:00:08. > :00:09.Welcome to South East Today, I'm Natalie Graham.

:00:10. > :00:13.A loving mother, adored by her husband -

:00:14. > :00:14.tributes to Debbie Masters, who died after being

:00:15. > :00:22.I was talking to some other people who actually

:00:23. > :00:24.know them that live down there and

:00:25. > :00:27.they were in tears this morning and everybody is going down

:00:28. > :00:34.40 junior doctors are set to be removed from a Kent hospital

:00:35. > :00:37.amid concerns that patient safety is being compromised.

:00:38. > :00:39.We'll be live in Canterbury with the details.

:00:40. > :00:42.The council leader accused of doing a sweetheart deal

:00:43. > :00:45.with the Government survives a vote of no confidence.

:00:46. > :00:48.The first state visit to a state school -

:00:49. > :00:50.how a secondary in Sussex made history with a delegation

:00:51. > :01:04.And there were spitfires over the White Cliffs of Dover -

:01:05. > :01:16.a special fly-past to mark Dame Vera Lynn's centenary.

:01:17. > :01:20.The mother of three boys who died after being hit by a car

:01:21. > :01:25.on Battle High Street has been named as Debbie Masters.

:01:26. > :01:28.Her family said this evening she was "a loving wife and mother,

:01:29. > :01:31.who was adored by her husband, and will be missed forever."

:01:32. > :01:33.A special fundraising campaign has been set up to help

:01:34. > :01:37.Sussex Police are investigating reports that the 34-year-old woman

:01:38. > :01:42.driving the car may have been under the influence of alcohol

:01:43. > :01:55.Debbie Masters of battle this right by her family as a loving wife and

:01:56. > :01:59.mother. She was well known and loved in this small Sussex town which now

:02:00. > :02:04.was to reach out and help the family she has left behind.

:02:05. > :02:09.I think it is horrible, knowing that three kids have lost their mum and

:02:10. > :02:17.let's hope their dad fights wrote all. They need their dad mainly now.

:02:18. > :02:21.They live a few doors down from us. Her husband, her three children, I

:02:22. > :02:22.saw them all the time. The shopkeeper says she used to bump

:02:23. > :02:25.into the family most days. I was talking to some

:02:26. > :02:29.other people who actually know them that live down

:02:30. > :02:31.there and they were in tears this morning

:02:32. > :02:39.and everybody is going down Debbie Masters died after her car

:02:40. > :02:44.collided with her and her family on Sunday. Her two children were

:02:45. > :02:48.treated for minor injuries, husband was seriously hurt. -- three

:02:49. > :02:54.children. They are a better getting reports that the driver may have

:02:55. > :02:56.been under the influence of alcohol. The primary school will be

:02:57. > :03:04.supporting pupils in a special assembly tomorrow. While the

:03:05. > :03:08.children are here, they are children and we feel that connection very

:03:09. > :03:12.strongly and it is certainly fair to say it is had a big impact on the

:03:13. > :03:17.staff here who are really coming to terms with such a shock. A special

:03:18. > :03:20.service of prayer will be held at Saint Mary's church on Sunday and

:03:21. > :03:26.Nicky Moody support fund is being set up so people can help the

:03:27. > :03:31.family. -- a community. So they can express in a practical way back and

:03:32. > :03:36.concern and give something to the family to bring support and their

:03:37. > :03:42.needs over the weeks and months ahead. -- care. Mrs Masters family

:03:43. > :03:43.say she was adored by her family and will be missed forever.

:03:44. > :03:53.Jon, what's the latest on the police investigation?

:03:54. > :04:01.Earlier today, Sussex Police say the 34-year-old driver of the black

:04:02. > :04:05.beetle that crashed into the cafe head was still in hospital and they

:04:06. > :04:09.are awaiting the results of blood analysis. They are appealing for any

:04:10. > :04:14.witnesses who have any information to come forward. Meanwhile, a

:04:15. > :04:17.petition has been started here in Battle, some businesses and

:04:18. > :04:20.residents have big concern, they say, about the speed that some

:04:21. > :04:25.traffic comes through her and also the state of parking along the

:04:26. > :04:29.narrow high Street. They say they have been warning for some time that

:04:30. > :04:30.it was only a matter of time before a serious crash occurred.

:04:31. > :04:31.Thank you. In a controversial move,

:04:32. > :04:34.more than 40 junior doctors are being withdrawn from a kent

:04:35. > :04:36.hospital, amid concerns that patient Health Education England has

:04:37. > :04:41.requested the removal of more than half of the Kent

:04:42. > :04:44.and Canterbury's trainee doctors, because of a shortage of permanent

:04:45. > :04:50.consultants who oversee training. The trust has written

:04:51. > :04:52.to all its inpatients, to reassure them that there will be

:04:53. > :04:56.no immediate changes to their care. But campaigners are deeply

:04:57. > :04:58.concerned that it will mean an end to emergency care -

:04:59. > :05:01.and will lead to the ultimate Our health correspondent

:05:02. > :05:05.Mark Norman reports. In the next 12 weeks,

:05:06. > :05:08.more than half of all the junior doctors in

:05:09. > :05:09.this hospital in Canterbury

:05:10. > :05:12.will be removed. Removed by Health Education

:05:13. > :05:14.in England who say that doctors aren't being trained

:05:15. > :05:16.properly and are not So, it is a difficult issue

:05:17. > :05:22.for us to deal with. Of course it is, making changes

:05:23. > :05:24.to hospital services What is really important

:05:25. > :05:30.is that we run safe services today, we need to make changes in how we do

:05:31. > :05:36.it going forward to ensure that we continue

:05:37. > :05:39.to provide good care to our patients Health Education England

:05:40. > :05:43.are responsible for overseeing all They told us today that

:05:44. > :05:48.in Canterbury, there aren't enough consultants

:05:49. > :05:50.to supervise the role. That 42 out of 76 trainees

:05:51. > :05:56.at the hospital will be removed and that it will affect

:05:57. > :06:04.about 50 patients a day But how does a hospital run with 55%

:06:05. > :06:08.fewer junior doctors? Some inpatient services,

:06:09. > :06:10.such as heart, move to either Margate or Ashford

:06:11. > :06:14.but the trust insists patients will It will mean that some services,

:06:15. > :06:23.a very small percentage of services do move to one

:06:24. > :06:28.of the other sites. at some point in the future

:06:29. > :06:32.to continue that excellence but most importantly the education

:06:33. > :06:34.of those junior doctors. However, for more than a decade,

:06:35. > :06:36.campaigners locally have fought to keep services

:06:37. > :06:39.at the Kent and Canterbury and some fear that the trust are planning

:06:40. > :06:41.to downgrade or possibly even close

:06:42. > :06:43.the hospital and they are What are we going to have left

:06:44. > :06:47.there is nothing and we are not going to have

:06:48. > :06:49.a hospital in Canterbury, This might be pre-consultation,

:06:50. > :06:53.this might be temporary but if they manage to bring them

:06:54. > :06:55.back, and they don't know how they are going

:06:56. > :06:56.to employ consultants when they have

:06:57. > :06:59.got a hospital with nothing there, So I think the long-term

:07:00. > :07:03.thing of east Kent hospitals at the moment

:07:04. > :07:06.all the Kent and Canterbury is nil. And campaigners tell

:07:07. > :07:08.me they're planning another march through Canterbury

:07:09. > :07:10.to argue their case. Health Education England say

:07:11. > :07:13.the temporary changes to services Well, let's cross

:07:14. > :07:17.live to Mark Norman. After today's announcement,

:07:18. > :07:25.how reassured will patients The trust has spent all day

:07:26. > :07:29.insisting that patients will receive the best possible care and that care

:07:30. > :07:32.will be safe. I have spoken to the Royal College of nurses, they have

:07:33. > :07:36.some concerns because nurses will have to remove along with the junior

:07:37. > :07:40.doctors. They are not sure of the details. There was a meeting here at

:07:41. > :07:43.the hospital this morning, I am told that some people quite upset that

:07:44. > :07:46.the changes but there with the determination to see this through.

:07:47. > :07:51.Campaigners have said to me this evening they had one big question,

:07:52. > :07:55.why are there not enough consultants at the Kent and Canterbury Hospital?

:07:56. > :07:58.They say no one is being called to account that they want answers to of

:07:59. > :07:59.those questions. Thank you.

:08:00. > :08:02.?10 million and rising - Southern Rail passengers start

:08:03. > :08:09.to benefit from a new compensation scheme for disruption.

:08:10. > :08:13.An attempt to oust the leader of Surrey County Council over

:08:14. > :08:16.an alleged "sweetheart" funding deal with the government has failed.

:08:17. > :08:22.A motion of no confidence in David Hodge was called

:08:23. > :08:31.after he backtracked on a proposal to raise council tax by 15%.

:08:32. > :08:33.This programme exclusively revealed a secret recording of the council

:08:34. > :08:35.leader telling colleagues he'd obtained a "gentleman's agreement"

:08:36. > :08:39.Shortly afterwards the authority set the tax rise at 4.99% rise instead,

:08:40. > :08:43.Our political editor Helen Catt reports.

:08:44. > :08:46.It was the backroom row that became embarrassingly public for the

:08:47. > :08:52.Could the Prime Minister explain the difference

:08:53. > :08:56.between a sweetheart deal and a gentleman's agreement?

:08:57. > :09:00.In the substance of what he's asking is,

:09:01. > :09:03.has there been a particular deal with Surrey County Council that is

:09:04. > :09:11.Today, the man who caused his leader to squirm

:09:12. > :09:16.The Chancellor has just announced billions of extra

:09:17. > :09:28.funding for social care, only weeks after the local

:09:29. > :09:29.government financial settlement was made final.

:09:30. > :09:35.Would that have been achieved if we hadn't had

:09:36. > :09:38.set out such a strong case for investment or if we hadn't made

:09:39. > :09:41.sure social care stayed in the headlines?

:09:42. > :09:46.In Surrey, he faced down a vote of no-confidence in his leadership.

:09:47. > :09:50.Liberal Democrat opponents pointed to miss sent text messages which

:09:51. > :09:53.sparked rumours of a sweetheart deal and to a secret recording leaked to

:09:54. > :10:13.I think it has been very damaging to Surrey's

:10:14. > :10:17.reputation, there have been numerous damaging headlines about Surrey

:10:18. > :10:25.County Council in the media and I think talk of secret deals and

:10:26. > :10:30.gentleman's agreements, that doesn't put Surrey in a good light.

:10:31. > :10:32.In the end, his fellow councillors backed

:10:33. > :10:39.His future, it seems, secured, though he didn't

:10:40. > :10:41.want to speak to us this evening after the meeting.

:10:42. > :10:43.This was Surrey's last full meeting before elections

:10:44. > :10:50.As several councillors observed this morning, that is when

:10:51. > :10:53.we will get the final verdict on this episode from the voters.

:10:54. > :10:56.Helen Catt, BBC South East Today, Kingston.

:10:57. > :10:59.There's more in-depth coverage and analysis of today's meeting

:11:00. > :11:09.The RNLI is to provide lifeguards on Hastings beaches

:11:10. > :11:14.Following an agreement with Hastings Borough Council,

:11:15. > :11:17.the charity will introduce three lifeguard stations at Pelham beach

:11:18. > :11:23.Lifeguards have previously operated on beaches in the area,

:11:24. > :11:26.but the service was run by the local council and supported

:11:27. > :11:31.The RMT Union has announced it will push back it's latest strike

:11:32. > :11:34.action to allow for fresh talks with Southern Rail in the ongoing

:11:35. > :11:38.dispute over the safety of driver-only operated trains.

:11:39. > :11:48.RMT members were due to go on strike for 24 hours on the 4th of April

:11:49. > :11:51.but will now strike instead on Saturday 8th April -

:11:52. > :11:55.An RMT spokesman said the issue of safety is "fundamental"

:11:56. > :11:57.and must be "addressed at the negotiating table".

:11:58. > :11:59.Twins, whose bodies were found at the White Cliffs of Dover

:12:00. > :12:01.on New Year's Day, had rucksacks containing the ashes

:12:02. > :12:03.of their dead parents, an inquest has heard.

:12:04. > :12:06.A coroner said Muriel and Bernard Burgess,

:12:07. > :12:08.who were 59 years old, had been struggling to come to terms

:12:09. > :12:13.with their parents' deaths, particularly their mother's in 2014.

:12:14. > :12:16.The siblings fell more than 200ft in an area known

:12:17. > :12:24.An innocent man who panicked or a lying manipulative killer.

:12:25. > :12:28.The question jurors have been told they now have to answer in the trial

:12:29. > :12:31.of a man accused of murdering Sussex teenager Shana Grice.

:12:32. > :12:33.The 19-year-old's throat was cut at her home

:12:34. > :12:38.Her former boyfriend Michael Lane is accused of stalking, then killing

:12:39. > :12:43.Today the jury has been hearing closing speeches from both

:12:44. > :12:48.the prosecution and defence - as Sara Smith reports.

:12:49. > :12:52.Michael Lane doesn't deny being at Shana Grice's flat on the morning

:12:53. > :12:56.she was murdered but he says she was already dead when he arrived.

:12:57. > :12:58.He admits lying to police on his arrest

:12:59. > :13:01.but his defence counsel told the jury today

:13:02. > :13:05.that was because he was panicked and terrified by the

:13:06. > :13:07.conclusion that police would and did jump to.

:13:08. > :13:10.There was, said his counsel, no direct evidence of his

:13:11. > :13:12.involvement, it was all circumstantial.

:13:13. > :13:22.But the prosecution asked the jury to decide if this

:13:23. > :13:25.really was an innocent man who was panicked or a lying,

:13:26. > :13:28.He told a friend Shana would pay for leaving him.

:13:29. > :13:31.She did, it was said, with her life at his hands.

:13:32. > :13:35.She was found dead, her throat cut at the flat she had shared with

:13:36. > :13:38.Michael Lane had stolen a key to her home and put

:13:39. > :13:43.Several times she had reported him to police for

:13:44. > :13:46.stalking but on one occasion had been given a penalty notice herself

:13:47. > :13:51.The judge told the jury this case had given

:13:52. > :13:55.rise to a great deal of emotion and that they would need cool heads.

:13:56. > :13:57.They weren't there, he said, to like or dislike

:13:58. > :13:59.Michael Lane or take a personal view

:14:00. > :14:04.about Shana Grice's behaviour, but to take an objective

:14:05. > :14:18.Sara Smith, BBC South East Today, Lewes Crown Court.

:14:19. > :14:21.It's coming up to quarter to seven, this is our top story tonight:

:14:22. > :14:24.Debbie Masters was "a loving wife and mother, who was

:14:25. > :14:26.adored by her husband, and will be missed forever."

:14:27. > :14:29.Tributes paid to the 37-year-old who died after being hit by a car

:14:30. > :14:32.Police are investigating why the car mounted the pavement.

:14:33. > :14:36.A day later than planned there were blue skies and Spitfires

:14:37. > :14:43.over the white cliffs of Dover for Dame Vera Lynn's centenary.

:14:44. > :14:48.It was a bright, breezy and chilly day today. Bring back again for

:14:49. > :14:50.tomorrow. I will have the details for you in the forecast a little

:14:51. > :14:52.later in the programme. If you have a story you think

:14:53. > :14:54.we should be covering on South East Today,

:14:55. > :14:57.we'd like to hear from you. You can call us on 0345 300 37 47,

:14:58. > :15:00.or send us an e-mail to We are also on Facebook or you can

:15:01. > :15:13.tweet us, @bbcsoutheast. Thousands of Southern Rail season

:15:14. > :15:16.ticket holders have been paid a total of more than ?10 million

:15:17. > :15:19.in compensation over the past three months

:15:20. > :15:23.for delays to their services. The Government blames

:15:24. > :15:24.the disruption on poor performance by the operator -

:15:25. > :15:27.and industrial action More than 40,000

:15:28. > :15:31.passengers have applied for refunds as part

:15:32. > :15:33.of the new one-off But tonight many commuters said it's

:15:34. > :15:41.all too little too late. I have had the letters

:15:42. > :15:44.saying that I am due a compensation amount

:15:45. > :15:49.on my annual season ticket and I followed

:15:50. > :15:52.the instructions but nothing has It's not easy, that

:15:53. > :15:55.is why I never claim. Because I think the process

:15:56. > :15:57.takes longer and I would rather have an

:15:58. > :16:02.operator that runs the trains as they should be run,

:16:03. > :16:05.you know, it's very frustrating Well our reporter Amanda Akass

:16:06. > :16:11.is outside Lewes station for us now. Amanda, the government

:16:12. > :16:27.could still end up paying out a lot Yes, that is right. This is a

:16:28. > :16:34.one-off government funded scheme designed to payback commuters a cost

:16:35. > :16:39.of two among's worth of travel, in recognition of what is described as

:16:40. > :16:44.unprecedented disruption on the services. Destruction that led to

:16:45. > :16:48.the cancellation of up to 60,000 services due to a combination of

:16:49. > :16:52.poor performance by Southern, problems on the track and that

:16:53. > :16:57.industrial action. The government estimated 84,000 commuters could be

:16:58. > :17:01.eligible for this was not so far, 40,000 have claimed. They had paid

:17:02. > :17:05.back ?10 million at the moment. That could grow a lot further and people

:17:06. > :17:11.have until the end of April to put those claims in. That is all about

:17:12. > :17:14.the disruption from 2016 but as the 2017, the transport select committee

:17:15. > :17:17.have been asking the wrong minister if there is any chance the scheme

:17:18. > :17:21.will be extended for this year as well. -- rail minister.

:17:22. > :17:24.At the moment, given the absence of industrial action which is making

:17:25. > :17:26.it impossible to run an adequate service, I'm not aware of any

:17:27. > :17:29.proposals to continue this beyond the 30th of April

:17:30. > :17:35.but obviously we can't see into the future.

:17:36. > :17:40.It really is the future of disruption which is the question in

:17:41. > :17:44.the minds of all the commuters here this evening. The are empty and

:17:45. > :17:48.Southern holding fresh talks but we do know they are still planning to

:17:49. > :17:53.have strike action on the 8th of April. -- are empty. It is not clear

:17:54. > :17:56.yet if there is an end to all that destruction we are seeing. Amanda,

:17:57. > :18:04.thank you very much. -- disruption. St Catherine's College in Eastbourne

:18:05. > :18:07.has become the first state school in East Sussex to teach its pupils

:18:08. > :18:10.Mandarin - and today they enjoyed a special visit from Chinese

:18:11. > :18:12.officials to inspire the students. Mandarin is the official

:18:13. > :18:14.language of China - spoken by around a billion people,

:18:15. > :18:17.making it the most although most people

:18:18. > :18:26.only use 3,000-4,000. That compares with 26 characters

:18:27. > :18:29.in the English alphabet. And researchers have

:18:30. > :18:31.found that people who speak Mandarin use both sides

:18:32. > :18:34.of their brain to understand it. So as Lauren Moss reports -

:18:35. > :18:36.it should equip the Eastbourne pupils with some useful skills

:18:37. > :18:50.for the future. Learning about Chinese culture and

:18:51. > :18:57.traditions. The new School programme being rolled out at St Catherine's

:18:58. > :19:02.College. Annie is one of those leading the programme. Our children

:19:03. > :19:04.might not go to China but the Chinese are definitely coming in

:19:05. > :19:08.here, there is a massive tourist industry. I think there will be

:19:09. > :19:16.properly more and more industries that liaise with China so it is a

:19:17. > :19:19.massively brilliant opportunity. By becoming a completion of cotton,

:19:20. > :19:24.learning Chinese philosophy, Mandarin will be on the school

:19:25. > :19:31.curriculum from September. People can understand China deeper with

:19:32. > :19:36.language learning. I believe this is very important long term. Some

:19:37. > :19:40.campaigners say that deeper understanding must also include

:19:41. > :19:43.China's current political situation. Lastly, a group of lawyers and human

:19:44. > :19:50.rights activists were detained by state police. Children in the UK
