:01:05. > :01:08.stunned people in Brighton today. The Green Council have annotnced

:01:09. > :01:11.that they want to raise council The announcement comes four months

:01:12. > :01:16.after their last attempt to raise taxes by far more than

:01:17. > :01:19.the government recommended, but the Green Party say, they nded to

:01:20. > :01:23.try again to fill the funding gap. Mark Sanders has been gauging

:01:24. > :01:39.reaction in the city this afternoon. Councils across the country are

:01:40. > :01:44.facing cuts in funding. The government has been clear, `ny

:01:45. > :01:50.council wishing to raise its council tax above 80% threshold must hold a

:01:51. > :02:01.referendum. Brighton and Hove tried last year, undeterred they tried in

:02:02. > :02:10.this year `` 2%. A ?25 millhon gap in our budget for the year `head. We

:02:11. > :02:14.are a 5.9% increase to try `nd address that huge challenge. The

:02:15. > :02:18.green's plans were repeatedly blocked by opposition groups last

:02:19. > :02:24.year. They say, they won't succeed this term either. We have not seen

:02:25. > :02:29.value for money. They have failed in most of their manifesto pledges on

:02:30. > :02:36.schools, on homes, on getting recycling up to 75%, it is down to

:02:37. > :02:40.25%. Nobody trusts them. It was the highest in the country proposed last

:02:41. > :02:43.year, undoubtedly, it would be the highest this year. There is no

:02:44. > :02:49.chance of this exceeding it's a gimmick. The Green administration

:02:50. > :02:51.has faced many programmes, hncluding the strike by refuse workers which

:02:52. > :02:58.saw rubbish piling up on thhs street. There was a vote of no

:02:59. > :03:04.confidence in the leader. They say a raise in council tax might be

:03:05. > :03:09.necessary. The only way to raise money is to raise council t`x. It is

:03:10. > :03:17.not popular and never will be. At Basie it as their only option. It is

:03:18. > :03:22.quite a rise really. Cost of living is going through the roof and rise

:03:23. > :03:27.of living. I think that is very steep. I do. But, I don't know, it

:03:28. > :03:33.is a difficult balance. I don't know. If it is necessary, it is

:03:34. > :03:39.fine, as long as they use the money wisely, which they have not done so

:03:40. > :03:42.far, unfortunately. The council says tax will have to rise if thdy are to

:03:43. > :03:50.keep up with growing demand while budgets shrink. So why has the Green

:03:51. > :03:58.Party decided to propose such a big rise? Jason Kitcat says growing

:03:59. > :04:05.support from the government meant a gap in ?25 million in the council's

:04:06. > :04:11.budget. This is equivalent to ? 7 extra per year per band D household.

:04:12. > :04:17.Even without rise, he claims the gap would still be ?20 million. This

:04:18. > :04:21.would all has been tried before after a proposed 5% rise was

:04:22. > :04:30.rejected by opposition Labotr and Conservative councillors. It was

:04:31. > :04:35.written `` it rose by 2%. That was the limit without triggering a

:05:45. > :05:46.The number of lorry drivers fined for carrying

:05:47. > :05:48.stowaways on their vehicles has reached a three year high.

:05:49. > :05:51.Figures show that over 900 fines were handed out to drivers

:05:52. > :05:53.and companies last year, a total of around ?1.8 million pounds.

:05:54. > :05:56.It comes after an investigation by this programme earlier this year

:05:57. > :06:00.revealed the desperate attelpts being made by migrants to gdt to

:09:46. > :09:52.deficit. K College has five sites, one in Dover, one in Tonbridge. One

:09:53. > :09:57.in Ashford. They have 15,000 students and employee around 10 0

:09:58. > :10:03.staff. This is the second w`ve of redundancies. In 2012, they

:10:04. > :10:07.announced they would make 170 redundancies. Today's news lay come

:10:08. > :10:11.as a shock to many, because next month they are due to dividd into

:10:12. > :10:20.two. This has decided five xears ago, after it was revealed that

:10:21. > :10:24.there was a ?60 million defhcit by the government. Has the college has

:10:25. > :10:31.anything to say today? They said it is with regret that they ard making

:10:32. > :10:37.the redundancies. The curriculum is due to continue as usual from 2 14

:10:38. > :10:41.to 2015 there will be a consultation with staff and the union. They say,

:10:42. > :10:43.they will try to avoid any compulsory redundancies.

:10:44. > :10:45.Thanet District Council say they're "extremely disappointed" after their

:10:46. > :10:47.meeting today with the owners of Manston Airport.

:10:48. > :10:50.The airport finally closed hn May, but campaigners are hoping to

:10:51. > :10:53.persuade the council to compulsorily purchase the site.

:10:54. > :10:58.The council say the airport's position remains unchanged.

:23:12. > :23:16.a spell of wet weather resulted in sewage being pumped out a lhttle

:23:17. > :23:23.further up the coast. The w`ter was soon declared safe, but traders say

:23:37. > :23:42.this park, some animals needed a little more TLC than others. I am in

:23:43. > :23:46.lemur land and we are chillhng out with a lolly. The lemurs were

:23:47. > :23:56.enjoying their beetroot and carrot I follows, many other animals were

:23:57. > :24:03.given mud bath to keep cool Ashgrove ice lollies. We put cream on

:24:04. > :24:08.everyday, especially for pigs and around their ears. Their skhn is

:24:09. > :24:14.similar to ours and they ard prone to sunburn. We give them good

:24:15. > :24:19.protection throughout the d`y. Not everybody was bothered by the heat.

:24:20. > :24:25.Some people were happy `` some animals were happy to kick back and

:24:26. > :24:32.enjoy the sun rays. Tomorrow, temperatures are expected to rise. A

:24:33. > :24:38.warm and sunny picture. It hs not going to last. Earlier, lots of

:24:39. > :24:47.sunshine, clear blue skies for the most part. Many had no clouds in the

:24:48. > :24:59.sky. Temperatures in the low mid to high 20s. Into tonight, it will stay
