:00:39. > :00:43.in a charity pram race in Kent has tonight been described

:00:44. > :00:45.as a great brother, dad Francis O'Sullivan, known as Titch,

:01:23. > :01:25.the members of that wish to offer their sincere condolences

:01:26. > :01:29.to the family and friends At the moment, the police

:01:30. > :01:34.are investigating the circumstances and are reporting to the coroner

:01:35. > :01:37.and we're expecting to be assisting The three men crew,

:01:38. > :01:45.with Mr O'Sullivan sat in the pram, were just about to start

:01:46. > :01:48.their second lap of the race Writing on Facebook,

:01:49. > :01:51.his sister described him as a beautiful brother,

:01:52. > :01:55.a great dad and uncle. The annual pram race,

:01:56. > :01:57.which raises thousands of pounds for charity,

:01:58. > :01:59.is in its 38th year. Residents say it's

:02:00. > :02:02.a well organised event. Like if there's going to be

:02:03. > :02:16.somewhere you could bump into. For many here, it's

:02:17. > :02:19.still sinking in. It's a day for joy and enjoyment

:02:20. > :02:26.and so it was a shock to everyone and indeed everybody is in mourning

:02:27. > :02:28.for this poor chap. Our hearts, our prayers,

:02:29. > :02:31.our minds are with Mr O'Sullivan's family, with his friends,

:02:32. > :02:34.with his colleagues and also with all the organisers here,

:02:35. > :02:39.who we know are absolutely Villages in Sutton Valence say

:02:40. > :02:48.they're trying to come to terms with what's happened here and how

:02:49. > :02:53.a day of fun came to end in tragedy. Piers Hopkirk is in

:02:54. > :02:55.Sutton Valence for us now. Piers, have Kent

:02:56. > :03:09.police said anything? The police say they have carried out

:03:10. > :03:13.enquiries but as there are no suspicious circumstances they will

:03:14. > :03:17.no hand over the matter to the coroner. It is highly likely

:03:18. > :03:22.therefore that an inquest will now follow, that will seek to establish

:03:23. > :03:27.exactly how and why Francis O'Sullivan came to lose his life. It

:03:28. > :03:30.may well be as well that on the conclusion of that inquest, the

:03:31. > :03:33.coroner makes certain recommendations as to how deaths

:03:34. > :03:34.like this could be prevented in the future. Thank you.

:03:35. > :03:37.Errors which led to a woman suffering a fatal haemorrhage

:03:38. > :03:40.after giving birth at a Kent hospital may not have been made

:03:41. > :03:42.if medical teams had listened to her wishes

:03:43. > :03:45.for an elective Caesarean section, an inquest heard today.

:03:46. > :03:48.Frances Cappuccini died at Tunbridge Wells hospital in 2012.

:03:49. > :03:50.Today her husband told the inquest how his wife pleaded

:03:51. > :03:59.In hospital, Frances Cappuccini told her husband, "I love you.

:04:00. > :04:01.If anything happens, just make sure you look

:04:02. > :04:08.Not long after, she died having lost a large amount of blood.

:04:09. > :04:12.Tom Cappuccini, her widowed husband - seen here in the red tie -

:04:13. > :04:15.told the hearing how tests during the pregnancy and experience

:04:16. > :04:22.of a difficult birth with their first child

:04:23. > :04:23.the need for an elective Caesarean section.

:04:24. > :04:27.Frances Cappuccini was admitted to Tunbridge Wells Hospital

:04:28. > :04:35.in October 2012 during the final stages of labour.

:04:36. > :04:37.But she died hours after a Caeserean birth.

:04:38. > :04:40.In April 2015, a doctor was charged with manslaughter, but a year ago,

:04:41. > :04:43.the trial collapsed and the doctor and the hospital trust were cleared.

:04:44. > :04:47.Today, Tom Cappuccini told the hearing how on arrival

:04:48. > :04:49.at Tunbridge Wells Hospital he and his wife explained how

:04:50. > :04:54.dangerous the birth of their first child was and how this time they had

:04:55. > :04:59.He said his wife had been terrified for months

:05:00. > :05:02.because of previous experience and he described her state

:05:03. > :05:09.The hearing was told how Mrs Cappuccini's Caeserean

:05:10. > :05:12.section was carried out after a 12 hour labour.

:05:13. > :05:14.The coroner was also told how a piece of placenta

:05:15. > :05:17.was left in her uterus, leading to the haemorrhage.

:05:18. > :05:23.The family's lawyer suggested that these errors may not have been

:05:36. > :05:37.Police are appealing for information about the last movements of a man

:05:38. > :05:41.and woman whose bodies were found at the foot of cliffs in Dover.

:05:42. > :05:44.They are thought to have been twins, possibly staying

:05:45. > :05:49.The body of another man was also found at the bottom

:05:50. > :05:55.The family of a young man who died at a New Year's Eve

:05:56. > :05:57.party in St Leonards, after falling four storeys

:05:58. > :06:00.from a flat, have today described him as a "bubbly" person

:06:01. > :06:03.who was "just like any normal young lad."

:06:04. > :06:05.Dan Dawson, who was 25-years-old, died after falling

:06:06. > :06:08.through the plastic roof of a kitchen annexe.

:06:09. > :06:11.Five people were arrested on suspicion of his murder

:06:12. > :06:17.BBC South East has discovered websites selling fake degrees

:06:18. > :06:22.for universities in the South East, despite a major crackdown.

:06:23. > :06:26.The Government has shut down more than 40 sites in 18 months.

:06:27. > :06:29.But a number of sites in the Far East are still offering

:06:30. > :06:32.certificates for institutions including the University of Sussex,

:06:33. > :06:37.Brighton University and the University of Kent.

:06:38. > :06:40.Bosses and union leaders came out of talks today and revealed

:06:41. > :06:43.there are no plans to hold formal meetings ahead of a planned six-day

:06:44. > :06:48.Now Sussex MPs are calling on the Government to step

:06:49. > :06:52.in to prevent the Southern rail network being brought

:06:53. > :06:56.to a standstill, again. Jon Hunt reports.

:06:57. > :06:59.For Southern passengers, the New Year has begun as the

:07:00. > :07:05.Buses replacing trains and services delayed.

:07:06. > :07:07.The only difference is they're now pay more for

:07:08. > :07:13.The fare increase is not reflective of the service they are offering.

:07:14. > :07:16.It is a disappointing situation and it's frustrating.

:07:17. > :07:19.The Government should really put a stop to the fare increases

:07:20. > :07:22.until they've sorted out what's going on here.

:07:23. > :07:25.Sussex MPS met with the Prime Minister before Christmas

:07:26. > :07:28.They're frustrated that the Government

:07:29. > :07:32.plan to cope with the six-day strike action starting

:07:33. > :07:36.on Monday and is expected to cripple the network.

:07:37. > :07:39.We were told plans would be in place if the strikes were not resolved.

:07:40. > :07:42.I've not heard any details of what those plans are.

:07:43. > :07:45.And I'm certainly going to be pushing ministers and the secretary

:07:46. > :07:48.of state for more information for my constituents because if the strikes

:07:49. > :07:51.aren't going to be resolved and talks fail before Christmas,

:07:52. > :07:53.what is the plan to help my constituents get

:07:54. > :08:01.A 72 hour walk out by the RMT union, which ended yesterday.

:08:02. > :08:04.A six day drivers strike is due to start

:08:05. > :08:08.Meanwhile, the train drivers union Aslef is continuing

:08:09. > :08:13.its band on overtime, which is causing daily disruption.

:08:14. > :08:15.Many commuters, particularly in the south

:08:16. > :08:18.east, people using Southern and South Eatern, have suffered

:08:19. > :08:20.a year of really substandard service, delays,

:08:21. > :08:22.standing on station platforms in the cold

:08:23. > :08:24.for hour after hour and they are

:08:25. > :08:28.right to feel quite angry about having to fork out an even

:08:29. > :08:34.larger wedge of their wages to travel to work.

:08:35. > :08:36.What Southern passengers now want is a glimmer of hope

:08:37. > :08:43.A sign that 2017 will bring an end to their misery.

:08:44. > :08:48.At the moment it looks like this six day strike is going to go ahead -

:08:49. > :08:57.is there any prospect of help for travellers at all?

:08:58. > :09:02.Sutherland is simply advising travellers against all but essential

:09:03. > :09:06.travel during this strike period, no trains will be running. Just before

:09:07. > :09:09.Christmas we learned that the army was being asked to draw up

:09:10. > :09:16.contingency plans to help commuters, no word on that yet. We heard today

:09:17. > :09:19.that more than 50 companies that run coaches and buses from as far afield

:09:20. > :09:23.as Cornwall and Northumberland were saying that they are available to

:09:24. > :09:26.help if that is required. We are expecting some kind of announcement

:09:27. > :09:29.from Sabin tomorrow. Thank you, John.

:09:30. > :09:33.And, we will be hosting a special Question Time style debate

:09:34. > :09:36.about the ongoing crisis on Southern rail services this Sunday

:09:37. > :09:39.If you live or work in the south east and want to be

:09:40. > :09:41.in the audience, send an email to bbcraildebate@bbc.co.uk

:09:42. > :09:46.with your details and how you've been affected.

:09:47. > :09:48.Now let's take a look at the weather in the south-east

:09:49. > :10:02.This morning it was a really frosty start. Temperatures dropped as low

:10:03. > :10:06.as minus five degrees. We are all seeing a hard frost to start the day

:10:07. > :10:10.but as we go through tonight, what a difference. We'll be seeing

:10:11. > :10:13.workload, the winds pick up, temperatures stay above freezing for

:10:14. > :10:18.the most part. Overnight lows ranging between two and 5 degrees.

:10:19. > :10:23.In much milder start to the date for Wednesday and a good deal more cloud

:10:24. > :10:28.cover around as well. First thing we have got this cold front around,

:10:29. > :10:33.workload and patchy drizzle, but it clears through and behind it there

:10:34. > :10:36.is lots of sunshine and temperatures are quite chilly. First thing is

:10:37. > :10:42.going to be quite a girl picture. Like patchy rain and drizzle. By the

:10:43. > :10:44.afternoon, lots of sunshine with light northerly breezes. It is

:10:45. > :10:51.fuelling chilly, temperatures reaching highs of 67 degrees. A

:10:52. > :10:53.crisp afternoon and then from Wednesday into Thursday, those

:10:54. > :10:59.temperatures rarely fall away. Once again dropping below freezing, -2 or

:11:00. > :11:00.three degrees possible. Lots of sunshine on Thursday, highs of 5

:11:01. > :11:05.degrees. milder later in the week. That is it

:11:06. > :11:12.from me but coming up next is the national picture. Good evening. But

:11:13. > :11:16.frost or not of frost, that is the weather question for tomorrow and

:11:17. > :11:21.the answer is no, probably not because of this weather front that

:11:22. > :11:24.is slipping south from Scotland, maybe towards the south-west where

:11:25. > :11:29.we might have one or two pockets of clearer skies. The real cold air is

:11:30. > :11:33.in the north, behind that cold front and that will be as significant as

:11:34. > :11:37.we move into Thursday morning. It means that overnight temperatures

:11:38. > :11:42.will stay just above freezing with the exception in parts of Scotland.

:11:43. > :11:46.Around three or 5 degrees in many towns and city centres but the cold

:11:47. > :11:50.air behind that fund really kicks in on Wednesday night into Thursday

:11:51. > :11:55.with a widespread hard frost quite possible. Wednesday morning, this is

:11:56. > :11:58.the front bringing some nuisance cloud and outbreaks of light,

:11:59. > :12:00.drizzly rain. In the south-west you might see a bit of early-morning

:12:01. > :12:02.brightness
