:00:36. > :00:54.The family of a cyclist killed in Kent in 2010 say they've suffered

:00:55. > :00:58.years of distress and anguish trying to get to the bottom of the botched

:00:59. > :01:02.An earlier Serious Case Review had found that Kent Police officers

:01:03. > :01:06.failed to fully investigate the crash, but pages had been

:01:07. > :01:09.redacted which revealed the force breached their duty

:01:10. > :01:13.Having seen the full report, tonight Marc Dunk's family

:01:14. > :01:18.Charlie Rose has our exclusive report.

:01:19. > :01:21.Seven years after their cyclist son Marc was killed in a road crash,

:01:22. > :01:25.Christine and Tony Elson are finally given the full picture

:01:26. > :01:32.of the mistakes of Kent Police made during their investigation.

:01:33. > :01:35.It's taken two years, well, six years in all to get this.

:01:36. > :01:38.Six years of distress, worry, concern at why

:01:39. > :01:45.All we wanted to know is how my son died.

:01:46. > :01:49.Now we find the investigation was totally flawed.

:01:50. > :01:52.Seen exclusively by this programme, the first half of a serious case

:01:53. > :01:57.review, which until now had been withheld, describes how

:01:58. > :02:01.important files were lost, and how this damages the integrity

:02:02. > :02:04.of the investigation and breaches the duty of the police to recprd,

:02:05. > :02:07.retain and if necessary reveal matter under the Procedure

:02:08. > :02:23.Marc Dunk was killed when he was hit by a lorry

:02:24. > :02:29.A coroner recorded a verdict of accidental death.

:02:30. > :02:33.But the part of the serious case review published two years ago found

:02:34. > :02:35.that were missed opportunities in the police investigation,

:02:36. > :02:39.including a failure to examine the lorry driver's consumption

:02:40. > :02:46.Tony and Christine went to a tribunal after several attempts

:02:47. > :02:57.to get the driver's blood test results failed.

:02:58. > :02:58.Kent Police viewed their requests as vexatious,

:02:59. > :03:02.The force accepted that the full serious gets reviewed did not

:03:03. > :03:05.Now it's a matter of making somebody accountable so it doesn't

:03:06. > :03:10.Even now, they say that it's vexatious in the eyes of the IPCC.

:03:11. > :03:12.For data protection reasons, they have been denied access

:03:13. > :03:18.Kent Police said they now accept part of a serious case review

:03:19. > :03:23.These parts included findings that while officers could have done

:03:24. > :03:25.more in their enquiries, it was unlikely this

:03:26. > :03:28.would have changed the outcome of the investigation.

:03:29. > :03:34.Ultimately, the family want an apology and a full investigation

:03:35. > :03:42.A man who had part of his ear bitten off and bleach squirted in his face

:03:43. > :03:44.during an alleged attack in Gillingham has been telling

:03:45. > :03:50.Ian Hayward claimed he was taunted by his attackers, who held

:03:51. > :03:55.Two men and a woman are on trial in Maidstone over the incident

:03:56. > :04:01.in Cavendish Avenue in November last year.

:04:02. > :04:03.There's confusion in UK Independence Party tonight

:04:04. > :04:06.after the chairman of the Kent branch of the party told

:04:07. > :04:08.South East Today he'd had resigned his post after criticising

:04:09. > :04:15.However it now seems that Richard Palmer is now

:04:16. > :04:22.It comes in the wake of the county council elections

:04:23. > :04:25.when Ukip was completely wiped out of councils in the South East.

:04:26. > :04:26.Our reporter Piers Hopkirk is in Sittingbourne,

:04:27. > :04:29.where Mr Palmer is set to be the party's candidate

:04:30. > :04:36.Peirs, this all seems very extraordinary - what's going on?

:04:37. > :04:43.It increasingly looking like one of the shortest political resignations

:04:44. > :04:48.in history. Richard Palmer had appeared on a BBC Sunday politics

:04:49. > :04:53.south-east yesterday, and made some very strident criticism of his party

:04:54. > :04:57.leader, Paul Nuttall. Criticism is so strong that he felt he really

:04:58. > :04:59.ought to stand down from his position, which he did. This exactly

:05:00. > :05:05.what he said yesterday. Do you think Paul Nuttall,

:05:06. > :05:07.the leader of Ukip, completely ruined this election

:05:08. > :05:09.for hard-working local I think we should have a different

:05:10. > :05:25.leadership team at the top. Some tough words about. What

:05:26. > :05:29.happened next? Paul Nuttall heard of his resignation, so he rang up

:05:30. > :05:35.Richard Palmer and tried to dissuade him. He told him Ukip is a party

:05:36. > :05:40.that allows dissent, so you're not duty-bound to stand down and resign.

:05:41. > :05:44.I spoke to Richard Palmer tonight. He told me he was very pleased to

:05:45. > :05:50.talk to Paul Nuttall, that he would take some time to reflect. But he

:05:51. > :05:56.said he would now more than likely continue as Kent's Ukip chav. -- as

:06:12. > :06:13.attention in the town. It depicts the flag

:06:16. > :06:17.of the stars. Previous wall art works by Banksy

:06:18. > :06:20.have been sold for hundreds Scaling new artistic heights

:06:21. > :06:24.for Dover, from the moment the mural was attributed to the mysterious

:06:25. > :06:27.Banksy, it became an instant People stepped up to

:06:28. > :06:32.have their photos taken. Not only is it supremely artistic,

:06:33. > :06:37.if anything stops people in the street these days

:06:38. > :06:40.from looking at their telephone and not communicating with each

:06:41. > :06:45.other, that's got to be good. For Banksy to pay us a visit and put

:06:46. > :06:49.such a piece here, it's fantastic. God knows Dover needs

:06:50. > :06:55.a few of those. You can look at it whether he's

:06:56. > :07:01.thinking about whether the EU should start to break up,

:07:02. > :07:03.because that first star that's being broken is us,

:07:04. > :07:06.that's got to be us. Or whether he's thinking about,

:07:07. > :07:09.well, you know, really should we be Or whether we should stay

:07:10. > :07:14.as one complete community. His art always provokes

:07:15. > :07:22.a reaction, and he's no One of Banksy's most famous pieces,

:07:23. > :07:28.Two Policemen Kissing, was painted on a pub wall

:07:29. > :07:32.in Brighton in 2004. In August 2010, he claimed

:07:33. > :07:35.responsibility for a work that appeared on a beach in Saint

:07:36. > :07:37.Leonards. A a few days later, a mural

:07:38. > :07:40.of his was ripped from a shipping And this painting was returned

:07:41. > :07:47.to Folkestone last year after a legal battle over

:07:48. > :07:50.who owned it. So could his latest work

:07:51. > :07:53.have a stellar value? I mean, I remember famously

:07:54. > :07:58.that they tried to advertise a house for sale, and it just wouldn't go

:07:59. > :08:01.off the market. And when a Banksy mural went

:08:02. > :08:04.up on the side of it, they advertised it as a mural

:08:05. > :08:07.by Banksy with a house And the house when for, you know,

:08:08. > :08:11.probably almost double And that situation could well

:08:12. > :08:16.be repeated in Dover, as the mural was painted on the side

:08:17. > :08:24.of a derelict amusement arcade. Well our reporter Jessica Banham has

:08:25. > :08:26.also been following this So do we now know

:08:27. > :08:39.who owns the building? We have managed to track down a

:08:40. > :08:42.member of the family who have confirmed to us they own the

:08:43. > :08:47.building. They have run several businesses and own property in East

:08:48. > :08:51.Kent for years, including at one point Dreamland. Interestingly, they

:08:52. > :08:57.are the same family involved in the legal dispute over the Folkestone

:08:58. > :09:01.Banksy. One member of the family has spoken to an art dealer, who

:09:02. > :09:05.believes this work could go for up to ?1 million. He said the building

:09:06. > :09:09.was due to be demolished, but he will talk to the local council about

:09:10. > :09:12.what could be done to save it in the future.

:09:13. > :09:14.Now lets take a look at the weather for the south east

:09:15. > :09:18.Rachel - any sign of some sunshine soon?

:09:19. > :09:22.Some sunshine tomorrow and eventually towards the end of the

:09:23. > :09:27.week temperatures pick up. That goes hand-in-hand with some rain. A

:09:28. > :09:32.cloudy start. It brightened by the afternoon, still quite cool. The

:09:33. > :09:36.breeze this afternoon. There has been some brightness around. Through

:09:37. > :09:40.the week, by Thursday and Friday there will be some rain around,

:09:41. > :09:46.temperatures creeping up. Tonight by contrast we will be staying dry and

:09:47. > :09:50.clear. Really, temperatures potentially dropping as low as two

:09:51. > :09:54.or three degrees, holding up to around five or six in towns and

:09:55. > :10:00.cities, always milder along the coast. Brightness from the start

:10:01. > :10:06.tomorrow, by the afternoon more fair weather cloud. Still the call

:10:07. > :10:10.north-easterly breeze, but the winds easing. Temperatures slightly cooler

:10:11. > :10:15.along the coast, 11 or 12. Further west picking up to around 13,

:10:16. > :10:22.possibly 14 degrees. Into Wednesday, clearer skies, temperatures really

:10:23. > :10:25.quite similar to tonight, two three degrees, holding up in towns and

:10:26. > :10:30.cities to around five or six. Lots of sunshine starting Wednesday, and

:10:31. > :10:34.by the afternoon a similar story. The area of high pressure stays with

:10:35. > :10:38.us, then reluctantly south for our weather as we had through the day on

:10:39. > :10:42.Thursday. And indeed for Friday as well. We will see outbreaks of

:10:43. > :10:47.rainfall poster, but more persistent rain through the day on Friday.

:10:48. > :10:51.Towards the weekend as well, further outbreaks of rain but temperatures

:10:52. > :10:57.eventually are going to be creeping up. Highs by Saturday and Sunday

:10:58. > :11:02.around 15 degrees. Over the next couple of days, lots of dry weather,

:11:03. > :11:03.it feels cool, but rain by Thursday. Here is the outlook
