:00:00. > :00:00.blustery. Thank you very much. That is all from us.

:00:00. > :00:07.Welcome to South East Today, I'm Polly Evans.

:00:08. > :00:12.The port of Dover pledges a ?120 million

:00:13. > :00:16.of investment to expand the western docks, creating 600 new jobs.

:00:17. > :00:18.We're live in Dover tonight with the ddtails.

:00:19. > :00:23.A year on from Jimmy Guichard's death after taking a legal high his

:00:24. > :00:28.mother says the government hasn t done enough to ban the substances.

:00:29. > :00:33.The Prime Minister expresses his personal anger over the Kent MP

:00:34. > :00:39.Of course it is frustrating and disappointing when MPs behave

:00:40. > :00:46.as Mark Reckless has done, but it doesn't change the question at the

:00:47. > :00:51.Why the warm weather has catsed a headache for south east gardeners.

:00:52. > :00:53.And quintessential Englishm`n Nigel Havers adds a sprinkle

:00:54. > :01:08.of stardust to The Importance of Being Earnest on stage in Stssex.

:01:09. > :01:12.Dover Harbour Board have confirmed tonight that ?120 million of funding

:01:13. > :01:16.is in place for their biggest ever investment in the Port.

:01:17. > :01:19.They say their Western Docks Revival project will create hundreds

:01:20. > :01:26.Construction companies will now be invited to bid for contracts to

:01:27. > :01:29.develop a new cargo terminal and in the longer term the aim hs to

:01:30. > :01:33.transform the waterfront, and potentially create a new marina

:01:34. > :01:48.Hundreds of jobs and well over 100 million. The headline figurds sound

:01:49. > :01:51.impressive and the Harbour board says this is the moment when the

:01:52. > :01:58.future of the Western docks is transformed from visions on paper to

:01:59. > :02:03.concrete reality. Where putting our money where our mouth is intensive

:02:04. > :02:09.development. We are hoping ht will give confidence to others to come

:02:10. > :02:13.along and do the same. So the investment will come from the

:02:14. > :02:21.Harbour board and will create 6 0 new jobs. People who will go to work

:02:22. > :02:25.in a new cargo terminal. Thd board says the development also s`feguard

:02:26. > :02:30.an existing 140 jobs. Their revival idea has long because the pdople 's

:02:31. > :02:34.port and it needs the peopld to carry through. I think the town

:02:35. > :02:39.needs regeneration. If this helps them were all for it. There aren't

:02:40. > :02:44.many opportunities in the town said this is fantastic. It's been a long

:02:45. > :02:49.time in the planning. Now the board says this is the start of rdal

:02:50. > :02:56.action. How long it will take remains unclear.

:02:57. > :03:05.Let crusts live to Simon Jones in Dover. The part on this ridhng it as

:03:06. > :03:12.a momentous day. How differdnt things look in the future? @t the

:03:13. > :03:18.moment of years the port, traffic trundles to the eastern docks. The

:03:19. > :03:22.idea of this new element is the freight will all go over thdre in

:03:23. > :03:29.stead to be former Harbour port side. That could be up and running

:03:30. > :03:34.by 2017. That will only be the first phase. The second and third phases

:03:35. > :03:41.will bring in things like rdtail and a marina. At that point the port

:03:42. > :03:45.will look for commercial partners to make that a financial possibility.

:03:46. > :03:51.The port also says it is colmitted to bringing back 1% of pre`tax

:03:52. > :03:53.profits for community projects. In the past it has faced criticism for

:03:54. > :03:58.not doing enough A mother whose son died

:03:59. > :04:01.in her arms after taking a so`called legal high says Government

:04:02. > :04:03.legislation designed to ban the Jimmy Guichard died

:04:04. > :04:07.a year ago this week, after taking a synthetic form of cannabis he d

:04:08. > :04:10.bought from a shop in Chath`m. His mother Karen Audino is launching

:04:11. > :04:21.a campaign in his memory, It's almost a year since Jilmy

:04:22. > :04:26.Guichard died a victim of so`called legal highs. By his mother the pain

:04:27. > :04:32.and the anger remain as strong as ever. I'm still very angry. I'm

:04:33. > :04:39.angry that he was able to ptrchase these products so freely and so

:04:40. > :04:45.cheaply will stop and still nothing has changed. As the anniversary of

:04:46. > :04:50.his death approaches his mother called for a blanket ban on the drug

:04:51. > :04:53.she believes Turkey 's life. We don't bring our children into the

:04:54. > :04:59.world to switch off the lifd`support machines. The is there is no prod

:05:00. > :05:03.that racket there is no place these products. It is time the law was

:05:04. > :05:17.changed. It's believed Jimmx bought the legal high`tech `` hi from a

:05:18. > :05:23.shop in Chatham. Today Chatham MP Chrissy `` Tracy Crouch called for a

:05:24. > :05:27.ban. It's something that has happened very successfully hn

:05:28. > :05:32.Ireland. There is a continuhng problem of them still being sold

:05:33. > :05:35.online and that is where we need to increase education and awardness

:05:36. > :05:39.around the dangers of legal highs. The number of deaths involvhng these

:05:40. > :05:47.has more than doubled in thd last three years.

:05:48. > :05:59.It's an outright ban a work`ble solution? There is a risk that every

:06:00. > :06:06.time you ban a substance a new one will take its place. You also have

:06:07. > :06:11.the analogy that as one substance disappears another one will pop up.

:06:12. > :06:16.That just means more of these types of substances and it can get more

:06:17. > :06:18.confusing for the people usd them. Jimmy Buzz retro mother says the

:06:19. > :06:25.agony of her death is Piers Hopkirk reporting,

:06:26. > :06:27.and he's live in Chatham, where Jimmy Guichard bought the

:06:28. > :06:37.substance that caused his ddath have we had any response from the

:06:38. > :06:41.government? Yes, earlier we spoke to the crime prevention ministdr Norman

:06:42. > :06:47.Baker in. He said the government had taken out a raft of measures against

:06:48. > :06:52.so`called legal highs will stop he said they had banned more than 50

:06:53. > :06:57.substances and that he had created a panel of experts to undertake a

:06:58. > :07:02.review into them to look at how they might be dealt with and how other

:07:03. > :07:06.countries and other governmdnts have dealt with them. I understand that

:07:07. > :07:12.review has been completed and Mr Baker were revealed at

:07:13. > :07:15.In a moment, road rage in Uckfield, with traders saying roadworks are

:07:16. > :07:24.The Prime Minister says he's personally angry at the acthons

:07:25. > :07:28.of former Conservative MP Mark Reckless, who's

:07:29. > :07:33.prompted a by`election in Rochester and Strood after defecting to UKIP.

:07:34. > :07:36.Mr Reckless formally stood down as a member of parliament today `nd this

:07:37. > :07:43.Of course it is frustrating and disappointing when MPs behave

:07:44. > :07:47.as Mark Reckless has done, but it doesn't change the question at the

:07:48. > :07:49.next election which is, do xou want to complete the long`term economic

:07:50. > :07:54.plan, get more people into work continue to cut people's taxes,

:07:55. > :08:03.continue to see our economy expand or do you want to go back to square

:08:04. > :08:05.Our Political Editor Louise Stewart joins us live from the Consdrvative

:08:06. > :08:11.Louise, there's no sign of the anger there dying down after Mark

:08:12. > :08:17.Reckless's shock announcement of his defection to UKIP at the wedkend.

:08:18. > :08:24.absolutely not. I have to s`y what has been told to me here is the

:08:25. > :08:30.Prime Minister has chose more choice words when speaking to delegates

:08:31. > :08:34.off`camera. Boris Johnson g`ve a barnstorming speech here today. He

:08:35. > :08:38.wanted to check that everyone in the hole was a conservative. He wanted

:08:39. > :08:45.to make sure there were no puitters or splitters in the room. I caught

:08:46. > :08:49.up with him after the speech. You've got to make the case to everybody in

:08:50. > :08:53.Rochester and Strood. If yot want to have a vote on Europe there is only

:08:54. > :08:58.one way to do that and that is to get David Cameron backing in 20 5

:08:59. > :09:03.and get the come from a snag the country the referendum it ndeds

:09:04. > :09:12.UKIP I'm not going to do th`t. None of them can do that. I hope that

:09:13. > :09:17.people will stick with the Tories and will be fighting very h`rd to

:09:18. > :09:19.get that over. It is going to be a hard fight for this seat. What

:09:20. > :09:35.happens next? David Cameron has a final

:09:36. > :09:39.opportunity to address the conference here tomorrow morning. He

:09:40. > :09:41.will want to draw a line under the UKIP defections and send delegates

:09:42. > :09:44.away in a positive mood. A worker has suffered seriots head

:09:45. > :09:46.injuries after falling 15 feet to thd ground

:09:47. > :09:49.at a building site in Brighton.He's been taken to a London hosphtal

:09:50. > :09:51.by air ambulance after The police and the health and safety

:09:52. > :09:58.executive are investigating. Plans have been agreed to fht CCTV

:09:59. > :10:02.cameras in ambulances in Kent South East Coast Ambulance Service

:10:03. > :10:06.says it will help to protect staff from assault, enabling foot`ge to be

:10:07. > :10:10.used for crime prevention, `nd the Traders in Uckfield are calling

:10:11. > :10:23.for a reduction in their business rates after losing money as

:10:24. > :10:26.a result of roadworks in thd town. Some are reporting a 50% drop

:10:27. > :10:28.in takings It's due to last

:10:29. > :10:31.for seven more weeks, but btsinesses say lengthy diversions are driving

:10:32. > :10:40.customers away. What we found is we are down

:10:41. > :10:46.hundreds and thousands of pounds a week at the moment. Everyond is If

:10:47. > :10:56.we were doing ten tables and night, for example, it's down to two

:10:57. > :10:56.tonight. We are struggling. Our business correspondent Mark Norman

:10:57. > :11:08.is that tonight. These are the roadworks. Ond trader

:11:09. > :11:13.said they are cutting the town in half. It is a regular high Street.

:11:14. > :11:19.It's very successful but I wonder how many retailers across Kdnt and

:11:20. > :11:24.Sussex recognised this problem. The council say they have a different

:11:25. > :11:27.story. They say it will bring a ?25 million boost to the Chown `nd

:11:28. > :11:34.reduce congestion. Many traders fear they will not survive. Therd will be

:11:35. > :11:36.a further closure at the top of the street. Many retailers will

:11:37. > :11:44.recognise the issue. Nearly 24 million pounds was raised

:11:45. > :11:47.through parking charges and fines The city council collected lore than

:11:48. > :11:50.?18.5 million through on`street parking and charges

:11:51. > :11:53.and more than ?5 million from car Of that total figure,

:11:54. > :11:59.?5.7 million was raised frol residents permits, about ?700,0 0

:12:00. > :12:16.more than the previous year. If that money went back to the

:12:17. > :12:20.motorist even in the slightdst way, I'd be quite happy with that. I m

:12:21. > :12:28.not happy with the fact the money is always going to somebody else. How

:12:29. > :12:31.is the money being spent much to mark councillors say fines `nd

:12:32. > :12:35.charges produce a surplus of aluminium pans last year and that

:12:36. > :12:41.they spent more than ?10 million on bus travel. There are currently

:12:42. > :12:45.around 46,000 free bus passds in the city for elderly and disabldd

:12:46. > :12:51.passengers. We are the numbdr one seaside resort in the UK and those

:12:52. > :12:56.people, most of them are, choose to come by car. We provide a good

:12:57. > :13:00.service for them. Council rtn pop`up is a lot cheaper than private ones.

:13:01. > :13:13.`` car parks. Juliet Park and is live in Brighton

:13:14. > :13:19.for us now. It's very fair to say this is a huge issue. You only have

:13:20. > :13:23.to look at the parking charges here on the seafront to see why lany

:13:24. > :13:31.visitors and residents are tnhappy. ?3 for an hour, ?10 for up to four

:13:32. > :13:35.hours. The income from this parking rose by about ?300,000 last year.

:13:36. > :13:39.Many residents we spoke to today said they weren't getting enough

:13:40. > :13:49.back. The amount of money they want to charge publicly, to park on the

:13:50. > :13:55.seafront, is outrageous. Whdre locals and we don't want to use our

:13:56. > :14:00.car because it's so expensive. You pay for a parking permit but you're

:14:01. > :14:07.not guaranteed a space. In `ny other business you would never get away

:14:08. > :14:11.with that. It has to be notdd that the council car parks are cheaper

:14:12. > :14:14.than the private ones. Charges have been frozen for the past two years.

:14:15. > :14:19.It is unlikely that they will come down because the council is saying

:14:20. > :14:29.if you don't like it, well leave the car a time. The new figures were

:14:30. > :14:30.made public in the council's parking report this week. That will be

:14:31. > :14:36.discussed at a meeting next Tuesday. The Port of Dover have annotnced

:14:37. > :14:39.their biggest ever investment. ?120 million to regenerate

:14:40. > :14:41.the western docks. 600 new jobs will be created

:14:42. > :14:44.at the new cargo terminal. Nice weather for moles, bad news for

:14:45. > :15:10.gardeners as mounds of earth blight Join me Nigel Havers on the

:15:11. > :15:11.programme later today. And join me later for the weather forec`st.

:15:12. > :15:16.New businesses in Kent and Sussex say they're thriving,

:15:17. > :15:19.thanks to support from a Government scheme aimed at providing

:15:20. > :15:23.the funds for wannabe entrepreneurs to set up their companies.

:15:24. > :15:27.The start`up loan project w`s launched

:15:28. > :15:31.in September 2012 to help young entrepreneurs up to the age of 0.

:15:32. > :15:33.Critics say it's unnecessarily complicated.

:15:34. > :15:37.For tonight's Story Update, Ceri Perkins has been finding out

:15:38. > :15:39.how some of the first companies to take advantage of

:15:40. > :15:53.A fashion shoot for one of Ken's fastest`growing men's clothds

:15:54. > :16:00.retailers. The business is based in West Bowling are needed govdrnment

:16:01. > :16:04.funding to get off the ground. It was stuck out late. Also deposits

:16:05. > :16:09.for the premises. A lot of the little things that you could start

:16:10. > :16:15.the business straightaway, such as the website, we did ourselvds. The

:16:16. > :16:19.stock outlay was a huge outlay and without that there was no btsiness.

:16:20. > :16:23.Two years ago David Cameron announced an extension to the

:16:24. > :16:29.scheme. This is absolutely where we need to be as a country. It's

:16:30. > :16:33.already provided ?100 million by more than 20,000 companies. It

:16:34. > :16:43.currently deals with 41 bushnesses a day. Here it has helped cre`te

:16:44. > :16:46.hundreds of jobs. We created over 1300 jobs through lending three and

:16:47. > :16:51.a half million pounds. One of the companies helped says the sdrvice

:16:52. > :16:59.harks back to the old days of bank managers. Start`up businessds have a

:17:00. > :17:05.track record and they reallx spoke to us as a business. The scheme has

:17:06. > :17:08.its critics. Even though thd money is there, it's a complicated process

:17:09. > :17:13.and you need help to guide xou through it. The council does say it

:17:14. > :17:18.can take three months from start to finish. That's not always the case.

:17:19. > :17:22.Now there is more money in the government part. They've set a

:17:23. > :17:25.target of awarding 30,000 loans with a total value of ?15 million. By the

:17:26. > :17:37.time the skin ends He's renowned

:17:38. > :17:38.for playing the quintessenthal English smoothy and this wedk Nigel

:17:39. > :17:41.Havers is on stage in Brighton playing the debonair Algy Moncrieff

:17:42. > :17:47.in The Importance of Being Darnest. It's second time round

:17:48. > :17:49.for the actor, who played the part as a young man and is now t`king

:17:50. > :17:53.on the role again in his 60s. Mark Sanders caught up with him

:17:54. > :18:09.on stage at the Theatre Roy`l. Nigel Haver 's is returning to the

:18:10. > :18:16.wild. He first starred in The Importance Of Being Ernest 30 years

:18:17. > :18:22.ago. Now he's doing it again. I read one review by the performance that

:18:23. > :18:32.said you were very good and traded on Europe wish John. Is that a

:18:33. > :18:37.compliment? A gin and is a wonderful part. His mischievous and n`ughty.

:18:38. > :18:50.He does fall in love at the end The play is a trivial comedy. The cast

:18:51. > :18:58.Buttrey amateur actors rehe`rsing Oscar Wilde's classic. Some people

:18:59. > :19:04.will chastise us for this. Ht's OK to do it to Shakespeare but not OK

:19:05. > :19:10.to do it to Oscar Wilde? He's always had the knack for playing a golden

:19:11. > :19:17.boy. Here, it Andrew Lindsax in chariots of Fire. But this famous

:19:18. > :19:23.scene was lucky to make the movie. I went to see a rough cut and that

:19:24. > :19:29.scene was cut. I remember going on my knees in the cinema again for it

:19:30. > :19:38.to be put back. He relented. It s a great moment.

:19:39. > :19:43.It has been a long career and you know you are close to becomhng a

:19:44. > :19:51.national treasure if you ard asked to be on Coronation Street.

:19:52. > :19:55.To be asked to being Coronation Street is the highlight of ly

:19:56. > :20:08.career. It's a dream come true. I loved

:20:09. > :20:14.every minute of it. Do you long for a pathway argued the mouse `ish

:20:15. > :20:16.quiet bloke in the back. I'l only halfway through my career. Give it

:20:17. > :20:25.time. It's many a schoolboy's dre`m, to

:20:26. > :20:28.spend all day surrounded by teenage girls, but for 17`year`old Josh

:20:29. > :20:35.Walker, it's an everyday occurrence. Josh is the only boy

:20:36. > :20:38.in the sixth form at Combe Bank in Sevenoaks, after

:20:39. > :20:41.the previously all`girls school And he's been telling our rdporter

:20:42. > :20:56.Peter Whittlesea what it's like In class when Josh looks to his

:20:57. > :21:02.right there's a girl. When he looks to his left, there's a girl. In fact

:21:03. > :21:12.all his classmates are girls. Even during PE. This term the school went

:21:13. > :21:20.co`Ed. Josh is the only boy in the senior school. Is he living a

:21:21. > :21:25.teenage dream? Being the only boy is really different in a posithve way.

:21:26. > :21:30.When boys work it's more relaxed and the girls are always doing their

:21:31. > :21:37.work. It gives me a lot of motivation to carry on. Expdriencing

:21:38. > :21:41.the female work ethic at first hand might not be everyone's highlight

:21:42. > :21:47.being the only boy in school. His skill made say he's not impdrvious

:21:48. > :21:51.to the obvious benefits. People fight to sit next to him in the

:21:52. > :22:00.common room. My dad thought he would love it. It hasn't made any

:22:01. > :22:06.difference. He doesn't want to admit that it loves it. He's being super

:22:07. > :22:15.cool with us. He does come his/her every day. He asked my earlher.

:22:16. > :22:22.Despite that, the headteachdr says Josh is working hard. He dods get a

:22:23. > :22:29.lot of attention. He is the only one in trousers most days. He's not let

:22:30. > :22:32.it go to his head. Next year my boys will join server the next fdw chimes

:22:33. > :22:41.he will have to make the most of being the only male. `` rettrns

:22:42. > :22:43.Onto football and there are two Championship fixtures tonight.

:22:44. > :22:46.Charlton Athletic, who remahn unbeaten in the league this season,

:22:47. > :22:49.And Brighton welcome back their former player Craig Noone

:22:50. > :22:51.who's returning to the Amex with Cardiff City.

:22:52. > :22:57.You don't get to see them very often, but they

:22:58. > :23:04.And after such a mild winter and warm summer, the south dast s

:23:05. > :23:07.moles have enjoyed a bumper year, much to the chagrin of garddners

:23:08. > :23:12.A mole can eat more than half its own body weight of worms evdry day.

:23:13. > :23:14.They can live for up to six years and thex don't

:23:15. > :23:18.hibernate, so those molehills are created all year round.

:23:19. > :23:29.Georgina Burnett has been doing a bit of digging on this story.

:23:30. > :23:36.Secretive, solitary and a bht messy. Many say moles have increasdd in the

:23:37. > :23:42.south is due to a mild wintdr but senior scientists have another
