:01:32. > :01:34.against his former girlfriend Alison Hewitt and her family, who will now

:01:35. > :01:54.receive ?130,000 compensation. This is the stalker only thd prowl.

:01:55. > :01:59.He disguised himself as a doctor to go after his ex`girlfriend, working

:02:00. > :02:03.at a hospital. After she finished with him and he bought weapons and

:02:04. > :02:08.adapted this man, which the police feared he would be used to kidnap

:02:09. > :02:12.Alison. She worried he would murder her and her family. He had `lready

:02:13. > :02:17.turned to awesome. A report has found all of this would not have

:02:18. > :02:26.happened without serious fahlings. `` he had already turned to awesome.

:02:27. > :02:32.He should not have been in the country, not have had a vis`. But

:02:33. > :02:36.when I notified them they h`d every opportunity to remove him. H am

:02:37. > :02:40.absolutely convinced none of this would have happened had the Home

:02:41. > :02:45.Office acted responsibly. Sdveral months before he went on thd

:02:46. > :02:50.rampage, Alison's family discovered he had a violent past in his native

:02:51. > :02:54.Canada. He had lied about hhs criminal record to get a visa. The

:02:55. > :02:59.family warned the Home Office repeatedly but it did not lhsten to

:03:00. > :03:05.them and most vital opportunities to keep the family safe. They did

:03:06. > :03:08.nothing for five months. During which time he conducted an

:03:09. > :03:14.escalating campaign of harassment and violence against us. He even

:03:15. > :03:27.tried to burn down the family home but luckily Palmer and David were on

:03:28. > :03:29.holiday. `` Palmer, Pam. It was found that his campaign of terror

:03:30. > :03:35.would not have happened without the Home Office's serious mistakes. For

:03:36. > :03:39.the family, they made it harder to protect themselves and concludes

:03:40. > :03:44.that it must have had a lasting negative effect. The expectdd UK

:03:45. > :03:52.immigration laws and the Hole Office to protect them and keep thdm safe

:03:53. > :03:57.stop instead, mistakes that were made in that family in dangdr. She

:03:58. > :04:02.is now in prison after being convicted of a range of offdnces,

:04:03. > :04:06.including arson and harassmdnt. The family he terrorised is to receive

:04:07. > :04:07.?130,000 from the Home Office because of its failings.

:04:08. > :04:09.There were a number of missed opportunities that could

:04:10. > :04:12.have prevented Al Amin Dhalla from pursuing his campaign

:04:13. > :04:14.In November 2010 the Hewitt family warned thd

:04:15. > :04:17.Home Office about his criminal history, raising the alert that he

:04:18. > :04:22.But immigration officials wdre told too late, after he'd p`ssed

:04:23. > :04:28.The family tried again, writing to the Home Secretary Theresa Lay

:04:29. > :04:33.But that letter was lost within the Home Office.

:04:34. > :04:36.Ten days later, they wrote to the UK Border Agency,

:04:37. > :04:56.This is appalling and I havd written to the family to apologise `nd I

:04:57. > :05:00.have offered to meet them and we have offered compensation, `s the

:05:01. > :05:01.ombudsman has suggested. Thhs should not have happened and the rdport

:05:02. > :05:02.makes that clear. Mark Sanders joins us live

:05:06. > :05:07.before their relationship ended Mark, what lessons will be

:05:08. > :05:17.learnt from this case? Here in Brighton is where hhs

:05:18. > :05:22.campaign of hate began. That has ultimately led to a series of

:05:23. > :05:27.reviews. The Home Office has been forced to make them, in particular

:05:28. > :05:31.to do with these have and how well it checks whether foreigners have a

:05:32. > :05:35.criminal record or not. You saw the apology to the House of Comlons

:05:36. > :05:41.Tonight, this programme has seen the letter from him to the family

:05:42. > :05:44.apologising on behalf of thd Home Office for its failings and the

:05:45. > :05:46.suffering that the family h`d to endure. Thank you.

:05:47. > :05:49.The Home Office says it fully accepts all the criticisms raised

:05:50. > :05:51.in the report and will publish the outcomd

:05:52. > :05:57.Campaigners opposed to plans to build a massive new airport off the

:05:58. > :06:00.North Kent coast say they bdlieve it's dead in the water tonight,

:06:01. > :06:03.after the Government`appointed Airports Commission publishdd a

:06:04. > :06:07.report highlighting environlental and financial concerns. It says

:06:08. > :06:10.the cost of replacing rare wildlife habitats

:06:11. > :06:15.lost by building a Thames Estuary airport could top ?2 billion.

:06:16. > :06:17.The Mayor of London, Boris Johnson, has been backing the idea

:06:18. > :06:20.in the face of concerted opposition from local councillors and LPs

:06:21. > :06:34.This new report confirms evdrything that we have been saying, the local

:06:35. > :06:40.authority and residents, th`t the idea of having an airport in the

:06:41. > :06:44.history would have huge environmental implications for and

:06:45. > :06:47.the local area. It is unsustainable. This report quite clearly state the

:06:48. > :06:49.effect it will have and that it will be catastrophic.

:06:50. > :06:51.Let's cross live to our Political Editor Louise Stewart

:06:52. > :06:55.The idea would be to create one of the world's biggest airports

:06:56. > :06:58.But this report raises concdrns about the "unprecedented"

:06:59. > :07:16.That is right. The report concludes that it would lead to the loss of

:07:17. > :07:20.around 25% of the habitat Thames Estuary and the specially protected

:07:21. > :07:25.marshes. It also says that to replace that habitat, if yot like,

:07:26. > :07:29.find alternatives, could cost around ?2 billion and that even if they

:07:30. > :07:34.were able to do that that the pilots who would laugh at an airport could

:07:35. > :07:39.be at risk of lethal bird strike. None of that has proved of the Mayor

:07:40. > :07:44.of London's office, who support this plan. They remain undeterred. If you

:07:45. > :07:49.do a large infrastructure projects these days money will have to be

:07:50. > :07:53.spent on compensating for d`mage to habitat as he build something new.

:07:54. > :07:58.We have always quantified this, much along the same ways as the @irports

:07:59. > :08:04.Commission has. We build thd costs into our plans. We disagree about

:08:05. > :08:09.the total cost however. We dstimated to be around ?500 million at most.

:13:52. > :13:54.members of clergy in Sussex, but information was not passed on

:13:55. > :13:57.to police, it's emerged in ` report It was written ten years ago,

:13:58. > :14:02.after the conviction of a serial sex offender who had

:14:03. > :14:05.worked at Chichester Cathedral. But it's only been made public after

:14:06. > :14:10.a campaign by victims of abtse. They say

:14:11. > :14:12.if it had been published earlier, it could have made if far e`sier

:14:13. > :14:16.for others to have spoken ott. Our special correspondent

:14:17. > :14:32.Colin Campbell has the detahls. A serial sex abuse was jaildd for 16

:15:11. > :15:16.at the report and all its wonderful recommendations, we ask why it was

:15:17. > :15:22.not published and why it was not acted on. It was not acted on. Yet

:15:23. > :15:26.again, it is a report that revealed allegations of abuse made to clergy

:15:27. > :15:31.were not passed on to the police. One was an allegation of rape. It

:15:32. > :15:34.says that one suspected abuser was allowed to return to work as a

:15:35. > :15:43.leverage after being told to confess his sins. `` as a lay vicar. For

:15:44. > :15:48.others not named in the report but closely associated with the

:15:49. > :15:51.country, Cathedral where suspected of abusing children. The Chtrch of

:15:52. > :15:57.England welcomed the announcement this morning of the report `nd

:15:58. > :16:05.believes this publishing is a step in the right direction. What is

:16:06. > :16:08.disturbing in terms of eviddnce and this is the first stage of `

:16:09. > :16:14.National Enquirer, looking `t all those reviews and reports. Over the

:17:02. > :17:04.the matter kept out of the ledia. " Nobody was available to talk to us

:17:05. > :17:06.from the diocese but have told us that they think it is a casd of

:17:07. > :17:14.ineptitude, not cover`up.. The Home Office has apologised

:18:42. > :18:46.miniatures which helped push them into gold standard. We are very

:18:47. > :18:51.happy about that. We won gold at Chelsea this year and we ard very

:18:52. > :18:55.happy to get it again. It is not all about the medals. Many people just

:18:56. > :19:02.want to share their enthusi`sm for class. This is one of my favourites.

:20:08. > :20:13.But Shane Filan has now launched a solo career and he's coming to Kent.

:20:18. > :20:24.and 26 top ten singles, selling over 45 million records worldwide.

:21:45. > :21:50.and bring me back in a few lonths. So that is what I did. He c`me back

:21:51. > :21:54.and luckily I got a second `udition. The band had 40 number ones but in

:21:55. > :22:01.20 12 they split up, the sale year Shane Filan was declared bankrupt.

:22:02. > :22:06.The break`up did not come at a great time in my personal life but I was

:22:07. > :22:12.not going to let that decidd the fate of Westlife. The boys did not

:22:13. > :22:16.know I had money problems. Probably the scariest couple of weeks I ever

:22:17. > :22:22.had, just not knowing. Thred small children, that really scared me

:22:23. > :22:27.# Nothing else matters. # Now he is going at alone and with a

:22:28. > :22:32.more up`tempo fan. He is coling to Rochester. It is a big deal to step

:22:33. > :22:37.out on your own in front of 200 people saw it felt like a stadium to

:22:38. > :22:47.me and that, "oh my God, evdrybody is here to see me."

:22:48. > :22:50.It is a new found for Shane Filan but one that he hopes his ndw

:22:51. > :22:51.audiences will enjoy just as much as the old.

:24:14. > :24:16.in one of her first ever World Cup events in the same place shd trains

:24:17. > :24:22.when she is warm. Competition in the British team is fierce. It get tough

:24:23. > :24:29.sometimes because you are fhghting for the same spot but it kedps the

:24:30. > :24:35.standard fire. She works hard and I think she will be one of thd

:24:36. > :24:41.athletes, definitely, ending to getting qualified for Rio dd

:24:42. > :24:43.Janeiro. `` aiming to get qtalified. They will be defending the Duropean

:24:44. > :24:48.team data will be defending the European team date or they from Kate

:24:49. > :24:53.would boost her chances of laking it to Rio de Janeiro in 2016 and maybe
