:00:07. > :00:13.Terror at Westminster. Schoolchildren from Kent

:00:14. > :00:18.and Sussex get caught up in a day of chaos and fear

:00:19. > :00:23.in central London. We will be hearing from our

:00:24. > :00:25.political correspondent Helen Catt at the scene and our

:00:26. > :00:28.reporter Yvette Austin who is outside the Herstmonceaux Sussex

:01:05. > :01:08.parked lorries. Drivers are warned they

:01:09. > :01:10.now face a ?70 fine. And the remarkable, inspiring

:01:11. > :01:12.story of Adam Francis, the kent soldier who lost both legs

:01:13. > :01:14.in Afghanistan, now At least two people have died

:01:15. > :01:27.after a knifeman brought terror to the heart of Westminster,

:01:28. > :01:29.mowing down pedestrians then stabbing a policeman

:01:30. > :01:32.who has now died - before He was shot several times

:01:33. > :01:45.by police marksmen. A woman who was hit by the vehicle

:01:46. > :01:49.on Westminster Bridge has died and several others have

:01:50. > :01:52.suffered "catastrophic injuries". It's emerged that schoolchildren

:01:53. > :01:54.from Kent and Sussex were in Westminster at the time,

:01:55. > :01:57.a group of primary school children from Herstmonceux Church

:01:58. > :02:24.of England Primary School. what did you see this afternoon? The

:02:25. > :02:33.first thing we saw was lots of people shouting and police officers

:02:34. > :02:37.running. Then a number of shots rang out, and then people started hiding

:02:38. > :02:42.behind the pillars of the Colonnade and it became apparent there was a

:02:43. > :02:48.serious incidents going on and we were able to get out and into the

:02:49. > :02:51.main part, but at the moment, we were in lockdown and that about 2000

:02:52. > :02:59.people in Westminster Hall at the moment. The police are carrying out

:03:00. > :03:03.a investigation. Won must be an extraordinary atmosphere. A lot of

:03:04. > :03:11.tension and straightforward in certainty about what is going on? It

:03:12. > :03:18.is a very subdued atmosphere and the belligerent to find out what has

:03:19. > :03:22.taken place. The staff at the magnificent and people with medical

:03:23. > :03:26.conditions are being looked after. People just want to find out what is

:03:27. > :03:30.going to be happening. They have no idea yet understandably so as to how

:03:31. > :03:33.long this will take, but it's an inconvenience but nothing compared

:03:34. > :03:47.with the horror that has befallen some people today. Thank you.

:03:48. > :03:53.Helen, some of our MPs actually witnessed the attack?

:03:54. > :03:58.Normally at this time on Wednesday, we would be Binky the latest on what

:03:59. > :04:04.our local MPs have been doing in parliament, the questions they were

:04:05. > :04:10.asking all that. But what started on Westminster Bridge behind me at

:04:11. > :04:14.2:40pm this afternoon, reports of a car collided with a number of

:04:15. > :04:17.pedestrians. After that, an attacker going on with a knife to Parliament

:04:18. > :04:23.and stabbing a police officer. Earlier, I caught up with a van

:04:24. > :04:30.driver from Sittingbourne who went to the bingo that bridge. His finest

:04:31. > :04:38.along there now. I had been pulled onto Westminster Bridge, I could see

:04:39. > :04:44.people lying down and then the SWAT team turned up and asked us to

:04:45. > :04:50.abandon our vehicle and move away. How many people did you see lying on

:04:51. > :04:53.the floor? There was a lady laying on the pavement at their entry to

:04:54. > :04:59.the bridge, convert the must of been about five more people further

:05:00. > :05:01.along. There has been a lot of confusion as are the houses of

:05:02. > :05:07.parliament today as more and more detail has emerged. We know the

:05:08. > :05:11.police are treating this as a terrorism investigation for the

:05:12. > :05:15.moment at least. Also, very sad news this afternoon that the police

:05:16. > :05:22.officer who was stabbed by an attacker has also died. I'm standing

:05:23. > :05:25.yards from new Scotland Yard. The leader of the Lib Dems study and

:05:26. > :05:27.said it was heartbreaking, and I imagine many of our local MPs will

:05:28. > :05:29.feel the same. Thank you. Well, a school party of 15 children

:05:30. > :05:32.from Herstmonceux Church of England Primary School

:05:33. > :05:34.in Hailshamare were in lock down with teachers in Westminster

:05:35. > :05:37.when the terror attack was underway. Well let's cross live

:05:38. > :05:39.to the school and speak What have the school had

:05:40. > :05:53.to say this evening? The children are all aged between

:05:54. > :05:57.seven and 11. They were in London with tee-macro members of staff and

:05:58. > :06:03.volunteer helper. They were in it Westminster to help up -- learn

:06:04. > :06:09.about Parliament and autism are caught up in this incident and a

:06:10. > :06:11.lockdown which happened. I know these children where the

:06:12. > :06:16.Parliamentary education Centre which is the opposite end of the palace to

:06:17. > :06:19.where the incident happened. That was fortunate. It was also fortunate

:06:20. > :06:27.the headteacher learned quickly that they were safe. Immediately we knew

:06:28. > :06:31.that the children were safe. And since then, we have been a continual

:06:32. > :06:37.communication with the member of staff responsible for the trip and

:06:38. > :06:45.we are just very, very grateful and thankful that they are OK. I've been

:06:46. > :06:49.here for a a few hours and it has been very tense. There's been a

:06:50. > :06:52.meeting, and they have been learning about what has happened today and I

:06:53. > :06:56.had confirmation that it was some relief about half an hour ago that

:06:57. > :07:01.the children had been let out and were being guided with the police to

:07:02. > :07:03.the railway station and will be making their way home as planned on

:07:04. > :07:08.the train, but late. Thank you. The former boyfriend of Shana Grice,

:07:09. > :07:11.Michael Lane, has been found It took jurors just two hours

:07:12. > :07:17.to decide that the obsessed stalker cut her throat in her bedroom last

:07:18. > :07:20.August. He denied involvement

:07:21. > :07:23.all the way through the trial, despite overwhelming evidence

:07:24. > :07:24.placing him at the scene. Tonight, Sussex Police have

:07:25. > :07:27.apologised to Shana Grice's family for the way they handled her

:07:28. > :07:35.situation in the months She repeatedly reported his

:07:36. > :07:43.disturbing behaviour, but they gave HER a fixed penalty notice

:07:44. > :07:45.for wasting police time. The force now faces

:07:46. > :07:53.an investigation. One day after Shana Grice's murder

:07:54. > :08:01.and Michael and is being interviewed by police. Tell me what happened to

:08:02. > :08:08.her. I don't know. A fortnight later, another lie. Her bedroom door

:08:09. > :08:12.was open and she was on the floor. Trying to suggest he found her dead.

:08:13. > :08:18.But the real story was when he went to her flat that morning, it was him

:08:19. > :08:23.who slit her throat. Shana Grice was brutally murdered in our own home by

:08:24. > :08:28.Michael Lane. He had become obsessed with her and could not accept that

:08:29. > :08:31.she did not want to be with him. Shana Grice had reported Michael

:08:32. > :08:37.into the police several times. Kincora. He had followed her, put a

:08:38. > :08:41.tracker in her car and soul of the keys to her home, letting himself in

:08:42. > :08:42.while she slept. Something she confronted him about in this cold

:08:43. > :09:03.call. -- this phone call. Six weeks later, he went into her

:09:04. > :09:06.home again and killed her. This is the footprint he left behind.

:09:07. > :09:12.Bizarrely, after the medical he went to the shops to check his lottery

:09:13. > :09:15.ticket. In a statement read to the court, Shana Grice's mother said she

:09:16. > :09:19.knew instantly it was Michael Lane who had murdered her daughter and

:09:20. > :09:24.that he had been harassing, stalking pressurising her for over a year and

:09:25. > :09:27.making her life a nightmare. The police, she said, some to listen to

:09:28. > :09:32.her daughter and taken her fears seriously. The Independent Police

:09:33. > :09:36.Complaints Commission is now investigating the actions of the

:09:37. > :09:41.force. After Shana Grice's death, Michael Lane came up with a string

:09:42. > :09:46.of lies about what happened. You won't believe me, but it is up to

:09:47. > :09:47.you. Nobody did believe it. You will be sentenced tomorrow.

:09:48. > :09:51.Sara, Shana Grice's family say they believe she would still be

:09:52. > :09:54.alive if Sussex Police had listened to her fears and taken

:09:55. > :10:04.Yes, they have been in the court every day throughout this gruelling

:10:05. > :10:07.trial and today, after just two hours of deliberations, the jury

:10:08. > :10:11.came back and returned that guilty verdict. There was cheering,

:10:12. > :10:16.clapping, shouting and lots of tears. Then we heard that statement

:10:17. > :10:20.from Shana Grice's mother read out in court when she criticised the

:10:21. > :10:24.police for what she said was there in action. Then she went on to give

:10:25. > :10:28.a personal impact on the family, she said that Michael Alleyne had just

:10:29. > :10:32.killed their daughter, but ruined their lives. He had left them as

:10:33. > :10:36.mere shells of their former selves. She said, we have lost our

:10:37. > :10:42.beautiful, kind and thoughtful daughter. Michael Lane will get a

:10:43. > :10:45.life sentence for being found guilty of murder, but tomorrow, the judge

:10:46. > :10:47.will decide the minimum number of years he must spend in prison. Thank

:10:48. > :10:48.you. So Michael Lane was today convicted

:10:49. > :10:50.of Shana Grice's murder. As we've just been hearing,

:10:51. > :10:53.her family believe her death could have been prevented

:10:54. > :10:55.and Sussex Police have apologised for failing to respond more strongly

:10:56. > :10:59.to Shana Grice's concerns Stalking charities say her death

:11:00. > :11:07.emphasises the need for improved training for police

:11:08. > :11:09.to recognising stalking behaviour. Meanwhile, Sussex Police's

:11:10. > :11:11.response is the subject of an investigation

:11:12. > :11:13.by the Independent Police Michael Lane was characterised

:11:14. > :11:18.in court as a fixated stalker whose obsession with Shana

:11:19. > :11:23.Grice turned to murder. His trial laid bare how

:11:24. > :11:26.she and her friend had reported him to police on five separate occasions

:11:27. > :11:28.before he eventually killed Shana Grice at her home

:11:29. > :11:31.in Sam Taylor from

:11:32. > :11:37.Brighton was herself a victim of a terrifying

:11:38. > :11:39.stalking campaign. Potentially, she could

:11:40. > :11:44.have been saved had the risk factors,

:11:45. > :11:45.the very high risk factors in her case

:11:46. > :11:48.been identified early on and I think what happened in the case is that

:11:49. > :11:51.Michael Lane was given permission, really, by the system to just

:11:52. > :11:56.continue in his behaviour. He was given a clear

:11:57. > :11:59.message that what he Shana Grice was

:12:00. > :12:08.described as friendly, bubbly and kind, a girl

:12:09. > :12:11.who got on with everybody. Her family say the stalking

:12:12. > :12:13.made her life a nightmare. In February last year,

:12:14. > :12:22.she reported Michael Lane. In March, he was reported

:12:23. > :12:24.for allegedly assaulting Shana Grice and later denied

:12:25. > :12:26.it and was released. And in July, the month before

:12:27. > :12:28.Shana Grice was murdered, Michael Lane was reported to police

:12:29. > :12:31.on three separate occasions. He stole a key to her house and let

:12:32. > :12:34.himself into her bedroom while she The next day, she reported receiving

:12:35. > :12:41.a series of anonymous calls, then three days after that,

:12:42. > :12:44.reported she was being followed by The jury heard the police

:12:45. > :12:50.treated the incident as low The day after he crept into her

:12:51. > :12:54.bedroom, Shana Grice challenged him in a phone

:12:55. > :13:21.conversation she recorded. On one occasion when Lane

:13:22. > :13:23.was reported to police for assaulting Shana Grice, SHE was

:13:24. > :13:28.fined for wasting police time. It is very concerning,

:13:29. > :13:31.but not surprising. We hear from people every day

:13:32. > :13:35.on the national stalking helpline you say they reported the stalking

:13:36. > :13:37.behaviour to the police, but it

:13:38. > :13:39.does not seem to have been either recognised

:13:40. > :13:40.or But we know that stalking

:13:41. > :13:45.is a risk indicator of Sadly, that is exactly what came

:13:46. > :13:48.to pass on this particular Shana Grice all of relationship

:13:49. > :13:52.with Michael Lane was at times secretive though, making

:13:53. > :13:55.the examination and assessment of his behaviour even more

:13:56. > :13:57.of a challenge, according to the former chairman of the Police

:13:58. > :14:00.Federation. What they are not used and maybe

:14:01. > :14:03.knowing about is where a person becomes paranoid, when they become

:14:04. > :14:07.totally obsessed with a relationship and is very, very difficult

:14:08. > :14:11.for police officers to tell of those signs, and yet they will

:14:12. > :14:14.need to learn better. New laws to combat the stalking

:14:15. > :14:20.wage adduced in 2012. Some believe Shana Grice's murder

:14:21. > :14:23.is showing the authorities are still This is a systemic

:14:24. > :14:26.problem across the Women are still being murdered

:14:27. > :14:29.and stalking is still not The Independent Police

:14:30. > :14:32.Complaints Commission has launched an investigation into

:14:33. > :14:36.the contact between Shana Grice, Michael Lane and Sussex Police

:14:37. > :14:38.in the lead And Piers - it's very unusual

:14:39. > :14:48.for the police to issue an apology to Shana Grice's family in the way

:14:49. > :14:58.that they have? This is an extraordinary move. The

:14:59. > :15:01.IPPC has not completed its own investigation published its

:15:02. > :15:06.findings, and yet, representatives from those ex-police have still gone

:15:07. > :15:11.to see Shana Grice's from it and apologise for their shortcomings. I

:15:12. > :15:14.gather it was the Deputy Chief Constable, Bernie O'Reilly. And he

:15:15. > :15:19.said, when we looked at the circumstances leading to Shana

:15:20. > :15:23.Grice's murder, we felt we may not have done the best we could have. I

:15:24. > :15:27.understand they've now carried out a review as to how they deal with

:15:28. > :15:32.things like stalking and harassment in the hope of improving the way

:15:33. > :15:34.they do it in the future. As for the victim's family, they left us in

:15:35. > :15:40.little doubt as to the police's shortcomings. Her mother said in a

:15:41. > :15:43.victim impact statement, we firmly believe that it could've been

:15:44. > :15:45.avoided if her fears have been taken seriously by the police thank you.

:19:29. > :19:32.both legs in a bomb attack in Afghanistan and is now working as a

:19:33. > :19:37.lorry driver. And after a bright start, it has been a wet and windy

:19:38. > :19:38.day and staying that way into tonight. I'll hobble the details

:19:39. > :19:45.later. An increasing number of fines

:19:46. > :19:47.are being given to lorry drivers who park in laybys to avoid

:19:48. > :19:50.the costs of parking More than two million lorries came

:19:51. > :20:01.into Kent through Dover In that time, Kent Police

:20:02. > :20:06.have found 3,500 lorries parked illegally

:20:07. > :20:07.or dangerously. Meanwhile, Shepway District Council

:20:13. > :20:16.tonight's special report. We think you been here longer

:20:17. > :20:19.than five minutes... Clamping down on lorries

:20:20. > :20:24.illegally parked overnight. Councils throughout

:20:25. > :20:40.Kent have introduced parking restrictions

:20:41. > :20:41.for HGVs after more and more trucks

:20:42. > :20:44.pulling up near villages and They are overnight parking

:20:48. > :20:50.and constant movement of lorries 24 hours a day through a residential

:20:51. > :20:53.village, the roads are in a dreadful state and also, it's

:20:54. > :20:55.the amount of litter, rubbish and human mess

:20:56. > :20:56.they There's also a clamp-down

:20:57. > :21:09.in Dover, the main concern being clearing up

:21:10. > :21:12.after irresponsible lorry drivers. Those bags of litter

:21:13. > :21:14.on the side of the road costs the District Council,
