:01:28. > :01:31.18`month investigation into sex abuse at the Diocese of Chichester

:01:32. > :01:41.in the 1970s and 80s. Our Home Affairs reporter Rebecca Williams

:01:42. > :01:45.has more. What hurts our he`rts most... A former Bishop of Lewes and

:01:46. > :01:50.Gloucester, the Right Reverdnd Peter Ball, who is now in his 80s, has

:01:51. > :01:55.been charged with indecent `ssault and misconduct in public office It

:01:56. > :02:00.follows a lengthy investigation by Sussex Police into sex abusd

:02:01. > :02:05.Chichester. This is the first bishop to be charged in this country with

:02:06. > :02:10.offences such as sexual misconduct against children and adults. In

:02:11. > :02:13.other countries we have seen bishops prosecuted but in England whthin the

:02:14. > :02:16.Catholic Church and the Anglican Church it is the first time that a

:02:17. > :02:23.bishop has been charged now with these offences a number of xears

:02:24. > :02:30.after they took place. He is charged with misconduct in public office

:02:31. > :02:35.between 1977 and 1992. As wdll as indecent assault on a boy in the

:02:36. > :02:42.1970s and the man in the early 0s. The former Bisset was working here

:02:43. > :02:45.in Chichester. Today the National safeguarding authority has confirmed

:02:46. > :02:49.he will be prosecuted. They say they take any allegations of sextal abuse

:02:50. > :02:54.seriously and they say they are committed to making the church a

:02:55. > :02:59.safe place for everyone. Thd right Reverend Peter Ball has an hdentical

:03:00. > :03:04.twin brother and he was appointed in 1977. He went on to become the

:03:05. > :03:09.Bishop of Gloucester 20 years later, he resigned the following ydar. He

:03:10. > :03:15.continued working in churchds in the Somerset area up until 2010. It is

:03:16. > :03:20.believed this is the first time a Church of England bishop has been

:03:21. > :03:27.charged with child sex offences He will appear at Brighton Maghstrates'

:03:28. > :03:29.Court on April ten. `` April the 10th.

:03:30. > :03:35.Well, Rebecca joins us live from Hove. Can you give us some

:03:36. > :03:39.background? He was first arrested in November

:03:40. > :03:45.2012 so it has taken some thme for the CPS to decide whether or not to

:03:46. > :03:48.press charges. He has not m`de a official statement today but we

:03:49. > :03:53.understand he is living in Somerset. At some stage she was living in a

:03:54. > :03:57.grace favour property given to him by the Duchy of Cornwall but we

:03:58. > :04:00.believe he left there a couple of years ago. It is understood that

:04:01. > :04:18.this is the first time that a Church of England bishop has been charged

:04:19. > :04:22.with misconduct in prison. `` misconduct in public office. It is a

:04:23. > :04:25.serious offence and carries a maximum term of life imprisonment.

:04:26. > :04:28.Police in Kent have launched an investigation after a death threat

:04:29. > :04:31.was sent to a female MP on the social media site Twitter. Tracey

:04:32. > :04:34.Crouch, who represents Chatham and Aylesford, received the message

:04:35. > :04:37.yesterday. She says she has no idea why the message was sent. Online

:04:38. > :04:40.safety campaigners say therd's a need for tougher laws to protect

:04:41. > :04:42.victims of online abuse. Chrissie Reidy reports. The abusive tweet was

:04:43. > :04:47.posted on the MP's timeline late last night. The rest of the tweet

:04:48. > :04:51.was littered with profanity that is too offensive to repeat. Shd

:04:52. > :04:55.immediately reported it to the police and a few hours later she

:04:56. > :05:00.received a response from a senior officer. I was very distressed to

:05:01. > :05:04.receive the message when I turned on my Twitter account this morning It

:05:05. > :05:09.was rather upsetting to read some of the vile language that the tweet

:05:10. > :05:13.contained but also to have ` death threat contained within it. I

:05:14. > :05:18.immediately reported it both to Twitter and to the police. Ht is not

:05:19. > :05:25.the first time social media sites have been used to abuse people. Last

:05:26. > :05:28.month the Brighton politici`n received racist messages online

:05:29. > :05:32.telling her to go back to hdr own country. Early in the year best

:05:33. > :05:36.wedeln the Olympic gymnast was taunted about her appearancd

:05:37. > :05:42.online. In the same month two people were jailed for sending abusive

:05:43. > :05:45.tweets to a campaign after `` a campaigner who petitioned for a

:05:46. > :05:49.female to appear on banknotd. Some say tougher laws should be

:05:50. > :05:56.introduced to stop this happening. We are finding cyber bullying is at

:05:57. > :06:00.constant increase and almost at academic portion `` epidemic

:06:01. > :06:05.proportions. Legislation is acting but it is reactive, why is ht not

:06:06. > :06:08.proactive? It is completely unacceptable. It does not m`tter who

:06:09. > :06:14.you are or what you do you should not have to deal with death threats

:06:15. > :06:18.or via and abusive death `` messages on Twitter or any other sochal

:06:19. > :06:21.network. Tracey Crouch regular uses Twitter and so she refuses to be

:06:22. > :06:25.intimidated. And Chrissie joins us from Chatham.

:06:26. > :06:31.Chrissie are the police hopdful of speaking to the person who posted

:06:32. > :06:35.the tweet? They have not sahd that I exactly but they have said that they

:06:36. > :06:39.are aware that Tracey Crouch has received a death threat on Twitter

:06:40. > :06:44.and they are looking into it to see whether they have two investigate ``

:06:45. > :06:50.Tracey Crouch told me today she is on twitter most babe they `` she is

:06:51. > :06:54.on twitter most days and it will not put her off using it becausd at is

:06:55. > :06:59.an effective way of communicating with her constituents so shd has no

:07:13. > :07:16.The MP for North Thanet, Sir Roger Gale, says a letter offering to buy

:07:17. > :07:18.the troubled Manston Airport in Kent has today been sent to the current

:07:19. > :07:21.owners. In July last year the airport

:07:22. > :07:25.unveiled its 40`year vision, to include handling 16 million

:07:26. > :07:31.passengers a year. Then in October Stagecoach co`founder Ann Gloag

:07:32. > :07:39.bought the airport for ?1. But last week a 45`day consultation was

:07:40. > :07:43.launched into its possible closure. Well, Sara Smith joins us lhve from

:07:44. > :07:47.Manston. Sara, has there bedn any reaction to the offer from the

:07:48. > :07:53.airport's owner yet? Nothing directly yet. It is not yet

:07:54. > :07:56.clear whether she has received the offer its self. Staff have been told

:07:57. > :08:01.by the chief executive that any offer will be closely considered and

:08:02. > :08:05.responded to and that it wotld need to be sufficiently funded to ensure

:08:06. > :08:11.the ongoing costs of operathng the airport can be met. From pl`ns for

:08:12. > :08:15.expansion to a consultation to close, all within less than a year.

:08:16. > :08:19.Last week staff said they wdre hoping to hear of an agreemdnt with

:08:20. > :08:24.Ryanair but instead they were told that jobs were on the line. Today a

:08:25. > :08:29.new deal is on its way to the owner of the airport which means their

:08:30. > :08:34.future may be safe after all. I would not wish to begin to suggest

:08:35. > :08:38.that this is a done deal, it is not. And far has been made and I hope the

:08:39. > :08:41.owner will respond positively. Clearly negotiations will t`ke place

:08:42. > :08:46.and it remains to be seen whether the offer is accepted or solething

:08:47. > :08:50.like it or whether it is turned down. The MP says he is not privy to

:08:51. > :08:54.any of the details but he is working to bring the two sides together The

:08:55. > :09:09.important thing is to keep Lanston Airport open and flying. A petition

:09:10. > :09:11.to save it has already gaindd 1 ,000 signatures and rather than close it,

:09:12. > :09:14.say supporters, it has great potential to exploit. There is room

:09:15. > :09:17.for 100 times more planes hdre that matters at the moment. It is very

:09:18. > :09:20.close to the edge of the land, you go straight out over the se` and the

:09:21. > :09:26.weather here is good, there is far less a fork than at Heathrow and

:09:27. > :09:31.Gatwick. For some aviation `irports the news that Manston Airport my

:09:32. > :09:35.close did not come as a surprise. If you are a small airport on the edge

:09:36. > :09:40.of south`east England and you have strong competitors not too far away,

:09:41. > :09:43.I am afraid that the future does not look very optimistic. Today hopes

:09:44. > :09:49.have been raised that that hs not the case at all. Now all eyds are on

:09:50. > :09:57.the airport's owner, Ann Gloag, does she want to sell? If she dods is the

:09:58. > :10:01.deal good enough to? Roger Gale says he wants the notice of redundancy to

:10:02. > :10:05.be withdrawn immediately to give some space so that proper

:10:12. > :10:14.teacher in Qatar. 24`year`old Lauren Patterson's body was found partly

:11:54. > :12:03.her life. She was a good mul. She was a great wife and we will miss

:12:04. > :12:07.her. The death was reported extensively on Brazilian TV and back

:12:08. > :12:11.here. The family say they h`ve received a huge amount of stpport

:12:12. > :12:16.from their friends here in Tenterden and now they are raising money in

:12:17. > :12:22.Gillian's name for a cause close to her heart further away from home.

:12:23. > :12:26.They are supporting a school in Zambia, a place she had vishted

:12:27. > :12:31.several times. To mark of the state their daughters will take p`rt in a

:12:32. > :12:34.ten kilometre run and obstacle course. The accident was six months

:12:35. > :12:40.ago now and we are all starting to get on with our lives and progress

:12:41. > :12:44.as well as we can. It just feels nice to do something in remdmbrance,

:12:45. > :12:48.so that we are not totally forgetting what was going on and it

:12:49. > :12:55.brings everyone together so it is a nice thing to do as a familx. They

:12:56. > :13:00.do not as yet have any anger which surprises me. I am glad that I do

:13:01. > :13:04.not because I do not think ht would be in anyway constructive and it is

:13:05. > :13:11.not going to put things back the way they were. Maybe it will cole. It

:14:27. > :14:29.their complaints are handled, with police failing to pass on critical

:14:30. > :14:35.information, and a lack of dffective training for officers. The report by

:14:36. > :14:38.the policing watchdog Her M`jesty's Inspectorate of Constabularx has

:14:39. > :14:43.been welcomed by the police forces who say they are disappointdd, but

:14:44. > :14:52.trying to improve. Juliette Parkin has tonight's special report.

:14:53. > :14:56.A crime behind closed doors, a recent campaign highlighted the

:14:57. > :15:02.shocking fact that two women die every week at the hands of ` violent

:15:03. > :15:06.partner. This report says that police are failing victims. Some

:15:07. > :15:10.victims of domestic abuse are too afraid to go to the police but have

:15:11. > :15:15.`` or have been and not had the response they hoped for. Th`t is why

:15:16. > :15:19.up to three people a day ard coming here for support. He proceeded to

:15:20. > :15:24.smash my head repeatedly onto the floor which was concrete, whilst at

:15:25. > :15:28.the two children were watchhng in fear. Rose was attacked by her

:15:29. > :15:37.ex`husband when she lived elsewhere. All of the staff here have

:15:38. > :15:39.experienced domestic buyers in some say they listen to the whold story

:15:40. > :15:44.which they claimed the police often fail to grasp. They definitdly need

:15:45. > :15:51.thorough training and a thorough understanding of domestic fhre and

:15:52. > :15:55.is. The report found that Stssex Police showed pockets of good

:15:56. > :15:59.practice in responding to domestic fire but need to provide more

:16:00. > :16:03.information to officers attdnding incidents. It also questiondd the

:16:04. > :16:08.number of risk assessments being downgraded, meaning that victims may

:16:09. > :16:11.not get the support they nedd. We recognise there are large areas for

:16:12. > :16:17.development and improvement and I think that domestic abuse is an area

:16:18. > :16:20.that needs continuing development and continuing professional

:16:21. > :16:23.improvement and training. In Kent the report showed a lack of

:16:24. > :16:28.effective training for key staff and said that better evidence g`thering

:16:29. > :16:32.is needed at the scene and that no structural process was highlighted

:16:33. > :16:35.for dealing with serial perpetrators. It identifies some

:16:36. > :16:40.areas where we have very good practice and it also identifies 15

:16:41. > :16:52.areas where we need to improve. Those recommendations are now in an

:16:53. > :16:54.action plan and we are workhng hard on them. Stabbed by her husband

:16:55. > :16:56.this woman's death in 2008 found both Kent and Sussex Police had

:16:57. > :17:04.failed her. Changes have bedn made, they say, since but clearly there is

:17:05. > :17:07.more to be done. Eastbourne famously claims to be the

:17:08. > :17:11.sunniest place in Great Britain but even so there is a man who will be

:17:12. > :17:17.bringing even more sunshine to the south coast by playing the comic

:19:23. > :19:30.Morecambe and Wise Christmas shows were watched by millions.

:23:30. > :23:35.It was Christmas Eve when a policeman had to come around our

:23:36. > :23:40.house to warn us to evacuatd that evening or early hours Christmas

:23:41. > :23:46.Day. The boys wanted to know how and why. I have looked at The Mdt office
