:00:27. > :00:30.It was a sunny day with temperatures on the rise as we look towards the

:00:31. > :00:38.weekends. A toddler who was mauled

:00:39. > :00:42.by a pit-bull type dog in Chatham has been named locally tonight

:00:43. > :00:46.as Victoria Resetnjova. The little girl, who's thought to be

:00:47. > :00:48.around 18-months-old, is in hospital in London

:00:49. > :00:51.with very serious injuries. Tonight a neighbour told this

:00:52. > :00:56.programme that the same dog who was shot by armed police

:00:57. > :00:59.just after the attack had pinned down her toddler son

:01:00. > :01:04.just 24 hours earlier. According to witnesses,

:01:05. > :01:09.the dog was on a lead with a young teenage girl in this playpark

:01:10. > :01:13.when it set upon the toddler. I couldn't get her face out

:01:14. > :01:19.of my head, that little girl. And then I sat up a little bit

:01:20. > :01:30.and she made this tiny little... It wasn't even a cry,

:01:31. > :01:34.it was like a little sound and they were saying,

:01:35. > :01:36."Come on." She was shaking, her

:01:37. > :01:43.lips were all blue. The dog repeatedly picked the young

:01:44. > :01:46.girl up by her head. I just see the child

:01:47. > :01:49.running out of the park, the dog with the child's head

:01:50. > :01:55.in its mouth and, yes, my partner screamed and I ran down

:01:56. > :02:00.to see if I could do anything. There was people there

:02:01. > :02:04.already round to the side I saw a puncture wound to the eye

:02:05. > :02:09.and the back of the head. The dog was shot twice

:02:10. > :02:12.and killed by armed police. Three-year-old Charlie was jumped

:02:13. > :02:23.on by the dog on Monday, Turned around and he was screaming

:02:24. > :02:29.and he was like a literally on top of him, but the screaming,

:02:30. > :02:33.I think it was annoying the dog. When the owner got him off him,

:02:34. > :02:36.I picked him up and this was how I was holding him and the dog jumped

:02:37. > :02:39.up at me but wasn't interested On Sunday in an unconnected case,

:02:40. > :02:46.police shot dead two pit bull type dogs that attacked a man

:02:47. > :02:51.and a woman in Bolton. A 39-year-old man was charged

:02:54. > :03:00.strengthened in the last three years in an attempt to encourage

:03:01. > :03:03.responsible dog ownership. Earlier in Chatham, police searched

:03:04. > :03:06.a flat near the playpark as part of their investigation

:03:07. > :03:08.into yesterday's incident and left The toddler who was attacked

:03:09. > :03:17.is still being treated for very serious injuries but her condition

:03:18. > :03:24.is no longer life-threatening. It is thought the attack was carried

:03:25. > :03:27.out by a pit bull crossed with a Staffordshire Bull Terrier

:03:28. > :03:31.which is not specifically banned. The official Dangerous Dogs Act

:03:32. > :03:33.of 1991 bans four breeds The maximum prison sentence,

:03:41. > :04:00.hospital admissions in Kent, Sarah Smith has been following this

:04:01. > :04:03.story and as in Chatham. I understand one resident tried to

:04:04. > :04:10.warn police about this dog minutes before the attack. About quarter of

:04:11. > :04:15.an hour before police said they received a call from a member of the

:04:16. > :04:20.public saying a dog was pulling its handler around the park. They said

:04:21. > :04:24.there was no suggestion it was behaving aggressively but they

:04:25. > :04:28.decided to send out a trot -- send out a patrol. While they were

:04:29. > :04:34.organising it, they received a second call to see a girl had been

:04:35. > :04:37.attacks. A teenager and a man were arrested under the Dangerous Dogs

:04:38. > :04:39.Act and another woman was arrested today and it is understood they are

:04:40. > :04:41.still in custody. The former Rochester and Strood MP,

:04:42. > :04:44.Mark Reckless, is set to leave the UK Independence Party to become

:04:45. > :04:46.an Independent member Mr Reckless sparked a by-election

:04:47. > :04:49.in 2014, when he left He became the second Ukip

:04:50. > :04:54.MP, but lost his seat in the 2015 General

:04:55. > :04:57.Election and is currently CCTV pictures that capture

:04:58. > :05:04.the moment fly-tippers dump tonnes of rubble outside an abandoned pub

:05:05. > :05:07.have been released in a bid They were taken at the site

:05:08. > :05:14.of a former pub in Herne Bay that's Canterbury City Council are asking

:05:15. > :05:19.for the public's help in identifying Our Special Correspondent Colin

:05:20. > :05:30.Campbell has this report. It's brazen daylight fly-tipping

:05:31. > :05:33.captured on a hidden camera. Emptying their rubbish bins

:05:34. > :05:36.onto a growing mountain of waste, Canterbury Council are appealing

:05:37. > :05:38.for help to identify We are fed up, fed up

:05:39. > :05:44.of our communities having to pay We've had this really great

:05:45. > :05:50.opportunity to use images for the first time and to start

:05:51. > :05:54.enlisting our community to help us deal with the criminals

:05:55. > :05:57.because these are criminal offences Caught in the act, the video shows

:05:58. > :06:04.a number of different men unloading This set of images showed the faces

:06:05. > :06:12.of three further fly-tip suspects. The covert footage was recorded over

:06:13. > :06:16.the last ten months. It's at the entrance

:06:17. > :06:21.road to a derelict pub near Herne that has become

:06:22. > :06:25.a notorious fly-tip hotspot. 74 tonnes of general

:06:26. > :06:30.waste was removed. 11 grab lorries full of hard-core,

:06:31. > :06:34.four tonnes of asbestos costing But just around the corner

:06:35. > :06:42.we found another recently The area has become a magnet

:06:43. > :06:47.for flight tippers. I'd like to see more investment

:06:48. > :06:50.in prevention to make sure we get really good CCTV so we can make sure

:06:51. > :06:54.that this doesn't Canterbury Council say

:06:55. > :07:04.they will take robust action against criminals

:07:05. > :07:06.who dump their rubbish, a crime that is costing the public

:07:07. > :07:08.purse and are hoping Kent's residents will help

:07:09. > :07:17.identify the perpetrators. Members of the RMT union have said

:07:18. > :07:20.that their strike will go ahead on Saturday after no specific

:07:21. > :07:23.proposals were put forward It'll be the 31st day of action

:07:24. > :07:28.over the introduction of driver-only operated trains

:07:29. > :07:30.and changes to the role Earlier this week members of Aslef,

:07:31. > :07:35.the drivers' union, rejected for a second time a proposed deal

:07:36. > :07:38.to end their dispute Restaurants, pubs, hotels

:07:39. > :07:45.and shops across Sussex have received their business rate bills

:07:46. > :07:48.for the new financial year, with one pub in Uckfield

:07:49. > :07:51.finding its bill will eventually be more than five times

:07:52. > :07:54.what it once was. The new rates are based

:07:55. > :07:57.on updated property values Business groups say

:07:58. > :08:02.companies in the South East Here's our Correspondent

:08:03. > :08:04.Mark Norman. News business rate bills

:08:05. > :08:06.have started arriving. At this pub/restaurant

:08:07. > :08:08.the bill has gone up immediately by more

:08:09. > :08:12.than ?700 a month. So the amount we're

:08:13. > :08:17.paying this year is It will continue to go up every year

:08:18. > :08:25.for the next three years. By 2021 they will be

:08:26. > :08:28.paying almost ?50,000 a They don't want to increase prices

:08:29. > :08:34.or cut staff so they are left feeling

:08:35. > :08:36.angry and frustrated. If you don't encourage

:08:37. > :08:40.small businesses and businessmen to invest in their local

:08:41. > :08:44.community then that's going to affect the economy

:08:45. > :08:46.as a whole. Business groups have long argued

:08:55. > :09:00.million discretionary fund for councils to help out

:09:01. > :09:01.businesses affected. We're saying to local authorities

:09:02. > :09:04.they must do their best to allocate the money

:09:05. > :09:06.from the discretionary fund that the government announced in the budget,

:09:07. > :09:13.to ensure businesses aren't facing this massive increase

:09:14. > :09:14.all at one time. That is, of course,

:09:15. > :09:16.just a sticking plaster. They need to overhaul

:09:17. > :09:18.the business rate system Hoteliers in Eastbourne say the rate

:09:19. > :09:23.rise will hurt their business as they can't pass

:09:24. > :09:26.it onto the customers. Most people are actually

:09:27. > :09:28.slashing their room rates We can't just put our

:09:29. > :09:33.room rates up to try compensate for that because would

:09:34. > :09:37.be business suicide. Most businesses want to see

:09:38. > :09:39.a fair and more flexible system and they will continue to

:09:40. > :10:05.lobby government for changes along It was a gorgeous spring day. Over

:10:06. > :10:10.the next couple of days, we are going to stay largely dry. By the

:10:11. > :10:14.weekend, the wind will be backed away southerly direction and

:10:15. > :10:19.temperatures creeping into the low 20s. Tonight, we should be staying

:10:20. > :10:29.dry. There would be some fog and temperatures in single figures

:10:30. > :10:35.dropping 28 Celsius. A chilly start to the day tomorrow and high

:10:36. > :10:39.pressure is in control of things. By the afternoon, temperatures will be

:10:40. > :10:45.in the low teens reaching highs of 12 or 13 Celsius. It is not

:10:46. > :10:51.wall-to-wall sunshine. A bright and pleasant day. From Thursday into

:10:52. > :10:56.Friday, spot the difference. Overnight temperatures of seven or

:10:57. > :10:58.eight Celsius. Looking towards the weekend, those temperatures are

:10:59. > :11:02.creeping up. Here the outlook. or 15. It is sunny towards the
