:01:23. > :01:25.including understaffed surghcal wards that were simply unsafe,

:01:26. > :01:30.children treated by staff who weren't fully trained in

:01:31. > :01:32.paediatrics, and poor managdment ` though inspectors did rate `ll three

:01:33. > :01:34.hospitals as In a moment we'll be speaking live

:01:35. > :01:39.to the Chief Nurse at East Kent Hospitals, but first

:01:40. > :01:51.Simon Jones has this report. Sharon Hollowell fell down the

:01:52. > :01:55.stairs in December. She had a scan in March revealing a herniated disc

:01:56. > :01:59.in her spine. Despite the rdferred to the William Harvey for urgent

:02:00. > :02:03.treatment, she is still waiting for an operation six months on. There is

:02:04. > :02:07.no care. I'm still in the s`me situation. I'm still have to walk on

:02:08. > :02:17.crutches and I still have to rely on all my family. And not getthng it

:02:18. > :02:21.from NHS. The Care Quality Commission is now rated the William

:02:22. > :02:25.Harvey in Ashford as inadeqtate The Kent and Canterbury was also judged

:02:26. > :02:34.inadequate. The hospital in Margate requires improvements. staff raised

:02:35. > :02:38.concerns with those. They are afraid of repercussions. We have rdflect

:02:39. > :02:44.those concerns in our reports. They found and if `` like of affdcting

:02:45. > :02:48.leadership. The reliance on temperate staff at ANA in M`rgate

:02:49. > :02:52.which created a risk to pathent safety. Inspectors said thex found

:02:53. > :02:56.people who work here were c`ring, but they also described a worrying

:02:57. > :03:00.disconnect between the people who run the trust and front lind staff.

:03:01. > :03:05.On one night they found in one ward, there was a single nurse

:03:06. > :03:11.looking after 20 patients although the trust put in that down to staff

:03:12. > :03:16.sickness. But outpatients today at some concern. I wasn't getthng

:03:17. > :03:21.enough care. Nobody was comhng to see us all to help. They ard

:03:22. > :03:27.friendly. They're very profdssional. The just said it has recruited 0

:03:28. > :03:32.extra nurses and it has lowdr than expected rates for mortalitx and

:03:33. > :03:36.infections. It is upsetting to hear that maybe the service you `re

:03:37. > :03:41.delivering isn't meeting expectations when you believe that

:03:42. > :03:46.it is. I know they are all very passionate about giving good quality

:03:47. > :03:49.care. The sea QC report is disproportionate. To a serids of

:03:50. > :03:53.difficult that need to be addressed are being addressed. But to say that

:03:54. > :03:56.this trust is inadequate, to say that he needs to be in spechal

:03:57. > :04:02.measures, I'm afraid I find profoundly wrong. I think, `ctually,

:04:03. > :04:05.it may be that Care Quality Commission needs to be in special

:04:06. > :04:09.measures. They did great crhtical care as good and neither Care

:04:10. > :04:10.Quality Commission accepted the trust us ready and be mentored a

:04:11. > :04:13.number of urgent changes. The Care Quality Commission report

:04:14. > :04:15.highlighted numerous failings. Some of

:04:16. > :04:17.the other issues raised included: a "worrying disconnect" between

:04:18. > :04:21.the trust?s leaders and front`line staff and a number of clinical

:04:22. > :04:24.services were "poorly led". They also found areas where

:04:25. > :04:26.buildings and equipment was The CQC concluded that it whll

:04:37. > :04:47.by Julie Pearce, Chief Nursd If I can start with a direct quote,

:04:48. > :04:50.it talks of service is at the trust being inadequate for safety and for

:04:51. > :04:57.leadership. Many taxpayers `nd patients may feel that the hospital

:04:58. > :05:00.can get worse. We are taking the report very seriously and obviously

:05:01. > :05:05.we are working very hard to understand what the report says and

:05:06. > :05:08.working with our staff to rdally work at ways in which we can put

:05:09. > :05:13.this right as quickly as possible. We think our services are vdry safe,

:05:14. > :05:19.? la clinical outcomes are dxcellent and one of the things we ard very

:05:20. > :05:24.pleased about is that the C`re Quality Commission rated our caring

:05:25. > :05:29.staff there it well. So our staff are caring, combat alert and we

:05:30. > :05:32.think that is important. Indeed And people will be reassured by that.

:05:33. > :05:36.But the inspectors were scathing about management. They said

:05:37. > :05:41.leadership was frankly blowdr. The Chief Executive is retiring through

:05:42. > :05:45.ill`health, but others wonddred where that either if others should

:05:46. > :05:50.reconsider their position, dven yourself? I think the important

:05:51. > :05:54.thing here is that we focus on the improvement. One of the things I

:05:55. > :05:58.think we have recognised is that staff have found it difficult to

:05:59. > :06:02.raise concerns and that is something that we are going to be working very

:06:03. > :06:06.hard on. We are going to talk to our staff and really look at waxs in

:06:07. > :06:11.which we can improve that. We do recognise that there is mord work to

:06:12. > :06:14.do in this particular area. The Care Quality Commission say they will be

:06:15. > :06:21.getting back to you, what pledge can you give to our viewers tonhght that

:06:22. > :06:24.they will finally return? wd have made quite a lot of improvelents

:06:25. > :06:29.already based on some feedb`ck we have had from the Care Qualhty

:06:30. > :06:33.Commission. This harbinger hn the inspection week. A lot of this we

:06:34. > :06:36.were expecting to see in our report and have started to work on this.

:06:37. > :06:42.The issues around staffing levels, and I would like to say, th`t's

:06:43. > :06:45.qualifying the issue to do with staff on our surgical wards, that

:06:46. > :06:49.particular ward normally has two registered nurses and two hdalth

:06:50. > :06:53.care assistants. On that particular night, one of the registered nurses

:06:54. > :06:55.was off sick so we put an extra health care assistants on that

:06:56. > :06:58.particular night, one of thd registered nurses was off shck so we

:06:59. > :07:00.put an extra health care assistant, Ward and also one of the registered

:07:01. > :07:04.nurses from another surgical ward was helping to cover. We do

:07:05. > :07:10.sometimes find it difficult at short notice to cover registered nurses.

:07:11. > :07:13.Indeed. And inspectors will base its new to grapple with that. Thank you.

:07:14. > :07:16.The family of a young newlywed woman from Eastbourne who died of cervical

:07:17. > :07:20.cancer just four months aftdr she was married, say screening for the

:07:21. > :07:26.Dawn Weston was 24 when she was told she was too young for a sme`r test,

:07:30. > :07:32.When she was finally tested, she was diagnosed with the cancer.

:07:50. > :07:53.just months to live. The 24`year`old had been to the doctor, blaling of

:07:54. > :07:56.severe back pain, a symptom of advanced cervical cancer, btt had

:07:57. > :08:02.not been detected because she was below the age of routine screening

:08:03. > :08:06.for the disease. she asked for a smear test once, but they rdfused

:08:07. > :08:12.her because she was too young. When they did the test, they obvhously

:08:13. > :08:20.made her have one and that hs when they found out. She was alw`ys

:08:21. > :08:30.there. She was very loving `nd we miss her terribly. They stood a

:08:31. > :08:35.better chance of curing what she had if it was caught early and ht is

:08:36. > :08:39.frustrating, it is awful. Ddmand for severe testing rose after former Big

:08:40. > :08:43.Brother contestant Jade Goody died of cervical cancer at the age of 27.

:08:44. > :08:48.The routine screening is only offered to those over the age of

:08:49. > :08:51.25. Squealing that I could screening is offered from 25 because the

:08:52. > :08:54.changes in the cervix could potentially gone to develop into

:08:55. > :08:59.cervical cancer are extremely common in younger women. That in most cases

:09:00. > :09:03.they go away on their own and they will resolve and never develop into

:09:04. > :09:06.cancer. The treatments that are offered to women who have these

:09:07. > :09:11.cervical changes can have shde effects and some risks. So ht is

:09:12. > :09:17.important to try and offer screening when it will have the most benefits.
