:01:25. > :01:31.Kent County Council, after they raised party funds

:01:32. > :01:33.by selling off cosmetics and toiletries which had been

:01:34. > :01:35.donated to charity and were supposed to go

:01:36. > :01:38.Karen Constantine and Raushan Ara have apologised

:01:39. > :01:40.and promised to donate the money they raised to local

:01:41. > :01:42.charities in Thanet, where they're standing for election.

:01:43. > :01:51.Our Political Editor Helen Catt reports.

:01:52. > :01:58.We were fortunate enough to be given thousands and thousands of pounds

:01:59. > :02:05.worth of Lush. And within that, we give out to charities and good

:02:06. > :02:09.causes and today is a good cause. One happens to be the Labour Party.

:02:10. > :02:13.You are looking at our warehouse and we hopefully can raise some money.

:02:14. > :02:18.Why Maccabees boxes of toiletries were supposed to go to the needy.

:02:19. > :02:23.Instead, they ended up on sale in Ramsgate Pope to raise money for the

:02:24. > :02:29.local Labour Party. That has angered some. That -- by anybody's

:02:30. > :02:34.standards, taking charitable donations destined for homeless

:02:35. > :02:39.people and destitute people to use and sell and fund your election

:02:40. > :02:45.campaign is morally reprehensible. The products were given by Lush to

:02:46. > :02:49.one charity on the condition they were not resold. That charity passed

:02:50. > :02:55.it to another, food for all, and it was they who gave it to Labour. But

:02:56. > :02:59.there are rules restricting donations from charities to

:03:00. > :03:02.political parties. Charities must only carry out activities to create

:03:03. > :03:07.his own charitable purposes and had additional funds or objects to a

:03:08. > :03:14.political party would be contrary to the purposes of any charity. Food

:03:15. > :03:18.for oil's Jenny Matias has sent a letter of apology to the kindness

:03:19. > :03:22.offensive charity. She said she was informed they were not to be sold

:03:23. > :03:26.for profit and they apologised and they had not totally ad here to the

:03:27. > :03:29.terms of the donation. They are devastated, she said, that there are

:03:30. > :03:33.unwise actions to a certain group have since become problematic. As

:03:34. > :03:37.for Labour, they told us they have not breached electoral law and there

:03:38. > :03:41.are no allegations they have broken any rules. Its candidates, Karen

:03:42. > :03:46.Constantine and Raushan Ara have apologised and said the ?415 raised

:03:47. > :03:52.will be split between two local charities. They Ramsgate today, some

:03:53. > :03:59.of that was enough. If they've acknowledged it and apologised, but

:04:00. > :04:04.is fair enough. If the money is going to charity, then yes. It

:04:05. > :04:09.shouldn't have happened in the first place. And how often does it happen?

:04:10. > :04:14.The Charity Commissioners said they are contacted the trustees of Food

:04:47. > :04:50.been rectified. Despite that, a complaint has been made to Kent

:04:51. > :04:53.Police who would be responsible for investigating further and they say

:04:54. > :04:56.it is too early to say whether or not they will. Thank you.

:04:57. > :04:58.A disabled woman from Kent says she's been left unable to work

:04:59. > :05:01.and is entirely dependent on benefits because of the

:05:02. > :05:09.Leah Debus from Tonbridge lost her leg in a motorbike

:05:10. > :05:12.She was given a motability car, which she says has

:05:13. > :05:16.But the new Personal Independent Payment assessment concluded she no

:05:17. > :05:20.The governments insists it is providing a strong safety net

:05:21. > :05:26.She's had to give back the specially adapted car after her personal

:05:27. > :05:27.independence payment, or PIP assessment,

:05:28. > :05:33.Because Leah Debus can walk 20 metres with a

:05:34. > :05:35.prostatic leg, unaided, she was judged not disabled enough.

:05:36. > :05:37.She had just been offered a new job, but

:05:38. > :05:43.said the location is to far away without a car.

:05:44. > :05:45.I've been the most frustrating thing is...

:05:46. > :05:48.I think the most frustrating thing is

:05:49. > :05:52.actually how hard I've pushed myself throughout this last five years.

:05:53. > :05:54.How hard I have worked to walk, to go

:05:55. > :05:58.And I feel like I am being

:05:59. > :06:03.They've taken it away from me and now they have made it nearly

:06:04. > :06:08.I also have the steering knob up here,

:06:09. > :06:12.because I physically can't turn around a sharp corner.

:06:13. > :06:14.Becky Lewis fears she too will lose her car.

:06:15. > :06:18.Now that I can walk more than 20 metres, that means I have to hand

:06:19. > :06:29.Denying them the opportunity to reach places using

:06:30. > :06:33.a mobility car, an adapted vehicle, has got to be counter-productive.

:06:34. > :06:36.These people will become more reliant upon statutory services,

:06:37. > :06:42.But they also lose a lot of choices and

:06:43. > :06:46.So the consequence of that would be to make people prisoners

:06:47. > :06:50.Effectively putting them under house arrest.

:06:51. > :06:53.The Government is reviewing disability payments to try to save

:06:54. > :06:58.The Department for Work and Pensions said decisions are for

:06:59. > :07:00.PIP made after considering all the evidence from the claimant

:07:01. > :07:09.People leaving them the disabilities scheme are eligible for a one-off

:07:10. > :07:12.When you've got millions of people applying for

:07:13. > :07:15.it and living with all kinds of different physical and mental and

:07:16. > :07:17.psychological conditions, you do need to draw some rules and

:07:18. > :07:24.Leah Debus is now planning to appeal.

:07:25. > :07:28.Simon, some Conservative MPs have criticised their own Government

:07:29. > :07:30.today, saying the whole system of payments for disabled people

:07:31. > :07:40.Yes, and it has caused a huge row and that is after a tribunal ruled

:07:41. > :07:43.that someone who can make a journey because they are suffering from

:07:44. > :07:47.severe anxiety should be treated the same as somebody who cannot make a

:07:48. > :07:53.journey because they are visually impaired. It is not the changes --

:07:54. > :07:56.these changes could affect 160,000 people and the Government reckon

:07:57. > :08:00.that could add ?4 billion to the welfare bill at a time they are

:08:01. > :08:04.trying to bring it down. So it will be a big problem for the Work and

:08:05. > :08:08.Pensions Secretary who is the Ashford MP, Damian Green. He was

:08:33. > :08:35.Plans for lifeguards to be stationed at a popular beach in East Sussex

:08:38. > :08:41.Rother District Council has set aside more than ?50,000

:08:42. > :08:43.to fund the service at Camber Sands, near Rye.

:08:44. > :08:45.Our reporter Charlie Rose joins us from Bexhill Town Hall,

:08:46. > :08:47.where that meeting has just got started.

:08:48. > :08:49.Charlie, families of the men who drowned say they believe

:08:50. > :09:02.a lifeguard service would have saved their lives.

:09:03. > :09:07.Ever since those tragic events of last summer, the families of those

:09:08. > :09:10.who died have always demanded action and the people I spoke to in camber

:09:11. > :09:16.Sands this afternoon also the lifeguards would be a good idea.

:09:17. > :09:20.This meeting at the Bexhill Townhall has already got under way and a few

:09:21. > :09:23.moments ago, I spoke to some councillors who showed up for the

:09:24. > :09:29.meeting and I asked if the plans were going to be approved and they

:09:30. > :09:32.said they thought so. This is one of the two men who lost their lives

:09:33. > :09:40.last July. He died after attempting to rescue this man, a Brazilian,

:09:41. > :09:45.after he got into difficulty as camber Sands. In August, tragedy

:09:46. > :09:52.struck again and five more men drowned. Six months a windy winter's

:09:53. > :09:55.day and few are venturing onto this speech. Tonight, plans could be

:09:56. > :10:04.approved to fund a lifeguard service here in the summer. I think that

:10:05. > :10:10.will be an excellent idea. I come from Cornwall where we have lots of

:10:11. > :10:15.accidents in DC. I grew up there. And therefore, I know how quickly

:10:16. > :10:18.everything changes. There hasn't been an accident like this for a

:10:19. > :10:24.while, but it could happen at any time and the best way to prevent it

:10:25. > :10:27.is to please lifeguards here. If approved, there would be 15

:10:28. > :10:32.lifeguards with eight on duty at any given time. Ever since those five

:10:33. > :10:38.young men died last August, their relatives have demanded action. It

:10:39. > :10:43.is unbelievable. I'm shocked and angry, you get 25,000 people a day

:10:44. > :10:49.or something, and these five kids have died. Young, healthy people.

:10:50. > :10:52.They were good swimmers, too. So for them to just get under the water

:10:53. > :10:58.like this and died... Some people say it was a riptide. But if there

:10:59. > :11:04.had lifeguards there, but could be saved. The District Council set

:11:05. > :11:08.aside more than ?50,000 to fund a potential lifeguard service and has

:11:09. > :11:16.begun. Now, the RNLI lifeboat service has already got the help of

:11:17. > :11:19.two lifeguard supervisor is to put together a recruitment and training

:11:20. > :11:23.programme down at camber Sands and the services they are looking to

:11:24. > :11:26.offer a quality team and put together a quality team of

:11:27. > :11:28.lifeguards down that they're ready for the summer.

:11:29. > :11:30.The train drivers union Aslef will resume talks with Southern Rail

:11:31. > :11:33.They're trying to resolve an ongoing dispute

:11:34. > :11:34.over the introduction of driver-only operated trains.

:11:35. > :11:37.A deal struck between union bosses and the rail company was rejected

:11:38. > :11:41.The RMT union, which represents guards,

:13:32. > :13:36.billowing into her house. She knocked on the door and saw a man

:13:37. > :13:41.who had burnt hair and burns on his arms as well. He said somebody was

:13:42. > :13:46.trapped inside and the emergency services arrived and found him, but

:13:47. > :13:50.he was then declared dead at the scene. Another remains in hospital

:13:51. > :13:53.and tonight, 838-year-old man in police custody on suspicion of

:19:29. > :19:31.campaign off with a real bang. The media officer for Crawley town

:19:32. > :19:37.football club suffers severe pain for months before his diagnoses,

:19:38. > :19:41.following the surgical procedure that showed he had testicular

:19:42. > :19:47.cancer. As soon as I heard the word, everything else became a blur.

:19:48. > :19:50.Nothing went in. He was given the numbers and say now is going to do

:19:51. > :19:59.the CT scan tomorrow and the blood tests, this that and the other. Alex

:20:00. > :20:03.is raising money now. This former Arsenal striker also had the

:20:04. > :20:06.condition. It was life changing, because the reaction I have got,

:20:07. > :20:11.you're not going to forget it. I will not forget how I felt when I

:20:12. > :20:17.was diagnosed and how I felt on Saturday and I will not forget this.

:20:18. > :20:24.It is a life changing thing. Colleagues on the club are being

:20:25. > :20:34.very supportive. He comes in, always happy, head held high. It's easy to

:20:35. > :20:40.forget. He's always in good mood. And always good to have around. How

:20:41. > :20:48.many people are affected by testicular cancer? In 2014, 2500 men

:20:49. > :20:55.were diagnosed with it. 60 of those died. Survival rates beyond a decade

:20:56. > :20:59.have risen to 98%. Alex says he's been promised more than 50 citations

:21:00. > :21:05.from clubs across the Football League. Their aim is to raise 5000

:21:06. > :21:09.-- thousands of pounds for cancer sufferers. Tomorrow, he will cut his

:21:10. > :21:15.hair short and next week, he begins chemotherapy treatment.

:21:16. > :21:19.A year of cultural partnerships charting the links between Britain

:21:20. > :21:23.and India is being launched by the Queen at Buckingham

:21:24. > :21:25.Palace this evening and there'll be a starring

:21:26. > :21:29.People in the Kent town will be taking part

:21:30. > :21:30.in the Silk River project, celebrating the relationship

:21:31. > :21:34.between communities living by the Thames

:21:35. > :21:36.and those living by the Hooghly, a 160-mile long river

:21:37. > :21:40.in Eastern India, that passes through the city of Kolkata.

:21:41. > :21:51.They may be separated by 5,000 miles, by language and lifestyle,

:21:52. > :21:53.but Gravesend on places like Kolkata in India both lie beside

:21:54. > :21:57.great waterways which have both brought them

:21:58. > :22:13.In Gravesend, the links between continents run deeper still.

:22:14. > :22:17.A gurdwara is a place of worship for the Sikh faith.

:22:18. > :22:21.Not in the heart of the Indian subcontinent,

:22:22. > :22:24.but in the middle of Gravesend and my guide is the borough's first

:22:25. > :22:31.We've got roughly 7,000-10,000 Sikhs here.

:22:32. > :22:36.Some come to worship daily, some come on Sundays

:22:37. > :22:45.Because this is one of the largest outside of India, so a lot

:22:46. > :22:50.of people will cross the country to visit here.

:22:51. > :22:52.It's a holy place but also offers education and practical

:22:53. > :22:56.help, including as part of the Sikh culture,

:22:57. > :22:58.food cooked daily for anyone who needs it.

:22:59. > :23:01.It will be a key venue in this year's events to

:23:02. > :23:10.I think it is a true testament to community

:23:11. > :23:13.links and cohesion and we've done so well here.

:23:14. > :23:16.The community are so accepting of us and we

:23:17. > :23:22.Many Indians who live in Kent, they feel as British as they

:23:23. > :23:29.As a project about rivers in India and here, no finer

:23:30. > :23:31.example, we would argue, that that of

:23:32. > :23:39.features of Kent that perhaps many of us take for granted.

:23:40. > :23:40.The experience of journeying along the river

:23:41. > :23:42.portrayed in art, film and photography

:23:43. > :23:45.will be at the heart of

:23:46. > :23:49.At the moment, we are at the planning

:23:50. > :23:51.stage, so there are opportunities for everyone to get involved.

:23:52. > :23:54.Schools, residents, community groups, it is about throwing all of

:23:55. > :23:57.the ideas into the pot of what we have would like to create

:23:58. > :24:02.People along this river in Kolkata will be

:24:03. > :24:28.What an extraordinary day! But he won't get much better I'm afraid. It
