:01:34. > :01:36.who was on the wrong side of the road have reacted with distress and

:01:37. > :01:38.anger to his sentence being halved, because he is French.

:01:39. > :01:41.An appeal court judge ruled that 25`year`old Sebastien Fleury had a

:01:42. > :01:43.lower culpability for David Crane's death, because he was used to

:01:44. > :02:03.driving on the right. They have been inundated with

:02:04. > :02:08.messages after the death of their father. To have the sentence reduced

:02:09. > :02:14.and to be told he is going to be set free earlier than what we wear

:02:15. > :02:20.expecting is unfair and not fair for any family to go through the trauma

:02:21. > :02:23.of going through it again. People that get arrested for drug dealing,

:02:24. > :02:29.they get more time in prison and someone who is killed in a car

:02:30. > :02:36.accident. It was in August last year when he was driving to see his

:02:37. > :02:44.English your friend. He got lost and did a U`turn and drove on the

:02:45. > :02:48.oncoming traffic. Alexis Fleury was pleaded `` was found guilty but the

:02:49. > :03:16.sentence was cut by half last month. It is quite reasonable to take the

:03:17. > :03:20.view that if you are driving to friends and get something wrong

:03:21. > :03:24.because you are not familiar with French traffic law, we would expect

:03:25. > :03:30.some bearing of that to be taken into account. That isn't the view

:03:31. > :03:39.shared by Verity and she plans to set up an online petition calling

:03:40. > :03:44.for a change in the law. Pubs and clubs in Canterbury could be forced

:03:45. > :03:47.to pay an extra local tax of up to ?4,000 a year to help cover the

:03:48. > :03:49.costs of dealing with unruly and sometimes violent people who've had

:03:50. > :03:53.too much to drink. The south east's booze culture also

:03:54. > :03:56.comes under the spotlight in Brighton tonight where an annual

:03:57. > :03:59.student pub crawl called Carnage is due to take place and critics are

:04:00. > :04:10.warning of the impact binge drinking is having in the city. Charlie Rose

:04:16. > :04:19.want to know what you think. This hasn't gone down well with

:04:20. > :04:23.businesses. This was an idea by central government to give the power

:04:24. > :04:27.to local councils to raise this levy. One council up North has tried

:04:28. > :04:33.it but it started in November. Critics say it is far too early how

:04:34. > :04:38.this will work in practice. The results of a heavy night out in

:04:39. > :04:43.Canterbury. For some these scenes are all too familiar and now the

:04:44. > :04:45.City Council is considering forcing any business selling late`night

:04:46. > :04:51.booze to pay for the consequences. They are making up profit from being

:04:52. > :04:56.open after midnight. Some are open until 4am. If they wish to stay

:04:57. > :05:04.open, this levy will go towards the cost of that late night economy. It

:05:05. > :05:09.can apply between midnight and 6am and then you selling alcohol will be

:05:10. > :05:14.charged between ?304,000 each year depending on the business rate band.

:05:15. > :05:17.At least 70% of the money raised has to go towards policing while the

:05:18. > :05:22.council gets the rest to pave anything from street cleaning to

:05:23. > :05:26.taxi marshals. Businessman like Gareth said he pays ?80,000 a year

:05:27. > :05:34.in business rates for his pub and says the pan `` plan as a cash cow

:05:35. > :05:38.for the council. We provide security on all doors and throughout our

:05:39. > :05:44.building. We do clean`up after our guests and clients have left and we

:05:45. > :05:49.make sure people are able to drink and socialise in a safe manner. I

:05:50. > :05:53.would say that we are already looking after people in that way and

:05:54. > :05:58.I don't see if there is a cost for that, that we need to have an extra

:05:59. > :06:07.added cost. The proposals drew mixed views from people in Canterbury. It

:06:08. > :06:12.seems fair enough. It is needed. I work in retail and our rates are

:06:13. > :06:17.phenomenal. They are not going to survive. The punters will have to

:06:18. > :06:24.pay for it eventually. It will hit their pocket. Criticised the selling

:06:25. > :06:29.cheap alcohol, supermarkets will be part of those schemes but only those

:06:30. > :06:36.open after midnight. These plans are being discussed tonight but no final

:06:37. > :06:42.decision is expected. Charlie Rose is in Brighton. What is

:06:43. > :06:46.expected to happen that night? Brighton has always been a popular

:06:47. > :06:50.place to let your head down that night there would be a big event.

:06:51. > :06:57.You can argue that the name, Carnage, looks into excessive

:06:58. > :07:02.drinking. Students pay to be taken on a pub crawl around the bars and

:07:03. > :07:07.pubs in Brighton and take part in socialising and drinking. Like many

:07:08. > :07:13.events of this kind, it has attracted criticism. There is not a

:07:14. > :07:18.need for organised pub crawls. The city should do as it does normally

:07:19. > :07:24.and be open to students seven nights a week and allow them to come when

:07:25. > :07:30.it suits them rather than someone with a profit motive adding to the

:07:31. > :07:34.organisation that seems unnecessary. We have received a statement in the

:07:35. > :07:38.last few minutes from the organisers and they say it is a carefully

:07:39. > :07:42.organised and planned event and they say it allows students to enjoy

:07:43. > :07:46.themselves. They claim the event is not centred around drinking and it

:07:47. > :07:53.says it offers a boost to the local economy.

:07:54. > :07:58.We want to know what you think. Is it fair to charge late`night pubs,

:07:59. > :08:01.clubs and off`licences an additional levy to help pay for the policing

:08:02. > :08:16.costs associated with alcohol consumption?

:09:07. > :09:11.that had to be put down. Underweight and poorly treated, they are being

:09:12. > :09:16.bought into Kent and Sussex from dog farms in Wales where they are being

:09:17. > :09:22.bred for profit. These puppies end up in bin bags and dustbins on

:09:23. > :09:30.landfill sites. They are breeding these puppies, throwing them away.

:09:31. > :09:36.It is not fair. We bought the dog and he was very skinny. The vet

:09:37. > :09:45.thought it was the worst case he had seen. All the organs were breaking

:09:46. > :09:49.down completely. The dog had been living in filth and squalor and was

:09:50. > :09:52.raised on a puppy from similar to this one in Wales. Bad breeding

:09:53. > :09:58.practices caused health problems and left them with a ?2000 bill. Mark

:09:59. > :10:07.Abraham has left a petition `` started addition to them them if

:12:06. > :12:08.heroine of Dunkirk ` the Medway Queen was the paddle steamer that

:12:09. > :12:10.rescued some seven thousand troops from the beaches of northern France

:12:11. > :12:14.in 1940. But she fell into a state of

:12:15. > :12:16.disrepair, and was in danger of being lost completely.

:12:17. > :12:19.Now, thanks to an amazingly dedicated bunch and ?1.8 million of

:12:20. > :12:22.lottery money she is now back afloat. Chrissie Reidy has been

:12:23. > :12:30.aboard for an exclusive look ahead of her return to the River Medway

:12:31. > :12:35.tomorrow. We tracked down the Medway Queen. The paddle steamer left

:12:36. > :12:39.Bristol last Friday. She may be back on home waters but her journey

:12:40. > :12:46.hasn't all been plain sailing. The main delay in getting her back to

:12:47. > :12:51.Kent has been the weather. Originally, the tug went down to

:12:52. > :12:54.collect her back in mid`October but the forecast has been so poor since

:12:55. > :13:01.then, they have only now been able to bring her home. These days, the

:13:02. > :13:05.Medway Queen lives a peaceful existence but in years gone by, she

:13:06. > :13:10.has had her work cut out. She was one of the famed Little ships that

:13:11. > :13:13.rescued stranded tubes in 1940 from the beaches in Dunkirk. She made a

:13:14. > :13:22.record seven trips rescuing 7000 men. Eric was her signalman. We

:13:23. > :13:30.could see Dunkirk burning and we headed for it. We were terrified and

:13:31. > :13:35.were being bombed all the time. She was a passenger steam in the years

:13:36. > :13:41.after the war but fell into disrepair. Now, 30 years on, she's

:13:42. > :13:49.on the River Medway. 60% of the chip is the original vessel. Angels ``

:13:50. > :13:57.engines, portals, every bit has been used. The whole of the ship is new.

:13:58. > :14:03.There was nothing that could be salvaged from the old hole. Every

:14:04. > :14:09.component that we could salvage has gone onto the new ship. She is still

:14:10. > :14:13.a work in progress and it is unlikely she will return to a

:14:14. > :14:20.passenger steam roll. Passengers today were delighted to get her

:14:21. > :14:25.back. They should all be proud of the ship. She has had a rough time

:14:26. > :14:38.since then so it is lovely to see her back. She will come into her

:14:39. > :14:42.birth in Chillingham tomorrow. The family of a man killed by a
