:00:42. > :00:44.Ukip has renewed its calls for the Conservative MP

:00:45. > :00:46.for South Thanet to resign over his election spending.

:00:47. > :00:50.Craig Mackinlay narrowly beat Ukip's Nigel Farage to win

:00:51. > :00:57.The Conservative Party has been fined ?70,000

:00:58. > :01:00.for "significant failures" in its national expenses return.

:01:01. > :01:04.In South Thanet, the Electoral Commission found the party ran up

:01:05. > :01:09.a bill at one Ramsgate hotel of over ?15,000, which was declared

:01:10. > :01:14.in national party expenses, but some of it should have been

:01:15. > :01:16.listed in Craig Mackinlay's candidate expenses.

:01:17. > :01:20.There was also a Margate hotel bill of almost ?4,000

:01:21. > :01:24.that was completely omitted from all Conservative declarations.

:01:25. > :01:27.The report points out that Mr Mackinlay's candidate expenses

:01:28. > :01:33.came in at less than ?200 below the amount he was allowed to spend.

:01:34. > :01:35.As our political editor Helen Catt reports, the leader

:01:36. > :01:40.of Thanet District Council says there should now be a by-election.

:01:41. > :01:43.After more than a year of investigating Craig Mackinlay's

:01:44. > :01:46.campaign, a conclusion from the elections watchdog.

:01:47. > :01:51.The Conservatives, it appears, did understate how much they spent.

:01:52. > :01:54.I think now perhaps the world is going to realise what we've been

:01:55. > :01:58.We were stood at times absolutely aghast on street corners,

:01:59. > :02:01.looking at what was happening around us, at people being bussed in,

:02:02. > :02:06.full-time workers being placed here over long periods of time,

:02:07. > :02:10.and wondering how it is that we had come out squeaky clean in the end.

:02:11. > :02:12.In the end of the course, it hasn't done, and at least

:02:13. > :02:18.The Tories spent more than ?15,000 putting up senior figures at this

:02:19. > :02:22.hotel on Ramsgate harbour - a crack team designed

:02:23. > :02:28.But, with then Ukip leader Nigel Farage as a South Thanet

:02:29. > :02:32.candidate too, some helped fight him, and that,

:02:33. > :02:35.the Electoral Commission says, means some of that cost should have

:02:36. > :02:38.been put down to Mr McKinley's campaign.

:02:39. > :02:40.Parties get advantage by spending money and also by having volunteers,

:02:41. > :02:44.so that's why we have local election expense limits.

:02:45. > :02:48.If parties break those, then they are potentially gaining

:02:49. > :02:51.an advantage at local elections, and that's obviously serious.

:02:52. > :02:54.These people were unsure how much spending could affect any outcome.

:02:55. > :02:58.I always felt that the very different parties

:02:59. > :03:04.Maybe it would have made a difference to Nigel Farage,

:03:05. > :03:09.I do remember quite a big presence compared to the other

:03:10. > :03:16.But I wouldn't have thought anything about spending or capital

:03:17. > :03:20.But for Ukip's Chris Wells, it's clear-cut.

:03:21. > :03:22.I've been saying that Craig Mackinlay should resign off

:03:23. > :03:27.He didn't take a lot of notice, but now maybe he'll have to.

:03:28. > :03:35.Our reporter Simon Jones has been following this story.

:03:36. > :03:53.Well, initially, the Conservatives will have to play that fine of

:03:54. > :03:57.?70,000. That isn't going to break the bank but perhaps more

:03:58. > :04:01.importantly is the ongoing investigation by Kent Police, and

:04:02. > :04:04.now another national investigation by the Metropolitan Police. They

:04:05. > :04:10.will have to decide whether to bring charges against anyone. If that were

:04:11. > :04:15.to happen, ultimately, we could see by-elections in the affected seats,

:04:16. > :04:21.but that is a long way off. Last year, nationally, both Labour and

:04:22. > :04:24.the Lib Dems were also fined for not declaring all their election

:04:25. > :04:26.expenses. What this does for people in this area, it doesn't increase

:04:27. > :04:28.the esteem of politicians. A man who died after falling

:04:29. > :04:32.from a block of flats in St Leonards 93-year-old Sven Legnelius

:04:33. > :04:36.was pronounced dead at the scene. A 54-year-old man who was known

:04:37. > :04:38.to him was arrested on suspicion of murder and has been bailed

:04:39. > :04:42.until the 10th of May. The RMT union has attacked a fresh

:04:43. > :04:45.agreement between Southern Rail management and the train drivers'

:04:46. > :04:47.union Aslef, calling it The deal will be put to Aslef

:04:48. > :04:52.members in a referendum, in the hope it will end

:04:53. > :04:55.the long-running industrial dispute But the RMT, which represents

:04:56. > :05:01.guards, says it's unacceptable because it does not guarantee

:05:02. > :05:05.a second safety-critical It's emerged that a doctor who was

:05:06. > :05:12.sacked from the East Surrey Hospital in 2014 for carrying out treatments

:05:13. > :05:15.which harmed 27 patients may have also benefited financially

:05:16. > :05:20.from leasing a piece of equipment to the hospital which he then used

:05:21. > :05:24.when he was treating people. Paul Miller was sacked in 2014

:05:25. > :05:27.after it was found that he used a new procedure without following

:05:28. > :05:30.proper clinical controls. Charlie Rose has our

:05:31. > :05:34.exclusive report. Consultant Paul Miller was sacked

:05:35. > :05:37.by East Surrey Hospital over concerns about his treatment

:05:38. > :05:40.of cancer patients. Now, in a new report,

:05:41. > :05:43.more issues have emerged surrounding his work

:05:44. > :05:46.at the hospital, particularly over the use of a laser leased

:05:47. > :05:50.from a company he was connected to. If the allegations that have been

:05:51. > :05:54.raised are found to be true in the inquest in May,

:05:55. > :05:57.then it is deeply concerning that this was allowed to take place

:05:58. > :06:00.over such a long period The governance report raised

:06:01. > :06:08.the fact that numerous people were told about what was going on,

:06:09. > :06:12.or at least they should have had enough information

:06:13. > :06:15.to investigate further, The document reveals

:06:16. > :06:20.Mr Miller leased a laser to the hospital from a company

:06:21. > :06:23.at which he was a director It says experts viewed

:06:24. > :06:27.the treatment - called high-intensity focused ultrasound,

:06:28. > :06:31.or Hifu - as experimental, but there were concerns

:06:32. > :06:35.about the promotion of Hifu, with Mr Miller apparently

:06:36. > :06:38.manipulating patient The hospital commissioned

:06:39. > :06:45.the independent report to look into the way it responded to issues

:06:46. > :06:48.raised about Mr Miller's work. Patients and their families I spoke

:06:49. > :06:52.to didn't want to appear on camera, but one prostate cancer patient

:06:53. > :06:56.who was treated by Mr Miller in 2007 He told me he received no

:06:57. > :07:02.warnings about the possible He said he wasn't aware Mr Miller

:07:03. > :07:08.was concerned with the company that leased the machines and he said

:07:09. > :07:11.he wonders if he was Speaking in 2014, Judith Wright's

:07:12. > :07:17.father was among those John Beaumont had prostate cancer

:07:18. > :07:23.and died at the hospital in 2008, but his daughter said she had

:07:24. > :07:29.nothing but praise for Dr Miller. Always had time for

:07:30. > :07:32.you, always polite. I said to my dad every time we came

:07:33. > :07:38.out, what a lovely man. In a statement, Paul Miller said any

:07:39. > :07:40.allegations contained in the new report had

:07:41. > :07:47.not been substantiated. I'm joined now by our

:07:48. > :07:49.reporter, Leanne Rinne. Leanne, Paul Miller

:07:50. > :08:03.has spoken today. Yes, he sent us a false statement.

:08:04. > :08:08.He says, this confidential report was prepared to look at the trust's

:08:09. > :08:13.said the draft report was prepared said the draft report was prepared

:08:14. > :08:17.without his input and he was given limited opportunity to comment

:08:18. > :08:21.before it was finalised. He goes on to say, the allegations in the

:08:22. > :08:27.report had not been substantiated. He says, I believe the treatment I

:08:28. > :08:31.recommended were in the patient is' best interests, but naturally I am

:08:32. > :08:35.very sorry if any patients were unhappy with the treatment. He says

:08:36. > :08:41.he can't comment any more at this point. What about the trust he used

:08:42. > :08:45.to work for? Have they said anything? They have told me tonight

:08:46. > :08:50.they apologised and they say that poor practice ultimately made that

:08:51. > :08:53.patients didn't get the best possible care. They say they have

:08:54. > :08:54.made improvements and they apologised to any patients affected

:08:55. > :08:56.by this. Plans to restore the old railway

:08:57. > :08:58.line between Robertsbridge and Bodiam have received

:08:59. > :09:00.planning permission. Two miles of the original

:09:01. > :09:02.track will be restored, which will allow the entire line

:09:03. > :09:05.from Tenterden to be connected The railway as it exists, from

:09:06. > :09:09.Bodiam to Tenterden, is a lovely It runs steam trains but it

:09:10. > :09:12.doesn't go anywhere. We think that we need to make

:09:13. > :09:17.it a proper railway, connect it to a junction,

:09:18. > :09:20.like all lines were. It does mean that we can do a lot

:09:21. > :09:24.more interesting things. We can bring trains off the mainline

:09:25. > :09:27.and get passengers from London. But the new track will

:09:28. > :09:29.go across the A21, which means a new level crossing

:09:30. > :09:31.needs to be installed. Local businesses have reacted

:09:32. > :09:33.angrily to the news, saying it makes no sense to slow

:09:34. > :09:36.traffic down on the main road The railway goes across the main,

:09:37. > :09:41.the only artery into this area. I run two businesses in this area

:09:42. > :09:52.and without the A21 I'm stuffed. It was a warm, sunny

:09:53. > :09:54.day in Robertsbridge, but very cool in the sea

:09:55. > :10:08.mist along the coast. Today was due to fall when we saw

:10:09. > :10:12.the clear, blue skies, but along the coast, we saw seed missed and

:10:13. > :10:19.temperatures didn't get much above ten or 11 degrees. Over the next
