:01:27. > :01:29.It is obviously, like you say, very callous and she has taken this
:01:30. > :01:32.chap on his best intentions that he was trying to help
:01:33. > :01:35.her and has been conned and had her car stolen as a result.
:01:36. > :01:37.The pensioner was not badly physically hurt,
:01:38. > :01:39.but left shocked and frightened and people in Heathfield
:01:40. > :01:42.who we showed the footage to today were horrified that this could have

:03:35. > :03:38.CCTV footage is in the public domain and she hopes someone will come
:03:39. > :03:43.forward with information. Physically, we have been told that
:03:44. > :03:47.she is well and she didn't need hospital treatment, but as you can
:03:48. > :03:48.well imagine, she has been very much shaken by what has happened.

:03:52. > :03:53.The NHS trust responsible for hospitals in East Kent
:03:54. > :03:55.is to come out of special measures after nearly three years,
:03:56. > :03:57.after an inspection by the health watchdog.
:03:58. > :03:59.It has improved in areas including Accident Emergency,
:04:00. > :04:08.It no longer has any areas rated as inadequate,
:04:09. > :04:11.but the Care Quality Commission says it still requires improvement.
:04:12. > :04:16.Our Health correspondent Mark Norman reports.
:04:17. > :04:19.Joyce has had an MRI scan and is getting a course
:04:20. > :04:22.of antibiotics and she's an example of new systems introduced
:04:23. > :04:24.by the hospital trust, and highlighted by inspectors,
:04:25. > :04:30.which allows the hospital to give patient care more quickly and get
:04:31. > :04:32.them home rather than admit them to a ward.
:04:33. > :04:36.They've seen a decision maker reviewing these
:04:37. > :04:38.patients at the front door, assessing their clinical needs
:04:39. > :04:41.and often trying to help manage their conditions
:04:42. > :04:44.without the need to be admitted into a hospital bed.
:04:45. > :04:47.In the past, inspectors have also strongly criticised the trust
:04:48. > :04:52.for not coordinating their three acute hospital sites.
:04:53. > :04:55.This is how the trust use technology.
:04:56. > :04:58.These are the three hospitals in East Kent.
:04:59. > :05:01.The trust as a total looks at patients coming
:05:02. > :05:03.into Accident Emergency, admitted into patient care,
:05:04. > :05:06.the number of patients who are, perhaps, in a bed who needn't be
:05:07. > :05:09.who could be transferred out, and it's updated minute by minute
:05:10. > :05:12.and used by staff throughout all three hospitals to try and make
:05:13. > :05:17.sure the trust is working as efficiently as possible.
:05:18. > :05:19.So, yes, inspectors have recognised these improvements and even
:05:20. > :05:23.recommended East Kent comes out of special measures.
:05:24. > :05:28.Low staffing levels, patients waiting too long for cancer
:05:29. > :05:34.There's still a long way to go for the trust and we made the trust
:05:35. > :05:37.aware that there are areas in maternity, notably,
:05:38. > :05:40.in terms of their staffing levels, and also with their end-of-life
:05:41. > :05:43.Care Pathway, which is still very early in its implementation.
:05:44. > :05:46.Really, the hard work has been done by thousands of staff right
:05:47. > :05:49.across the organisation and that work will carry on.
:05:50. > :05:52.It's been a huge amount of work so far, but there is a lot more work
:05:53. > :05:56.to do and that work will absolutely carry on so we can provide even
:05:57. > :05:58.better services to patients right across East Kent.
:05:59. > :06:00.Late this afternoon, I witnessed more new ways of working.
:06:01. > :06:03.On-the-ward meetings with various organisations
:06:04. > :06:06.including social care, physios, doctors, and all led

:07:17. > :07:19.dust and vermin on the area, but after a long-running legal
:07:20. > :07:25.battle, work to remove the rubbish finally got underway last month.
:07:26. > :07:27.Residents say getting rid of the rubbish feels
:07:28. > :07:30.Our Environment correspondent, Yvette Austin, has
:07:31. > :07:37.Up to 30 lorry-loads a day are being taken away.
:07:38. > :07:41.It's the legacy of Waste4Fuel, recycling company that failed to do

:08:27. > :08:34.Originally, the pile was estimated to be 20,000 tonnes of rubbish,
:08:35. > :08:37.but knowing what it looked like initially and knowing how
:08:38. > :08:39.much has gone and how much is still to go,
:08:40. > :08:45.there could have been nearer to 30,000 tonnes.
:08:46. > :08:47.It's taken months of negotiation to secure a deal to allow
:08:48. > :08:51.Bromley Council has now taken ownership of the site
:08:52. > :08:54.and the Environment Agency is paying 90% of the ?2.7 million
:08:55. > :09:01.Attention is turning to what will happen to the land,
:09:02. > :09:03.which is green belt and next to a Kent Wildlife
:09:04. > :09:07.We could perhaps have a small education centre here.
:09:08. > :09:09.We have the lakes of special scientific interest directly behind.
:09:10. > :09:13.Somehow work with a charity, a nature-based charity,
:09:14. > :09:18.The clearance was due to finish mid-January,
:09:19. > :09:27.but will probably take longer because of the extent of the job.
