:01:19. > :01:21.on a water utility company, for failings in customer servicds and
:01:22. > :01:29.BBC South East Today can exclusively reveal that the watchdog Ofwat may
:01:30. > :01:33.force the company to reduce its bills to customers by ?176 lillion.
:01:34. > :01:36.It's the latest in a series of controversies for Southern Water,
:01:37. > :01:40.which was criticised by a hhgh court judge last year for discharging raw
:01:41. > :01:57.Our Business Correspondent Lark Norman has this report.
:01:58. > :02:09.And the prospect of a ?176 lillion penalty. It is the largest short
:02:10. > :02:16.wall levy that has been proposed. It is subject to change. We will not
:02:17. > :02:19.know the final result until December, but that is significant.
:02:20. > :02:29.Southern water will need to learn the lessons for the future. 150
:02:30. > :02:34.million for what is describdd as underperformance with sewagd
:02:35. > :02:40.treatment plants. And ?26 mhllion for pure performance in dealing with
:02:41. > :02:44.customer complaints. That is more than the entire company profits for
:02:45. > :02:48.2012. The company said they were disappointed with the figurds. But
:02:49. > :02:57.that is a word they have usdd before. The regulator's proposed
:02:58. > :03:01.penalties are not related to the problems the company has had in East
:03:02. > :03:11.Kent regarding the failure of water pumping stations. People here are
:03:12. > :03:16.fed up with the company. We have lost a lot of money over thd summer
:03:17. > :03:21.period. We will never get that back. Local businesses should be
:03:22. > :03:28.compensated. It is never enough There is no excuse for it. One way
:03:29. > :03:33.or another they will get it back as Bridget on the bills. The s`me as
:03:34. > :03:45.the other people, gas and electricity. `` they will gdt its
:03:46. > :03:49.back as they put it on the bills. It does not go far enough to compensate
:03:50. > :03:55.for the damage that has been caused, especially as you over the past five
:03:56. > :04:04.or ten years. It is severe. But it does not make Southern water's are
:04:05. > :04:10.is what enough. Southern water has said this does not impact on bathing
:04:11. > :04:14.water quality. They have bedn giving evidence to support the view that no
:04:15. > :04:19.penalty should be imposed. They have until October to prove that point.
:04:20. > :04:27.Any decision on penalties whll be made in December.
:04:28. > :04:31.?176 million. It is a large amount of money. What does that me`n in
:04:32. > :04:39.terms of the bills that customers will face?
:04:40. > :04:45.They will come down. But thhs is not a fine. This is a cap on income
:04:46. > :04:52.Customers bills will go down by 8.5%. But there will be mondy added
:04:53. > :05:01.to our bills so we may not notice any difference.
:05:02. > :05:07.This is a process that the company goes through every five years. The
:05:08. > :05:10.company point out this is vdry much a discussion. They are putthng
:05:11. > :05:16.points to the regulator now. They argue they should not be a penalty.

:05:19. > :05:21.held responsible. A Kent man who fractured
:05:22. > :05:23.his spine in multiple places claims he was turned away twice by

:10:34. > :10:38.he yelled at Kiya Ingham, I know your face. That's now so do the

:15:34. > :15:41.home. Jensen Hart made his way from the school to his home, a dhstance
:15:42. > :15:48.of over half a mile. I am angry because anything could have
:15:49. > :15:55.happened. He will just run, he will just run in the road. Anythhng could
:15:56. > :16:03.have happened. The school s`ys Jensen Hart managed to get out as to
:16:04. > :16:11.parents who had dropped thehr children at nursery were le`ving.
:16:12. > :16:21.The two adults realised what had happened, one at all the school and
:16:22. > :16:27.one followed. But many were quick to defend the school. It is a one off.
:16:28. > :16:37.It does not happen all the time It is our good school. Hopefully the
:16:38. > :16:51.school has addressed the issue. The family say they are relieved.

:19:12. > :19:18.woman. Two months ago the 81`year`old had gender reassignment
:19:19. > :19:21.surgery paid for by the NHS. It s a decision not everyone agreed with.
:19:22. > :19:24.I found that my friendships blossomed better. Everything has
:19:25. > :19:31.gone very well for me and I had so much
:19:32. > :19:34.support from friends. And I just feel that I've been accepted into
:19:35. > :19:37.the feminine community once and for all properly. And that is rdally
:19:38. > :19:40.nice. The number of people asking
:19:41. > :19:45.for gender reassignment tre`tment is doubling every five years according
:19:46. > :19:48.to a study carried out by the Gender Identity Research Education Society.
:19:49. > :19:51.It's difficult to estimate the numbers of actual transgender
:19:52. > :19:55.people because many of them live very closeted and secret lives,
:19:56. > :19:57.afraid to be able to take things any further, or not in a position to
:19:58. > :20:02.take things further. But we currently have 200 transgender
:20:03. > :20:05.people on our books. Transgender
:20:06. > :20:07.issues have recently hit thd headlines after the former boxing
:20:08. > :20:11.promoter Frank Maloney annotnced the decision to live as a woman.
