:01:10. > :01:15.expected to hit Kent and Sussex tonight, as a band of heavy rain

:01:16. > :01:19.sweeps across the South East. Up to 40 millimetres could fall in places.

:01:20. > :01:23.And the Environment Agency has five flood warnings in place tonhght Our

:01:24. > :01:34.environment correspondent Yvette Austin reports.

:01:35. > :01:39.Temporary flood defences kedping the river within its course. Thhs river

:01:40. > :01:43.runs through the village of baronet Canterbury. Only in wet years

:01:44. > :01:49.doesn't flow at all and this year is exceptional. This is somethhng. .

:01:50. > :01:55.I've never seen like this. Never seen sandbags but across th`t it

:01:56. > :01:59.before. Not in all the years I've lived here. Local residents are

:02:00. > :02:04.prepared with sandbags but concern isn't only for the rising rhver but

:02:05. > :02:10.also for the rain. It hasn't been as deep as this for several ye`rs, so

:02:11. > :02:18.since 2000, when we flooded. And these sandbags, they are very good.

:02:19. > :02:22.They are excellent. Except they have blocked off the run`off frol the

:02:23. > :02:28.hill. So, when we get the pouring rain tonight, as it is forecast the

:02:29. > :02:33.run`off is going to come down here in another mini river. And ht is

:02:34. > :02:36.going to stop here and back up. Further downstream, the Envhronment

:02:37. > :02:44.Agency is pumping water tow`rds the sea to save homes. We've got a lot

:02:45. > :02:49.of water coming down here. The problem is the ground here hs low.

:02:50. > :02:55.It has sunk because there w`s coal mining years ago. The whole land is

:02:56. > :03:01.lower than the main river which is trying to flow. This pumping station

:03:02. > :03:04.is pumping water out, it pulps all year round. We are trying to protect

:03:05. > :03:12.the community upstream. There is a risk downstream. We've got ` flood

:03:13. > :03:18.warning for the communities at Grove Ferry and Buck stutter. We `re

:03:19. > :03:25.expecting some high tides over the weekend. The rain has begun to fall

:03:26. > :03:27.under the radar predicts much more. People are being warned to be on

:03:28. > :03:30.high alert. The exceptionally wet weathdr's

:03:31. > :03:33.caused another day of disruption for rail commuters with landslips

:03:34. > :03:37.blocking the line from Hasthngs to London, causing delays and

:03:38. > :03:40.cancellations. Charlie Rose is live in Hastings. And, Charlie, there's

:03:41. > :03:47.been continual disruption on that line over the last few weeks.

:03:48. > :03:52.Yes, it's probably due to the wet and windy weather we're havhng here

:03:53. > :03:57.in Hastings. Remember last lonth, we had the landslip at Wadhurst, and

:03:58. > :04:01.today's disruption has been caused by not one, but two more landslips.

:04:02. > :04:09.One at Battle, the other at West St Leonards. Customers have bedn

:04:10. > :04:13.frustrated. And philosophic`l. It's not what commuters wanted to

:04:14. > :04:20.see this morning. Trains cancelled and replacement bus service in

:04:21. > :04:26.place. Literally, I got there, bus replacement. Then there was five

:04:27. > :04:30.minutes delay. There is not even a train here. I think the South East

:04:31. > :04:33.has a terrible problem, we `re fighting nature and we can't do

:04:34. > :04:38.anything until the rain stops. You can't allow for the extremes of

:04:39. > :04:40.weather we've had lately. There is no point getting angry or anything

:04:41. > :04:44.else. Network Rail say they worked through the night to clear the line

:04:45. > :04:51.before final checks took pl`ce during the morning. We are running

:04:52. > :04:57.trains again on the line. There will be some disruption to that service,

:04:58. > :05:01.train staff and rolling stock being out of position. But it is our

:05:02. > :05:05.intention to keep that servhce running now unless, of course, we

:05:06. > :05:08.get further landslips occurring overnight. But one MP believes

:05:09. > :05:10.there's a wider problem that needs addressing, and is calling for

:05:11. > :05:18.urgent action to upgrade rahl provision in the area. We h`ve had

:05:19. > :05:22.landslip after landslip, and it feels like it is bus replacdment

:05:23. > :05:29.services more often than at Israel's services at the moment and we need a

:05:30. > :05:32.complete sea change. `` mord often than rail services. But, for now,

:05:33. > :05:37.the immediate concern is thd weather, and how much more

:05:38. > :05:41.disruption it will cause. Passengers are being warned to

:05:42. > :05:44.expect even more disruption to night and across the weekend becatse South

:05:45. > :05:48.East usher in southeastern hn conjunction with network rahl are

:05:49. > :05:51.putting the speed restriction on through to London because of this

:05:52. > :05:57.band of wet and windy weathdr which brings with it the risk of falling

:05:58. > :06:00.trees, floods, and the posshbility of more landslides. That spded

:06:01. > :06:05.restriction will be in placd from 8pm this evening.

:06:17. > :06:20.We started to see this wall of water from about 3pm this afternoon and

:06:21. > :06:25.already we have seen ten millimetres of rain and we are expecting 25

:06:26. > :06:30.millimetres. Over higher ground we could see up to 40 millimetres. It's

:06:31. > :06:37.falling on saturated ground. It should be clearing through tonight.

:06:38. > :06:43.Thank you, we all have a full forecast later. `` we will have

:06:53. > :06:53.youngsters waiting for months for mental health treatment call for the

:06:54. > :07:05.Health Secretary to intervene. Three Kent Police officers who were

:07:06. > :07:08.suspended after CCTV picturds appeared to show them assaulting a

:07:09. > :07:13.suspected shoplifter have bden summoned to appear in court. The

:07:14. > :07:15.footage, which was posted on YouTube, shows uniformed officers

:07:16. > :07:17.restraining and repeatedly punching the man in Debenhams departlent

:07:18. > :07:20.store in Canterbury last July. They've now been accused of

:07:21. > :07:32.conspiracy to pervert the course of justice. You may find the phctures

:07:33. > :07:37.distressing. Caught on CCTV, this is what

:07:38. > :07:40.happened when a shoplifter was arrested in Canterbury. It happened

:07:41. > :07:46.at the Debenhams store. Earlier footage fails to show what leads up

:07:47. > :07:51.to the incident. The identity of the three officers hasn't been confirmed

:07:52. > :07:55.but today it was announced that three police constables, based in

:07:56. > :08:00.Canterbury, have been chargdd with conspiring to pervert the course of

:08:01. > :08:06.justice. They are right, Jeff Keane, and Daniel Short. There are accused

:08:07. > :08:11.of failing to retain and reveal that CCTV was available. Allegathons that

:08:12. > :08:16.will now be examined in court. There are officers of the law, so they

:08:17. > :08:19.need to abide by the constable and the role of the constable, which

:08:20. > :08:25.means they have to act withhn the law and they have to follow the

:08:26. > :08:28.professional standards. There are areas of that kind of film that

:08:29. > :08:35.doesn't show what happened off`camera. He doesn't appe`r to be

:08:36. > :08:39.physically attacking the police He may have said something verbally

:08:40. > :08:45.that was abusive that was qtite seriously abusive. The shoplifter

:08:46. > :08:50.was taken to court and admitted theft but charges that he assaulted

:08:51. > :08:58.a police officer were droppdd. But the incident will now lead to a

:08:59. > :09:02.second court case. A 16`year`old boy has been charged

:09:03. > :09:05.with the murder of an A`levdl student in Surrey. The boy, who

:09:06. > :09:07.can't be named for legal re`sons, is accused of stabbing 17`year`old

:09:08. > :09:11.Elizabeth Thomas whose body was found in Oxted last Friday. He was

:09:12. > :09:13.initially sectioned under the Mental Health Act, but has now been

:09:14. > :09:17.charged. A Kent teenager who used his car as

:09:18. > :09:19.a weapon to avoid paying for fuel has been jailed for 11 years.

:09:20. > :09:22.19`year`old Joshua Charnley drove his car at petrol station m`nager

:09:23. > :09:25.Lekshmanan Asokkumar in West Kingsdown, carrying him on the

:09:26. > :09:32.bonnet for over half a mile and leaving him with brain damage.

:09:33. > :09:35.The jury have gone to consider their verdict in the trial of Edmtnd Nela

:09:36. > :09:42.who is accused of murdering scaffolder Xhem Krasniqi. Mr Nela,

:09:43. > :09:45.who is originally from Albania, is accused of the fatal shooting in

:09:46. > :09:49.Hove in May 2013. The father of two was shot in the abdomen in Church

:09:50. > :09:53.Road and died the following day It's one of the most import`nt

:09:54. > :09:56.regeneration projects in Kent. But the site of the former Pleasurama

:09:57. > :09:59.funfair in Ramsgate has rem`ined derelict for years, despite an

:10:00. > :10:04.agreement that building work to create a hotel and luxury flats

:10:05. > :10:07.should be virtually finished by now. Thanet District councillors have

:10:08. > :10:11.been meeting today to decidd what to do next. And we've seen doctments

:10:12. > :10:15.suggesting the developers are "in material breach" of their agreement,

:10:16. > :10:18.meaning the council could bd in a position to take back the shte. Our

:10:19. > :10:27.business correspondent Mark Norman has this exclusive report.

:10:28. > :10:31.It has been described as ond of the most important regeneration sites in

:10:32. > :10:34.East Kent. When the developdrs signed a deal with an Distrhct

:10:35. > :10:39.Council to build flats, shots on a hotel here back in 2006, most people

:10:40. > :10:46.thought it would be built bx now. But, as you can see, the work hasn't

:10:47. > :10:49.been done and this programmd has seen legal advice to Thanet District

:10:50. > :10:54.Council that says the developers of this site are in breach of their

:10:55. > :10:58.development agreement by not substantially completing thd work by

:10:59. > :11:03.the end of next month. I'm very pleased with the advise. It may take

:11:04. > :11:06.a while. It won't happen ovdrnight and the council has got to go

:11:07. > :11:10.through several different procedures. But my reading of the

:11:11. > :11:17.legal advice is such that the council's got to strong chance to

:11:18. > :11:22.rid itself of the developers. The site on Ramsgate seafront h`s a long

:11:23. > :11:26.history. In 1998, the historic Pleasurama funfair was destroyed by

:11:27. > :11:33.fire. An agreement to develop the site was then reached in 20 `` in

:11:34. > :11:39.2006. Substantial works werd due to be finished by next month. For a

:11:40. > :11:42.decade, there has been a local campaign against both the

:11:43. > :11:46.development and the developdrs. However, others have wanted to buy

:11:47. > :11:52.property and handed over deposits, only to get money back becatse of

:11:53. > :11:55.the lack of progress. I wanted to overlook the beach. The devdloper

:11:56. > :12:00.told is that due to the economic downturn, the original fund was not

:12:01. > :12:03.in a position to proceed and that way forward has now been agreed and

:12:04. > :12:09.that they look forward to starting on the site the spring.

:12:10. > :12:14.The council have been considering their legal advice today but it may

:12:15. > :12:21.be some time before we know the future of the Pleasurama site.

:12:22. > :12:25.This is our top story tonight. Five flood warnings are in place

:12:43. > :12:47.delays and cancellations. Celebrating the jewels of the sea. A

:12:48. > :12:52.new exhibition is unveiled `t Hasting's Jerwood Gallery. @nd

:12:53. > :12:54.Crawley is in pole position hosting the world pole dancing championships

:12:55. > :13:00.and a campaign for the sport to be adopted by the Olympics.

:13:01. > :13:04.There are calls tonight for the Health Secretary to intervene after

:13:05. > :13:08.it emerged that some vulner`ble young mental health patients in Kent

:13:09. > :13:15.are waiting as long as four months to be assessed. It's a huge problem.

:13:16. > :13:19.It's a huge problem. The latest research suggests as many as one in

:13:20. > :13:22.five young adults show signs of an eating disorder. One in 12 have

:13:23. > :13:25.deliberately harmed themselves. And nearly 80,000 children and xoung

:13:26. > :13:30.people in the UK suffer frol severe depression. The Tunbridge Wdlls MP

:13:31. > :13:33.Greg Clark has added his vohce to those of campaigners who sax those

:13:34. > :13:38.delays are unacceptable. Pidrs Hopkirk has tonight's speci`l

:13:39. > :13:41.report. When Marie's teenage daughtdr began

:13:42. > :13:47.self`harming, she knew she needed expert help, and quickly. It took

:13:48. > :13:51.six months for that help to arrive. Speaking to a synonymously to

:13:52. > :13:55.protect her daughter's identity she said she believes a service for

:13:56. > :14:00.young people is in crisis. Ht is absolutely shocking, it is

:14:01. > :14:04.diabolical, and it is nonexhstent. The service is failing young people,

:14:05. > :14:10.and I believe a lot of young people are dying as a result. It w`s quite

:14:11. > :14:13.scary how we were going arotnd and around in circles. I felt I needed

:14:14. > :14:17.help and I was not getting ht at all. Tunbridge Wells MP Greg Clark

:14:18. > :14:25.says some young mental health patients are facing a four lonth

:14:26. > :14:28.wait for assessment and that 1, 00 waiting for treatment. We h`ve to

:14:29. > :14:32.get it right and is unacceptable to allow young people and their parents

:14:33. > :14:35.to have to go through this without the support they deserve. Mdntal

:14:36. > :14:40.health services for young pdople in Kent were taken over by Sussex

:14:41. > :14:46.partnership NHS foundation trust in September 2012. My response would be

:14:47. > :14:51.to reassure people that we're on case, we have had the opportunity to

:14:52. > :14:59.start making changes, they have taken time, but we are motoring on.

:15:00. > :15:03.And we want to reassure famhlies and that we are listening to all the

:15:04. > :15:08.stakeholders in finding ways to improve the service. What wd'd like

:15:09. > :15:12.to see is the object increase. So the people on the ground have the

:15:13. > :15:15.resources to do their job properly. With the Health Secretary asked to

:15:16. > :15:26.intervene, the call for change has gone right to the top.

:15:27. > :15:33.The Jerwood Gallery in Hasthngs has been raiding its own family jewels

:15:34. > :15:36.for its first show of 2014. It's showing off modern British `rtworks,

:15:37. > :15:39.bought for the nation by thd Jerwood Foundation. Appropriately enough for

:15:40. > :15:43.a seafront gallery, the show also features the work of Alfred Wallis,

:15:44. > :15:55.the Cornish fisherman famous for his pictures of boats and seasc`pes

:15:56. > :15:59.Robin Gibson has more. It's a family show this timd at the

:16:00. > :16:03.Jerwood. Most of the works hn here have been brought out from their

:16:04. > :16:07.stores at the gallery's and collection. Some have never been

:16:08. > :16:12.shown before Bickley. This hs a show which will really have broad appeal.

:16:13. > :16:18.On one hand, we have key itdms like this Wood painting, which is a very

:16:19. > :16:22.iconic piece. People will come to see that. But I think peopld that

:16:23. > :16:26.love portraiture and landsc`pe, people that want to see scenes of

:16:27. > :16:31.the local, the domestic. It all began as a private collection. Based

:16:32. > :16:39.on a fortune made trading in pearls and property. This was at the end of

:16:40. > :16:43.his life. Alan Green is the man who bought most of these works `nd also

:16:44. > :16:48.took the decision to build ` public gallery here. People said to me when

:16:49. > :16:51.it was hanging up in my offhce, what are you going to do with thhs

:16:52. > :16:57.collection? You can't just hang it on the wall and lock the door. So,

:16:58. > :17:01.the decision to build the g`llery was partly to find a home for the

:17:02. > :17:10.collection and put it in thd public eye. This room focuses on the work

:17:11. > :17:14.of early Saint Ives painter, Alfred Wallis, self taught and influential

:17:15. > :17:19.in the 20s and 30s. It's no coincidence his use of ships in the

:17:20. > :17:23.sea echo this classic Jerwood few of the fishermen 's beach. You can see

:17:24. > :17:27.in some of these paintings, the experience of the lurching boat

:17:28. > :17:32.that feeling you're actuallx going to go upside down. He reallx lived

:17:33. > :17:36.that lie. They hope this is a show for all tastes. It's not entirely

:17:37. > :17:41.focused on one particular style which gives the public at l`rge the

:17:42. > :17:46.opportunity to have a reallx enjoyable day when they are visiting

:17:47. > :17:56.it. This show is a first. The first time the gallery has looked at its

:17:57. > :18:02.own taste to the publics. They've got some beautiful stuff

:18:03. > :18:12.there. It's lovely. Now, football transfer deadline day. The sale of

:18:13. > :18:15.Brighton midfielder Liam Brhdcutt to Premier League Sunderland for ?

:20:29. > :20:32.costumes are judged, too. More than anything, it's about getting away

:20:33. > :20:41.from the strip club stereotxpe, famously portrayed by Demi Loore in

:20:42. > :20:48.the late 90s film, striptease. An angel appeared... My main ahm was to

:21:39. > :21:42.It is an art. 95% is women, but there are a lot more guys t`king it

:21:43. > :21:46.up, which is really good to see There are calls for pole dancing is

:21:47. > :21:48.a sport be included in the Olympic Games. Poles apart from where it

:21:49. > :21:58.began. That is incredible!

:21:59. > :22:01.They already hold a world rdcord for the fastest four`man crew ever to

:22:02. > :22:04.row across the Indian Ocean. Now Bexhill brothers Phil and Nhck

:22:05. > :22:09.McCorry are hoping to repeat their success by rowing across thd

:22:10. > :22:13.Atlantic. If they do it in 40 days or less, they'll become the first

:22:14. > :22:17.people ever to hold a simultaneous world record for rowing both oceans.

:22:18. > :22:20.In a moment, we'll speak to them here in the studio. But, first,

:23:38. > :23:43.of six weeks only in each other s company. That's right. Wearx road

:23:44. > :23:48.for 12 hours a day last timd. This time we will grow up to 16 hours. So

:23:49. > :23:55.the shift and the ratio of rowing will be tougher. Do you get on?

:23:56. > :23:59.Brothers don't always. I thhnk we do and we know our strengths and

:24:00. > :24:03.weaknesses. There are times when it will be tough and we can support

:24:04. > :24:06.each other. And you're going for the world record but actually to row

:24:07. > :24:12.across the Atlantic itself would be an achievement. Definitely. It's got

:24:13. > :24:16.an 80% success rate so it is in our favour but for a record it hs down

:24:17. > :24:23.to the weather which nobody can predict. Absolutely! Your training

:24:24. > :24:28.hasn't quite started yet. You still got some time until December. How

:24:29. > :24:34.much training do you do in Bexhill? Ideally, we do most of it on the

:24:35. > :24:42.land `` ideally we'd like to do it on the sea but we do most of it on

:24:43. > :24:45.the land. How big is the bo`t? It is about 29 feet long. It is slaller

:24:46. > :24:50.than our last boat, and it hs lighter. And you're hoping to raise

:24:51. > :24:57.a lot of money for local catses Yes, Saint Mary 's. The school in

:24:58. > :25:03.our local area. Hopefully, we will see lots of pictures of you doing

:25:04. > :25:06.it. Good luck. They just mentioned the

:25:07. > :25:07.unpredictable weather and wd've got another night of heavy rain. Sadly,

:25:08. > :25:20.it has been all but too predictable! Tonight, of course, still w`rnings

:25:21. > :25:26.for this heavy rain. We could see up to 40 millimetres over highdr

:25:27. > :25:31.ground. We start to see it `` we started to see it from about 4pm.
