:00:45. > :00:47.this van, which the police feared he would use to kidnap Alison.

:00:48. > :00:53.and possibly harm her mother and stepfather.

:00:54. > :00:56.He had already turned to arson in his campaign of hate.

:00:57. > :00:59.A report has found all of this would not have happdned

:01:00. > :01:04.without serious failings by the Home Office.

:01:05. > :01:08.He should not have been in the country, not have had a visa.

:01:09. > :01:15.But when I notified them thdy had every opportunity to remove him

:01:16. > :01:19.I am absolutely convinced none of this would have happened had

:01:20. > :01:27.Several months before he went on the rampage,

:01:28. > :01:31.Alison's family discovered he had a violent past in his native Canada.

:01:32. > :01:35.He had lied about his criminal record to get ` visa.

:01:36. > :01:38.The family warned the Home Office repeatedly about this

:01:39. > :01:40.but it did not listen to thdir concerns

:01:41. > :01:45.and missed vital opportunithes to keep the family safe.

:01:46. > :01:52.During which time he conducted an escalating campaign of

:01:53. > :01:58.He even tried to burn down the family home

:01:59. > :02:02.but luckily Pam and David were on holid`y.

:02:03. > :02:09.that they helicoptered the couple to safety under armed guard.

:02:10. > :02:12.The parliamentary report fotnd that his campaign of terror

:02:13. > :02:22.For the family, those mistakes made it harder to protect themselves

:02:23. > :02:25.and concludes that it must have had a lasting negative effect.

:02:26. > :02:30.They expected UK immigration laws and the Home Office to protdct them

:02:31. > :02:34.Instead, mistakes that were made

:02:35. > :02:36.and a failure to listen to the family

:02:37. > :02:43.He is now in prison after bding convicted of a range of offdnces,

:02:44. > :02:48.The family he terrorised is to receive ?130,000

:03:43. > :03:48.The landlord has been at thd centre of a number of controversies.

:03:57. > :04:03.Campaigners opposed to plans to build a massive new airport off the

:04:04. > :04:07.North Kent coast say they bdlieve it's dead in the water tonight,

:04:11. > :04:13.report identifying serious environmental

:04:14. > :04:19.It says building a Thames Estuary airport would lead to a loss

:04:20. > :04:22.of around a quarter of wildlife habitats in the area.

:04:23. > :04:26.And that a new habitat the size of nearly 3,000 football pitches

:04:27. > :04:30.would have to be created in compensation, at a cost potdntially

:04:31. > :04:36.But despite these concerns, the Mayor of London, Boris Johnson,

:04:37. > :04:39.is still backing the idea, as our Political Editor Louhse

:04:40. > :04:46.The idea would be to create one of the world's biggest airports on the

:04:47. > :04:52.the unprecedented scale of the project.

:04:53. > :04:54.It says building an airport would radically `nd

:04:55. > :04:59.It says an area of compensation habitat would need

:05:00. > :05:01.to be built, on a scale unprecedented for any development

:05:02. > :05:05.in Europe and raises doubts that while it is technically possible

:05:06. > :05:09.there is a high level of uncertainty in achieving it.

:05:10. > :05:11.The Mayor of London's officd, who support the scheme,

:05:12. > :05:15.If you do large infrastructtre projects these days

:05:16. > :05:21.money will have to be spent on compensating for damage to habitats

:05:22. > :05:34.What we do disagree with about actually is the total cost.

:05:35. > :05:36.We estimate the cost of compensation to be at

:05:37. > :05:42.Those opposed to the building of an airport

:05:43. > :05:44.in the Thames estuary, which is a specially protected area,

:05:45. > :05:50.This new report confirms evdrything that we have been saying,

:05:51. > :05:54.that the idea of having an airport in the estuary

:05:55. > :05:57.would have huge implications, environmental implications,

:05:58. > :06:01.for the Southeast and also for the area locally.

:06:02. > :06:05.This may not be the final n`il in the coffin for an airport here.

:06:06. > :06:08.It is just one of four feasibility reports.

:06:09. > :06:10.The other three will be published on Thursday.

:06:11. > :06:16.But it does look less likelx that the Airports Commission

:06:17. > :06:18.will recommend including an estuary island airport

:06:19. > :06:30.when it publishes its findings in the autumn.
