:01:20. > :01:22.13`year`old girl abused by a foreign sex offender in Kent says he's

:01:23. > :01:25.outraged that the man is entitled to compensation because judges have

:01:26. > :01:32.ruled that his human rights have been breached. Jumaa Kater Saleh was

:01:33. > :01:36.part of a gang who lured under`age girls to a house in Dartford for

:01:37. > :01:39.sex. The Court of Appeal has ruled that he was held for too long while

:01:40. > :01:49.unsuccessful attempts were made to deport him. Simon Jones reports.

:01:50. > :01:54.A convicted sex offender. He is now in line for a pay`out, to the horror

:01:55. > :02:00.of the father of his 13`year`old quick Tim. We are not showing his

:02:01. > :02:07.face to protect the girl's identity. It's horrifying, after the years he

:02:08. > :02:10.has sentenced, he has done half and now he is entitled to compensation.

:02:11. > :02:21.My daughter has not received a penny. What do you think of him? He

:02:22. > :02:29.is scum. Jumaa Kater Saleh fled Somalia saying he faced persecution.

:02:30. > :02:34.In May 2008, he was convicted with `` of sexual activity with a

:02:35. > :02:37.13`year`old schoolgirl. Although released in 2009, he was detained

:02:38. > :02:42.for 15 months while it was considered where he should be

:02:43. > :02:47.deported. He spent that time at the removal centre at Heathrow. It has

:02:48. > :02:52.been ruled that the decision that he can stay because his life might be

:02:53. > :02:58.at risk in Sudan, took too long. I think it is disgraceful and I feel

:02:59. > :03:01.sorry for the parents and other victims in Dartford. That managers

:03:02. > :03:07.have been deported at the end of his sentence and it is a disgrace that

:03:08. > :03:13.he was not. `` at that man should have been. The Court of Appeal said

:03:14. > :03:17.that pass criminal offending cannot love itself be any justification for

:03:18. > :03:20.extending his period of detention and the lack of isolation makes it

:03:21. > :03:28.hard to hold that that was reasonable. Therefore the eight

:03:29. > :03:34.months were unlawful. The issue is not what he has done, the issue in

:03:35. > :03:40.these proceedings are very much related to his immigration position,

:03:41. > :03:42.not his colonel conviction. Jumaa Kater Saleh is now living in the

:03:43. > :03:46.Midlands. Simon joins us from Dartford. What

:03:47. > :03:54.response has there been from the Home Office? The Home Office came in

:03:55. > :03:58.for scathing criticism. It told us it was disappointed by this case and

:03:59. > :04:02.it may appeal. But it insisted that it is right to try to seek to remove

:04:03. > :04:07.those from the country who have scant regard for our law. It is also

:04:08. > :04:12.right to hold in detention criminals who are a danger to the public. If

:04:13. > :04:19.an appeal does not take place or is not successful, the two size will

:04:20. > :04:22.have to try and thrash out how much compensation Jumaa Kater Saleh will

:04:23. > :04:28.get. It could be a substantial amount on top of the amount spent by

:04:29. > :04:31.the taxpayer on this case. There's chaos on the rails tonight

:04:32. > :04:34.for commuters trying to get home to Kent and Sussex. All services from

:04:35. > :04:37.London Charing Cross, Waterloo East, London Bridge and Cannon Street have

:04:38. > :04:40.been cancelled, after a fire caused a signal failure, leading to major

:04:41. > :04:46.disruption during the evening rush hour.

:04:47. > :04:54.I just want to get home. I have been up since 7am. I haven't had

:04:55. > :04:59.anything, someone just told me to get off the platform. I den had to

:05:00. > :05:06.get off the platform. Probably about two hours. We have kids at home and

:05:07. > :05:11.somebody is leaving so we need to get home. It is clearly causing a

:05:12. > :05:17.major problem. Jon Hunt's live for us at Tunbridge

:05:18. > :05:22.Wells Station ` what's the latest? The latest is that southeastern are

:05:23. > :05:27.Listing 26 disruptions and cancellations. Passengers using

:05:28. > :05:32.Southern trains and First Capital Connect have been warned to expect

:05:33. > :05:37.more cancellations of up to 1.5 hours. All the signalling at London

:05:38. > :05:41.Bridge failed at around 5pm. Engineers are working to restore it.

:05:42. > :05:46.But it means that there are no trains are running through the

:05:47. > :05:50.London Bridge area at all. Journeys between Sevenoaks and London have

:05:51. > :05:54.been suspended. Mainline services between Ashford and London are being

:05:55. > :05:58.diverted to and from London Victoria. A similar picture for

:05:59. > :06:08.services between Hastings and London. Tunbridge Wells services are

:06:09. > :06:12.terminating at Tunbridge. Some passengers have taken it upon

:06:13. > :06:16.themselves to vacate the trains and walk along the tracks. The train

:06:17. > :06:21.companies say this is dangerous and will delay the restoration of

:06:44. > :06:47.injuries in a car crash. The daughter of an elderly woman who

:06:48. > :06:50.died at the Orchid View Care Home in West Sussex says she's received

:06:51. > :06:53.anonymous online abuse from people claiming she's to blame for her

:06:54. > :06:56.mother's death. Poor care at the Copthorne home contributed to the

:06:57. > :07:00.deaths of five residents ` including 77`year`old Jean Halfpenny. Her

:07:01. > :07:03.daughter Linzi Collings says the accusations that she's trying to

:07:04. > :07:07.profit from the situation are disgusting ` and have added to her

:07:08. > :07:15.distress. Rebecca Williams has this exclusive report.

:07:16. > :07:19.Neglected and mistreated, Jean Halfpenny died as a result of the

:07:20. > :07:24.care she received at Orchid View care home nursing home. But her

:07:25. > :07:38.daughter Annie Lowe says that she has been targeted by online trolls.

:07:43. > :07:49.situation, you cannot know what you would do. It just makes you angry,

:07:50. > :07:54.really, that people have felt that they can comment on something they

:07:55. > :07:58.know nothing about. It was last month that a coroner ruled that five

:07:59. > :08:04.elderly residents died as a result of the care that they received.

:08:05. > :08:09.Orchid View care home nursing home has now reopened with a new name and

:08:10. > :08:15.under new management. But here, a pattern of neglect unfolded.

:08:16. > :08:20.Patients were left on their own and sometimes had faeces on their hands.

:08:21. > :08:26.Several pensioners were repeatedly given the wrong medication. It's

:08:27. > :08:31.completely took over every minute of our lives for a year. So, to have

:08:32. > :08:40.someone making a very good comment like that is not helpful. Cases of

:08:41. > :08:49.Internet abuse have Rhys simply `` have recently risen. This woman

:08:50. > :08:53.became a target of hate mail for posting messages of support for an X

:08:54. > :08:57.factor star. You are always going to get a minority of people who will

:08:58. > :09:04.behave like this because it is anonymous, they can hide behind

:09:14. > :09:17.abuse is making it harder. Detectives investigating the murder

:09:18. > :09:20.of a father of two in Folkestone are appealing for information from

:09:25. > :09:27.Clayton was seriously injured in the early hours of Saturday the 9th of

:09:34. > :09:36.sleeping. Gatwick Airport has reported a rise

:12:05. > :12:07.used to get the evidence for the interim pay`out. It provided the

:12:08. > :12:13.extra piece of evidence which allowed us to get James into the

:12:14. > :12:20.community. But according to the Association of the insurers, James'

:12:21. > :12:25.case has not set a precedent. A pay`out of this size is unlikely to

:12:26. > :12:30.have a knock`on effect on premiums. Insurers are paying out billions of

:12:31. > :12:35.pounds every year. They do budget for large`scale losses of this

:12:36. > :12:39.nature. What does this money mean for James and what will it provide

:12:40. > :12:47.for him? It will provide the same sort of care he is having now. He

:12:48. > :12:52.will have some sort of normality. Obviously, it will never be the

:12:53. > :12:59.same, but this is as good as it gets, you know, so I can't ask for

:13:00. > :13:09.any more. With round`the`clock care, each day brings James Moore of his

:13:10. > :13:13.own independence. It Kent teenager killed in a car

:13:14. > :13:17.crash in Suffolk has been named as 18`year`old Johnny Cash, from

:13:27. > :13:31.four other people are in hospital. Students in the Dover area could get

:13:34. > :13:39.Dover launching a bursary scheme up to the value of ?3000 a year. Those

:13:45. > :13:47.the port. A man accused of murdering his

:13:48. > :13:52.elderly companion and leaving his body to rot in a flat in Brighton

:13:53. > :13:56.took to the witness box to defend himself today. Ricardo Pisano denies

:14:08. > :14:12.elderly man he lived with with a blunt instrument and then fleeing

:14:20. > :14:26.moved in together as friends. He said that he found Michael Polding

:15:00. > :15:02.pointed to him and said to a nurse, that man beats me up. He then said

:15:03. > :15:07.that he had said that because he was embarrassed to admit that he had

:15:08. > :15:13.fallen over drunk in a supermarket. Ricardo Pisano says that he had
