:00:55. > :00:57.Medway Council currently has severe weather protocol which effectively

:00:58. > :01:00.kicks in after three days of forecast of sub zero situations.

:01:01. > :01:02.We have seen this year when it was sub-zero,

:01:03. > :01:05.sub-zero and one Celsius, and the protocol didn't kick in,

:01:06. > :01:12.According to the Kent homeless charity Porchlight,

:01:13. > :01:16.the number of people sleeping rough in the county

:01:17. > :01:18.has almost doubled in the past year, with the number

:01:19. > :01:21.of under 25-year-olds who are homeless tripling.

:01:22. > :01:23.It is thought to be similar picture in Sussex,

:01:24. > :01:26.with 144 rough sleepers in Brighton alone.

:01:27. > :01:28.Medway Council says it is constrained

:01:29. > :01:36.The national protocol is three days of cold weather.

:01:37. > :01:39.If we actually dealt with it, we could intervene,

:01:40. > :01:41.for example, after one day, but what it would mean

:01:42. > :01:44.is we would have to pay the entire cost of those interventions

:01:45. > :01:47.and that is quite expensive, and we just do not have

:01:48. > :01:49.the resources at a time when our money is being so much

:01:50. > :01:53.As for the man who died on Christmas Eve,

:01:54. > :01:59.the cause of his death is not yet known.

:02:00. > :02:01.A family is having to find another home after

:02:02. > :02:03.a fire destroyed much of their bungalow in Minster

:02:04. > :02:09.on the Isle of Sheppey on Boxing Day.

:02:10. > :02:11.The fire at the back of the building in Highfield Road

:02:12. > :02:17.but are now having to find alternative accommodation.

:02:18. > :02:20.The fire is believed to have been accidental.

:02:21. > :02:23.A man has appeared in court accused of deliberately

:02:24. > :02:29.26-year-old Daryll Rowe was arrested in Brighton earlier this year.

:02:30. > :02:33.He failed to answer bail but after being arrested again,

:02:34. > :02:36.he appeared at Newcastle Crown Court where he was charged

:02:37. > :02:40.with seven counts of causing grievous bodily harm

:02:41. > :02:49.and one count of attempting to cause grievous bodily harm.

:02:50. > :02:51.Three shotguns and luxury watches were among items stolen from

:02:52. > :02:53.a home near Maidstone on Christmas Eve.

:02:54. > :02:56.They were taken from a property in Nightingale Road in Allington

:02:57. > :03:11.Police are appealing for information.
