:00:14. > :00:16.in the early hours of New Year's Day was 25 years old and his

:00:17. > :00:20.death is being treated as a major incident.

:00:21. > :00:23.The man, whose name hasn't been released, fell to his death

:00:24. > :00:25.from four storeys high, crashing through a corrugated

:00:26. > :00:27.plastic ceiling at a property in St Leonards.

:00:28. > :00:29.This evening, Sussex Police announced that five people,

:00:30. > :00:32.all in their twenties and thirties, have been released on bail

:00:33. > :00:35.after being questioned on suspicion of murder.

:00:36. > :00:38.The two women and two of the men are from the town,

:00:39. > :00:42.Rail commuters have been expressing their frustration

:00:43. > :00:47.at the annual rise in fares - this year, on average, just over 2%.

:00:48. > :00:49.That means an annual season ticket from Brighton

:00:50. > :00:52.to London is now ?4,200, for a service that barely

:00:53. > :00:58.And as Ian Palmer now reports, the dispute is having

:00:59. > :01:01.a knock on effect on some South Eastern commuters, too.

:01:02. > :01:05.New year, new rail ticket price rises.

:01:06. > :01:07.The increase comes on the third day of an RMT strike.

:01:08. > :01:11.Travellers in East Grinstead say they are not happy about paying

:01:12. > :01:17.But in view of the problems with Southern Rail in

:01:18. > :01:19.the last little while, I'm quite annoyed about it actually.

:01:20. > :01:22.I think the price of rail fares now is

:01:23. > :01:25.extortionate and I think that it would be a lot easier to tolerate if

:01:26. > :01:27.the trains actually ran consistently on time

:01:28. > :01:29.and we knew we could get to

:01:30. > :01:31.and from work, and to and from London, the way

:01:32. > :01:36.I think they've got a bit of a nerve putting

:01:37. > :01:41.The annual increase in fares is being introduced because

:01:42. > :01:44.the Government wants passengers to fund a larger

:01:45. > :01:49.I feel acutely sorry for the Southern commuters who have

:01:50. > :01:52.experienced the troubles over the past few months,

:01:53. > :01:54.but what we did was say to these people, in recognition

:01:55. > :01:57.of the trouble you've been through, we are going to give our regular

:01:58. > :02:01.customers on that route a month's free travel.

:02:02. > :02:03.In addition to the season ticket holders' compensation

:02:04. > :02:06.rebate, Southern says because its services have

:02:07. > :02:09.not been good enough, it's also going to freeze its

:02:10. > :02:16.cheapest advanced fare tickets for the ninth year in a row.

:02:17. > :02:20.But the dispute over the role of conducters on

:02:21. > :02:25.The ten month strike has caused misery to

:02:26. > :02:32.It's even affecting commuters on the south-eastern line in Kent.

:02:33. > :02:34.There's some trains in particular, like the

:02:35. > :02:37.6:31 from Sevenoaks, which, on a strike day, you cannot get

:02:38. > :02:44.Another strike is due to begin on January 9th.

:02:45. > :02:48.It may be a new year, but the old problems have

:02:49. > :02:57.Meanwhile, a campaign's been launched to compensate drivers

:02:58. > :02:59.who are fed up paying for the Dartford Crossing,

:03:00. > :03:03.only to find themselves stuck for hours in queues waiting to use it.

:03:04. > :03:06.But as Mark Norman explains, it'll need 100,000 signatures to stand

:03:07. > :03:11.Rush hour at the Dartford crossing, and queues,

:03:12. > :03:14.like this one, are a familiar sites to those who use it regularly.

:03:15. > :03:17.People like Annan, who commutes from North Kent

:03:18. > :03:23.For him, what's more frustrating than sitting in traffic

:03:24. > :03:26.is the fact he has to pay for the pleasure.

:03:27. > :03:29.A situation he has decided to do something about.

:03:30. > :03:34.These delays are unacceptable and they're getting worse day by day.

:03:35. > :03:38.Therefore, I have launched this petition calling

:03:39. > :03:41.for drivers to be compensated in the event of long traffic delays.

:03:42. > :03:45.Annan's petition is calling on Highways England to compensate

:03:46. > :03:48.drivers who get stuck in traffic and if he manages to get 100,000

:03:49. > :03:51.signatures, then the idea will be debated in Parliament.

:03:52. > :03:55.One motoring organisation has concerns about the proposal.

:03:56. > :03:58.You can never really be completely sure who is to

:04:21. > :04:29.If not, at least 50% of the money should be refunded.

:04:30. > :04:31.In a statement, Highways England says the Dart charge

:04:32. > :04:34.is successfully speeding up journeys at the Dartford crossing

:04:35. > :04:37.after being introduced to relieve severe

:04:38. > :04:40.congestion and is a medium-term solution.

:04:41. > :04:42.Meanwhile, they are continuing to work with partners to

:04:43. > :04:44.tackle congestion, especially on the approaches

:04:45. > :04:51.For now, Annan's commute continues and whether it changes in the

:04:52. > :04:54.future, well, that, he hopes, will depend on the success of

:06:30. > :06:33.coldest temperatures. We could see icy stretches on untreated surfaces,

:06:34. > :06:38.pavements and roads first thing Tuesday morning. Not quite as cold

:06:39. > :06:39.towards the North West. Cloud moving in here through the overnight
