:00:00. > :00:08.BBC Two. That's Newsnight Today's main headlines

:00:09. > :00:10.in the South East: A six figure compensation deal

:00:11. > :00:12.for family of Frances Cappucini We'll be live in Tunbridge

:00:13. > :00:16.Wells with the details. A nearly 5% rise in council tax

:00:17. > :00:19.and ?17 million in cuts in East Sussex

:00:20. > :00:32.County Council's budget. And after a cloudy treacherously

:00:33. > :00:34.starts to the working week, cold crisp weather is back again

:00:35. > :00:44.tomorrow. The family of Frances Cappuccini

:00:45. > :00:47.have already reached a six figure agreement for compensation

:00:48. > :00:49.following her death at a Kent hospital,

:00:50. > :00:53.this programme has learned. She died in Tunbridge Wells Hospital

:00:54. > :00:56.after giving birth to her second son Today a coroner ruled that "failures

:00:57. > :01:03.and inadequate diagnosis Tom Cappuccini has now spent four

:01:04. > :01:11.and a half years looking after Today, a coroner

:01:12. > :01:19.ruled his wife, their mother, died because of the failures,

:01:20. > :01:21.inadequate diagnosis, and treatment she received

:01:22. > :01:22.as Tunbridge Wells hospital. Now, tonight, this programme

:01:23. > :01:25.can reveal a compensation pay-out has been agreed between

:01:26. > :01:29.the hospital trust and Francis I would expect it to exceed a sum

:01:30. > :01:35.of ?100,000, and may be one significantly beyond that,

:01:36. > :01:39.but that is speculation, but it would be a significant

:01:40. > :01:42.sum because of the age of the person that's been lost,

:01:43. > :01:46.here, and the young age of the Over the past two weeks,

:01:47. > :01:50.this complicated inquest has unearthed the scale of what went

:01:51. > :01:52.on at Tunbridge Wells hospital when Francis Cappuccini

:01:53. > :01:58.arrived in October 2012. The court heard about confusion

:01:59. > :02:01.over the identity of An expert told the inquest how

:02:02. > :02:05.he still doesn't know who that Later, the coroner was told

:02:06. > :02:10.how doctors involved in Frances Cappuccini's

:02:11. > :02:13.emergency care had to wait up to ten minutes for the vital

:02:14. > :02:17.drugs needed to treat her. And today, the coroner ruled

:02:18. > :02:20.Mrs Cappuccini's Caesarean section, after a 12 hour labour,

:02:21. > :02:23.wasn't carried out a piece of placenta

:02:24. > :02:28.being left in her uterus. By the time it was removed,

:02:29. > :02:31.she had lost four pints of During the hearing it was suggeste

:02:32. > :02:41.y the family's lawyer these errors may have not been made

:02:42. > :02:44.if Francis Cappuccini's wish for an immediate Caesarean

:02:45. > :02:45.section were followed. Much of the criticism heard

:02:46. > :02:48.in court focused on one particular doctor, anaesthetist

:02:49. > :02:50.Dr Aziz, and claims that he took Frances Cappuccini's

:02:51. > :02:52.breathing tube out too soon. How he required consultant

:02:53. > :02:54.supervision, and how Dr Aziz had made a mistake

:02:55. > :02:58.with worrying parallels seven months earlier, and how that error had been

:02:59. > :03:03.removed from NHS reports. Charges against Dr Aziz

:03:04. > :03:08.were dropped, and now in Pakistan. Charges against Dr Aziz were

:03:09. > :03:11.dropped, and he's now in Pakistan. Another doctor involved in

:03:12. > :03:15.France's Cappuccini's care, Dr WeiWei Myatt is now

:03:16. > :03:18.said to be in Burma. Neither of them appeared

:03:19. > :03:20.at his inquest. Failures of Tunbridge Wells

:03:21. > :03:22.and Maidstone NHS Trust, and those employed by the trust,

:03:23. > :03:24.cost Frankie her life. At least today, after over four

:03:25. > :03:35.years, the truth is acknowledged. Well, this evening, I've spoken

:03:36. > :03:37.to a representative of the Maidstone and Tunbridge Wells NHS Trust

:03:38. > :03:40.and he told me about changes which have

:03:41. > :03:44.already been put in place, there. They include changes to record

:03:45. > :03:47.keeping, staff training, and the way Our reporter Ian Palmer is at

:03:48. > :03:58.the Tunbridge Wells hospital now. Ian, besides the pay-out, the trust

:03:59. > :04:15.has apologised to Mr Cappucini. That's right. Maidstone and

:04:16. > :04:20.Tunbridge Wells NHS Trust has apologised sincerely to the Taiwan

:04:21. > :04:24.Micra family time and amongst the changes it has made, mentioned in

:04:25. > :04:29.the report, is the escalation of serious incidents procedure. This

:04:30. > :04:40.four and a half year legal battle has come to an end, as we know, but

:04:41. > :04:41.life without Frances Cappuccini with as a wife and mother is just

:04:42. > :04:42.beginning. East Sussex County Council

:04:43. > :04:48.is planning to raise council tax by almost 5% and make millions

:04:49. > :04:50.of poundsworth of cuts Council tax is to go up by 4.99% -

:04:51. > :05:00.That's the maximum allowed without It means an average

:05:01. > :05:03.homeowner will pay an extra It means an average homeowner

:05:04. > :05:06.will pay an extra ?62 a year. But the council says in order

:05:07. > :05:09.to avoid going into the red, they'll need to cut ?17 million

:05:10. > :05:12.pounds over the next I haven't gone for this yet,

:05:13. > :05:15.it is a recommendation from officers to the Cabinet which will be

:05:16. > :05:17.discussed on the 24th of this month, but,

:05:18. > :05:20.of course, we have two options. We can either go for

:05:21. > :05:22.a higher increase in council tax or make further cuts

:05:23. > :05:25.to adult social care. The largest changes will be

:05:26. > :05:27.to adult social care - in a complex arrangement,

:05:28. > :05:29.the overall budget will drop by ?8.5 million -

:05:30. > :05:32.but, most of that - ?7 million - will come from working more

:05:33. > :05:35.closely with the NHS. However, one and a half million

:05:36. > :05:38.will be cut from services, Children's services will also

:05:39. > :05:45.see significant cuts - of ?3.5 million leading

:05:46. > :05:47.to shorter hours for Children's Centres and no

:05:48. > :05:49.direct funding of the Duke I think it will be a real big

:05:50. > :05:55.shame to lose the D of E scheme in Esat Sussex because it's

:05:56. > :05:58.such a large award, it's recognised It gets people to do things both

:05:59. > :06:04.educational, social, physical. They get out into the

:06:05. > :06:06.countryside, do volunteering different languages,

:06:07. > :06:08.different activities, and I think that because there's

:06:09. > :06:11.so little else to do, because these services has been

:06:12. > :06:14.closed, it will be a big loss to Our reporter Chrissie

:06:15. > :06:19.Reidy joins me. Is this better or worse

:06:20. > :06:31.than expected? Originally, cuts were estimated at

:06:32. > :06:38.some 24 million, so I guess it is better, as you heard their residents

:06:39. > :06:45.will have to pay higher council tax. Now 4.99% is due to the government

:06:46. > :06:48.giving dispensation to raise it by that much, so the money can be

:06:49. > :06:51.clearly spent on adult social care, so in the social volley-macro

:06:52. > :06:53.short-term I think it is better but there are of course deeper cuts to

:06:54. > :06:53.come next year. A soldier will not face prosecution

:06:54. > :06:56.over the death of a fellow soldier from Sussex in Afghanistan

:06:57. > :06:58.four years ago. An inquest into the death

:06:59. > :07:01.of 22-year-old Lance Corporal James Brynin from Shoreham was halted last

:07:02. > :07:06.year amid concerns that his death may have been a homicide,

:07:07. > :07:11.rather than so called friendly fire. "insufficient evidence of a

:07:12. > :07:13.homicide offence". It resumed today after the coroner

:07:14. > :07:15.decided there was "insufficient evidence of a

:07:16. > :07:25.homicide offence". A man has been remanded in custody

:07:26. > :07:28.after a controlled explosion was carried out in of six yesterday.

:07:29. > :07:30.was carried out at a block of flats in Hassocks on Saturday.

:07:31. > :07:32.David Smith, who's fifty and unemployed, is charged

:07:33. > :07:35.with making an explosive substance and possessing an explosive

:07:36. > :07:41.Dame Vera Lynn is the wartime singer who's best known songs include

:07:42. > :07:43.The White Cliffs of Dover and We'll Meet Again.

:07:44. > :07:46.Now, as she approaches her 100th birthday, her family are planning

:07:47. > :07:48.a star studded tribute concert in her honour.

:07:49. > :07:50.Dame Vera has lived in Ditchling for many years -

:07:51. > :07:53.and as Juliet Parkin reports, the concert in March will tell

:07:54. > :08:05.She was known as the Forces' Sweetheart,

:08:06. > :08:08.given the title after her tireless dedication during the Second World

:08:09. > :08:13.War to entertaining the troops, and boosting morale,

:08:14. > :08:17.Now, her family want to mark her 100th birthday with a special

:08:18. > :08:22.performance dedicated to her life story.

:08:23. > :08:27.She was always herself, she never pretended to be anything

:08:28. > :08:40.The comedian and singer Alexander Armstrong is among

:08:41. > :08:43.the acts invited to perform one of Vera Lynn's famous songs.

:08:44. > :08:47.So, too, are classical artist Blake and Hayley Westenra,

:08:48. > :08:52.and famous actors have been booked to narrate her story.

:08:53. > :08:54.Those who served in World War II remember how she came

:08:55. > :08:57.to even the most hostile of places to perform.

:08:58. > :09:01.Dame Vera Lynn was awarded the Burma Star

:09:02. > :09:02.in the 1980s for her time there.

:09:03. > :09:06.She has appeared at numerous veterans' events in East Sussex.

:09:07. > :09:08.On the first occasion I saw her there I was

:09:09. > :09:11.clearing dishes away, I said...

:09:12. > :09:17.And I said, "Well, I'll go and wash them."

:09:18. > :09:20.And she rolled her sleeves up and washed the dishes

:09:21. > :09:25.# Don't know where, don't know when...

:09:26. > :09:28.Even at the age of 92, Dame Vera went to the

:09:29. > :09:32.She says her life has been an incredible

:09:33. > :09:46.The national forecast Will be here in a moment,

:09:47. > :09:48.but first let's get the picture in the Southeast

:09:49. > :09:51.with Rachel Mackley. Rachel.

:09:52. > :09:59.And the weather this week is much calmer than last week. An area of

:10:00. > :10:03.high pressure over the next couple of those, lots of sunshine as a

:10:04. > :10:08.bitterly cold, but more clouds around the end of the week. Staying

:10:09. > :10:12.dry. Going to tonight clearer skies being once again temperatures for

:10:13. > :10:18.the wild, a frosty start to do the day for Tuesday. Those of minors or

:10:19. > :10:24.-3 in more rubles slots. Lots of sunshine really from the word go, a

:10:25. > :10:28.crisp, cold winters day, and by the afternoon temperatures reached highs

:10:29. > :10:32.of around two or three degrees. Dental easterly breezes, but a

:10:33. > :10:37.bitterly cold day. Clear skies meet ambitious fall away from Tuesday,

:10:38. > :10:43.and over Wednesday it is a cold night, temperatures plummeting. Lows

:10:44. > :10:46.of -3 or minus four degrees, so bitterly cold as you start with a on

:10:47. > :10:52.Wednesday. Lots of sunshine around by the afternoon, temperatures doing

:10:53. > :10:56.well to get much above two or three degrees, and with a gentle easterly

:10:57. > :11:00.breeze perhaps feeling cooler even than the numbers suggest. They then

:11:01. > :11:01.into Thursday, lots more cloud cover around, temperatures once again

:11:02. > :11:07.three or 4 degrees. He is the perhaps a little milder. If you like

:11:08. > :11:11.the mild weather, you'll have to head elsewhere in the country. Find

:11:12. > :11:15.out more in the national weather forecast. Our weather is going

:11:16. > :11:19.against normal expectations this week. In Highland Scotland some snow

:11:20. > :11:24.to be seen on the hills. Temperatures as high as 12 Celsius

:11:25. > :11:27.today. Over the next few days the coldest air is in the far south-east

:11:28. > :11:33.of England where there is sunshine to be had. Four or five Celsius in

:11:34. > :11:38.Kent. Differences remain over the next few days and here is why. I

:11:39. > :11:42.pressure in control of the weather. Some clear a continental air, but

:11:43. > :11:49.coming into Scotland from the Atlantic plenty of clouds around.

:11:50. > :11:50.Outbreaks of rain through Scotland and Northern Ireland overnight,

:11:51. > :11:52.patchy drizzle into parts
