:00:37. > :00:44.should never have happened because he/she did never have been --

:00:45. > :00:49.because he should never have been flying over it. They are still

:00:50. > :00:58.remembered bifocal clubs. Footloose but fraudulent -

:00:59. > :01:07.the woman who enjoyed luxury cruises while claiming disability benefits

:01:08. > :01:09.- is jailed. Eastbourne residents take

:01:10. > :01:11.to the polls to vote on whether to sell off thousands

:01:12. > :01:14.of acres of the South Downs. And a welcome return -

:01:15. > :01:17.a John Singer Sergeant portrait painted 100 years ago

:01:18. > :01:26.in Kent returns home. good evening. I'm standing on the

:01:27. > :01:30.wooden toll bridge which sits between the A27 and the landing

:01:31. > :01:33.lights, the runway lights of Shoreham airport, couple of hundred

:01:34. > :01:39.yards away from the crash scene where on the 22nd of August, 2015,

:01:40. > :01:45.11 men were killed, and here we have a simple memorial stone listing the

:01:46. > :01:48.names of all 11 men. Waiting patiently for the 18 months since

:01:49. > :01:51.the crash happened, the friends and family of those men have been

:01:52. > :01:57.waiting to find out just what went wrong that they. And now we know,

:01:58. > :02:01.the report has been published, which found the aircraft was going to blow

:02:02. > :02:07.and too slow to pull out a bit stunt in time and there is criticism for

:02:08. > :02:17.the organisers of the airshow -- was going too low. They did not know

:02:18. > :02:25.what the pilot was planning to do. We now look into the findings of the

:02:26. > :02:30.accident branch. Today, at last for their surviving friends and family,

:02:31. > :02:34.clear answers as to what went wrong. Catastrophic pilot error coupled

:02:35. > :02:38.with inadequate safety preparation, combining to create one Britain's

:02:39. > :02:43.worst airshow disasters. This has been a devastating accident. We met

:02:44. > :02:46.with the families last night to explain how our report to them and

:02:47. > :02:51.we very much hope that although of course we can't take away what

:02:52. > :02:55.happened in 2015, that we can improve safety at flying displays

:02:56. > :02:59.for the future. The report concluded that the pilot Andy Hill was

:03:00. > :03:04.permitted to conduct aerobatics at a minimum height of 500 feet and be

:03:05. > :03:08.normal technique for a bed loop manoeuvre was to enter at a speed of

:03:09. > :03:12.at least 350 knots aiming to achieve a height of three and a half

:03:13. > :03:20.thousand feet. Instead he entered at a height of just 185 feet, reaching

:03:21. > :03:22.just 2700 feet. It meant he was not able to complete the manoeuvre and

:03:23. > :03:32.he left his flight path following the line of the A27 when his plane

:03:33. > :03:36.crashed, crave -- claiming 11 lives. The key thing we are not satisfied

:03:37. > :03:40.with is the regulations surrounding air shows, they are not stringent

:03:41. > :03:44.enough and they are not enforced. The report found the manoeuvre

:03:45. > :03:49.happened above an area occupied by the public over which the display

:03:50. > :03:53.organisers had no control. And there were no safety measures in place to

:03:54. > :04:02.mitigate the impact of a crash. And you can see that there was a chain

:04:03. > :04:06.of causes that rated this tragedy. Poor regulation and preparation and

:04:07. > :04:12.poor piloting and those three is somehow all contributed to the loss

:04:13. > :04:15.of 11 innocent lives. The report now has 32 separate safety

:04:16. > :04:18.recommendations including that pilots must tell organisers exactly

:04:19. > :04:24.what manoeuvres will be carried out and wear. The displaying aircraft

:04:25. > :04:28.should be separated from the public by a sufficient distance to minimise

:04:29. > :04:33.risk of injury, and pilots should be trained in escape manoeuvres. In

:04:34. > :04:38.respect of the fatal stunt, Andy Hill wasn't. This Red Cross

:04:39. > :04:42.volunteer was given an award for her work in treating the injured at the

:04:43. > :04:47.scene. We have to make sure that no one else dies in the same way that

:04:48. > :04:51.they have died. The only way we can do that is to look at the mistakes

:04:52. > :04:59.and try to see what on earth can we do differently in the future. This

:05:00. > :05:04.is the report in its entirety. 219 pages, 18 months in the making.

:05:05. > :05:11.Answering at last what went so catastrophically wrong at the

:05:12. > :05:15.Shoreham airshow on August the 2015. Families of the victims will now be

:05:16. > :05:16.absorbing the findings as the burden of investigation is now handed over

:05:17. > :05:25.to Sussex Police. I'm joined now by Tim Loughton,

:05:26. > :05:32.MP for East Worthing and Shoreham. Given everything that has been

:05:33. > :05:35.highlighted by the AAIB report - can Shoreham ever host

:05:36. > :05:42.an airshow again? Well, a lot of things need to be

:05:43. > :05:46.addressed before that happens, and it would be a great tragedy if the

:05:47. > :05:51.airshow that has been so much part of the local community for 26 years

:05:52. > :05:56.were not to return. A lot of changes would have to be made, but this

:05:57. > :05:59.report has serious implications for the 300 airshow is up and down the

:06:00. > :06:05.country, which is why it is so important. There has been serious

:06:06. > :06:09.criticism of the way the show was organised in the past, especially

:06:10. > :06:12.over the fact the organisers did not have control of the airspace where

:06:13. > :06:15.the aircraft was flying and they had not carried out risk assessments.

:06:16. > :06:20.They did not actually know what the pilot was planning on doing and

:06:21. > :06:24.where he was going to do it. Yes, that has clearly come out of the

:06:25. > :06:27.report as to who actually owned the risk and what risk assessments there

:06:28. > :06:32.were and what were followed and what the pilot told the flight

:06:33. > :06:37.organisers. That is disappointing, the person in control of this

:06:38. > :06:39.airshow for some years, very senior pilot from the Civil Aviation

:06:40. > :06:43.Authority himself, and I no safety is absolutely critical, but clearly

:06:44. > :06:50.things were not done that should have been done, and the changes will

:06:51. > :06:53.have to happen in the future for Shoreham or any other airshow in the

:06:54. > :06:55.future, so many questions have been addressed in this report but we need

:06:56. > :07:01.answers from those people responsible. You have spoken to the

:07:02. > :07:06.families over the last 18 months, what would they like to see happen?

:07:07. > :07:10.The next age, the police need to decide if there is a criminal

:07:11. > :07:14.prosecution to be had -- the next stage. And whether it could stand up

:07:15. > :07:18.in court. They have waited 18 months and that is justified because of the

:07:19. > :07:21.detail and hard work that has gone into the report, and quickly now we

:07:22. > :07:24.need a response from the police as to whether there will be a

:07:25. > :07:27.prosecution and if not, that needs to be very transparently and very

:07:28. > :07:31.fully explained to everyone and after that the coroner can go on

:07:32. > :07:37.with her important work. Eventually the families can get some sort of

:07:38. > :07:42.closure from this whole tragedy. Tim Loughton, thanks for joining us. We

:07:43. > :07:44.must not forget that at the heart of the investigation is the fact that

:07:45. > :07:50.11 men died that day. Matthew Grimstone was 23 -

:07:51. > :07:53.a footballer, he was travelling to a match with his friend

:07:54. > :07:56.Jacob Schilt who was also 23 - they both played

:07:57. > :07:58.for Worthing United. 24 year old Matt Jones aged 24

:07:59. > :08:03.was a personal trainer - he was sharing a car with 23 year

:08:04. > :08:07.old builder Daniele Polito. 53 year old plane enthusiast

:08:08. > :08:09.Mark Reeves had ridden his motorcycle to the edge

:08:10. > :08:12.of Shoreham Airport to take photos. 26 year old Richard Smith

:08:13. > :08:14.was going for a bike ride on the South Downs,

:08:15. > :08:16.along with his friend 76 year old Maurice Abrahams

:08:17. > :08:22.was a chauffeur - he was on his way to pick up a bride

:08:23. > :08:27.on her wedding day. Tony Brightwell, age 53,

:08:28. > :08:29.was an aircraft enthusiast - he'd actually learned to fly

:08:30. > :08:33.at Shoreham airfield. Mark Trussler was 54

:08:34. > :08:35.and thought to have been Retired engineer Graham Mallinson

:08:36. > :08:45.was 72, and a keen photographer. Juliette Parkin now reports on how

:08:46. > :08:48.the families of those killed - and members of the local community

:08:49. > :08:51.affected by the tragedy, have been Remembering those

:08:52. > :08:57.who lost their lives. The tragedy of August 2015

:08:58. > :08:59.will forever be part of this Shoreham community,

:09:00. > :09:03.but today at least, some answers. Certainly, the families have waited

:09:04. > :09:08.with great patience and I think the community has waited

:09:09. > :09:10.with great patience too. I think everyone concerned

:09:11. > :09:13.wanted to be sure the As the report's findings

:09:14. > :09:17.were revealed today, people in the town gave

:09:18. > :09:21.us their reaction. Obviously it has confirmed people's

:09:22. > :09:23.worries about the airshow. Because I think they've

:09:24. > :09:27.always been there. I've got a feeling there won't be

:09:28. > :09:33.another airshow in Shoreham. I might be wrong, but I

:09:34. > :09:35.can't see it happening. Because it would just bring

:09:36. > :09:37.memories back again. It's still in everybody's minds

:09:38. > :09:47.and hearts, and even the football They are still carrying the memory

:09:48. > :09:51.of people affected by it. Two of their players,

:09:52. > :09:54.Matthew Grimstone and Jacob Schilt, died in the crash on their way

:09:55. > :09:57.to a match. We wear their names on our kit

:09:58. > :10:00.so they will always be remembered First of all, they

:10:01. > :10:03.were superb players. Shortly after the disaster,

:10:04. > :10:10.Shoreham's toll bridge became a focal point for an outpouring

:10:11. > :10:13.of emotion from the surrounding One local artist was

:10:14. > :10:17.so moved by what he saw, What touched me the most

:10:18. > :10:23.was the community coming together, I just wanted to paint a picture

:10:24. > :10:32.I could give to everyone involved. Up here on the South Downs it's

:10:33. > :10:35.a popular beauty spot for walkers but nobody,

:10:36. > :10:38.it seems, can take in that view across to Shoreham airport

:10:39. > :10:41.without thinking about what happened on that day in August 2015,

:10:42. > :10:44.and remembering those There was such a feeling of love

:10:45. > :10:55.and support for those who had lost But I think there's still

:10:56. > :11:03.that massive support One whose history's been

:11:04. > :11:07.changed by a tragic event And she joins me from

:11:08. > :11:18.Shoreham town centre now. Juliette - do people in the town

:11:19. > :11:30.want to see the airshow return? We've spent the day here talking to

:11:31. > :11:35.people and getting their reaction to that report and people are very

:11:36. > :11:39.divided as to whether they think an airshow should ever return to this

:11:40. > :11:43.town. Some people said they remember those years when it brought

:11:44. > :11:46.thousands of summer visitors here and other people said they were

:11:47. > :11:50.there on that day and they witnessed those awful offence and they still

:11:51. > :11:58.feel so traumatised that they never want to see an airshow here again --

:11:59. > :12:02.those awful events. The Shoreham airshow organisers said it had been

:12:03. > :12:05.an important part of the local community for 26 years and they said

:12:06. > :12:12.they had worked hard to make sure the event was safe as accessible and

:12:13. > :12:16.they say the report will require further analysis and reflection --

:12:17. > :12:23.to make sure the event was safe and successful. On everyone's mind today

:12:24. > :12:31.the people who died. I'm joined now by the

:12:32. > :12:38.Reverend Terry Stratford. It has been a long time waiting for

:12:39. > :12:49.this report. How has the town been affected? I always go back to the

:12:50. > :12:53.immediate aftermath when there was a numbness in the town, almost

:12:54. > :12:59.silence, the first few days. We've gradually worked through that. After

:13:00. > :13:05.that we moved to the first anniversary which has been gone and

:13:06. > :13:16.I think life has picked up. Life is normal. Our people angry and upset?

:13:17. > :13:20.-- are. In light of the report, I think the response is sadness with a

:13:21. > :13:28.mixture of anger. There is an element of anger. Do you think the

:13:29. > :13:32.airshow could return? My personal opinion is that I don't think it

:13:33. > :13:37.will return. I just can't see it happening. Now, I might be going

:13:38. > :13:41.against the grain, because the airshow has always been very much

:13:42. > :13:46.part of the life of Shoreham and people have looked forward to this

:13:47. > :13:52.event and participated in it. Maybe it might be better not to have it

:13:53. > :14:02.again. I don't know. We will wait and see. It is a sad situation. It

:14:03. > :14:09.is, yes. Terry, thanks for giving us your reflection. We will be back

:14:25. > :14:32.She claimed she needed oxygen to breathe and a wheelchair to go

:14:33. > :14:35.outside, but former civil servant Lisa White was enjoying luxury

:14:36. > :14:48.When investigators began to look into Mrs White's claims

:14:49. > :14:50.that she was severely disabled they found footage of her

:14:51. > :14:52.dancing around the cafe she owned in Broadstairs.

:14:53. > :14:55.Today she sobbed in court as she was jailed for 18 months -

:14:56. > :14:57.her husband got a nine month suspended sentence.

:14:58. > :15:00.This footage shows Lisa White singing and dancing.

:15:01. > :15:02.# I don't want a lot for Christmas...

:15:03. > :15:04.But qualifying for ?115 of benefits each week,

:15:05. > :15:06.she'd told the council she couldn't walk without a stick.

:15:07. > :15:09.And needed an oxygen tank to regulate her breathing.

:15:10. > :15:11.She even told them she couldn't lift kitchen equipment,

:15:12. > :15:15.but was running a cafe in Broadstairs and the

:15:16. > :15:22.To me they were a nice couple. So, yeah, I am a bit surprised.

:15:23. > :15:30.I'm amazed she didn't get caught a lot sooner, to be honest.

:15:31. > :15:41.Although living and working in Thanet, she claimed she shared

:15:42. > :15:44.a council house with her mother in south London.

:15:45. > :15:48.Greenwich Council became suspicious because her husband,

:15:49. > :15:50.who is also her carer, was registered at an

:15:51. > :15:56.Surveillance carried out by fraud investigators proved conclusive.

:15:57. > :16:00.Her husband Andrew White was found guilty of aiding and abetting,

:16:01. > :16:05.but one former neighbour claims Mrs White had been very ill.

:16:06. > :16:08.She certainly deserved to be supported, and the reason

:16:09. > :16:11.they bought this in the first instance is that he thought

:16:12. > :16:15.Mrs White was jailed for 18 months, her husband received

:16:16. > :16:18.That report by Peter Whittlesea and he joins us live

:16:19. > :16:30.The judge in this case was very critical. He said the real victims

:16:31. > :16:36.of this crime are taxpayers who pay their taxes. Yet it goes to the

:16:37. > :16:41.likes of you in benefits. He went on to say that throughout this they

:16:42. > :16:45.lived a life of luxury on a cruise and he said no doubt you have said

:16:46. > :16:56.you are immortal, but I'm not convinced, he said -- you are

:16:57. > :17:05.remorseful or. He said that everything they did was cheating.

:17:06. > :17:07.The head teachers of primary and secondary schools in East Sussex

:17:08. > :17:10.are the latest to join together to unite for more school funding.

:17:11. > :17:13.They've launched their own campaign and are looking at joining

:17:14. > :17:17.Our Education Correspondant Bryony Mackenzie has more.

:17:18. > :17:21.It's in response to government proposals to change the amount

:17:22. > :17:25.of money each school gets and savings schools need to make.

:17:26. > :17:30.All schools have to find 8% of budget cuts by 2019.

:17:31. > :17:32.So, take Uplands Community College in Wadhurst, for example -

:17:33. > :17:35.they'll have ?270,000 less in their budget

:17:36. > :17:47.That's the equivalent of losing seven teachers.

:17:48. > :17:49.Head teachers say cuts will have a big impact.

:17:50. > :17:51.We are looking at cuts to the student experience,

:17:52. > :17:53.whether that's curriculum, whether that's pastoral

:17:54. > :17:54.support, whether that's extracurricular activities.

:17:55. > :17:56.Right across the board, every single school will have

:17:57. > :17:59.to look very hard at the provision that it holds dear,

:18:00. > :18:04.that have been the cause of great pride for students.

:18:05. > :18:11.It comes at a time when the government has made huge changes

:18:12. > :18:13.to schools funding and, they say, proposed to make it

:18:14. > :18:17.Under the new funding formula, East Sussex schools would receive

:18:18. > :18:26.Overall, a rise of 2.5%, but still below

:18:27. > :18:29.the average for England, and that's the same for Kent,

:18:30. > :18:30.West Sussex, Brighton and Hove and Medway.

:18:31. > :18:35.But here's the catch - for some schools to get more,

:18:36. > :18:37.other will receive less - so even across Kent and Sussex

:18:38. > :18:41.that can be a difference of ?3,000 per pupil.

:18:42. > :18:44.Funding changes mean councils no longer control the purse strings

:18:45. > :18:50.The county council put three quarters of a million

:18:51. > :19:01.towards the transition funding because we actually appreciate,

:19:02. > :19:03.especially this year, the funding formula for schools

:19:04. > :19:08.so we are doing what we can and we will continue to work

:19:09. > :19:10.with schools in their aim which is absolutely to get a fair

:19:11. > :19:14.We're still in the consultation stage - that finishes on March 22nd.

:19:15. > :19:17.The government says the funding formula focuses on pupil need

:19:18. > :19:21.Whatever changes are finally agreed upon, they won't kick in until next

:19:22. > :19:27.Eastbourne residents have been voting on a controversial scheme

:19:28. > :19:37.The borough council wants to put 3,000 of the 4,000 acres of down

:19:38. > :19:41.It says it needs to raise money from the land

:19:42. > :19:45.Those who object have been holding protests to persuade

:19:46. > :19:47.people in the town to vote against the plan.

:19:48. > :19:57.They marched through the streets of Eastbourne on Saturday,

:19:58. > :20:01.But the council says it comes down to a straight choice,

:20:02. > :20:10.It's this farmland which is up for debate.

:20:11. > :20:14.Four farms on the Downs, covering 3000 acres.

:20:15. > :20:16.If it's sold, the council says nothing but the name

:20:17. > :20:19.of the owner would change, it would remain as farmland.

:20:20. > :20:23.Once you sell the Downs you don't know who's going to own them.

:20:24. > :20:25.It could be a Russian billionaire, for example.

:20:26. > :20:31.They could do absolutely anything with it.

:20:32. > :20:33.They could change it into a pig farm, they could change

:20:34. > :20:39.Much more intensive agricultural use.

:20:40. > :20:42.The council will retain this strip of land next to the sea,

:20:43. > :20:45.But as anyone who lives around here will tell you,

:20:46. > :20:48.coastal erosion means this area is getting smaller and smaller.

:20:49. > :20:51.For the past two weeks the people of Eastbourne have been asked

:20:52. > :20:57.to fill out this voting form and deliver it to the town hall.

:20:58. > :21:01.Option two, yes to cuts, including to the Community Grants Programme

:21:02. > :21:06.It is nice that we're given a choice, but it depends

:21:07. > :21:15.I think they should sell off so they've got a bit more money,

:21:16. > :21:22.If out of that land, they can get in the valley

:21:23. > :21:25.part affordable housing, that would be great.

:21:26. > :21:28.I mean, the council said they will not build on it,

:21:29. > :21:35.The council says multi-million pound cuts in government funding mean

:21:36. > :21:42.Losing ownership of this land is not a price worth paying,

:21:43. > :21:46.The result will be announced on Monday and the council promises

:21:47. > :21:49.it's committed to abiding by the people's vote.

:21:50. > :22:03.A portrait painted more than 100 years ago at Ightham Mote

:22:04. > :22:05.near Sevenoaks by a renowned Edwardian artist has

:22:06. > :22:09.John Singer Sargent was an American artist born in 1856.

:22:10. > :22:12.He was considered to be a leading portrait painter of his generation.

:22:13. > :22:14.As Jon Hunt now reports, the portrait's being loaned

:22:15. > :22:16.to the National Trust by an art gallery in America.

:22:17. > :22:23.It's said that you had to sandpaper your soul to sit before

:22:24. > :22:25.John Singer Sargent, such was his ability

:22:26. > :22:29.to express his subject's essential character on canvas.

:22:30. > :22:31.And the portrait of former Ightham resident Elsie Palmer

:22:32. > :22:42.And it's strange that Sargent took nearly a year and a half

:22:43. > :22:47.And yet when you see it here in the flesh,

:22:48. > :22:52.it just leaps off the frame, she's so mesmerising.

:22:53. > :22:56.Elsie Palmer was the daughter of American railway engineer

:22:57. > :23:01.General William Jackson Palmer, who founded Colorado Springs.

:23:02. > :23:04.Elsie moved to Ightham Mote with her mother and two sisters in 1887.

:23:05. > :23:08.Sargent was a great friend of the family.

:23:09. > :23:11.He was looking for commissions and Elsie was one of his first

:23:12. > :23:13.commissions, so it was very important in the

:23:14. > :23:20.And they actually have left this great bequest for everybody to enjoy

:23:21. > :23:24.Elsie Palmer was just 16 when Singer Sargent started

:23:25. > :23:32.Ightham Mote, for this teenage girl, becomes the most

:23:33. > :23:37.And it culminates, of course, in being painted

:23:38. > :23:39.by John Singer Sargent, leaving us one of the finest

:23:40. > :23:45.One of the first to see the portrait of Elsie back in Ightham Mote

:23:46. > :23:51.I have not seen her for a very long time.

:23:52. > :23:58.The portrait is on loan to Ightham Mote until the end of the year.

:23:59. > :24:13.A bit earlier than usual, it is time for the weather forecast. Rain is

:24:14. > :24:16.never far away over the weekend, similar to today, we started on a

:24:17. > :24:21.wet and windy know, much of the rain cleared, though, and although there

:24:22. > :24:27.was not much in the way of sunshine, it was a dry picture and quite mild.

:24:28. > :24:31.Temperatures in double figures. Looking towards the weekend, it will

:24:32. > :24:35.be a wet start first thing on Saturday but it brightens up and it

:24:36. > :24:40.will be feeling mild. The better day of the two, Sunday once again is wet

:24:41. > :24:46.and windy. As we go through tonight, initially it is dry, tomorrow

:24:47. > :24:50.morning, quite heavy and thundery showers, moving from the South West.

:24:51. > :24:58.As a result overnight temperatures barely changing from the daytime.

:24:59. > :25:02.Around 7-8. The rain clears and as we had through the day it should be

:25:03. > :25:06.pretty pleasant. The wind will be easing off and in the afternoon it

:25:07. > :25:16.will be mostly dry, the outside chance of an isolated shower.

:25:17. > :25:21.Temperatures, 10-11, winds easing off, make the most of it, because

:25:22. > :25:24.once again it won't be lasting. Saturday into Sunday, the cloud

:25:25. > :25:28.cover is going to be sick, it will stay blustery, once again as a

:25:29. > :25:30.result, overnight temperatures will stay quite mild -- is going to be

:25:31. > :25:37.sick. If you are up early, maybe a dry

:25:38. > :25:45.stark but it will be quickly turning wet. Heavy at times, the wind

:25:46. > :25:50.picking up, 10-11, but feeling cooler than Saturday. It will be a

:25:51. > :25:55.wet start to the day on Monday, the rain clears, and then choose day, a

:25:56. > :26:00.wet start and dry by the afternoon -- and then Tuesday. Over the

:26:01. > :26:04.weekend Saturday will be the better day.

:26:05. > :26:07.Now, let's go back to our top story tonight.

:26:08. > :26:09.The air accident investigators have published their final report

:26:10. > :26:11.into the Shoreham airshow disaster when a vintage jet performing

:26:12. > :26:13.a stunt crashed onto the A27 killing 11 people.

:26:14. > :26:16.The investigators have found the pilot - who survived -

:26:17. > :26:18.started his loop too low and too slowly.

:26:19. > :26:20.Earlier we spoke to two people who have been representing

:26:21. > :26:26.I think we very quickly need a response on the police as to whether

:26:27. > :26:30.there will be a prosecution and if not it needs to be very transparent

:26:31. > :26:34.and fully explained to everyone and then the coroner can get on with her

:26:35. > :26:40.important work. Eventually the family can get some sort of closure

:26:41. > :26:47.for this whole tragedy. I think the response would be sadness but a
