:01:14. > :01:18.Good evening. Manston Airport is facing closure within weeks. The

:01:19. > :01:21.news emerged today after shocked staff were summoned to a spdcial

:01:22. > :01:29.meeting and told a 45 day consultation would take place on the

:01:30. > :01:32.future of the site. The airport s owners, Manston Skyport Limhted who

:01:33. > :01:35.only took over the troubled operation in October, say that its

:01:36. > :01:39.long`term financial future hs unviable. Mark Norman is thdre now.

:01:40. > :01:51.Mark, this hasn't come as a total surprise? I think it was a

:01:52. > :01:55.surprise, the announcement. We knew the company were considering the

:01:56. > :02:02.future of Manston. We thought it was a future as an airport. We now know

:02:03. > :02:06.that may not be the case. Pdrhaps a highlight of the last few ydars at

:02:07. > :02:10.Manston, the arrival of the first KLM flight holding daily passenger

:02:11. > :02:14.services to Europe. But it lay not be enough to save the airport. The

:02:15. > :02:20.new owners here have begun ` 45 day consultation into what they call a

:02:21. > :02:24.possible orderly closure of the airport. Devastating news, ` real

:02:25. > :02:28.blow if the closure comes about I think it was one of the biggest

:02:29. > :02:32.hopes that we had in the arda for jobs, which we desperately need And

:02:33. > :02:37.operating airport, and expanding airport would have been really good

:02:38. > :02:42.for the area. The news that it may close is terrible. I believd, have

:02:43. > :02:47.believed, that Manston has ` future. So my first objective is to

:02:48. > :02:56.make sure that Manston says open with or without. The problel is

:02:57. > :02:59.attracting new airlines and the Government's that of support won't

:03:00. > :03:09.have helped the business case. But some locals may miss Manston if it

:03:10. > :03:15.closes. We need it. Wide? Bdcause it brings jobs to the town. It's just

:03:16. > :03:21.depriving this area completdly. The whole of Ramsgate and Margate is

:03:22. > :03:24.going downhill. Nobody is going anywhere. People are putting money

:03:25. > :03:29.in and nothing seems to be coming out. But for some industry dxperts

:03:30. > :03:34.this was always a day that was going to come. I fear there's a cdrtain

:03:35. > :03:37.inevitability about it. If xou are a small airport on the edge of

:03:38. > :03:41.south`east England and you have such strong competitors not too far

:03:42. > :03:45.away, like Gatwick and Stansted I'm afraid the future doesn't look very

:03:46. > :03:50.optimistic. But for now the future here is the next 45 days, after

:03:51. > :03:55.which the company will have to decide what's next for Manston. Many

:03:56. > :03:58.of the stuff I spoke to hear today were quite shocked at the ndws. Some

:03:59. > :04:03.of them talked about the long history here, both as a comlercial

:04:04. > :04:08.airport but also an airfield in World War I and World War IH. My

:04:09. > :04:13.colleague takes a look now `t Manston's troubled past and

:04:14. > :04:18.potential future. There has been an airport at Manston since 1906. Its

:04:19. > :04:22.location, near the Kent coast, made it an ideal base for those hnvolved

:04:23. > :04:27.in the defence of England. For the RAF, it played a key role in World

:04:28. > :04:31.War II and for the U.S. Air Force it was an air command base in the Cold

:04:32. > :04:36.War of the 50s. As the need for a military prisons there decrdased,

:04:37. > :04:40.charter passengers moved in. In 1989, Kent International airport was

:04:41. > :04:45.born. But even back then an`lysts were sceptical over its futtre. I

:04:46. > :04:49.think it's a short`term solttion to the problem of finding room for one

:04:50. > :04:54.or two charter flights. It's quite viable for that, but as a long`term

:04:55. > :04:58.solution to the problems of airport and airspace capacity in thd

:04:59. > :05:02.south`east, it's not a goer. A long string of charter operators have

:05:03. > :05:09.come and gone. The most spectacular collapse being that of EU Jdt, which

:05:10. > :05:12.meant into administration in 20 5 leaving thousands of passengers

:05:13. > :05:17.stranded. Then there was flhght B, which ceased operations in 2011 The

:05:18. > :05:22.question now hangs over KLM's twice`daily flights to Amstdrdam.

:05:23. > :05:25.The difficulty for all the peripheral airport around London is

:05:26. > :05:31.you have Heathrow, Gatwick `nd Stansted becoming the major

:05:32. > :05:36.airports. I think they will continue to be sucked into those airports. So

:05:37. > :05:42.what now for the 700 acre shte? There are big regeneration plans

:05:43. > :05:45.nearby involving 800 homes, a school and community facilities. A

:05:46. > :05:49.massively exciting side, a very large site that is exceedingly well

:05:50. > :05:54.connected by road and will be to a great extent better connectdd by

:05:55. > :06:00.rail, with high speed one trains, coming into a new station at Manston

:06:01. > :06:04.Parkway very close by. So M`nston's future as an airport now appears

:06:05. > :06:08.grounded, and it's destined to draw `` on the list of sites in Thanet

:06:09. > :06:13.earmarked for redevelopment. Let's go back to Mark Norman in M`nston

:06:14. > :06:16.now. The leader of Kent County Council there seems to be admitting

:06:17. > :06:25.that the future for Manston may lie elsewhere? Yes, it's interesting how

:06:26. > :06:28.the mood has changed. We he`rd from Roger Gell, saying it should remain

:06:29. > :06:33.a runway. But gradually tod`y, people have begun to talk about

:06:34. > :06:37.houses, factories, regeneration sites. Today in the budget we heard

:06:38. > :06:40.George Osborne talking about help for house`builders. In parthcular

:06:41. > :06:45.here in the south`east, talking about a new garden city at

:06:46. > :06:49.Ebbsfleet. And Paul Carter hmplying that the enterprise zone at the old

:06:50. > :06:52.visor site at Sandwich could be part built in with this site as part of

:06:53. > :06:56.the regeneration of East Kent. But let's not take it away, this is a

:06:57. > :06:59.blow. If this site were to close, politicians would really have to

:07:00. > :07:06.think about how they would progress and regenerate what is a 700 acre

:07:07. > :07:18.site. In a moment, the demolition men make progress on a perilously

:07:28. > :07:31.Smith. The family of a Kent man whose body was found in the river

:07:32. > :07:34.Medway are demanding an apology from police after they discovered the

:07:35. > :07:37.news via Facebook and local news websites. Donna Burchell, whose son

:07:38. > :07:40.Keiron Knowlden went missing on the 1st of March, says Kent Polhce

:07:41. > :07:43.should have informed her imlediately that a body had been found

:07:44. > :07:46.yesterday. Kent Police say the news was leaked without their knowledge

:07:47. > :07:49.from the scene. Piers Hopkirk has our exclusive report. Piers joins us

:07:50. > :07:52.from the place Keiron was found Piers, what happens now? For Keiron

:07:53. > :07:54.Knowlden's family, it was the news they'd been dreading. But their

:07:55. > :07:58.grief is edged with anger. Just the fact of never seeing him ag`in is

:07:59. > :08:09.hard. But for the whole of the public to know before we did... I'm

:08:10. > :08:12.absolutely heartbroken. As they waited for news on Keiron's

:08:13. > :08:17.disappearance, they learned of the discovery of a body, not from the

:08:18. > :08:26.police but friends who'd re`d it in the media. Let down, betraydd. At

:08:27. > :08:31.the end of the day, it was bad enough having my worst fear

:08:32. > :08:41.confirmed. Obviously, we nedded him to be found... But we had pdople

:08:42. > :08:45.messaging us and ringing us before we were even told. Keiron wdnt

:08:46. > :08:49.missing in the early hours of the 1st of March after a night out in

:08:50. > :08:52.Tonbridge. His body was recovered from the River Medway their early

:08:53. > :08:58.yesterday morning. The family say they only heard from the police some

:08:59. > :09:02.hours later. Non`bus should have found out through the media like

:09:03. > :09:06.that, they shouldn't have posted it online. My friends were alw`ys be

:09:07. > :09:11.saying, I'm sorry for your loss before I'd even found out. @s the

:09:12. > :09:16.family prepare for Keiron's funeral, they say they will be making a

:09:17. > :09:19.formal complaint. Today, Kent Police say they were saddened that the

:09:20. > :09:22.family heard the news group media websites, adding that members of the

:09:23. > :09:23.press had been asked to del`y publication until relatives had been

:09:24. > :09:37.notified. It's obviously a terribly traumatic

:09:38. > :09:45.time for the family, what h`ppens now? The family tell me thex want to

:09:46. > :09:48.know the exact circumstances surrounding Keiron's death. I

:09:49. > :09:52.understand the result of a postmortem should be known by the

:09:53. > :09:57.end of this week. Speaking to Keiron's brother, CCTV foot`ge of

:09:58. > :10:01.his brother walking rather unsteadily along this footp`th here

:10:02. > :10:04.on the night in question, hd says that wasn't the brother he

:10:05. > :10:09.recognised, and he retains the belief that his brother's drink may

:10:10. > :10:12.have been spiked. There will almost certainly be an inquest following

:10:13. > :10:20.this death. The family say they want questions like that answered there.

:10:21. > :10:23.The family of a British backpacker missing in the Far East for ten

:10:24. > :10:26.years have been told that htman remains found in Cambodia are not

:10:27. > :10:30.his. Eddie Gibson, from Hovd, disappeared in October 2004 and

:10:31. > :10:33.Sussex police have been helping with the investigation. Now the family

:10:34. > :10:41.have been left in limbo as to what happened to their son. The son of

:12:19. > :12:24.earthquake and tsunami leadhng to meltdown, led to some searching

:12:25. > :12:29.questions here. The review concluded there was a theoretical but

:12:30. > :12:33.nevertheless plausible scen`rio in an extremely rare case wherd water

:12:34. > :12:37.could have got onto the sitd, potentially up to waist height. That

:12:38. > :12:42.prompted the decision to shtt while extra measures were put in, like

:12:43. > :12:48.this wall here. EDF did isste a statement last May saying unit 1

:12:49. > :12:52.was off`line for planned reviewing, unit 22 for improvements to flood

:12:53. > :12:57.defences for extreme events. Both units were expected to be rdturned

:12:58. > :12:59.to service that month. But lany feel that didn't make clear that both

:13:00. > :13:05.reactors were completely out of action. Didn't hear anything, just a

:13:06. > :13:10.little bit worrying when yot hear things like that. We heard ht was

:13:11. > :13:14.shut down for a while, simply because we got family who work

:13:15. > :13:19.there. People are confused because they weren't aware of it. EDF have

:13:20. > :13:23.to reflect on that. The language we've used as language we'vd used

:13:24. > :13:26.for 30 years. If there's more than interest from the public, wd see

:13:27. > :13:29.that as a positive, then we'll need to review the language we use. We

:13:30. > :13:32.are always welcome to feedb`ck from the public. If people don't and

:13:33. > :13:37.stand the message, please ldt us know when we will change

:13:38. > :13:41.accordingly. EDF stretches the site was never unsafe and is now

:13:42. > :13:48.protected against extreme, dxpected to happen only once in 10,000 years.

:13:49. > :13:52.Flood defences, enterprise zones, and a housing shortage in the south

:13:53. > :13:55.east were among the key are`s targeted for Government help in the

:13:56. > :13:58.chancellor's budget today. George Osborne said there would be an extra

:13:59. > :14:03.?140 million to repair flood defence work, although little of th`t may be

:14:04. > :14:06.earmarked for the south east. He also said he would extend bx three

:14:07. > :14:10.years the business rate discount for enterprise zones, such as S`ndwich.

:14:11. > :14:13.But arguably the most significant measure for the south east was the

:14:14. > :14:22.confirmation that the Government would build 15,000 new homes at

:14:23. > :14:25.Ebbsfleet. At this something he says the last government failed to do.

:14:26. > :14:31.The opposition have said th`t they already announced the homes in

:14:32. > :14:34.Ebbsfleet a decade ago. And they did make the announcement. Did xou know

:14:35. > :14:43.how many homes have been buhlt since then? Less than 300. Instead, we are

:14:44. > :14:46.going to build 15,000 homes there, put in the infrastructure, set up

:14:47. > :14:52.the developer and Corporation and make it happen. Elsewhere, the

:14:53. > :14:56.Chancellor announced it plans to raise extra revenue from high street

:14:57. > :15:00.fixed betting machines, which are a big problem in the Medway towns by

:15:01. > :15:05.raising duty to 25%. While bingo duty will be halved to 10%, a move

:15:06. > :15:10.that's been welcomed by Southeast MPs who campaigned for a reduction.

:15:11. > :15:13.There's good news for the south`east's air ambulance. George

:15:14. > :15:17.Osborne will waive VAT on their fuel. Michael Fallon says hd

:15:18. > :15:21.believes it is a good budget for the south`east. He had to stick to the

:15:22. > :15:35.plan of getting the deficit down, it is coming down, but there's a lot

:15:36. > :15:36.this for the south`east. We get new house`building at Ebbsfleet, that's

:15:37. > :15:38.good news for first`time buxers This is good for business all`round

:15:39. > :15:41.because there's more investlent relief for any small business that

:15:42. > :15:44.wants to buy new equipment or plant. And it's good for savers, too.

:15:45. > :15:46.Sabres, who had a hard time with low rates, they are getting an dxtra

:15:47. > :15:50.incentive to save. Louise Stuart has been following the day's evdnts and

:16:22. > :16:25.because their pensions and savings had been eaten away at by the low

:16:26. > :16:30.interest rates. I think it `lso had half an eye on the threat from UKIP.

:16:31. > :16:34.He knows that in places likd Kent and Sussex, that's a real threat to

:16:35. > :16:38.him. He is saying to those voters, come back to the Conservatives, we

:16:39. > :16:42.will look after you. The re`l test will be if, in 14 months tile at the

:16:43. > :16:49.general election, people re`lly do feel better. Nick Clegg said he was

:16:50. > :16:52.pleased with the budget. But Labour leader Ed Miliband said that working

:17:53. > :17:56.number of dramatic cliff falls along the coast, it has been deemdd to be

:17:57. > :17:59.unsafe. Mark Sanders went to see the demolition begin. They are bringing

:18:00. > :18:02.down the house. Work to demolish the end coastguard cottage started in

:18:03. > :18:05.earnest this morning. This clifftop home has lost its unequal struggle

:18:06. > :18:10.with the elements, and the cottage is being taken down before ht

:18:11. > :18:14.crashes down. I think it's very sad. I've been coming down to Birling Gap

:18:15. > :18:19.for the last six years. I think it's a shame. I'm sure it will bd that

:18:20. > :18:23.long before the next one has to come down. If we have any more whnters

:18:24. > :18:27.like we've had this year. The end cottage is in effect being cut in

:18:28. > :18:31.two. Then work will be carrhed out to secure the building next to it.

:18:32. > :18:35.Once that's done, the remains of the end cottage will be taken down. The

:18:36. > :18:41.first coastguard cottages wdre built here in Birling Gap in 1817 and

:18:42. > :18:46.rebuilt in the 1870s further from the cliff edge. But time has caught

:18:47. > :18:50.up with them. The end cottage is having to go because the clhff is

:18:51. > :18:55.dangerously unstable. There have been significant collapses here at

:18:56. > :18:59.Birling Gap after the winter storms. Jeff and and Nash live near the

:19:00. > :19:04.coastguard cottages. It is sad, guess, because gradually thdy will

:19:05. > :19:10.all go. In years to come Birling Gap will be here any more. What with

:19:11. > :19:15.Scotland going independent `nd England getting smaller, thdre won't

:19:16. > :19:19.be much of England left in ` while! The first day of demolition is over

:19:20. > :19:31.the painful process resumes in the morning.

:19:32. > :19:37.After a winter of disruption and worry with flooding and reldntless

:19:38. > :19:42.rain, people living in Yaldhng had something more cheerful to get them

:20:07. > :20:10.something to celebrate. At the height of the floods, water ran into

:20:11. > :20:15.homes and businesses. The vhllage church was set up as a relidf

:20:16. > :20:20.centre. Today the Church was where the royal couple came to offer their

:20:21. > :20:24.support to those who'd been flooded. It's a big encouragement for the

:20:25. > :20:30.whole village. It's a sign for everybody, get up, deal with it

:20:31. > :20:34.leave it all behind, be poshtive. Today was also a chance to say thank

:20:35. > :20:39.you to both the emergency sdrvices and volunteers, such as the Wilson

:20:40. > :20:43.and juice and families, who got out in their canoes to rescue them a

:20:44. > :20:48.dash make theirs. Joseph Wilson his reward is a selfie with the Prince
