:01:07. > :01:11.There are fresh calls for the MP for South Thanet Craig Mackinley

:01:12. > :01:13.to resign over his 2015 election spending.

:01:14. > :01:17.It comes after the Electoral Commission fined the Conservative

:01:18. > :01:21.Party ?70,000 for "significant failures"

:01:22. > :01:24.The report also found issues with Tory spending in the 2014

:01:25. > :01:33.In South Thanet, Mr Mackinley narrowly beat Ukip's Nigel Farage.

:01:34. > :01:36.Tonight the Ukip leader of Thanet District Council said

:01:37. > :01:38.there should now be a by-election in the seat.

:01:39. > :01:42.Our political editor Helen Catt reports.

:01:43. > :01:49.After more than a year of investigating Craig Mackinlay's

:01:50. > :01:52.campaign a conclusion from the election's watchdog. The

:01:53. > :01:57.Conservatives it appears understated how much they spent. I think perhaps

:01:58. > :02:02.now the world will realise what we have been looking at from more than

:02:03. > :02:09.two years, we were stood at times I gassed on street corners looking at

:02:10. > :02:15.what was happening and people being bussed in -- we stood shop on street

:02:16. > :02:23.corners. In the end of course it has not come out and at least the

:02:24. > :02:28.justice has been served. The Tories spent ?15,000 putting up senior

:02:29. > :02:34.figures at this hotel. A crack team dies owing to fight Ukip nationally.

:02:35. > :02:39.With Nigel Farage as a South Thanet candidates, some help fight them and

:02:40. > :02:44.the Electoral Commission said some of the cost should have been put

:02:45. > :02:49.down to Craig Mackinlay's campaign. It is damaging because we know at

:02:50. > :02:52.the local level campaigns matter and parties get advantages by spending

:02:53. > :02:57.money and having volunteers and that is why we have local spending limits

:02:58. > :03:01.and so if parties break those limits they are potentially gaining an

:03:02. > :03:08.advantage and that is obviously serious. The report also looked at

:03:09. > :03:12.another key Ukip and Tory battle in Kent, the 2014 by-election in

:03:13. > :03:16.Rochester and Strood. It found tens of thousands of pounds spent on

:03:17. > :03:21.hotels were not attributed to the candidate's campaign. Back in

:03:22. > :03:26.Ramsgate these people were unsure how much spending could affect the

:03:27. > :03:31.outcome. I always felt the very different parties spend a different

:03:32. > :03:35.money and they spend the money, I do not think it is the same amount

:03:36. > :03:41.whether. Whether it would make a difference for Nigel Farage... I

:03:42. > :03:46.remember a pretty big presence compared to the other parties. I

:03:47. > :03:51.would not have thought anything about spending or capital or

:03:52. > :03:56.anything like that. For Ukip's it is clear cut. I have been seen Craig

:03:57. > :04:00.Mackinlay should resign for some time but he takes no notice but now

:04:01. > :04:04.maybe he will now have two. Craig Mackinlay has declined to comment.

:04:05. > :04:06.So what does the Electoral Commission report into election

:04:07. > :04:07.spending reveal about the South Thanet campaign?

:04:08. > :04:11.Well the Conservatives ran up a bill at one Ramsgate hotel of over

:04:12. > :04:14.national party expenses, but some of it should have been

:04:15. > :04:15.listed in Craig Mackinlay's candidate expenses.

:04:16. > :04:18.There was also a Margate hotel bill of almost ?4000 -

:04:19. > :04:23.that was completely omitted from all Conservative declarations.

:04:24. > :04:26.And the report shows this is important because Mr Mackinlay's

:04:27. > :04:29.candidate expenses listed in the run up to his election came in at less

:04:30. > :04:40.than ?200 below the amount he was allowed to spend.

:04:41. > :04:42.Quite clear rules about how that spending should be apportioned

:04:43. > :04:45.between the national spending return and the candidate spending return.

:04:46. > :04:47.What we found here is that the spending had been purely

:04:48. > :04:50.put to the national spending return but there was evidence that activity

:04:51. > :04:59.had taken place specifically supporting the local candidate.

:05:00. > :05:03.Helen, this will raise voters' concerns about the practices

:05:04. > :05:16.What happens next? The Conservatives pay a fine. Kent Police are also

:05:17. > :05:20.investigating and will need to decide if there's anything for a

:05:21. > :05:26.criminal charge. If you follow that you could end up with a rerun of the

:05:27. > :05:30.election here but just omitting or not including spending on its own is

:05:31. > :05:34.not enough for a criminal charge so this is not a given. Speaking to

:05:35. > :05:37.people earlier there was this illusion about politicians. Last

:05:38. > :05:43.month we reported questions raised about the Ukip situation although

:05:44. > :05:49.Ukip say they are sure they fully complied with all the rules. The Lib

:05:50. > :05:53.Dems were fine for election spending nationally, Labour were as well.

:05:54. > :05:57.Even though the scale of the 45 is bigger all these things do nothing

:05:58. > :06:04.to help the public perception of trust in politicians. -- even though

:06:05. > :06:07.the Conservative fine was better. -- beggar.

:06:08. > :06:10.It's emerged that a doctor who was sacked from the East Surrey Hospital

:06:11. > :06:12.in 2014 for carrying out treatments which harmed 27 patients

:06:13. > :06:15.may have also benefitted financially from leasing a piece of equipment

:06:16. > :06:17.to the hospital which he then used on his patients.

:06:18. > :06:21.Paul Miller was sacked in 2014 after it was found that he used

:06:22. > :06:26.a new procedure without following proper clinical controls.

:06:27. > :06:30.Charlie Rose has our exclusive report.

:06:31. > :06:36.Paul Miller was sacked over concerns about his treatment of cancer

:06:37. > :06:39.patients. In a new report more issues have emerged surrounding his

:06:40. > :06:44.work at the hospital. Particularly over the use of a laser leased from

:06:45. > :06:49.a company he was connected to. The allegations being raised, if they

:06:50. > :06:54.are found to be true it is deeply concerning this was allowed to take

:06:55. > :07:03.place over such a long period of time and checked. The report raised

:07:04. > :07:07.the fact that numerous people were told about what was going on or at

:07:08. > :07:13.least they should have had enough information to investigate further

:07:14. > :07:16.and that was not done. The document reveals Mr Miller leased a laser to

:07:17. > :07:22.the hospital from a company at which he was a director to treat patients.

:07:23. > :07:27.It says experts and the treatment of high intensity focused ultrasound,

:07:28. > :07:34.as experimental but there were concerns over the promotion of this

:07:35. > :07:37.treatment, with Mr mother apparently manipulating patient relationships

:07:38. > :07:40.for personal gain. The hospital commissioned the Independent report

:07:41. > :07:44.to look into how it responded to issues raised about his work.

:07:45. > :07:48.Patients and their families I spoke to did not want to appear on camera

:07:49. > :07:54.but one prostate cancer patient who was treated by Mr Miller in 2007

:07:55. > :07:58.believes the treatment made him impotent. It told me he received no

:07:59. > :08:02.warning about the possible consequences of the treatment. He

:08:03. > :08:05.said he was not aware Mr Miller was concerned with the company at least

:08:06. > :08:11.the machines and said he wonders if he was being experimented on.

:08:12. > :08:15.Speaking in 2014, Judith's father was among those treated by Paul

:08:16. > :08:20.Miller. John Beaumont had prostate cancer and died at the hospital in

:08:21. > :08:24.2008. His doctors said she had nothing but praise for Doctor

:08:25. > :08:29.Miller. I thought he was charming, always had time for you, always

:08:30. > :08:34.polite, a lovely man. I said to my dad every time we came out, what a

:08:35. > :08:36.lovely man. In a statement Paul Miller said any allegations

:08:37. > :08:38.contained in the new report have not been substantiated.

:08:39. > :08:43.And you've spoken to Paul Miller today, what did he have to say?

:08:44. > :08:50.Paul Miller sent me a full statement. He said this confidential

:08:51. > :08:53.report was prepared to look at the trust's clinical governance

:08:54. > :08:57.procedures and he says the draft report was prepared without and was

:08:58. > :09:02.given limited opportunity to comment before it was finalised. He said the

:09:03. > :09:06.allegations within have not been substantiated and he said I believe

:09:07. > :09:09.the treatment recommended were in the patient's' best interests but

:09:10. > :09:12.naturally I am very sorry if any patients were happy with the

:09:13. > :09:19.treatment I provided. He. He said he cannot comment further at this time.

:09:20. > :09:23.We trust that commissioned the report were also criticised. They

:09:24. > :09:26.said, improvements have since been made and regrets historic per

:09:27. > :09:32.practice research -- lead to patients not receiving the best care

:09:33. > :09:33.and they apologise to any affected patients.

:09:34. > :09:36.In a moment, the Brighton charity sending mobile operating theatres

:09:37. > :09:45.Restoring the old line between Robertsbridge and Bodium has

:09:46. > :09:48.been a labour of love for the Rother Valley Steam Railway.

:09:49. > :09:51.Today their dream came a step closer when they were given planning

:09:52. > :09:57.But the new track will go across the A21 -

:09:58. > :09:59.which means a new level crossing needs to be installed.

:10:00. > :10:05.Local businesses have reacted angrily to the news,

:10:06. > :10:08.saying it makes no sense to slow traffic down on the main road

:11:11. > :11:15.and that marks the spot that has caused this controversy. The A21 has

:11:16. > :11:19.been having a huge revamp in the Tunbridge Wells area and it has been

:11:20. > :11:23.investment in Hastings, too. For the trains to pass there would need to

:11:24. > :11:33.be a level crossing stopping traffic for nearly eight minutes at a time,

:11:34. > :11:36.something that local businesswoman sees no logic in. -- one minutes at
