:00:18. > :00:21.whether government has announced a plan to ease congestion of the

:00:22. > :00:28.Dartford Crossing with a two mile tunnel east of Gravesend. This will

:00:29. > :00:31.mean getting people getting places faster, businesses delivering goods

:00:32. > :00:34.faster and more reliable commutes. It will help to ease pressure in a

:00:35. > :00:40.place that is getting worse all the time. The decision is controversial,

:00:41. > :00:44.it will cut through woodland and blight villages. It will not solve

:00:45. > :00:49.the problems of Dartford, so it is a significant thing for people in this

:00:50. > :00:54.area and beyond. Everyone has been let down. We will get reaction from

:00:55. > :01:03.our correspondence in Dartford and Gravesham. John Millen is going to

:01:04. > :01:12.jail for eight months. We meet the vintage Jaguar car

:01:13. > :01:17.restorer from Sussex, who's written what's considered

:01:18. > :01:19.the definitive manual I loved it. I'll be in my dressing

:01:25. > :01:45.of Their Finest. Tonight I'm in Dartford and again,

:01:46. > :01:48.as you can see, the Dartford area is pretty much gridlocked with traffic

:01:49. > :01:54.and today the government has announced plans, ?6 billion plans

:01:55. > :01:57.after the longest consultation of its type ever undertaken to try and

:01:58. > :02:01.ease some of the congestion problems at the Dartford Crossing. The idea

:02:02. > :02:07.is to build a two mile tunnel running under the Thames to the east

:02:08. > :02:11.of Gravesend. A major project, ?6 billion, and very controversial. It

:02:12. > :02:16.will cut through ancient woodland and across farmland and people who

:02:17. > :02:20.live along the route are saying that their lives are already blighted.

:02:21. > :02:24.What will it mean? The government says this is the best option for

:02:25. > :02:29.suiting things out. When it opens in ten year time they would say that

:02:30. > :02:31.for the half million lorries will use it every year. In a moment, we

:02:32. > :02:34.will have reaction from Gravesham. But first our Special Correspondent

:02:35. > :02:37.Colin Campbell reports on how this long awaited decision came to be

:02:38. > :02:44.made. Bumper-to-bumper congestion at

:02:45. > :02:48.Dartford Crossing this afternoon, tailbacks are a daily frustration

:02:49. > :02:50.for drivers. Until this morning, progress on an alternative also

:02:51. > :02:55.seemed slow but the government say they have decided. More and more

:02:56. > :02:59.traffic through Dartford isn't the solution, people who live there know

:03:00. > :03:03.that it is a pain already and the overwhelming view is that they want

:03:04. > :03:09.a second crossing, downstream, that can provide better alternatives to

:03:10. > :03:14.simply putting more people up this stretch of motorway. The route is

:03:15. > :03:17.going to run from M25 near North Ockendon, Crossing the age 13, and

:03:18. > :03:26.under the terms east of tills brie and Gravesend. A road will take

:03:27. > :03:31.traffic to the A2. I think it's a good idea because the Crossing is a

:03:32. > :03:36.nightmare. Dartford comes to a gridlock so I think it's a good

:03:37. > :03:40.idea. It can get really bad. I don't go near the Crossing but to get home

:03:41. > :03:44.three weeks sometimes through Dartford, it gets gridlocked. You

:03:45. > :03:48.need something, it's a good idea and it's pointless putting another one

:03:49. > :03:52.at Dartford because it will add to the congestion we have. There are

:03:53. > :03:57.fears that the new tunnel and its route are going to blight

:03:58. > :04:00.communities and the countryside. It will go through potentially green

:04:01. > :04:05.belt, ancient woodland, it will affect the country park which is a

:04:06. > :04:08.shame. There are alternatives. The government says it will make it

:04:09. > :04:13.easier for traffic to get through Kent to the Port of Dover. The

:04:14. > :04:16.option to the east of Gravesend we believe is the right one, providing

:04:17. > :04:22.70% additional capacity on that part of the road, it will add resilience

:04:23. > :04:27.to the road network because it will provide an eternity of route. This

:04:28. > :04:32.company in Essex welcomed the news as it would make their job easier.

:04:33. > :04:39.We are delighted, is the only option that would solve the congestion we

:04:40. > :04:43.have the get to and from Kent. The slightest bit of wind on the bridge

:04:44. > :04:46.or a problem in the tunnel, the whole area is affected for three or

:04:47. > :04:51.four miles, gridlocked, literally, nothing moving. Going under and not

:04:52. > :04:55.over the Thames, the government says the new crossing will create

:04:56. > :04:59.thousands of jobs, boost the economy and reduce congestion but it's a

:05:00. > :05:02.controversial decision, facing huge opposition. Colin Campbell, BBC

:05:03. > :05:11.South East Today. A lot of people in Dartford are

:05:12. > :05:14.going to be pleased with the announcement, this traffic has been

:05:15. > :05:21.stationary close to the Dartford Crossing for about half an hour. I

:05:22. > :05:26.can talk to this chap now, Mark. How long have you been in this traffic?

:05:27. > :05:31.45 minutes. How long would it normally take you to get home? It

:05:32. > :05:35.would take five minutes to get out of here and one hour to get back to

:05:36. > :05:40.Hertfordshire but I will be here for one hour before I leave this area.

:05:41. > :05:45.Hope it is sorted out soon. Really fed up, and we're based on this

:05:46. > :05:50.estate and it affects us everyday. Good luck, hope you aren't still

:05:51. > :05:53.here when we finish the programme! Clearly there is a major problem

:05:54. > :05:56.that needs to be sorted out and that's why the announcements have

:05:57. > :06:01.been made but it isn't without its impact on the other side of the

:06:02. > :06:05.coin. Villages around the east of Gravesend, where the ?6 billion

:06:06. > :06:06.project is going to go through agent woodland and farmland and people are

:06:07. > :06:09.far from happy. Yvette Austin joins me now

:06:10. > :06:11.from the village of Chalk. Yvette, a lot anger

:06:12. > :06:20.and frustration there tonight? Yes, indeed, people were

:06:21. > :06:26.disappointed but not surprised. There were two options and whichever

:06:27. > :06:33.one was chosen, Chalk here in particular will have been affected.

:06:34. > :06:37.That is, of course, if the Dartford scheme was rejected, which it was.

:06:38. > :06:41.What will happen here at Chalk if it goes ahead as planned, this church

:06:42. > :06:50.will be cut off from the parish and many homes will be blighted.

:06:51. > :06:57.The tight-knit community of Chalk, coming together, a special Easter

:06:58. > :07:00.week service with the Bishop of Rochester in their parish hall. News

:07:01. > :07:06.that the crossing was coming frozen was broken here. Pipe in here for

:07:07. > :07:10.ten years, they built in the fields behind me and now they are building

:07:11. > :07:14.on the flood plains to the river and now they are going to put a great

:07:15. > :07:20.brick road through as well, so where has my country gone? Totally wrong,

:07:21. > :07:24.the wrong place, the wrong idea. When the tunnel is built, if it is,

:07:25. > :07:30.the problems of Dartford will still exist. The task now is to try and

:07:31. > :07:33.mitigate the effects of it as much as possible, while recognising that

:07:34. > :07:38.in terms of the wider economy, the crossing was needed. Up to six lanes

:07:39. > :07:42.in total white, the route is going to cross the Kent countryside and a

:07:43. > :07:47.popular golf course, passing within a few hundred yards of homes as it

:07:48. > :07:55.stretches from the A2 to Essex. It will come across the fields we are

:07:56. > :08:02.on, just passing this Hamlet and then it goes off in this direction,

:08:03. > :08:07.between the Hamlet and the park before going down past Chalk church

:08:08. > :08:15.and under the River. Marion's historic home is blighted. The

:08:16. > :08:21.boundary of their home is an two sides of the property. It is going

:08:22. > :08:26.to affect not only me but the whole village, which is a conservation

:08:27. > :08:29.area. Highways England and Kent County Council say that it is

:08:30. > :08:33.necessary to relieve congestion at the Dartford Crossing. The

:08:34. > :08:36.consultation revealed that 50 million journeys are made per year

:08:37. > :08:42.with traffic volumes increasing and it showed that more than 300 times a

:08:43. > :08:46.year the crossing is closed, partially or fully because of

:08:47. > :08:51.incidents, after which it typically takes 3-5 hours for the roadster

:08:52. > :08:55.clear. Campaigners in Gravesham say that this will not solve the

:08:56. > :08:59.problems of Dartford because in part it will take so long to build. They

:09:00. > :09:06.have fought particularly hard over the last 12 months and a possible

:09:07. > :09:09.route going through one town has been rejected by the route is going

:09:10. > :09:19.to impact severely on the village of Chalk. The piece and tranquil T here

:09:20. > :09:22.will be something that we admire, not just for those who come to

:09:23. > :09:27.admire family graves, who come here for weddings and so on. The

:09:28. > :09:32.villagers' campaign will go on to try to ensure that the impact is

:09:33. > :09:35.felt as little as possible. The people here were not happy with the

:09:36. > :09:40.consultation, they wanted another route on the table which would have

:09:41. > :09:43.involved a long tunnel running right the way under Dartford. As things

:09:44. > :09:47.stand, they say that the route is going to take ten years to build and

:09:48. > :09:48.a new link will be needed at Dartford and another corner of

:09:49. > :10:01.countryside is being destroyed. Thank you. The man we were speaking

:10:02. > :10:05.to a moment ago has moved as far as that in the cause of the time we

:10:06. > :10:09.were hearing from Yvette. Let's talk to two people who are intimately

:10:10. > :10:12.involved in the process of how this has gone on over the last couple of

:10:13. > :10:14.years but from different points of view.

:10:15. > :10:16.Well I'm joined by Adam Holloway the MP for Gravesham

:10:17. > :10:24.From your point of view, you are delighted? Yes, this is the right

:10:25. > :10:28.decision, I don't think there's any doubt, the traffic illustrates the

:10:29. > :10:31.problem, too many vehicles, verging on one location. If we build another

:10:32. > :10:36.crossing then you are going to funnel more traffic through the same

:10:37. > :10:40.pinch point so it was right to build another Thames crossing near

:10:41. > :10:44.Gravesend. Adam Holloway, the MP for Gravesham, you disappear with that?

:10:45. > :10:50.It's disastrous for my constituents who are living locally to it. That's

:10:51. > :10:53.very bad. Hopefully there will be money to mitigate it but I'll tell

:10:54. > :10:57.you who is really disastrous fall, the people living in Dartford, who

:10:58. > :11:03.are going to use the M25 for the next 30 years because here we have

:11:04. > :11:08.an historic opportunity to fix the M25 and instead we are going to

:11:09. > :11:14.spend ?6 billion building a road which will they do -- which will do

:11:15. > :11:19.a good job for economic growth but will take less than 15% of the

:11:20. > :11:22.traffic from here. This is a scandal. When the public realise

:11:23. > :11:28.this is going on for another 30 years. I think is right that we give

:11:29. > :11:33.the motorist a choice. The reason these motorists are here is because

:11:34. > :11:39.they have no choice, we would like it soak people don't all have to

:11:40. > :11:43.funnel into the Thames here. It will take a while to be built but it will

:11:44. > :11:45.at long last given option for motorist instead of them all coming

:11:46. > :11:51.through Dartford. Thank you for joining us. The M25 will always run

:11:52. > :11:57.through Dartford. He's not a happy man! If you want to keep up-to-date

:12:03. > :12:08.A man from Kent who was responsible for an illegal waste mountain

:12:09. > :12:10.that was estimated to total 40,000 tonnes has been jailed

:12:11. > :12:18.In a prosecution brought by the Environment Agency,

:12:19. > :12:20.John Millen from Murston, near Sittingbourne, pleaded guilty

:12:21. > :12:22.to dumping the waste at the Kent site without a permit.

:12:23. > :12:31.Standing more than ten metres high, this was John Millen's unauthorised

:12:32. > :12:37.waste storage site near Sittingbourne. Full of concrete,

:12:38. > :12:41.soil, plastic and metal. He had failed to respond to warnings and

:12:42. > :12:47.requests to clear it up and so he was prosecuted. Having previously

:12:48. > :12:51.pled guilty to environmental law, he arrived at court to face his

:12:52. > :12:55.sentence. This is your chance to explain yourself? INAUDIBLE

:12:56. > :12:59.He said he would answer my questions after the hearing but he did not get

:13:00. > :13:05.a chance, the judge jailed him for eight months. The Environment Agency

:13:06. > :13:08.says that it sends a clear message. Waste crime may not be at the

:13:09. > :13:14.forefront of everyone's's mines, but it must be treated appropriately and

:13:15. > :13:18.unfortunately people decide to increase their profits by not doing

:13:19. > :13:25.that and then we will investigate and if necessary we will take it to

:13:26. > :13:27.the Crown Court. This is John Millen's former site today where

:13:28. > :13:33.more than 12,000 tonnes of waste remains. By the time the case came

:13:34. > :13:39.to the court today for sentencing, Mr Millen had managed to clear 70%

:13:40. > :13:40.of the waste on his land but the Environment Agency says the

:13:41. > :13:46.documentation for the transfer of the waste is incomplete and they

:13:47. > :13:50.don't know the whereabouts of 140 lorry loads of rubbish. Ultimately

:13:51. > :13:57.the public faces the bill to deal with Mr Millen's mess. And the

:13:58. > :14:00.transportation and disposal of the waste, its incineration, will come

:14:01. > :14:06.at a cost that could run into six figures. It's unclear who will pay

:14:07. > :14:09.for that. The council owns the land but did not respond to our in Currys

:14:10. > :14:13.-- to our enquiries. Fresh talks are to be held

:14:14. > :14:16.between the RMT and Southern Railway in a bid to resolve the year-long

:14:17. > :14:18.dispute over staffing and driver-only trains,

:14:19. > :14:20.the unions have said. The union have taken 31 days

:14:21. > :14:22.of strike action over changes A judge has been sacked

:14:23. > :14:29.for using a pseudonym to post abusive comments about cases he'd

:14:30. > :14:32.been involved in. Jason Dunn-Shaw, who worked as both

:14:33. > :14:36.a barrister and part-time judge in Kent, commented on online

:14:37. > :14:40.newspaper articles about the cases, calling one man a 'donkey',

:14:41. > :14:43.while others were labelled stupid. Tonight he claimed his

:14:44. > :14:48.account had been hacked. The mental health trust serving Kent

:14:49. > :14:51.and Medway has been rated Just two years ago it was assessed

:14:52. > :14:56.as "requiring improvement". The Care Quality Commission

:14:57. > :14:59.said Kent and Medway NHS and Social Care Partnership is now

:15:00. > :15:03.good overall and outstanding for being caring, but still has

:15:04. > :15:06.serious safety issues it Our Health Correspondent

:15:07. > :15:11.Mark Norman reports. A ward meeting at the acute

:15:12. > :15:17.inpatient unit in Maidstone. Inspectors described staff

:15:18. > :15:22.at the Kent and Medway Mental Health Trust as dedicated and committed

:15:23. > :15:25.and for their boss, achieving a good from the Care Quality Commission,

:15:26. > :15:28.is recognition of their work. There is a genuine sense

:15:29. > :15:31.of commitment, warmth and I think also an ambition now to really get

:15:32. > :15:34.things that perhaps have needed sorting out for quite a long time

:15:35. > :15:37.to where they need to be, But alongside the progress

:15:38. > :15:40.and praise, the inspectors have They describe high caseloads of work

:15:41. > :15:48.for staff affecting patient safety, accommodation and they even saw bed

:15:49. > :15:52.frames that patients could use We did escalate them to the trust

:15:53. > :15:56.during the inspection and the trust took immediate action to remedy

:15:57. > :16:00.those issues and I think we are confident that the changes

:16:01. > :16:03.would be embedded and we will go back in the near future

:16:04. > :16:05.to ensure that those For me as chief executive that's

:16:06. > :16:09.been very important, that what the CQC told us

:16:10. > :16:12.were things that we were already working on, and that's not to deny

:16:13. > :16:15.the seriousness of them. But we've got to solutions

:16:16. > :16:22.for all of them and that's Kent and Medway are one

:16:23. > :16:27.of a number of improving NHS Their boss tells me

:16:28. > :16:30.they want to be rated It's been announced

:16:31. > :16:40.that the new Lower Thames Crossing will be a two-mile tunnel

:16:49. > :16:53.star of silver screen, Gemma Arterton, whose latest movie

:17:13. > :17:15.Starting modestly in a barn near Battle in East Sussex,

:17:16. > :17:20.Chris Keith Lucas has seen his hobby of restoring cars grow

:17:21. > :17:26.into the world's leading specialist in Jaguar Sports and Racing Cars

:17:27. > :17:30.He's now written a definitive manual on the iconic D Type Jaguar car.

:17:31. > :17:33.The D Type Jag was created as a racing car in the 1950s

:17:34. > :17:36.to carry on the company's success on the track.

:17:37. > :17:41.There were only 87 produced during that time,

:17:42. > :17:55.In fact, a 1955 D-Type was sold at auction last year

:17:56. > :17:57.for ?17.5 million making it one of the most expensive

:17:58. > :18:01.by some of the world's best vintage cars.

:18:02. > :18:09.Are you enjoying yourself? I'm loving every minute, as you can

:18:10. > :18:14.imagine. Around 30, or 40 of these D Types remain in the country that we

:18:15. > :18:19.know about but unfortunately, only people with very deep pockets can

:18:20. > :18:20.afford them but thankfully, the Jaguar D Type manual is a lot more

:18:21. > :18:28.affordable. Last year was a Jaguar victory and

:18:29. > :18:36.today they won with separate Jaguars. In the Le Mans race in the

:18:37. > :18:42.1940s, Jaguar dominated the cupboard is on, the track is a place where

:18:43. > :18:47.careless talk costs lives. The leading Jaguar was driven by John

:18:48. > :18:51.Flockhart. Here in Battle, to mark the 60th anniversary of Jaguar's

:18:52. > :18:57.pioneering car, a Haynes manual has been written dedicated to the

:18:58. > :19:02.machine. It's not going to tell you how to build or repair your own D

:19:03. > :19:06.Type but it explains the thinking behind the design of it, the

:19:07. > :19:11.construction of one, and I've been fortunate enough to be able to watch

:19:12. > :19:18.one being rebuilt from the ground up. The D Type Jaguar is often

:19:19. > :19:22.described as a plane without wings, which isn't surprising because the

:19:23. > :19:27.men who designed her came from the aeronautical industry, their sole

:19:28. > :19:34.purpose was to win the 24-hour Le Mans race. Jaguar's first, second,

:19:35. > :19:40.third, fourth and sixth. # Riding along in my automobile

:19:41. > :19:43.# My baby beside me at the wheel # I stole a kiss at the turn of a

:19:44. > :19:51.mild # My curiosity running wild Chris

:19:52. > :19:55.Keith Lucas has been in the classic car business for more than 40 years

:19:56. > :20:01.and he says that the D Type is very special.

:20:02. > :20:07.In the period it was doing 0- 60 in something like 4.5 seconds, with

:20:08. > :20:12.everybody else put Lyn about in a Morris Minor. It must have been

:20:13. > :20:17.absolutely amazing to drive a car like that on the road, which you

:20:18. > :20:20.could do. No one knows how many D Types remain in existence but we

:20:21. > :20:22.know that the car's place in history has been cemented on the track and

:20:23. > :20:31.now in a book. There are many companies within a

:20:32. > :20:42.stone's throw from here to restore classic cars and business apparently

:20:43. > :20:45.is so good that here at CKL they are turning away business, and they hope

:20:46. > :20:48.to recruit apprentices so they can expend. I wonder if you maybe

:20:49. > :20:52.applying! Gemma Arterton, who's from Dartford,

:20:53. > :20:57.stars in a production about a British film crew's attempts

:20:58. > :21:00.to lift spirits during World War II. Their Finest also stars

:21:01. > :21:02.Bill Nighy and it comes ahead of Gemma Arterton's starring role

:21:03. > :21:09.in a new film about the love affair between Vita Sackville West

:21:10. > :21:23.and Virginia Woolf in Kent. This is the BBC. London calling. The

:21:24. > :21:29.Blitz, 1940. Gemma Arterton plays an untried screenwriter. I need someone

:21:30. > :21:37.to write the girl talk, women's dialogue. She's actually based on a

:21:38. > :21:44.real person, Diana Morgan, who used to work for Ealing Studios and was

:21:45. > :21:49.brought in to work in the nausea, as they call it, the female dialogue,

:21:50. > :21:55.and became known as a very prolific screenwriter. I don't think we've

:21:56. > :22:02.been properly introduced. Bill Nighy E plays an actor in the film. I am

:22:03. > :22:07.one of the writers. Between us, we'll have them weeping in the

:22:08. > :22:12.aisles. It is like playing a painting, you don't play a painter,

:22:13. > :22:15.you play a man who happens to paint. It was fun because I got to play the

:22:16. > :22:19.actor and the parties playing in the film we are making in the film you

:22:20. > :22:28.are watching. Gemma Arterton is working on a production about the

:22:29. > :22:34.relationship between Virginia Woolf and Vita Sackville West in Kent in

:22:35. > :22:38.the 1920s. This beautiful dreamlike visceral story about two fantastic

:22:39. > :22:45.women who were doing things very differently for that period of time.

:22:46. > :22:50.Very exciting. Have you seen it? Awfully good. Gemma Arterton has

:22:51. > :22:55.specialised in playing famous heroines in literature, be it Tess

:22:56. > :22:59.of the double bills or others, she says that in Their Finest she is

:23:00. > :23:02.thrilled to be playing an ordinary person.

:23:03. > :23:05.Well as we've been hearing it's been revealed today that the construction

:23:06. > :23:08.of a two-mile road tunnel between Kent and Essex has

:23:09. > :23:10.been given the green light by the government.

:23:11. > :23:13.It was chosen as the preferred option for a new route to ease

:23:14. > :23:18.the burden on the busy Dartford Crossing.

:23:19. > :23:23.Let's go back to rob and the Dartford Crossing. The government

:23:24. > :23:24.says that this tunnel is going to make a big difference to the

:23:25. > :23:31.Southeast? That's what they say, clearly and

:23:32. > :23:32.something needs to be done here, the traffic has not improved greatly

:23:33. > :23:45.over the last half an hour. They say that the government

:23:46. > :23:51.is going to -- the road is going to carry 77,000 vehicles a day. The

:23:52. > :23:59.economic impact will be significant, creating 6000 jobs, not clearly

:24:00. > :24:03.DeLaet -- not clear how direct they will be and they say that it will

:24:04. > :24:06.boost the economy by ?8 billion, significant numbers.

:24:07. > :24:10.Well our Political Editor Catt joins me now.

:24:11. > :24:16.Helen, you were with Chris Grayling today.

:24:17. > :24:28.He was saying that more and more traffic is using this Crossing so he

:24:29. > :24:32.says that this is needed to stop it getting any worse. He did not see

:24:33. > :24:35.that it would alleviate the problems here, I think that there may be some

:24:36. > :24:41.legal challenges. Other things I found out, will we need to pay to

:24:42. > :24:45.news the new crossing? He said that it is likely but it will be decided

:24:46. > :24:50.several years down the line by a future Transport Secretary. I asked

:24:51. > :24:53.him about the people in Gravesham who have been affected and whether

:24:54. > :24:58.they would get compensation and he said anyone who is directly affected

:24:59. > :25:02.by the new road, they would take appropriate steps to help. I know

:25:03. > :25:05.that there will be a lot more on this over the next ten years while

:25:06. > :25:08.the road goes through the processes and is built, but for me, from

:25:09. > :25:19.Dartford, that's it. A slow start for many of us, low

:25:20. > :25:22.cloud with temperatures of 10 degrees but through the morning it

:25:23. > :25:27.clear the way and we saw some sunshine and we ended up lifting

:25:28. > :25:30.temperatures to around 15, 16 and many of us ended the day with

:25:31. > :25:37.glorious skies and some sunshine. Overnight we will see the cloud

:25:38. > :25:42.beginning, some patchy rain, temperatures dropping to 6-7
