:00:00. > :00:10.Sunday it will turn called. Back to you. That

:00:11. > :00:25.Welcome to south-east today. Today's top stories. Stalked then killed,

:00:26. > :00:28.Shana Grice's ex boyfriend goes on trial accused of her motor.

:00:29. > :00:31.The Prime Minister is accused of striking a secret deal

:00:32. > :00:46.Could the Prime Minister explain the difference between a sweetheart deal

:00:47. > :00:49.and eight gentlemen's agreement? He asks is there a deal between Surrey

:00:50. > :00:58.council that is not available to other councils and the answer is no.

:00:59. > :01:10.Also 16 years after man is shot dead four men arrested. And Medway

:01:11. > :01:19.Hospital leads the way. And a world premiere of the the musical bringing

:01:20. > :01:26.the glamorous 60s Paris to the Sussex coast.

:01:27. > :01:35.Good evening. A Sussex teenager was murdered by a former boyfriend who

:01:36. > :01:41.stalked her after she ended their relationship a jury has heard.

:01:42. > :01:45.Michael Lane is accused of killing 19-year-old Shana Grice last August.

:01:46. > :01:51.Her throat had been cut and her bedroom set on fire after a series

:01:52. > :01:53.of incidents in the months before her death, the police had warned

:01:54. > :02:03.Cammack Lane to stay away from her. Shana Grice was found dead in her

:02:04. > :02:07.bed last summer. The Koran was raised after she failed to turn up

:02:08. > :02:11.for work. Today the prosecution told the packed courtroom that

:02:12. > :02:16.ex-boyfriend Michael Lane was to blame. The QC said during their

:02:17. > :02:20.relationship he stalked her, but put a tracker on her car and followed

:02:21. > :02:25.her movements. That obsession with her translated into killing her. He

:02:26. > :02:29.would not allow anyone else to be with her. Shana Grice had been in a

:02:30. > :02:35.long-term relationship with this man when she first met Michael Lane at

:02:36. > :02:39.her work and began an affair with him. Things went wrong and she

:02:40. > :02:46.complained to police numerous times. She said her car had been damaged,

:02:47. > :02:50.her hair pulled and on one occasion he had stolen her back door key and

:02:51. > :02:55.entered her bedroom at night. He was cautioned but their affair

:02:56. > :03:01.continued. They also heard that Shana Grice was fined for wasting

:03:02. > :03:05.police time. Here a pair of trainers with her blood on them were found.

:03:06. > :03:10.Mr Lane admitted they were his but says he did not put them there. He

:03:11. > :03:17.denies murdering Shana Grice. The prosecution says there is no other

:03:18. > :03:23.candidate. Claudia, the jury also heard that Michael Lane at one point

:03:24. > :03:29.denied going to Shana Grice's house on the morning of her death but then

:03:30. > :03:34.changed his mind. That is right. After a break in his interview Mr

:03:35. > :03:44.Lane said, you ain't going to believe me, in the morning I did go

:03:45. > :03:49.to shine's. He found the door was open, went in and saw her. He said

:03:50. > :03:54.she was leaning against the bed. He said there was no burning, no fire.

:03:55. > :03:58.He left. He did not call the police or ambulance. He said he panicked.

:03:59. > :04:00.He thought police would blame him. The trial is set to continue.

:04:01. > :04:03.Claudia, thank you. The Prime Minister Theresa May has

:04:04. > :04:06.been involved in angry exchanges in the Commons this afternoon over

:04:07. > :04:08.claims that her Government struck a secret "sweetheart deal"

:04:09. > :04:11.with Surrey County Council, to persuade the authority

:04:12. > :04:14.to scrap plans for a 15% It follows our exclusive story

:04:15. > :04:18.yesterday, revealing a secret recording of the council leader

:04:19. > :04:22.David Hodge, telling colleagues he'd obtained a "gentleman's agreement"

:04:23. > :04:36.from a Government minister. Our political editor is live in

:04:37. > :04:43.Westminster. Now, the Labour leader clearly did not believe his denials

:04:44. > :04:46.on this. We heard from Theresa May repeatedly denying there was a

:04:47. > :04:49.special deal, saying this was to do with business rates pilot that any

:04:50. > :04:53.council could eventually become involved in. All of this played out

:04:54. > :04:57.in Prime Minister's Questions which happens in a half-hour running up to

:04:58. > :05:01.the budget. Not quite the warm up but Government was hoping for, I

:05:02. > :05:06.think. It was a big day for the Chancellor. His first full budget.

:05:07. > :05:10.But before you could get Elizabeth dispatch boss, his boss had some

:05:11. > :05:19.tough questions to answer about the gunmen's dealings with Surrey County

:05:20. > :05:24.Council. Could the Prime Minister explain the difference between a

:05:25. > :05:33.sweetheart deal and a gentleman 's agreement. He is asking is there a

:05:34. > :05:36.deal with Surrey County Council that is not available to others and the

:05:37. > :05:42.art is no. Jeremy Corbyn was not letting go. The Prime Minister was

:05:43. > :05:45.forced to deny any deal again. If he's asking me there was any deal

:05:46. > :05:50.available Surrey which was not available to other councils the

:05:51. > :05:55.answer is no. And again. He said I didn't answer the question. I think

:05:56. > :05:58.I've answered it three times but I'll do it forth. There was no

:05:59. > :06:03.special deals are sorry not available to other councils will

:06:04. > :06:04.stop and it was all about this. A secret recording of David Hodge

:06:05. > :06:30.leaked to other this programme. David Hodge declined an interview

:06:31. > :06:36.with us today within a statement indicated his claim that Surrey's

:06:37. > :06:38.decision was theirs alone. And there had been no deal between Surrey

:06:39. > :06:43.County Council the Government. He added that he was confident the

:06:44. > :06:47.Government now understands the real pressures in adult social care and

:06:48. > :06:51.the need for a lasting solution. The right Honourable Sir Philip

:06:52. > :06:56.Hamilton. When Philip Hammond got up to deliver his budget there was

:06:57. > :07:00.certainly more for social care. I am committing additional grant funding

:07:01. > :07:05.of ?2 billion to social care in England over the next three years.

:07:06. > :07:10.But that has not put this row to bed. In the Lords this afternoon a

:07:11. > :07:16.virtual replay. Let me restate and indeed I think this was confirmed by

:07:17. > :07:19.Councillor Hodge yesterday, there is no deal, there was no question of

:07:20. > :07:23.special arrangements for Surrey, they are subject to the same rules

:07:24. > :07:26.as every other local authority. It looks like this parliamentary game

:07:27. > :07:31.of Deal or no Deal could run for a while yet. That is what has been

:07:32. > :07:37.happening today. Today I'm joined by Michael Fallon, this doesn't look

:07:38. > :07:41.good. Having a Prime Minister on the back foot coming having to

:07:42. > :07:44.repeatedly deny special deals with the council. It wasn't a special

:07:45. > :07:48.deal but what is important about today is the Chancellor has come up

:07:49. > :07:53.with extra mine out for social care to help get people out of hospital,

:07:54. > :07:56.back into kayak either in error homes or elsewhere, and reduce the

:07:57. > :08:03.pressure on our hospitals will stop that is going to happen in Surrey,

:08:04. > :08:07.it is available for Kent, for all councils. ?2 billion between about

:08:08. > :08:13.hundred and 50 councils, that isn't going to go very far. It's going to

:08:14. > :08:17.help. Some councils are very good at dealing with this issue, getting

:08:18. > :08:21.people out of hospital after operations quickly enough to be able

:08:22. > :08:25.to care for them outside, other councils need to raise their

:08:26. > :08:30.performance and this only will help. Do we have any idea how it will be

:08:31. > :08:34.distributed and targeted? It will be targeted above all at those councils

:08:35. > :08:37.that are not doing as well as the council is doing this best. That is

:08:38. > :08:40.good news and I'm pleased the Chancellor has found the extra

:08:41. > :08:45.money. It comes on top of the budget where he is found extra money to

:08:46. > :08:49.help councils that have higher rates bills for example and indeed more

:08:50. > :08:52.money for school places. So that is extra money, you say there is no

:08:53. > :09:03.special deal but many people will be thinking does every council have the

:09:04. > :09:06.ability to get past directly to Downing Street? Every council has

:09:07. > :09:12.been a feature participate in new pilot schemes and access new

:09:13. > :09:15.funding. Overall, for the Southeast, has this been a good budget? There

:09:16. > :09:21.have been games on business rates but there has been some consistent

:09:22. > :09:29.set tax the self-employed. What you say? Overall it's good. He's managed

:09:30. > :09:33.to find extra money for those faced with higher rates bills, there will

:09:34. > :09:40.be more relief, pubs will have special protection against rates

:09:41. > :09:49.increases. There is more money for school places. Lots of good things.

:09:50. > :09:55.Many things all round. Thank you Michael Fallon. So many things in

:09:56. > :09:56.the budget today but whether the row over Surrey will die down, we will

:09:57. > :10:05.have to wait and see. Coming up in a moment our three

:10:06. > :10:06.schools are forming an academy trust to fend off the threat of a

:10:07. > :10:11.takeover. Four men have been arrested

:10:12. > :10:14.in connection with a murder in Kent Leonard Naylor was shot several

:10:15. > :10:20.times on the driveway of his home in Istead Rise,

:10:21. > :10:32.near Gravesend, in 2001. At the time Kent Police said he had

:10:33. > :10:36.been the victim of a professional hit man. The men arrested were

:10:37. > :10:37.picked up in Essex in the early hours of this morning.

:10:38. > :10:39.Leonard Naylor was gunned down in broad daylight,

:10:40. > :10:41.his murder 16 years ago stunned people in this quiet

:10:42. > :10:51.But today more than a decade and a half later a

:10:52. > :10:55.Four men arrested in connection with this, one of Kent's

:10:56. > :10:58.Neighbour Fay Miller was just 14 at the time.

:10:59. > :11:00.I remember going up and running upstairs and looking out the

:11:01. > :11:03.window and seeing a dead body on the floor.

:11:04. > :11:06.So it's quite a big relief just because you don't expect that

:11:07. > :11:11.Obviously, sometimes you think that things have been forgotten and

:11:12. > :11:14.Leonard Naylor had just returned home from visiting his

:11:15. > :11:17.father when he was shot on his driveway, here.

:11:18. > :11:21.The suspect's getaway car later found burned out

:11:22. > :11:26.Ken Tappenden is a former Kent Police Commander.

:11:27. > :11:29.Someone in that little process would have been hurt

:11:30. > :11:33.or aggrieved and they bear grudges, they harbour grudges.

:11:34. > :11:38.And, eventually, of course they come out of the woodwork and there

:11:39. > :11:42.Equally, as you know, DNA now has taken on much, much

:11:43. > :11:44.different in the way of perspectives.

:11:45. > :11:46.You could have got something out of that burnt out van

:11:47. > :11:49.that you wouldn't have got 16 years ago.

:11:50. > :11:52.It's not yet known what led to the arrests.

:11:53. > :11:54.Police would not comment on this afternoon, but it is

:11:55. > :11:56.understood three men from Essex continue to be questioned.

:11:57. > :12:00.A fourth man from East London has been

:12:01. > :12:06.He was remanded in custody today to appear at Maidstone Crown

:12:07. > :12:26.We heard from one neighbour in your report is there. What other reaction

:12:27. > :12:32.has there been? I've spoken to a number of people this afternoon and

:12:33. > :12:36.many have said the same thing, which is that although this happened some

:12:37. > :12:40.16 years ago this was something you simply never forget. This was the

:12:41. > :12:46.day that this quiet street was turned into a crime scene, the day a

:12:47. > :12:50.man was shot dead on his doorstep. One neighbour told me we are just so

:12:51. > :12:53.pleased that at last something positive has happened. Thank you.

:12:54. > :12:55.A Romanian doctor who pleaded guilty to possessing indecent images

:12:56. > :12:58.of children and extreme pornography, has been jailed for four months

:12:59. > :13:01.and placed on the sex offenders register for seven years.

:13:02. > :13:04.Yowan Boila claimed he was travelling to the UK

:13:05. > :13:06.for an NHS job interview when he was stopped

:13:07. > :13:22.He was sentenced yesterday at Canterbury Crown Court. Two men have

:13:23. > :13:29.been arrested on suspicion of murder on discovery of a body in Tunbridge

:13:30. > :13:30.Wells. It was found in a car park close to the railway station

:13:31. > :13:38.yesterday morning. In recent years the Medway Maritime

:13:39. > :13:44.Hospital has been making headway 's rule the wrong reasons, having gone

:13:45. > :13:49.into special measures amid concerns over high rates of patient

:13:50. > :13:52.mortality. But now is maternity staff have won an award for

:13:53. > :13:59.excellence for preventing injury during childbirth. In the UK almost

:14:00. > :14:04.6% of mothers suffer tearing. That has been really reduced to just 1%

:14:05. > :14:08.in Medway. Staff there now giving advice to colleagues across the NHS.

:14:09. > :14:14.And is one of around 5000 babies born every year

:14:15. > :14:19.But for her mum, Tanya, the birth was more tricky when she

:14:20. > :14:21.suffered an injury during childbirth, an injury commonly

:14:22. > :14:27.As soon as they said, "Oh, I've had quite a big tear,

:14:28. > :14:30.I'll have to go to theatre to have an operation," then

:14:31. > :14:36.Then straightaway, I was thinking, "Oh, what's the pain

:14:37. > :14:42.Because they were all so reassuring, I trusted them.

:14:43. > :14:45.I think that's just what put me at ease straightaway.

:14:46. > :14:50.Doctors at the Medway Maritime Hospital used

:14:51. > :14:55.to see around 5% leading to what are called perineal tears.

:14:56. > :14:58.Now that number is down to just 1% and alongside some

:14:59. > :15:00.simple educational tools, there are also some pretty simple

:15:01. > :15:03.techniques to help mother, baby and doctor.

:15:04. > :15:06.So position, making sure that women are as upright when they're

:15:07. > :15:08.delivering as possible, coach, it's about good

:15:09. > :15:11.rapport with the woman, good eye contact, building up that

:15:12. > :15:14.relationship of trust so she's slowing down the pushing,

:15:15. > :15:17.And then speed, it's just about controlling the speed

:15:18. > :15:22.Just a very light hand on the head to judge the speed

:15:23. > :15:25.that the head is coming out, but also just stop it

:15:26. > :15:29.Medway is one of only three hospitals across the country to

:15:30. > :15:31.While their numbers have been dropping,

:15:32. > :15:33.across the rest of the country the number of injuries

:15:34. > :15:37.For many clinicians and patients, the issue

:15:38. > :15:44.It's quite a difficult topic to talk to women about.

:15:45. > :15:55.More importantly, it's the impact of this injury that

:15:56. > :16:00.Women do not like to talk about it when they have problems, but I think

:16:01. > :16:02.more importantly, clinicians are afraid to broach the subject.

:16:03. > :16:05.And Medway are now talking to other hospital trusts about their success.

:16:06. > :16:08.And over a little light lunch, Tanya tells me her experience

:16:09. > :16:14.at Medway was so positive that she is keen to have another child.

:16:15. > :16:16.You look at everything you went through at the hospital,

:16:17. > :16:30.That's why I would do it again, I think.

:16:31. > :16:38.This is our top stories tonight. Teenager Shana Grice was killed by

:16:39. > :16:43.her former boyfriend who stalked her after she ended their relationship a

:16:44. > :16:50.jury has heard. Also into night's programme. We need to do some thing!

:16:51. > :16:55.What we need is a stiff drink! I'd kill for a dry martini! Bringing a

:16:56. > :17:00.slice of 60s glamour to Sussex with a new musical. And it's been a

:17:01. > :17:04.cloudy wet day today but it has stayed miles. Dry weather is back

:17:05. > :17:11.tomorrow and I'll have the details later.

:17:12. > :17:18.The process of turning schools into academies has become big business

:17:19. > :17:21.with the largest multi-Academy trust now controlling dozens of schools

:17:22. > :17:29.with tens of thousands of pupils. Headteachers of three schools have

:17:30. > :17:31.been so determined not to be swallowed up by a large chain

:17:32. > :17:38.without connections the community they have decided to form their own

:17:39. > :17:41.trust. They say it will ensure they remain masters of their own destiny.

:17:42. > :18:00.He was our special report. Joining up education between schools

:18:01. > :18:04.in a rural Kent town. These three headteachers are making it happen.

:18:05. > :18:09.We wanted to be in charge of our own destiny. We knew that by working

:18:10. > :18:12.together we could build trust that was the trust we wanted to build as

:18:13. > :18:16.a group of schools coming together in partnership and not something

:18:17. > :18:22.that would be imposed on us. Because at any time any school can become

:18:23. > :18:27.vulnerable. Only schools rated and requiring improvement have two

:18:28. > :18:33.Academy eyes. The division here is seen as counter-productive. That can

:18:34. > :18:37.be quite isolating as a teacher. With your planning and everything.

:18:38. > :18:42.There is now we're working together there is such close collaboration

:18:43. > :18:49.between all of us. The three schools are all in a mile and a half radius

:18:50. > :18:53.of each other. A total of 2698 pupils are taught at schools in the

:18:54. > :18:58.trust and that means children have linked up education in the town from

:18:59. > :19:03.ages four to 19. What works for one school does not work for another.

:19:04. > :19:08.This school in Hastings was taken over by a multi-Academy trust and

:19:09. > :19:14.made rapid improvements. But parents down the road at this school in

:19:15. > :19:20.Hastings are fighting a takeover by the same multi-Academy trust, said

:19:21. > :19:25.it does not reflect their ethos. But parents here seem to like the idea

:19:26. > :19:31.of sharing facilities and expertise. I think is like a business. If you

:19:32. > :19:38.have a business that has offices in three locations if they don't talk

:19:39. > :19:42.to each other they don't succeed. We have so many children here and it

:19:43. > :19:47.brings us together as a community. Better scrutiny of trust is being

:19:48. > :19:59.called for. This place is keeping its eye on the ball.

:20:00. > :20:03.They Sussex Theatre is being transformed into a glamorous 60s

:20:04. > :20:10.French nightclub this evening as it hosts the world premiere of a new

:20:11. > :20:13.musical Paris Snow. It's being performed in Saint Leonards by

:20:14. > :20:16.professional actors and singers or based on the local area. Its

:20:17. > :20:22.producers hope success could lead to a West End run. Our reporter is in

:20:23. > :20:30.Saint Leonards. So we're being asked to imagine you're in Paris.

:20:31. > :20:35.Certainly, this wonderful former cinema in Saint Leonards is the

:20:36. > :20:40.perfect kind of cabaret bar feel to it for this show that is set in

:20:41. > :20:44.Paris in the 1960s. The cast, you can see them here warming up for the

:20:45. > :20:55.first night just an hour away, they could pretty much have walked to

:20:56. > :21:01.work to write. They all hate each other, why did we go wrong? And what

:21:02. > :21:08.happened to our gay Parisien romance? Curtain up is just an hour

:21:09. > :21:15.away of these performances are rehearsing for the last time. Paris

:21:16. > :21:21.Snow is a remarkable achievement, brought to the stage by

:21:22. > :21:25.professionals in the area. What was incredibly gratifying and humbling

:21:26. > :21:31.was I don't think anyone I asked who I wanted to be involved said no. And

:21:32. > :21:35.why not here? Why go to London, to the West End? Why not have something

:21:36. > :21:43.really amazing here as well? We can created because we have the talent.

:21:44. > :21:54.# It's time to stop this masquerade #.

:21:55. > :21:58.It's a rich vein. Like this leading lady, who was a professional opera

:21:59. > :22:08.opera singer. I thought it was too good an opportunity to miss. I'm

:22:09. > :22:12.proud to be part of something new. This man has had a long career on

:22:13. > :22:18.the West End stage but this is in his own backyard. I saw it and I

:22:19. > :22:23.thought wow this is exciting. Particularly here, where we are, to

:22:24. > :22:28.put something so bold on. And it is a new venture for this singer

:22:29. > :22:35.songwriter whose career goes back to the 70s.

:22:36. > :22:42.# And I know now I need you to be near me for all-time #.

:22:43. > :22:46.It's feast and famine, it really is. But I feel privileged I have managed

:22:47. > :22:50.to survive in music and carry on doing what I love. If you could
