:01:14. > :01:15.Zidonis and Saulius Tamoliunas, all from Lithuania, launched a vicious

:01:16. > :01:17.attack on 20`year`old Joele Leotta last October, leaving him whth more

:01:18. > :01:22.than 100 seprate injuries. His childhood friend survivdd the

:01:23. > :01:27.attack. A fourth man was cldared. Rebecca Williams was in court

:01:28. > :01:37.and joins us from Maidstone now He was savagely beaten to ddath with

:01:38. > :01:40.a metal bar and a brush. Jodle Leotta had only been living in the

:01:41. > :01:49.United Kingdom for six days when he was set upon in his own homd by a

:01:50. > :01:55.group of Lithuanian men. Thdy were today all found guilty of hhs

:01:56. > :01:58.murder. As they broke through the bedroom door and set about `ttacking

:01:59. > :02:05.members only and is instantly, by punching, kicking and using weapons,

:02:06. > :02:12.including metal bars. `` and senselessly. This was a horrific

:02:13. > :02:15.attack on two boys. You Mussolini in men had been visiting a fridnd

:02:16. > :02:19.living in the same block as Joele Leotta. They believed the Italian

:02:20. > :02:23.had complained about noise coming from their flat above and in a

:02:24. > :02:28.drunken state decided to te`ch him a lesson. In fact, the complahnt had

:02:35. > :02:40.into this apartment where the two Italians had been staying. Hn total,

:02:41. > :02:43.the attack lasted 20 minutes. He ended up at the bottom of these

:02:44. > :02:48.steers with serious injuries and later died in hospital. These

:02:49. > :02:52.pictures, taken the following day, showed the apartment left in ruins.

:02:53. > :02:58.All of the building are owndd by the one man and he said there h`d been

:02:59. > :03:02.previous noise complaints about certain visitors to the

:03:03. > :03:07.Lithuanian's apartment. Thex worthier drunk and I turned the

:04:53. > :04:59.in Maidstone. It was supposdd to be the trip of a lifetime coming to the

:05:00. > :05:04.United Kingdom and have described him as a kind, loving and ddtermined

:06:35. > :06:37.fought their way back from France with long delays criticised

:06:38. > :06:42.Eurotunnel for a lack of information. There was no

:06:43. > :06:46.information at all. It was just hearsay from one to people think

:06:51. > :06:55.information so obviously we are getting a bit fed up. We were in the

:08:16. > :08:21.spoke to the passenger you heard from in my report, who was dvacuated

:08:22. > :08:26.from the train, and he has just been reunited with his vehicle in France,

:08:49. > :08:50.that they do not think the substances are safe.

:08:51. > :08:59.Police and trading standards officers arrived unannounced at his

:09:00. > :09:04.shop in Canterbury this morning and began seizing products. New

:09:05. > :09:11.psychoactive substances, so`called legal highs, that are in sole cases

:09:12. > :09:13.designed to mimic banned drtgs. We have done these because these

:09:14. > :09:18.products are being consumed by people. They are taking thel and

:09:19. > :09:21.being hurt by them. They should not be on sale in our high stredts and

:09:22. > :09:25.people need to understand that because they have the nickn`me legal

:09:26. > :09:29.highs does not mean that thdy are illegal or safe. It is the biggest

:09:30. > :09:34.ever coordinated enforcement operation on legal highs in the UK,

:09:35. > :09:40.with 20 shops being targeted in the area and more than 1300 itels

:09:41. > :09:43.seized. A substance misuse worker safety items collected can be

:09:44. > :09:48.dangerous. Those people that have got into trouble, some have

:09:49. > :09:51.collapsed, lost consciousness and have shortness of breath. Some

:09:52. > :09:56.people have had very unpleasant frightening experiences. Whdn the

:09:57. > :09:59.market has the highest concdntration of shops selling so`called legal

:10:00. > :10:05.highs in the country, alongside London. In 2012, 60 deaths where

:10:06. > :10:11.meant to legal highs. In Kent, since 2010, there has been three

:10:12. > :10:14.fatalities and eight people have needed hospital treatment in

:10:15. > :10:20.incident is believed to be related. This 20`year`old died last xear from

:10:21. > :10:24.a heart attack. His mother believes he had taken a legal high and

:10:25. > :10:30.supports today's action. Thdy can really make a difference by banning

:10:31. > :10:36.these products. Making them illegal for sale through shops and websites.

:10:37. > :10:39.Just closing the loopholes that are available to the shops at the

:10:40. > :10:45.moment. The operation today was unusually carried out under product

:10:46. > :10:51.safety legislation and has effectively removed all leg`l highs

:10:52. > :10:54.from sale in Kent. The manager of Third Eye told that he was willing

:10:55. > :10:56.to work with Trading Standards and comply. Other shops declined to

:10:57. > :11:00.comment. Norman Baker is the Lewes MP,

:11:01. > :11:17.and is minister of state Yes, and in fact what they `re doing

:11:18. > :11:19.is using legislation which have not been used before outside Northern

:11:20. > :11:23.Ireland. We have encouraged councils to try to use them because we think

:11:24. > :11:28.they are effective in trying to help public safety. Certainly very useful

:11:29. > :11:32.and an interim step. There hs a review going on which will report

:11:33. > :11:37.very shortly. If I have one request for the BBC, please do not keep

:11:38. > :11:41.calling them legal highs, and unhelpful terror. Which do xou

:11:42. > :11:47.prefer because they are not illegal? Some are illegal. We have b`nned

:11:48. > :11:52.over 350 substances and last time there was a read, in Novembdr, we

:11:53. > :12:06.see the Maxis a lot of illegal substances. `` we seized a lot of

:12:07. > :12:10.illegal substances. We have had this conversation a lot of times about

:12:11. > :12:16.trying to crack down on the problem and this legislation suggests there

:12:17. > :12:20.has been the facility all along Substances are changing every week

:12:21. > :12:23.but this has been used succdssfully in Northern Ireland and I h`ve been

:12:24. > :12:31.encouraging others to look `t the potential for this legislathon. It

:12:32. > :12:34.is one of others but there hs a review of the best brains in the

:12:35. > :12:37.country due to hit my desk hn a couple weeks, the final report. The

:12:38. > :12:41.Government will make a statdment on how we are taking matters forward by

:12:42. > :12:43.about September. I am sure we will speak abott it

:13:40. > :13:53.recently closed Manston Airport These gross deals are transfer of

:13:54. > :13:59.money and power from Whiteh`ll, central government, to local areas

:14:00. > :14:01.like this so that they can build their way to a prosperous ftture. ``

:14:02. > :14:02.these deals. The Growth Deal is

:14:03. > :14:04.a ?12 billion long`term programme It will see more than ?600 lillion

:14:05. > :14:09.invested in the South East `rea over the next six years ` 202 million

:14:10. > :14:14.in Brighton and Crawley, 442 million in Kent and East Sussex ` and is

:14:15. > :14:18.estimated to help create up to 49,000 jobs across both Loc`l

:14:19. > :14:31.Enterprise Partnership regions. Really since the last war there has

:14:32. > :14:36.been underinvestment in the South East, as far as our roads, claims

:14:37. > :14:41.and harbours. Our first need is to improve those in so that people can

:14:42. > :14:46.move around and companies c`n shift their goods to their customdrs. ``

:14:47. > :14:48.roads, railways and harbours. The predominant source of this loney

:14:49. > :14:50.will be used for these scheles. Our business correspondent

:14:53. > :15:04.but they don't get to spend it now, That is right. You get thesd big

:15:05. > :15:10.headline figures of ?400 million for Kent and East Sussex, 200 mhllion in

:15:20. > :15:23.million year. That means thhngs like the railway station and may not get

:15:24. > :15:29.built for many years, or at all They are spending some of the money

:15:30. > :15:33.on infrastructure. Behind b.i.d By which they are planning shops, homes

:15:34. > :15:39.and business units. `` behind me they are planning to build shops,

:15:40. > :15:42.homes and business units. The idea that it will create shops, jobs and

:15:43. > :15:46.boost the local economy. Negotiations are already starting

:15:47. > :15:48.for the next funding phase. But many of the planned schdmes

:15:49. > :15:50.like the parkway station near Manston, may not happen

:15:51. > :15:53.for a number of years. And with

:21:46. > :21:49.problem you get in a place where parking is at a premium. It seems

:21:50. > :21:54.madness, it really does. As both the thing is is that it is very

:21:55. > :21:59.difficult to park around thhs area. They should be thinking of putting

:22:00. > :22:02.decent parking facilities in. View now more about the rights and
