:00:59. > :01:13.A police chase which ended in the death of an innocent bystander.

:01:14. > :01:15.The victim, a 78-year-old man named locally as John.

:01:16. > :01:17.Originally from Hungary, possibly homeless and yet

:01:18. > :01:21.I think it is very sad that it has happened to him.

:01:22. > :01:23.I've only heard this morning about it happening

:01:24. > :01:32.Because I was only chatting to him yesterday afternoon.

:01:33. > :01:44.At around 10pm last night, a Vauxhall Astra failed to stop

:01:45. > :01:47.for police in the Bear Road area of Brighton.

:01:48. > :01:49.The car was then chased by police officers into the city centre,

:01:50. > :01:52.where it hit the man on the pedestrian crossing

:01:53. > :02:03.It was found abandoned a short distance away on Madeira Drive.

:02:04. > :02:06.Officers had seen a Vauxhall Astra shortly before this incident and had

:02:07. > :02:08.attempted to stop it but it failed to stop for them.

:02:09. > :02:11.The officers continued after the vehicle but lost sight of it.

:02:12. > :02:17.The IPCC is dealing with that aspect of the investigation.

:02:18. > :02:18.There were blue lights were flashing.

:02:19. > :02:22.So we looked across and it was clear there was no ambulance there.

:02:23. > :02:24.There was one police car, I think, and a body.

:02:25. > :02:28.People were crouched around looking at this person in the road.

:02:29. > :02:31.At separate times today, two men, both in their 30s and from Brighton,

:02:32. > :02:37.Both were arrested on suspicion of causing death

:02:38. > :02:52.Sara, how is the investigation progressing?

:02:53. > :02:58.I spoke to Sussex Police a little bit are and they said the two men

:02:59. > :03:01.were still in custody, held on suspicion of causing death by

:03:02. > :03:06.dangerous driving. There are still no word on why the police were

:03:07. > :03:11.interested in the Foxhall Astro in the first place, the one involved in

:03:12. > :03:15.the pursuit and then the trash. The independent press -- Independent

:03:16. > :03:18.Police Complaints Commission has started an investigation. They told

:03:19. > :03:22.us this evening they would examine the actions and decisions of the

:03:23. > :03:26.police officers in the area at the time. They have the initial accounts

:03:27. > :03:36.from those officers but they will also be looking at any available

:03:37. > :03:39.CCTV footage and gathering and other evidence, also we can build up a

:03:40. > :03:40.picture of what happened here 24 hours ago and re-established the

:03:41. > :03:41.sequence of events. A Kent pub has been

:03:42. > :03:43.destroyed by fire. Fire crews rescued a man from a flat

:03:44. > :03:46.above the Victoria Cross pub in Chatham in the early hours

:03:47. > :03:48.of this morning. Local people were asked

:03:49. > :03:50.to keep their doors and windows closed because of the risk

:03:51. > :03:53.of breathing in toxic smoke, Southern are taking new legal action

:03:54. > :04:02.to try to halt further rail strikes. Nearly all Southern trains have been

:04:03. > :04:05.brought to a standstill for a second day this week in a dispute over

:04:06. > :04:08.whether it's safe or not for drivers rather than guards

:04:09. > :04:10.to control train doors. And it's been estimated

:04:11. > :04:13.that the strikes will have cost the UK economy almost ?400 million

:04:14. > :04:16.by the end of this month. Empty trains, an empty

:04:17. > :04:39.station and an empty shop. A lack of football at Eastbourne

:04:40. > :04:41.station means a sharp downturn in business

:04:42. > :04:43.for this copy shop owner. It is heartbreaking

:04:44. > :04:46.because we feel we are held ransom because we really do not know

:04:47. > :04:49.what we can do about things getting We are relying on commuters,

:04:50. > :04:53.we are losing that business because Half of the staff have

:04:54. > :04:56.been laid off here within the last year and owner Bella

:04:57. > :04:59.is worried that instead of celebrating the cafe's third

:05:00. > :05:01.anniversary in May, she will be Other independent retailers

:05:46. > :05:50.measure backed by the local MP. They have an obligation to the hundreds

:06:25. > :06:28.comprehensive offer on the table. They say there are still waiting to

:06:29. > :06:32.hear back and they also say that the lines of communication are no open

:06:33. > :06:36.with the RMT and their door is always open and they are trying to

:06:37. > :06:40.resolve this dispute. Meanwhile, Eastbourne chamber of commerce

:06:41. > :06:44.middle of the real minister and they said that the real minister needs to

:06:45. > :06:48.understand that this isn't just impacting on commuters, it is

:06:49. > :06:57.impacting on the communities up and down the economy.

:06:58. > :07:00.A change in the law is needed to make it illegal for lorries

:07:01. > :07:02.to park on residential roads and in lay-bys.

:07:03. > :07:05.That's the call from Kent County Councillors in response

:07:06. > :07:07.to the littering and noise making people's lives a misery.

:07:08. > :07:10.Now, plans are being drawn up for a series of lorry parks but -

:07:11. > :07:13.as Simon Jones reports - it's not clear who would pay

:08:27. > :08:31.The number of freight vehicles using the Dartford Crossing

:08:32. > :08:36.A big lorry park is already planned at Stanford

:08:37. > :08:40.to counter Operation Stack, but Kent County Council is proposing

:08:41. > :08:43.up to five new lorry parks, potentially near Sheerness,

:08:44. > :08:45.Dartford, Maidstone and Tonbridge, though it wouldn't identify

:08:46. > :08:52.It believes a change in the law would necessary.

:08:53. > :08:54.I've asked the minister and his officers to look

:08:55. > :08:57.at the concept of a law which says that you cannot park a lorry

:08:58. > :09:04.for longer than perhaps three quarters of an hour -

:09:05. > :09:07.which is the time that you have to rest up every so often -

:09:08. > :09:09.unless you are parked in an authorised place.

:09:10. > :09:13.But the big question, who would pay to build the parks?

:09:14. > :09:15.Residents wanting an end to the noise and litter say

:09:16. > :09:21.But even if land is found for new lorry parks, it has to go

:09:22. > :09:24.through the planning process, there's likely to be quite some

:09:25. > :09:28.opposition and there is the question of who is going to pay for them.

:09:29. > :09:31.The county council says it doesn't have the cash and it would have
