:00:48. > :00:49.a secret recording of the leader of Surrey Council saying he'd

:00:50. > :00:52.obtained a "gentleman's agreement" from the government before he called

:00:53. > :00:54.off a referendum on a 15% rise in council tax,

:00:55. > :01:02.The Prime Minister has repeatedly denied that Surrey has been given

:01:03. > :01:05.what Labour calls "a sweetheart deal" to drop plans for a big

:01:06. > :01:14.But in a meeting with his own councillors, David Hodge said

:01:15. > :01:16.the government "will sort the funding out for

:01:17. > :01:20.Our Political Editor Helen Catt has this exclusive report.

:01:21. > :01:22.It was the row that threatened to leave the government

:01:23. > :01:27.A major Conservative council, saying it had been forced

:01:28. > :01:29.into a massive tax hike, because it didn't have

:01:30. > :01:33.enough money to look after its elderly and vulnerable.

:01:34. > :01:36.I think it's important that politicians stand

:01:37. > :01:40.up and tell the truth, and be honest, and tell them what it

:01:41. > :01:53.When the rise was promoted Leigh abandoned at the 11th hour, it

:01:54. > :01:55.sparked claims of a secret deal with the government.

:01:56. > :01:59.Can be Prime Minister tell the house whether or not a special

:02:00. > :02:04.The decision as to whether or not to hold a referendum in Surrey

:02:05. > :02:12.Number 10 denied a deal had been struck.

:02:13. > :02:18.Tonight, though, we can reveal secret recordings of a meeting

:02:19. > :02:25.between David Hodge and Conservative councillors,

:02:26. > :02:27.which show conversations had been taking place

:02:28. > :02:29.and community secretary Sajid Javid just before

:02:30. > :02:48.David Hodge also revealed that the threat of a referendum

:02:49. > :03:16.Why shouldn't every council get this sort of deal?

:03:17. > :03:20.Why is it a deal that has been done by Conservative leaders in Surrey

:03:21. > :03:24.Why can't all local councils have access to this sort of deal,

:03:25. > :03:26.given that social care is in crisis, not just in Surrey,

:03:27. > :03:37.Approached by the BBC today, David Hodge said that every leader,

:03:38. > :03:40.if they are any good at the job, will always have these conversations

:03:41. > :03:44.He said he was still hoping the Chancellor would announce

:03:45. > :03:48.extra money for Surrey in tomorrow's budget.

:03:49. > :03:55.Downing Street has issued a statement again denying there was

:03:56. > :03:57.any special deal for them one county council. To imply the opposite, it

:03:58. > :04:05.said, is simply untrue. Helen is here in the studio. Has the

:04:06. > :04:08.government had more to say on it this evening? There is that pretty

:04:09. > :04:13.bullish statement they have put out denying there was any special deal

:04:14. > :04:18.for Surrey, saying that Surrey will not receive any extra funding that

:04:19. > :04:23.would not otherwise be provided to other councils. It is a pretty

:04:24. > :04:27.embarrassing time for the government, tomorrow is the budget.

:04:28. > :04:31.May well have too addressed that issue of how we pay for social care

:04:32. > :04:36.watch was at the root of this whole council tax plan in the first place.

:04:37. > :04:40.Not only will Surrey the watching, but as a result of this other

:04:41. > :04:44.councils will be looking extremely closely at what said tomorrow.

:04:45. > :04:46.Downing Street may have hoped to have killed off the story with that

:04:47. > :04:53.statement but there is little sign of that so far. The night Labour

:04:54. > :04:58.have called for Theresa made to apologise, which has been backed by

:05:38. > :05:45.who is based in Brighton, was arrested on suspicion

:05:48. > :06:00.to Inspector Lumb on a number We've had 17 handed in so far. We've

:06:01. > :06:04.only just started, only half an hour in, we are hoping for a lot more. It

:07:28. > :07:30.I've committed crimes. Paul McDonagh has spent more

:07:31. > :07:33.than 20 years in prison. He blames his pattern of relentless

:07:34. > :07:35.offending on the treatment If somebody had taught me back then,

:07:36. > :07:44.if somebody had helped me back then, instead of abusing me,

:07:45. > :07:46.if they'd have helped me, I could have done better in my life,

:07:47. > :07:50.I could have done a lot better Some people may think

:07:51. > :07:53.that this is convenient for you to talk about now,

:07:54. > :07:56.after committing so many crimes. No, I ain't like that, anybody

:07:57. > :07:59.who knows me, I ain't like that. I take full responsibility

:08:00. > :08:04.for what I've done, for my crimes. At the age of 12, Paul was sent

:08:05. > :08:07.to Kerelaw Remand Home in Ayrshire. It was supposed to be a safe haven

:08:11. > :08:12.subjected to emotional, And, yeah, torture is the only

:08:13. > :08:25.way I can explain it. His older sister says she made

:08:26. > :08:28.an official complaint at the time, He wasn't a bad child,

:08:29. > :08:35.he was a good child, and he was a very loving

:08:36. > :08:38.and caring little boy. It's like they ripped the heart

:08:39. > :08:41.and soul out of him. You know, they've taken everything

:08:42. > :08:43.that was good in that little boy, It was home to 72

:08:44. > :08:52.vulnerable children. But it closed in 2006,

:08:53. > :08:55.following a police investigation In 2009, 400 allegations of abuse

:08:56. > :09:06.were revelaed from 159 children, Most survivors don't become

:09:07. > :09:14.criminals, but many whose lives have been very badly blighted do end up

:09:15. > :09:17.in that life, sadly. Two men were jailed for abusing

:09:18. > :09:20.children at home in 2006. I know they are not going to admit

:09:21. > :09:33.it, but I've put my complaint in, I know I am in the right,

:09:34. > :09:36.he is the one in the wrong. For once in my life,

:09:37. > :09:39.I know I'm right, I know I'm right. Paul says he is a criminal

:09:40. > :09:42.but not a liar. He accepts he has done many

:09:43. > :09:44.bad things but hopes by confronting his past he can

:09:45. > :09:47.try to improve his future. Three league football matches
