good for the

:07:40. > :07:44.family, but I think it does raise the profile of brain tumours because

:07:44. > :07:51.it is very misunderstood. It is the largest killer of children after

:07:51. > :07:54.leukaemia. We need more drugs with less side effects to treat children.

:07:54. > :07:58.Neon is now halfway through chemotherapy and his hair is growing

:07:58. > :08:02.back and he is gaining strength. His family described him as an

:08:02. > :08:11.inspiration. Police are appealing for witnesses

:08:11. > :08:12.after a 24-year-old woman was raped under Brighton pier in the early

:08:12. > :08:13.hours of Saturday morning. The woman had spent the evening with her

:08:13. > :08:16.sister at the Oceana Nightclub in the city, but after leaving the club

:08:16. > :08:24.she became separated from her and was attacked by a man who then ran

:08:24. > :08:27.off towards the Brighton Wheel. A deal bringing to an end the risk

:08:27. > :08:31.of more disruption over bin-collections in Brighton & Hove

:08:31. > :08:34.has been signed today. A week long pay dispute in June led to huge pile

:08:34. > :08:38.of rubbish building up in the city's streets. The council has now agreed

:08:38. > :08:40.a better pay deal, in return for more collections on bank holidays

:08:40. > :08:42.and weekends. While the Sussex village of Balcombe

:08:42. > :08:45.has been making national headlines with protests against fracking and

:08:45. > :08:49.the idea that prospectors might find oil underground, people in one

:08:49. > :08:53.picturesque Dorset village say they wonder what all the fuss is about.

:08:53. > :08:57.Corfe Castle has had Europes largest onshore oil field on it's doorstep

:08:57. > :09:01.for decades. Our Correspondent Mark Norman has been there to ask people

:09:01. > :09:10.about the impact its had on their lives - and found very few seem

:09:10. > :09:15.aware if fracking has ever gone on there or not.

:09:15. > :09:18.The village of Corfe Castle in Dorset, 350,000 visitors per year

:09:18. > :09:22.and largely maintained by the National trust. Compare the peace

:09:23. > :09:28.and quiet here with the events in bulk over the last two weeks. They

:09:28. > :09:33.trip is against demonstrators, tranquillity against frayed

:09:33. > :09:40.tempers. Hard to imagine that Europe's largest onshore wind farm

:09:40. > :09:44.is two miles away. I drove out there. It has one environmental

:09:44. > :09:48.awards and currently produces 16,000 barrels of oil per day. Perhaps,

:09:49. > :09:55.crucially, it has not fractured the ground to get the oil and in the

:09:55. > :10:05.statements, the company said fracking restraints to extensive

:10:05. > :10:09.hydraulic fracturing. The company themselves admit their

:10:09. > :10:12.oilfield is in one of the most environmentally sensitive areas of

:10:12. > :10:16.the UK. With such a large site on their doorstep, you would imagine

:10:16. > :10:23.the people in the village of Corfe Castle would have a problem with

:10:23. > :10:28.that, but it seems that they don't. The local bakery opens early and

:10:28. > :10:37.often serves workers from the oil company. I don't really notice it at

:10:37. > :10:40.all. It is so well covered under the trees, you don't notice it.

:10:40. > :10:47.Keeping the village presentable is critical, but does having an

:10:48. > :10:54.oilfield deter visitors? It does not affect us at all. It has no effect

:10:54. > :11:00.on the environment. During the time it has been here it has provided a

:11:00. > :11:06.lot of employment. At the moment there are about 100 direct employees

:11:06. > :11:13.working in the site and 250 indirect jobs, which is good. And the sort of

:11:13. > :11:19.issue that has been raised elsewhere has not occurred here. That issue is

:11:19. > :11:23.fracking, but of course it remains to be seen if quadrille find oil or

:11:23. > :11:26.if they need to use fracking to get it out of the ground or if Sussex

:11:26. > :11:31.residents would be happy with an oilfield like this one without the

:11:31. > :11:33.fracking. The Government says efforts to

:11:33. > :11:37.eradicate bovine tuberculosis from Britain are being stepped up from

:11:37. > :11:46.today. In addition to planned badger culling in the worst affected areas

:11:46. > :11:50.- bordering counties will now face tougher controls.

:11:50. > :11:54.There is a pocket of infection in East Sussex. We want to make sure

:11:54. > :11:59.that we deal with that in due course and we want to stop it spreading

:11:59. > :12:03.into the north of the county or into West Sussex. That is one of the

:12:03. > :12:07.reasons we are implementing the measures we are doing today, so that

:12:08. > :12:10.we can contain it as far as possible and deal with it in terms of

:12:10. > :12:13.eradication. Police investigating the murder of a

:12:14. > :12:16.man on a beach on the Isle of Sheppey are widening their search

:12:17. > :12:19.for information to London. The body of 34-year-old Gary Pocock was

:12:19. > :12:23.discovered on the beach near the Little Groves caravan site last

:12:23. > :12:26.Wednesday. Last night his family held a vigil where he was found.

:12:26. > :12:28.Three people arrested in connection with his death have been released

:12:28. > :12:32.without charge. 40 kilos of cocaine have been seized

:12:32. > :12:35.by Border Force officers in Dover after a cargo ship was searched at

:12:35. > :12:38.the port last week. The drugs which had a potential value running into

:12:38. > :12:48.millions of pounds were found on board a ship carrying bananas from

:12:57. > :13:05.miraculous recovery. There is no record of an animal surviving such

:13:17. > :13:26.spirit. When three-year-old Priscilla the whip it went for a

:13:43. > :13:48.had got to. She came back to us. Under closer investigation, we went

:13:48. > :13:54.down to touch her and my father noticed she had split her chest and

:13:54. > :13:58.there was a big wind. Collapsed on the path, Priscilla was in clearly a

:13:58. > :14:02.bad state. Her owner was so controlling -- concerned that she

:14:02. > :14:10.would not make it to the out of hours veterinary practice that she

:14:10. > :14:14.watched her for miles away. She has had an astounding recovery. The

:14:14. > :14:21.wounds are still healing, but the most recent scan shows her heart

:14:21. > :14:27.appears to be virtually back to normal.

:14:27. > :14:31.This just approaching quarter to seven and this is our top story:

:19:44. > :19:48.husband was a fisherman and after he died at sea, we did not have his

:19:48. > :19:54.body for over one year. We are hoping to raise awareness of the

:19:54. > :19:57.work of the fisherman 's mission and to raise money for the charity. Also

:19:57. > :20:04.in awareness of how dangerous it is to be a fisherman. People don't

:20:04. > :20:14.realise the price paid for their fish and chips. They have chosen to
