:01:04. > :01:08.Good evening. A man is in custody tonight after two police officers
:01:09. > :01:11.were stabbed while on duty in Folkestone. The officers were
:01:12. > :01:15.attempting to issue a warrant. They both needed stitches, one to his
:01:16. > :01:20.face and hands. We've just received this report from Mark Norman, in
:01:21. > :01:26.Folkestone. The scene as Kent Police officers
:01:27. > :01:30.respond to calls from fellow officers attacked while attempting
:01:31. > :01:34.to arrest a man at his home in Folkestone. Both officers were from
:01:35. > :01:37.our neighbourhoods team in Folkestone and they were executing a
:01:38. > :01:41.warrant at Saint Michaels Court where they were confronted with a
:01:42. > :01:46.man armed with a knife and they faced significant violence before
:01:47. > :01:50.overpowering him and a 39`year`old man is in custody at the moment.
:01:51. > :01:54.That violence involved a knife and both officers were hurt. The attack
:01:55. > :01:58.is an indication of the dangers that police officers face everyday.
:01:59. > :02:02.Fortunately both officers are OK at the moment and they have been
:02:03. > :02:06.discharged from hospital. One has a deep laceration to bits and and the
:02:07. > :02:11.other has a significant cut in his cheek that has been patched up but
:02:12. > :02:15.both are doing well. Officers are issued with protective equipment to
:02:16. > :02:23.make sure they can protect themselves and the public. This is a
:02:24. > :02:25.stark reminder. It is a reminder to everybody that the police officers
:02:26. > :02:29.take risks day in day out to protect the people of Kent. A 39`year`old
:02:30. > :02:30.man was arrested at the scene and is tonight being held at Folkestone
:02:31. > :02:34.police station. Mark Norman reporting, and he joins
:02:35. > :02:40.us now from Folkestone. This happened in a quiet residential
:02:41. > :02:46.area? Yes, this is Saint Martin's Street, a quiet residential area.
:02:47. > :02:49.People coming home here tonight were unaware of what happens today. The
:02:50. > :02:53.officers were executing an arrest issued under the Mental Health Act.
:02:54. > :02:57.I spoke to one of their colleagues who said they were subjected to a
:02:58. > :03:01.very nasty attack and he was very grateful they were wearing anti`stab
:03:02. > :03:05.vests. Both officers have returned to police stations to talk to their
:03:06. > :03:11.colleagues and both will return to work very soon. Thank you very much
:03:12. > :03:15.indeed. An elderly couple who died in their
:03:16. > :03:17.home on Boxing Day are believed to have been poisoned by fumer from
:03:18. > :03:21.their generator. Kenneth Swallow, who was 70, and his wife Dorothy,
:03:22. > :03:24.who was 71, were found dead in their property at Hurstpierpoint in West
:03:25. > :03:27.Sussex. Police say the fumes may have come from a generator left
:03:28. > :03:31.running overnight following a power cut. As Ian Palmer now reports, it
:03:32. > :03:35.highlights the risks that using generators can pose.
:03:36. > :03:39.On Boxing Day two people were found dead in their rural home. It is
:03:40. > :03:42.believed they died from carbon monoxide poisoning. The couple may
:03:43. > :03:48.have been using a generator following a power cut caused by
:03:49. > :03:53.Swallow moved to the area in 1973, Swallow moved to the area in 1973,
:03:54. > :03:58.they lived in the house just over my shoulder for nearly 30 years. News
:03:59. > :04:03.of their death on Boxing Day has shocked the whole community. 40
:04:04. > :04:08.years ago Kenneth Swallow began playing football at Burgess Hill.
:04:09. > :04:17.Friends remember a very committed player. I saw him recently and him
:04:18. > :04:20.and his wife, he was supposed to be answering the phone from his wife
:04:21. > :04:26.and she was annoyed you could find him, but that sort of character, he
:04:27. > :04:30.was a lovely boy. His granddaughter was being given work experience at
:04:31. > :04:34.the club on the day the couple died. Ken asked me and of course I
:04:35. > :04:38.accepted it and she was here on Boxing Day for a very short time
:04:39. > :04:45.when she received the news. It is just tragic news. Ken and his wife
:04:46. > :04:50.are lovely people. And in Christ # an inquest into the deaths has been
:04:51. > :04:53.opened and adjourned. In a statement the police said they thought the man
:04:54. > :04:58.and woman may have succumbed to fumes from a generator left running
:04:59. > :05:02.overnight following a power cut. An investigation into their deaths
:05:03. > :05:05.continues. At a time when people cannot use electricity because they
:05:06. > :05:09.mean it have it and it may be a power shortage or if they have been
:05:10. > :05:12.flooded then hopefully the electricity has been turned off,
:05:13. > :05:18.then they really must be aware that indoor use of generators that should
:05:19. > :05:21.be kept outdoors is dangerous. At the football club members are
:05:22. > :05:26.comforting each other following the news. Officials say the couple's
:05:27. > :05:32.life will be celebrated with a ceremony during the next home
:05:33. > :05:36.fixture. In a moment: The Kent man on death
:05:37. > :05:44.row in the Congo who's now facing a second murder trial.
:05:45. > :05:49.Flood victims from a caravan park at Yalding in Kent are finally
:05:50. > :05:51.returning to their homes after water levels dropped overnight. Many
:05:52. > :05:55.stranded vehicles are now being collected from the area and loss
:05:56. > :05:58.adjustors are assessing the damage. Local people have been questioning
:05:59. > :06:01.whether operations at the Leigh Flood Barrier, built to protect
:06:02. > :06:10.Tonbridge, made the flood worse for them. Our Environment Correspondent
:06:11. > :06:16.Yvette Austin reports. Nothing to salvage. This man has
:06:17. > :06:20.lost both of his cars to the flood. Like so many people from the
:06:21. > :06:25.Goulding area, that height of the water level took him by surprise. It
:06:26. > :06:29.started at 3am and by the time we looked at getting them out it was
:06:30. > :06:36.too deep. There was no water here so I put them there and then it just
:06:37. > :06:40.came and took them away. Yalding and the Little Venice caravan park are
:06:41. > :06:43.among the worst expect `` were among the worst affected areas at
:06:44. > :06:48.Christmas. In parts the water reached eight feet high and people
:06:49. > :06:52.had to be rescued because it rose so quickly. Today a first opportunity
:06:53. > :06:56.for some caravan owners to assess the damage. The whole thing went up
:06:57. > :07:01.squarely but then when it got up to the top for some reason it can to
:07:02. > :07:10.Dover and you can see the line on the window as to how much it can
:07:11. > :07:16.state, so it went over like that. It must have gone quite heavily because
:07:17. > :07:21.of the staff shifting over. It has all been underwater because of the
:07:22. > :07:26.angle. It was the rate the water rose that has caught people out.
:07:27. > :07:29.Britain of cars have been counted in their hundreds and some residents
:07:30. > :07:32.have questioned whether operations at the Leigh Flood Barrier were to
:07:33. > :07:37.blame. We had very little notice that they were going to release
:07:38. > :07:43.water from the Leigh Flood Barrier and we had just one hour to evacuate
:07:44. > :07:47.and we were told our house would be badly flooded. Is it now out of date
:07:48. > :07:51.in terms of what we get these days? So what did happen when Tonbridge
:07:52. > :07:56.also flooded? The Environment Agency says that the Leigh Flood Barrier
:07:57. > :08:01.started storing water because there had been so much rain but there was
:08:02. > :08:05.no big release and many hundreds of homes and businesses were presented
:08:06. > :08:09.`` prevented from flooding. When we start to store water we do not close
:08:10. > :08:14.any gets fully, we allow a certain amount through. We capture the top
:08:15. > :08:18.of the flooded to reduce the flow of water going down the stream. What we
:08:19. > :08:22.did was reduce the inflow into the storage area by half so the flows in
:08:23. > :08:25.Tonbridge were half of what they would have been without this
:08:26. > :08:29.structure. The agency says it now wants to work with the people of
:08:30. > :08:31.Yalding to devise a flood scheme for them.
:08:32. > :08:35.Resurfacing work begins this evening to improve the safety of one of the
:08:36. > :08:38.busiest trunk roads in the South East. Lane closures and temporary
:08:39. > :08:41.traffic lights will be in place on sections of the A21 between
:08:42. > :08:44.Lamberhurst and Flimwell during overnight work to improve the road
:08:45. > :08:47.surface. The project is expected to be completed by the end of the
:08:48. > :08:50.month. The Shadow Transport Secretary has
:08:51. > :08:53.been in the region today, calling for a cap on rail fare rises.
:08:54. > :09:03.Campaigners handed out leaflets and took their petition to railway
:09:04. > :09:06.stations. It comes as commuters returning to work after the festive
:09:07. > :09:09.break face average increases of 2.8% with campaigners saying fares are
:09:10. > :09:16.going up three times faster than incomes. Prices have gone up by on
:09:17. > :09:19.average 20% in the four years that the Conservatives have been in
:09:20. > :09:23.government. We know it is really hitting commuters and talking to
:09:24. > :09:25.people at the station today we want to see a tough cap on fares.
:09:26. > :09:28.Our political reporter Ellie Price joins us now live from Tunbridge
:09:29. > :09:33.Wells station. Ellie, the government says this is the lowest fare
:09:34. > :09:39.increase in years. The government has said it is already capping their
:09:40. > :09:44.rises to inflation. Yes, the rises this year were lower than last year
:09:45. > :09:47.but that is small comfort to those returning to work this week and
:09:48. > :09:52.having to pay more for it. An annual season ticket from deal and Dover
:09:53. > :10:00.Priory to London will cost more than ?5,000, an increase of 3% but that
:10:01. > :10:08.is under the inflation rate cap. Here in Tunbridge Wells commuters
:10:09. > :10:12.will now pay just more than ?4200. Labour say they would do more to
:10:13. > :10:15.ease the fare increases but the Conservatives point out that under
:10:16. > :10:19.Labour affair increases regularly rose by more than inflation. Thank
:10:20. > :10:23.you very much indeed. A former soldier who grew up in Kent
:10:24. > :10:30.is to face trial in Central Africa tomorrow for the murder of his best
:10:31. > :10:33.friend. Joshua French was travelling through the Democratic Republic of
:10:34. > :10:36.Congo with Tjostov Moland in 2009 when the driver they'd hired was
:10:37. > :10:40.shot dead. The pair were sentenced to death for the killing. Now Mr
:10:41. > :10:43.French stands accused of a second murder after Mr Moland was found
:10:44. > :10:51.dead in the cell they shared last year. Jane Witherspoon has more.
:10:52. > :10:57.The moment Joshua French 's `` the moment Joshua French and Mr Moland
:10:58. > :11:00.were sentenced to death in 2009. According to the family the young
:11:01. > :11:05.men had been trying to set up a security business when their driver
:11:06. > :11:10.was shot dead. Now Joshua French faces a fresh murder charge after
:11:11. > :11:14.his best friend was found dead in their shared sale last year even
:11:15. > :11:17.though a postmortem confirmed he had committed suicide. The findings were
:11:18. > :11:22.very clear, there was nothing criminal in his death. My son was
:11:23. > :11:28.absolutely innocent and there was even a press conference which the
:11:29. > :11:33.military held to say that Joshua was innocent and then suddenly we hear
:11:34. > :11:38.that he is going to be charged with his friends murder. Joshua is due to
:11:39. > :11:42.face a military court tomorrow morning and legal charity has called
:11:43. > :11:45.for the government to intervene. He is devastated. He has lost his
:11:46. > :11:48.cell`mate and best friend and the British government has a lot of
:11:49. > :11:53.influence and we have a case of a deeply flawed potential trial that
:11:54. > :11:58.if it goes ahead, he will end up with a death sentence. The Foreign
:11:59. > :12:01.Office say they will continue to provide support for his family but
:12:02. > :12:07.it has been a long six years for his mum. He told me that he has
:12:08. > :12:12.forgotten how it is to be outside prison walls. He has forgotten how
:12:13. > :12:15.it is to be in a normal world. Supporters remain hopeful despite
:12:16. > :12:19.the trial being scheduled to go ahead in just a matter of hours.
:12:20. > :12:22.Tenants of a Kent property tycoon say they are outraged after he
:12:23. > :12:25.started evicting the 200 or so who are on housing benefit to make way
:12:26. > :12:28.for Eastern European migrants. Fergus Wilson, who owns around 1,000
:12:29. > :12:33.properties worth more than ?200 million, says migrants are more
:12:34. > :12:37.likely to pay their rent on time. In a moment we'll be speaking to him
:12:38. > :12:46.live. But first Simon Jones has been gauging reaction.
:12:47. > :12:51.We have only looked at it from the point of view of money. Surveying
:12:52. > :12:55.his property empire where he says that Eastern European 's our
:12:56. > :12:59.excellent tenants. The Eastern European people come over and in 24
:13:00. > :13:04.hours they have got a job. You have English people who are unemployed
:13:05. > :13:08.for seven years. Alison receives housing benefit and lives in one of
:13:09. > :13:12.his homes and she is now fearing eviction. It does not seem very fair
:13:13. > :13:20.because a lot of people are on housing benefit for a reason and not
:13:21. > :13:26.just for scrounging purposes. Fergus Wilson owns hundreds of properties
:13:27. > :13:31.including this entire close. He says it is a logical decision, rents are
:13:32. > :13:36.going up while many are seeing their housing benefit cut. If he is cut #
:13:37. > :13:39.if he is chucking out everyone warring council then he is chucking
:13:40. > :13:44.out British people but more relying on foreign people and to me that is
:13:45. > :13:50.not fair. But the landlord says it is just about finances.
:13:51. > :13:54.Well, we're joined now by the landlord Fergus Wilson who is in
:13:55. > :14:00.Ashford. What do you say to people like Alison who are very worried
:14:01. > :14:06.about what will happen to them now? Well, I am afraid it is purely a
:14:07. > :14:10.case of economics. It is for the government to subsidise them, not
:14:11. > :14:14.for the landlord. The situation is for people on benefits that the
:14:15. > :14:18.benefit level has been dropping and rents are going up. The gap is
:14:19. > :14:23.getting so much that you cannot really expect a tenant on benefits
:14:24. > :14:27.to be able to manage it so we are very clear that if they can and
:14:28. > :14:31.cannot pay, then we cannot pay for the mortgage and we both lose the
:14:32. > :14:38.house. Indeed, many of our viewers... We would rather somebody
:14:39. > :14:42.who is working who may well be a Eastern European. I am sure many
:14:43. > :14:45.viewers will sympathise but you say it is about economics and you chose
:14:46. > :14:49.to go into business but some viewers will say that you chose to go into a
:14:50. > :14:55.business involving people and their lives so you should have an element
:14:56. > :15:01.of social conscience? Well, there is an element of social conscience, we
:15:02. > :15:06.have actually made life easy for people who want to leave over a
:15:07. > :15:09.period of time. Very few have resulted in addictions but some
:15:10. > :15:15.will. Basically at the end of the day we are running a business and it
:15:16. > :15:20.is for the government to subsidise these people and it is all linked to
:15:21. > :15:28.employment. If you are unemployed and on benefit then you are very
:15:29. > :15:32.likely not going to have a house but however if you get yourself a job
:15:33. > :15:40.then that is a passport to getting accommodation. You are saying that
:15:41. > :15:47.Eastern European is better tenants for you and it is as simple as that?
:15:48. > :15:54.They are better at paying the rent. In other respects there is no
:15:55. > :15:56.difference. Many of the people on social benefit pensioners and single
:15:57. > :16:02.mothers, what hope is there for them? Well, there is not an awful
:16:03. > :16:10.lot of hope. The situation is getting worse and worse, the
:16:11. > :16:14.government of the day did not create the problem but I suppose it falls
:16:15. > :16:18.to David Cameron to solve the problem. Some questions do not have
:16:19. > :16:23.an answer and really there is no answer to this. If you start putting
:16:24. > :16:27.their housing benefit up, then all of the people working have to pay
:16:28. > :16:31.more tax so at the end of the day the money has to come from
:16:32. > :16:34.somewhere. Maybe the answer is for a lot of the people who are not
:16:35. > :16:39.working and are at home on benefits, maybe the answer is to get a job. We
:16:40. > :16:42.are out of time now. Thank you very much indeed.

:17:11. > :17:12.for the hard shoulder, but what if it wasn't there?

:17:40. > :17:42.for the hard shoulder, but what if it wasn't there? The Highways Agency
:17:43. > :17:45.is planning to remove the hard shoulder from a stretch of the
:17:46. > :17:49.motorway between junctions five and seven in order to ease congestion,
:17:50. > :17:51.despite concerns that it could be unsafe.
:17:52. > :17:54.Up to 160,000 cars travel through that stretch of the M25 every day.
:17:55. > :17:57.The works will cost ?129 million pounds and will be completed in
:17:58. > :18:00.spring of this year. Mark Sanders has tonight's special report.
:18:01. > :18:04.This hard shoulder is being given the cold shoulder. It is being
:18:05. > :18:09.removed permanently by the highways agency and it will be turned into
:18:10. > :18:12.another lane to ease congestion. There will be emergency refugees
:18:13. > :18:18.just over every mile but motoring groups are worried. Hard shoulders
:18:19. > :18:21.perform a really important safety function on our motorways,
:18:22. > :18:25.particularly in terms of allowing people to pull over if they
:18:26. > :18:29.breakdown alt of moving traffic. We are worried that some drivers will
:18:30. > :18:34.not make it to one of the refuges and that could put them in a very
:18:35. > :18:39.dangerous situation. It will happen on the M25 between junctions five
:18:40. > :18:43.and seven. Motorists we spoke to were not happy at losing the hard
:18:44. > :18:46.shoulder. Well, it is just dangerous. There is nowhere for you
:18:47. > :18:51.to stop and you need to stop somewhere, don't you? I think you
:18:52. > :18:54.need the hard shoulder. If you break down you need to pull over and
:18:55. > :18:59.otherwise if you breakdown you are going to cause a big delay. I think
:19:00. > :19:04.it is going to cause problems obviously if people breakdown and it
:19:05. > :19:07.is more beneficial to have it there than not. The highways agency
:19:08. > :19:11.acknowledges that some motorists will be concerned about losing the
:19:12. > :19:15.hard shoulder here but it insists that it is putting in measures that
:19:16. > :19:20.will ensure their safety. The one that people highlight on is the one
:19:21. > :19:24.of having to stop in a live lane. There will be technology out there
:19:25. > :19:27.monitoring the road condition all the time and signs will come on
:19:28. > :19:30.indicating to following drivers that there is an incident ahead and they
:19:31. > :19:36.should slow down and so on and so forth. The highways agency says that
:19:37. > :19:40.accidents have been reduced another motorways where the hard shoulder is
:19:41. > :19:43.used as an extra lane and this work is a significant and permanent
:19:44. > :19:54.change to one of your's busiest roads. `` Europe's busiest roads.
:19:55. > :19:58.The family of Lizzy Yarnold, the winter sports star from Kent, say
:19:59. > :20:02.they're proud and amazed after she won her third gold medal of the
:20:03. > :20:06.Skeleton World Cup season. Lizzy, who's 25 and from West Kingsdown has
:20:07. > :20:09.finished on the podium in all five races this season and leads the
:20:10. > :20:12.world rankings. As Neil Bell reports, it's a great spot to be in
:20:13. > :20:22.with the Winter Olympics in Russia barely a month away.
:20:23. > :20:26.It is only her second full season in the sport but Lizzie Yarnold is
:20:27. > :20:30.almost unbeatable at the moment. This weekend in Germany she put in
:20:31. > :20:35.an almost perfect performance, cheered on by her biggest fans, her
:20:36. > :20:40.family. She is loving every minute of the season. I think she is very
:20:41. > :20:45.lucky that she is doing a sport that she is loving with people that she
:20:46. > :20:49.enjoys being with. Providing Lizzie continues her brilliant start to the
:20:50. > :21:14.season, she seems certain to make the British team for the Winter
:21:15. > :21:16.Olympics. We are starting to dream ahead to the Winter Olympics so
:21:17. > :21:19.fingers crossed it goes well so I am excited and I cannot wait to
:21:20. > :21:21.hopefully go to the Olympics. For the last couple of years have family
:21:22. > :21:24.have driven through the night to support her and they are looking
:21:25. > :21:27.forward to cheering her on at the Olympic Games. Although we do not
:21:28. > :21:29.know that she will be going yet, we have, fingers crossed, we have
:21:30. > :21:32.flights booked and we are hoping, her sisters and her father and we're
:21:33. > :21:35.all hoping to be there and we hope to squeeze in one more race before
:21:36. > :21:38.that as well. Her family are back in Kent but Lizzie is off to San Moritz
:21:39. > :21:40.for next weekend's race and hopefully another morale boosting
:21:41. > :21:41.performance on the way to Olympic glory. We will keep our fingers
:21:42. > :21:44.crossed. To football, and the striker Matt
:21:45. > :21:47.Tubbs has re`joined Crawley Town on a month`long loan deal. The
:21:48. > :21:50.29`year`old became a fan favourite when he scored 40 goals in the
