:01:38. > :01:40.image" and "did not want to give She has now been asked to look

:01:41. > :01:45.into how the government handled allegations of child abuse

:01:46. > :01:51.by senior politicians in thd 19 0s. Colin Campbell has

:01:52. > :02:04.our exclusive report. Three macro years ago arrows but

:02:05. > :02:09.this last had a review of abuse by clergy in Sussex. At a comptting at

:02:10. > :02:16.she spoke to Phil Johnson who are seriously sexually abused bx a

:02:17. > :02:21.priest. I felt if she was showing bias, and she wasn't being

:02:22. > :02:26.impartial. He told me she c`red very much about the church and it seemed

:02:27. > :02:31.to be that you wanted to protect its image. The conversation took place

:02:32. > :02:38.in her office in the House of Lords in 2011. Phil Johnson allegdd that

:02:39. > :02:42.yet inappropriately touched him `` he had touched him when he was a

:02:43. > :02:46.child. Baroness Butler Sloss said she didn't want to mention him

:02:47. > :02:50.because he did not want to give the press a bishop. She went on to tell

:02:51. > :02:54.them she would instead incltde details about the allegation in

:02:55. > :02:58.private correspondence of the Archbishop of Canterbury, adding if

:02:59. > :03:03.she included his name in a report it would attract from abuse by the two

:03:04. > :03:10.priests which was far more serious. The bishop has since been charged

:03:11. > :03:13.and is facing trial. She gave me several reasons, one of which was

:03:14. > :03:19.she cared for the church and seem to be wanting to protect its ilage so

:03:20. > :03:23.didn't want to generate any excessive negative publicitx for the

:03:24. > :03:30.church. She expressed up by saying the press would love a bishop. She

:03:31. > :03:36.didn't want to give the press that trophy. Phil Johnson did agree with

:03:37. > :03:44.Lady Butler Sloss's suggesthon that at the time that he felt he had no

:03:45. > :03:51.choice in the matter. She s`id that if she gave the press a bishop, then

:03:52. > :03:56.that would detract from my own personal story. There were calls for

:03:57. > :04:00.her to stand down from her role as newly appointed head of a n`tional

:04:01. > :04:05.enquiry looking at child abtse. Her late brother was attorney gdneral

:04:06. > :04:10.June 19 80s when it is alleged abuse by public figures was coverdd up.

:04:11. > :04:16.Phil Johnson, who lives herd, has battled for the truth of ovdr 2

:04:17. > :04:21.years. He accepts Lady Butldr Sloss did pass on his allegations but he

:04:22. > :04:27.claims it wasn't done in an open and transparent way. The report she

:04:28. > :04:36.completed in Sussex containdd inaccuracies. Even when I wrote to

:04:37. > :04:40.her on point the a result, they were ignored and I am amazed that a judge

:04:41. > :04:45.of such seniority would ignore evidence like that. I don't

:04:46. > :04:54.understand it. Months after it was published, she expressed regret for

:04:55. > :05:01.the inaccuracies. There werd concerns raised during the Lady

:05:02. > :05:05.Butler Sloss review. Those concerns were taken seriously, howevdr it

:05:06. > :05:11.took a long time to persuadd all people involved in the inquhry that

:05:12. > :05:15.they should be taken seriously. Phil Johnson now sits on the safdguarding

:05:16. > :05:19.panel for the Church of England He says he doesn't have any confidence

:05:20. > :05:23.in Lady Butler Sloss's abilhty to get to the truth.

:05:24. > :05:38.We have received a statement from Lady Butler Sloss. She says that

:05:39. > :05:43.throughout her many years in public service she always has drivdn to be

:05:44. > :05:47.fair and compassionate, mindful of the real suffering of those who have

:05:48. > :05:53.been victims of crime or injustice. She says it is that she is honoured

:05:54. > :05:57.to enquiry into whether public bodies and other non`institttions

:05:58. > :06:03.have done enough to protect children from abuse. She now is asselbling a

:06:04. > :06:11.panel of experts so the work can get under way. Henry Smith is the MPs

:06:12. > :06:15.Crawley. The victim of the `buse and the general public wants a full

:06:16. > :06:20.enquiry to get on and work out what happened and see if anyone needs to

:06:21. > :06:24.be brought to justice and ldssons learned for the future and that is

:06:25. > :06:29.why the government right to get on with an independent enquiry I think

:06:30. > :06:33.Lady Butler Sloss is the right person to do that. In the l`st few

:06:34. > :06:39.minutes we have received further communication from her. She says she

:06:40. > :06:42.has never put the reputation of any institution, including the Church of

:06:43. > :06:51.England, above the pursuit of justice for victims.

:06:52. > :06:55.The chance to create 98 thotsand jobs ` but with more risks than

:06:56. > :06:57.opportunities ` three reports into plans for a Thames Esttary

:06:58. > :07:03.The Medway Maritime Hospital has been rated inadequate

:07:04. > :07:07.for a second inspection in ` row and is to stay in special mdasures

:07:08. > :07:12.after Care Quality Commission inspectors found urgent improvements

:07:13. > :07:16.They found that too few nurses on duty and

:07:17. > :07:20."unstable leadership" was h`ving a serious negative impact on the day

:07:21. > :07:28.Andrew Wakefield was heading to the Medway Maritime this morning to have

:07:29. > :07:34.He should have gone in on Ttesday but that was cancelled

:07:35. > :07:39.In May he went into A with an infection and says he was left on

:07:40. > :07:44.If you turn up at hospital, usually you expect to be trdated

:07:45. > :07:50.and looked after and generally you feel you're in a safe environments.

:07:51. > :07:53.After about three or four hours in the environment I was,

:07:54. > :07:56.I didn't feel safe because H didn't know what was going on

:07:57. > :08:04.You start thinking of all the worst`case scenarios

:08:05. > :08:11.This hospital was told one xear ago to make urgent changes due to

:08:12. > :08:16.concerns over death rates and the quality of care it was offering but

:08:17. > :08:21.12 months on inspectors havd found that overall progress is in`dequate,

:08:22. > :08:26.with particular concerns being raised about A

:08:27. > :08:28.Inspectors found there were not enough nurses and junior doctors

:08:29. > :08:33.Levels of mandetory training essential for a hospital to run

:08:34. > :08:38.safety were too low and senhor leadership in the trust was probably

:08:39. > :08:42.the most unstable inspectors had seen in any they had inspected

:08:43. > :08:52.Perhaps not as yet has therd been stable leadership to bring ht out

:08:53. > :08:57.I am recommending it stays in special measures.

:08:58. > :09:01.Inspectors did find improvelent in some areas,

:09:02. > :09:04.particularly in maternity btt some patients aren't seeing changes.

:09:05. > :09:08.I had an operation in there and the staff seemed very overworked.

:09:09. > :09:18.The treatment I'm having, I can't fault them.

:09:19. > :09:26.Some, though, question the value of today's inspection.

:09:27. > :09:28.The CQC seem to keep going down there andsaying,

:09:29. > :09:33.The trust says progress has been made to improve patient safdty

:09:34. > :09:41.and has 160 more nurses than this time last year.

:09:42. > :09:44.Well, let's take a closer look at the Care Quality Commisshon's

:09:45. > :09:49.It rated Accident and Emergdncy and Surgery as Inadequate,

:09:50. > :09:52.while other key departments including maternity and end

:09:53. > :10:04.But inspectors rated Critic`l Care and Children's Care as Good.

:10:05. > :10:10.I have had a meeting with the chairman. I've had a meeting with

:10:11. > :10:13.the regulators and disgusted but a secretary at the skate and H

:10:14. > :10:22.understand anything is being down that can be done that mass `` that

:10:23. > :10:24.can be done. The Trust was placed in

:10:25. > :10:29.Special Measures nearly a ydar ago after a damning government report

:10:30. > :10:31.highlighted concerns In November

:10:32. > :10:36.the health regulator monitor said problems at the Medway Maritime were

:10:37. > :10:39.worse than first thought, and the Trust was failing to address poor

:10:40. > :10:42.performance in A and maternity. Then in March, inspectors found

:10:43. > :10:45.queues of ambulances waiting to drop off patients and people waiting

:10:46. > :10:47.on trolleys in corridors during an unannounced visit to

:10:48. > :10:49.the A department. We're joined now from the

:10:50. > :10:51.Medway Maritime Hospital by the The hospital was originally put

:10:52. > :11:01.into special measures in July 2 13, a year to make improvements and yet

:11:02. > :11:17.it's rated inadequate again, why? We are disappointed for the rating,

:11:18. > :11:25.but as an organisation we fdlt it was a fairy `` fair reflecthon. We

:11:26. > :11:29.have done a lot to make improvements.

:11:30. > :11:32.We spoke to you a few months ago after

:11:33. > :11:34.a highly critical spot check of emergency services at New Ydar and

:11:35. > :11:37.you said that urgent improvdments had already been made, so why are

:11:38. > :11:55.Indeed, our staff are working very hard in difficult circumstances to

:11:56. > :11:58.be able to deliver great care. One of the problems we are findhng is

:11:59. > :12:07.the number of patients coming in to us and being able to ensure we are

:12:08. > :12:11.helping them all. The other problem which is highlighted in the report

:12:12. > :12:15.is a shortage of nurses and junior doctors to deal with those

:12:16. > :12:19.patients, reliance on agencx staff. How do you go forward and encouraged

:12:20. > :12:26.to start you need to join the trust when you are in special measures?

:12:27. > :12:36.Over the last year we now h`ve 1160 more nurses caring for our patients.

:12:37. > :12:41.I'm delighted `` 106 to. We must attract high`calibre individuals. If

:12:42. > :12:51.you want a great nurses and doctors, we need to attract them. We need to

:12:52. > :12:55.build confidence. They might also be put off by what this report says is

:12:56. > :13:01.unstable leadership, the worst of any trust inspected. We ask to speak

:13:02. > :13:06.your chairman and chief executive and with respect to you shotldn t

:13:07. > :13:12.they be explaining what is being done to sort out the leadership

:13:13. > :13:16.Indeed. I'm representing thd board of directors. I accept therd have

:13:17. > :13:24.been some changes over the past 12 months, but who have now bedn able

:13:25. > :13:29.to stabilise the leadership. Our new chief executive is bringing

:13:30. > :13:33.stability. We accept there have been difficulties and challenges. We are

:13:34. > :13:36.now on the right part to ensure we will bring stability. We will

:13:37. > :13:42.encourage people to work here. It is a great place to work.

:13:43. > :13:44.The report says senior leadership is "unstable".

:13:45. > :13:46.We've asked to speak to the Chairman and Chief Executive

:13:47. > :13:55.Within the last hour, three reports into airport capacity in

:13:56. > :13:58.With the exception of Kent businesses, all stakeholders

:13:59. > :14:01.consider proposals to build a new hub airport in the Th`mes

:14:02. > :14:03.estuary to carry significantly more risk than opportunity.

:14:04. > :14:05.Three new studies ` which h`ve been published by the Airports Commission

:14:06. > :14:08.within the last hour ` looked at the attitudes to loving to

:14:09. > :14:13.a new airport from Heathrow, the economic impacts and accesshbility.

:14:14. > :14:15.Our political editor Louise Stewart has been searching through

:14:16. > :14:31.We have only had one hour to get a sketch of them but new studhes.

:14:32. > :14:36.These are hundreds of pages long. The overall challenges of btilding

:14:37. > :14:40.new airports would lead to cost and risk to the taxpayer and thdy also

:14:41. > :14:44.said there's a risk of potential failure. One report found that the

:14:45. > :14:51.airport had the potential to create an extra 98,000 jobs in six local

:14:52. > :14:55.authorities in the area, is that is an increase of 24% on jobs, but one

:14:56. > :15:02.of the big question marks over how many jobs which would be crdated in

:15:03. > :15:09.an area of Ken 's, is anothdr story which raised environmental studies.

:15:10. > :15:14.The marchers would be directed by rail routes which would destroy bird

:15:15. > :15:19.habitat, but those who support an airport in the area remain ht is the

:15:20. > :15:24.right way to create aviation capacity. It is an investment and

:15:25. > :15:27.whatever people may say now, I don't know why people are against it,

:15:28. > :15:36.there is so much to benefit from this. The local people would get

:15:37. > :15:42.more jobs. I know people ard talking about the environment, but the whole

:15:43. > :15:48.idea is for us to get more development for the area. Obviously

:15:49. > :15:53.this is a big series of reports Has there been any reaction frol Boris

:15:54. > :15:59.Johnson? He is one who has been pushing for this. He said they need

:16:00. > :16:03.to analyse the reports. He realises there are challenges there but says

:16:04. > :16:08.there are no show stoppers to achieving this and he believes it

:16:09. > :16:13.will bring prosperity. Sir Howard Davies will have to pour ovdr all of

:16:14. > :16:17.these studies before deciding whether to include a hub airport

:16:18. > :16:22.when he releases his report in the autumn.
