:00:53. > :00:58.This is the man we believe is responsible,

:00:59. > :01:05.In a house rigged with cameras and a tracker

:01:06. > :01:08.in an old wheelbarrow tire, we called All Loads Rubbish Cldarance,

:02:20. > :02:38.In response to our investig`tions, Mr Manrney told us he never

:02:39. > :02:41.fly`tips, he says he pays someone else to dispose of the rubbhsh,

:04:45. > :04:55.over 300 officers and 300 staff So by purely doing the maths on it,

:04:56. > :04:58.we may be looking to do We have been adamant, I havd been

:04:59. > :05:03.adamant, about protecting the level of resourcing that we have put into

:05:04. > :05:06.neighbourhood policing to d`te. This is a significant part

:05:07. > :05:08.of our resource, we need to find a different way

:05:09. > :05:12.of delivering the same level of One of the challenges facing

:05:49. > :05:54.can allow support to help them. Giles York was involved in policing

:05:55. > :05:57.the Balcombe protests last xear It was revealed recently th`t covert

:05:58. > :06:00.surveillance was used I don't think it is criminalising

:06:01. > :06:08.peaceful protest at all. Covert methods are legitimate,

:06:09. > :06:14.lawful and they are sometimds a very efficient way

:06:15. > :06:18.of being able to deliver policing. How will Giles York measure success
