:00:00. > :00:00.it is bad. Welcome to South East Today, I'm Rob

:00:07. > :00:10.Smith. And I'm Natalie Graham. Tonhght s

:00:11. > :00:15.top stories. Trying to stem the tide ` the water

:00:16. > :00:24.levels rise across Kent and Sussex. And there's yet worse to cole. The

:00:25. > :00:29.real worry is ground water coming up through the floor.

:00:30. > :00:35.There's little they can do to stop the floods, but many communhties are

:00:36. > :00:39.adopting a Dunkirk spirit. Ht's a very pleasant, people smiling and

:00:40. > :00:42.chatting, sharing information. We're live in some of the worst

:00:43. > :00:46.affected areas with the verx latest. Also tonight: Not enough st`ff with

:00:47. > :00:49.the right skills to deliver care ` another Kent A department comes in

:00:50. > :01:00.for serious criticism from the NHS watchdog. And the Sussex man who

:01:01. > :01:03.spent a lifetime promoting reconciliation with Germany.

:01:04. > :01:05.And the school pupils who w`lk with dinosaurs every day, making exciting

:01:06. > :01:18.fossil discoveries in Ardingly. Good evening. 16 warnings, which

:01:19. > :01:21.mean flooding is expected and immediate action is required, have

:01:22. > :01:26.been issued across Kent, Sussex and Surrey by the Environment Agency.

:01:27. > :01:29.In the Canterbury district `lone, 9,000 sandbags have been handed out

:01:30. > :01:35.to residents preparing for `nother night of heavy rain and rishng

:01:36. > :01:37.waters. Our environment correspondent Yvette Austin is in

:01:38. > :01:48.the village of Bridge, near Canterbury, now. How is it looking?

:01:49. > :01:52.It's not great for the residents. While many have escaped havhng water

:01:53. > :01:56.in their front room is todax, there are warnings that many more homes

:01:57. > :02:03.could flood. It is hard to hmagine that the Nailbourne River often runs

:02:04. > :02:09.dry. It is a ground water fdd river and there is now so much water in

:02:10. > :02:12.the ground. The residents hoped it wouldn't

:02:13. > :02:17.happen, but so much rain fell overnight it was inevitable. The

:02:18. > :02:26.villages of Bridge and Patrhck Spong bore the brunt of the floodhng. It

:02:27. > :02:35.is a mix of sewage as well. All the way through to the kitchen Western

:02:36. > :02:39.Mark yes, all over. The watdr table is so high, the sewers are

:02:40. > :02:43.overwhelmed. The problem is when you get surface water pumping on top of

:02:44. > :02:46.it, and the rain we have had coming into the sewage, just overflowing.

:02:47. > :02:53.The sewage is knocking on to the river, the river can't cope, the sua

:02:54. > :02:58.can't cope, it is flooded. @ll along the Nailbourne River, Southdrn water

:02:59. > :03:02.has joined the environment `gency in the battle against the tide.

:03:03. > :03:06.Business has been completelx knocked on the head. Friday night is one of

:03:07. > :03:09.our busiest nights, and this happened. Another one we ard going

:03:10. > :03:14.to have to write off, I'm afraid. The number of homes which flooded

:03:15. > :03:18.last night is relatively low. The environment agency says manx more

:03:19. > :03:24.would be underwater if it w`sn't for this emergency scheme, pumphng .5

:03:25. > :03:29.tonnes of water per second keep the Nailbourne River relatively

:03:30. > :03:34.contained. In Sussex, Bach hs as deep underwater as anyone c`n

:03:35. > :03:40.remember. There are warnings about trying to drive through it. The

:03:41. > :03:44.River Uckfield is flooded btt the town stays dry so far. Whild there

:03:45. > :03:48.is praise for the environment agency in some areas of Kent, along the

:03:49. > :03:52.great Stour, people say maintenance has been neglected. The rivdr

:03:53. > :03:57.doesn't need dredging everywhere, but the points at which it hs very

:03:58. > :04:02.narrow, and the reeds and trees are causing restrictions, it must be

:04:03. > :04:07.cleared. As people have thehr homes pumped out yet again, there is real

:04:08. > :04:10.despair now. When will the rain stopped? When can people st`rt to

:04:11. > :04:16.rebuild? But the forecast isn't good.

:04:17. > :04:20.The water level here has now begun to drop, giving people the chance to

:04:21. > :04:25.do some clearing up. It has been a fine day. It is a bit odd, some of

:04:26. > :04:28.these properties have flooddd, some have stayed dry, some have water

:04:29. > :04:32.coming up through the floorboards. They have got the sandbags, but when

:04:33. > :04:38.it comes up from beneath, there is very little... Ian Ashton, xou have

:04:39. > :04:43.escaped the flooding. You mtst feel quite relieved. Yes, we havd escaped

:04:44. > :04:48.it is now, but the houses along our side, the ground water is coming up.

:04:49. > :04:54.So it will probably start coming up in our house as well. It is not

:04:55. > :04:58.quite under the floorboards? No The furniture is all piled up. Hs there

:04:59. > :05:04.anything else you can do? Know, we have done all we can, the

:05:05. > :05:08.authorities have. The water has to go somewhere, there is no space for

:05:09. > :05:12.it. Everyone has been helping each other along here. Describe what has

:05:13. > :05:16.been happening in the community Everyone has helped each other out,

:05:17. > :05:21.we have got a lady in the ndxt terrace who is 86, we have been

:05:22. > :05:25.helping her out, but she is determined to stay. Have thd

:05:26. > :05:31.authority is done enough? Definitely. The fire servicd, St

:05:32. > :05:36.John's ambulance. A great hdlp. We wish you all the best. The sad thing

:05:37. > :05:42.is, there is more rain expected overnight, which will mean lore

:05:43. > :05:48.flooding, no doubt. The RMC `` that will mean more heartache.

:05:49. > :05:50.So, let's take a look at thd very latest from the Environment Agency.

:05:51. > :05:54.There are currently 16 flood warnings in place ` 11 in Kdnt, four

:05:55. > :06:00.in Sussex and one in Surrey. They include sections of the rivdrs

:06:01. > :06:03.Medway, Darent, Ouse and Tehse. The Agency says it's working with

:06:04. > :06:09.councils to deploy sandbags and temporary flood defences, btt one MP

:06:10. > :06:12.say more needs to be done. H think there are still issues around

:06:13. > :06:18.whether there is enough resource in for flood defence. Coordination has

:06:19. > :06:21.improved enormously from thd big floods 14 years ago, but thdre is

:06:22. > :06:27.still some way to go. And there's just no let`up hn the

:06:28. > :06:29.forecast over the next 24 hours Another weather system bringing

:06:30. > :06:32.heavy, persistent rain and gale force winds is moving in thhs

:06:33. > :06:35.evening and will continue through tomorrow, although on Sundax the

:06:36. > :06:39.situation will improve slightly as that rain eases. Rachel Mackley our

:06:40. > :06:42.weather presenter, joins us now Rachel, we've experienced an

:06:43. > :06:46.incredible amount of rain in the last couple of months, and there

:06:47. > :06:54.seems to be no end in sight. What's causing it? A jet stream, a ribbon

:06:55. > :06:57.of fast moving wins in the atmosphere, is particularly powerful

:06:58. > :07:05.at the moment and stuck in the same position. Average speed of 200 mph

:07:06. > :07:08.but at the moment it is 300 mph The Jetstream is more powerful. Because

:07:09. > :07:13.it is stable, we are seeing a conveyor belt of the areas of low

:07:14. > :07:17.pressure. No letup as we he`d towards the weekend and over the

:07:18. > :07:20.next couple of weeks. We will have the forecast later.

:07:21. > :07:23.Despite the bleak forecast `nd the rising waters, many residents are

:07:24. > :07:27.putting a brave face on the situation they find themselves in.

:07:28. > :07:29.Let's cross to Peter Whittlsea who's in Fordwich, where they're full of

:07:30. > :07:41.the Dunkirk spirit. Faced with the worst, the pdople of

:07:42. > :07:45.Bridge have pulled together. 86`year`old Jeannie was flooded out,

:07:46. > :07:50.but her spirit summed up thd mood. The neighbours are fantastic, they

:07:51. > :07:56.put things on bricks and th`t. I can get on with it. Getting on with it

:07:57. > :07:59.was the order of the day. B`cking up the emergency services was the Red

:08:00. > :08:04.Cross, providing hot food and drink for those who needed it. It is very

:08:05. > :08:09.pleasant, actually. People smiling, chatting to each other, sharing

:08:10. > :08:13.information, telling us what the situation is, what is happening in

:08:14. > :08:18.the village, if they have got any news. It is good. The boss of the

:08:19. > :08:23.local environment agency was on the scene. Those at risk of flooding

:08:24. > :08:28.posed tough questions. Last week they did a fantastic job. Wdll done

:08:29. > :08:32.for that. The thing that re`lly upsets me is that there is dffluent

:08:33. > :08:39.in this water. Overnight, wd had 35mm is of water in West Kent, which

:08:40. > :08:43.has meant significant floodhng on the Nailbourne River. We ard

:08:44. > :08:46.expecting problems on the Rhver Stour at the weekend. Thankfully we

:08:47. > :08:52.did not get that across the whole county, so some flood warnings will

:08:53. > :08:59.come of later today. At Kingston, a brass got standard. `` a bus.

:09:00. > :09:03.Instead of anger, there was a sense of resignation. There is not a lot

:09:04. > :09:10.you can do, it is the rain `nd the wind, what can you do about that? We

:09:11. > :09:15.have had sandbags all week. They did their job here, but unfortunately it

:09:16. > :09:20.is just too strong. Back in Bridge, a team of volunteers has bedn

:09:21. > :09:29.checking on the elderly and the vulnerable. They should be sending a

:09:30. > :09:34.bobcat down. We are safe, if anyone needs help, we will help out. That

:09:35. > :09:37.is all we can do. With more rain forecast, that community sphrit will

:09:38. > :09:41.have to carry on. And if you want to keep up with the

:09:42. > :09:46.latest weather and informathon, you can tune in to your local BBC Radio

:09:47. > :09:49.Station, or log onto our websites. In a moment, the four policd

:09:50. > :09:59.officers who've lost their jobs for manipulating crime figures.

:10:00. > :10:03.Government inspectors say the Accident Emergency departlent at a

:10:04. > :10:08.Kent hospital has "the potential to be unsafe". A Care Quality

:10:09. > :10:11.Commission inspection found the Darent Valley Hospital in D`rtford

:10:12. > :10:20.didn't have enough staff with the right skills to deliver card. But it

:10:21. > :10:30.found other departments in the hospital were good.

:10:31. > :10:35.This hospital was one of thd first in the country funded by a Private

:10:36. > :10:38.Finance initiative. A new rdport says it is facing significant

:10:39. > :10:44.challenges in accident and emergency. Not enough children's

:10:45. > :10:48.nurses, high use of agency doctors, personal information on display and

:10:49. > :10:53.mixed sex wards comprising privacy. Ideally, they should be havhng mixed

:10:54. > :10:56.sex wards, but there were occasions that was happening. The trust knows

:10:57. > :11:00.that is far from the ideal `nd they are working to make sure it doesn't

:11:01. > :11:05.happen. It is not the routine, it's not the plan, but sometimes it is

:11:06. > :11:11.the volume of people coming in. It's the latest in a series of problems

:11:12. > :11:16.for the hospital. In 2012, there was a ?1.5 million government b`ilout.

:11:17. > :11:19.Last year, merger plans collapsed, adding to financial problems. The

:11:20. > :11:23.accident and emergency department here is one of the busiest hn the

:11:24. > :11:27.south`east, currently dealing with 100,000 patients per year. This new

:11:28. > :11:32.report has found that, although other areas of the hospital are seen

:11:33. > :11:35.as mostly good, there are significant challenges, particularly

:11:36. > :11:41.here in a and E. We are alrdady advertising for more notices with a

:11:42. > :11:45.paediatric collocation. `` lore nurses. We have been successful in

:11:46. > :11:49.recruiting more middle gradd doctors. We have gone into Durope,

:11:50. > :11:54.other places, to recruitment or grade doctors. The patients today

:11:55. > :11:59.gave positive reviews. I thhnk they are very good. You can't be`t them.

:12:00. > :12:04.My care was fine. I can't complain. I didn't have any problems. The

:12:05. > :12:11.inspectors and knowledge progress is being made and they will return in

:12:12. > :12:15.the next few months. `` acknowledge. More than 20 jobs could go `t East

:12:16. > :12:22.Sussex Fire and rescue servhce as they look at saving more money. The

:12:23. > :12:26.Authority will consider its budget at a meeting later this month and

:12:27. > :12:29.may ask for the public's vidw on four proposals to change thd service

:12:30. > :12:32.over the next five years. It comes after the Government announced it's

:12:33. > :12:35.reducing its funding grant. An assistant priest from Sussex who

:12:36. > :12:38.is also a retired teacher, has been charged with 24 sex offences against

:12:39. > :12:41.two boys. Reverend Christopher Howarth, who was suspended from Holy

:12:42. > :12:45.Cross church in Uckfield, is alleged to have sexually assaulted the boys

:12:46. > :12:48.from the age of ten over an eight`year period. Mr Howarth was a

:12:49. > :12:55.teacher at Uckfield Community Technology College until 2007.

:12:56. > :12:58.About 100 to 150 posts at Brighton and Hove City Council would be cut

:12:59. > :13:02.in budget plans released today, outlining how it plans to s`ve 22

:13:03. > :13:07.million. The report is based on an assumed council tax rise of 2%. The

:13:08. > :13:12.current proposed increase in council tax is 4.75%, which would h`ve to be

:13:13. > :13:16.agreed in a referendum. Four Kent Police officers who were

:13:17. > :13:19.arrested as part of an investigation into the alleged manipulation of

:13:20. > :13:24.crime figures have been dislissed by the force. The officers, who have

:13:25. > :13:27.not been named, were found guilty of gross misconduct following `n

:13:28. > :13:34.internal investigation. Piers Hopkirk is at police headqu`rters

:13:35. > :13:42.now in Maidstone. What has the reaction been to the dismissals It

:13:43. > :13:49.has been very guarded, becatse those 4`macro officers are all appealing

:13:50. > :13:53.against their sackings. This dates back to a police investigathon into

:13:54. > :13:57.corruption in 2012. They were accused of getting suspects to admit

:13:58. > :14:02.to offences they haven't colmitted to bolster the crime statistics The

:14:03. > :14:07.Crown Prosecution Service ddcided not to charge them but therd was an

:14:08. > :14:11.internal disciplinary procedure The result, all four were found guilty

:14:12. > :14:14.of gross misconduct and thex were subsequently sacked, although as I

:14:15. > :14:24.mentioned they have appealed. Has the Kent police and crime commission

:14:25. > :14:34.had anything to say? The commissioner has been as gu`rded as

:14:35. > :14:38.anyone else. Ann Barnes was elected on a pledge of ensuring the

:14:39. > :14:42.statistics were robust and that the force could be judged properly by

:14:43. > :14:45.crime statistics. She said today that because of the appeals, she

:14:46. > :14:48.could not comment. It will be interesting to hear what shd says

:14:49. > :14:52.once these appeal procedures are concluded.

:14:53. > :14:56.Our top story tonight: Rising water levels across Kent, Sussex `nd

:14:57. > :15:00.Surrey have led to 16 flood warnings being issued by the Environlent

:15:01. > :15:03.Agency. Residents in the worst affected areas are preparing for

:15:04. > :15:13.more heavy rain and further flooding tonight. Another devastating injury

:15:14. > :15:19.blow for Sussex athlete Crahg Pickering, as his winter Olxmpic

:15:20. > :15:20.hopes are dashed. And the Stssex School pupils whose dinosaur

:15:21. > :15:32.discoveries are making history. A 95`year`old minister from

:15:33. > :15:36.Herstmonceux has been awarddd a German medal for his years of work

:15:37. > :15:40.promoting peace and reconciliation. Reverend Geoffrey Beck recehved the

:15:41. > :15:44.Cross of the Order of Merit at a ceremony at his former colldge in

:15:45. > :15:47.Oxford for the part he playdd in setting up a memorial to Ad`m Von

:15:48. > :15:51.Trott, a German diplomat exdcuted by the Nazi regime for his part in a

:15:52. > :15:56.plot to assassinate Hitler. Sara Smith has tonight's special report.

:15:57. > :16:00.The target may have survived but the damage was clear. This was Hitler's

:16:01. > :16:07.bunker after the assassinathon attempt of 1944. Ten minutes, two

:16:08. > :16:11.foot of wall... The story of the conspiracy was dramatised in this

:16:12. > :16:14.Tom Cruise thriller. Reverend Geoffrey Beck was in his 80s when he

:16:15. > :16:18.realised that one of the conspirators, Adam von Trott, had

:16:19. > :16:23.been to the same Oxford college as him. Along with a colleague he set

:16:24. > :16:29.up a memorial and scholarshhp to preserve his name. We wanted to

:16:30. > :16:42.commemorate this person who had been anti`Hitler. We began to be aware

:16:43. > :16:45.that young Germans as well `s young British were not aware that there

:16:46. > :16:48.had been opposition in Germ`ny to Hitler. His efforts have now been

:16:49. > :16:52.recognised by the German government in the form of the medal aw`rded to

:16:53. > :17:05.him at this ceremony at his old college. In 1937 As a young man in

:17:06. > :17:08.1937 Rev Beck was travelling home from Austria when he had his first

:17:09. > :17:12.real impression of what was happening in Europe. We stopped in

:17:13. > :17:15.the fairly early morning in Cologne station. And I got out onto the

:17:16. > :17:18.platform and it was full of uniformed young people. It was a

:17:19. > :17:22.lovely sunny morning but thd atmosphere just felt evil. Hn the

:17:23. > :17:25.decades after the war he went on a series of church visits behhnd the

:17:26. > :17:28.Iron Curtain. Arriving in Czechoslovakia at the time of the

:17:29. > :17:33.Prague Spring. The aim, to offer support and friendship to those

:17:34. > :17:36.persecuted for their beliefs. I was cautious. I had been educatdd back

:17:37. > :17:40.in the Nazi times and you knew what things you could not talk about In

:17:41. > :17:43.1944, Trott and his conspir`tors were all executed. Reverand Beck

:17:44. > :17:54.wants to make sure that thehr efforts are remembered.

:17:55. > :17:59.Pupils at a Sussex school h`ve found that they are walking with, and

:18:00. > :18:03.over, dinosaurs every day. Lessons at Ardingly College have led to a

:18:04. > :18:06.series of important and rard finds of fossils. They came about because

:18:07. > :18:09.it turns out the rock, disttrbed by excavating rubble under a ndw

:18:10. > :18:12.building, dates back to the Cretaceous period, and it's adding

:18:13. > :18:14.new detail to the picture of what Sussex was like 140 million years

:18:15. > :18:30.ago. Juliette Parkin reports. Who would have thought it? These

:18:31. > :18:36.giant creatures roaming the Sussex landscape millions of years ago It

:18:37. > :18:41.would have been a Mediterranean climate. A far cry from the

:18:42. > :18:45.conditions which these pupils are searching in for their remahns. OK,

:18:46. > :18:51.everyone. This is the kind of thing you are looking for. On exc`vated

:18:52. > :18:56.rubble from building work, there has been scientific discovery. Ht is

:18:57. > :19:01.learning well beyond the lab. We found several bones and an hguanodon

:19:02. > :19:07.tooth, which we had to get out of the lock. It is very exciting. There

:19:08. > :19:13.is that thing where you are unique in the world because you have got

:19:14. > :19:18.this find. Not many period will `` people experience the excitdment of

:19:19. > :19:22.that. This is definitely a dinosaur bone. Since October, there has been

:19:23. > :19:29.some significant finds on the site, including bones, teeth and scales.

:19:30. > :19:35.These are really rare. A lot of the local sites where these werd found

:19:36. > :19:39.back in the 1830s and 1840s, all of those sites have now been fhlled

:19:40. > :19:45.in, they are no longer access a bull. So finding dinosaurs hn this

:19:46. > :19:50.area is actually very important `` longer access of all. It is not the

:19:51. > :19:55.first time dinosaur fossils have been unearthed in this part of the

:19:56. > :20:00.south`east. In 1822, a doctor from Lewis found, with some help from his

:20:01. > :20:07.wife, the first fossil teeth of the iguanodon in Cook field, not far

:20:08. > :20:11.from Ardingly. The aim is now to build up an even better picture of

:20:12. > :20:15.these ancient beasts in Sussex by asking local villagers to gdt

:20:16. > :20:21.involved in searching an arda which local experts call a rocky treasure

:20:22. > :20:24.trove of ancient fossils. The Sussex athlete Craig Pickering

:20:25. > :20:28.says he's devastated to havd to pull out of the Winter Olympics with a
