:00:49. > :00:51.He might as well have been driving with his eyes closed -

:00:52. > :00:54.the damning words of the judge as she sentenced Thomasz Kroker

:00:55. > :00:56.for driving his lorry into the back of queuing tr`ffic

:00:57. > :01:03.killing a woman and three children whilst he was on his mobile phone.

:01:04. > :01:06.Harrowing video from his lorry cab was shown to the jury

:01:07. > :01:09.revealing the moment he looked up from his phone to realise,

:01:10. > :01:13.His lorry smashed into the Vauxhall Corsa which was carrying

:01:14. > :01:16.Tracey Houghton and her sons Josh and Ethan,

:01:17. > :01:23.The family said the ten year sentence was insufficient

:01:24. > :01:25.for a crime which, they said, had destroyed their family.

:01:26. > :01:34.Video released by police in conjunction with the victim's

:01:35. > :01:37.families shows Thomasz Krokdr scrolling through his

:01:38. > :01:44.His lorry closing rapidly on a queue of stationary traffic.

:01:45. > :01:48.Moments later, children, Ethan, Josh and Aimee were dead together

:01:49. > :01:52.with the boy's mother, Tracey Houghton.

:01:53. > :01:56.Their car crashed to a third of its size,

:01:57. > :02:00.In the moments Thomasz Krokdr chose to look at his phone,

:02:01. > :02:02.he caused a multiple vehicld accident that endangered

:02:03. > :02:05.all surrounding road users and took the lives of Tracy,

:02:06. > :02:16.To all intents and purposes, Mr Kroker's use of his mobile phone

:02:17. > :02:21.whilst driving turned his lorry into a lethal weapon.

:02:22. > :02:26.Videos seen by the judge exposed the wider family's emotional trauma.

:02:27. > :02:28.I thought that was the worst day of my life.

:02:29. > :02:36.But I think it was three wedks later when I went to the funeral directors

:02:37. > :02:46.and actually saw them dead, cold, in their coffin.

:02:47. > :02:48.Witnesses said Mr Kroker was in tears after the crash

:02:49. > :02:50.but insisted his brakes had failed until he was confronted

:02:51. > :03:03.The death toll could have bden higher. Adam Pearson's was thrown

:03:04. > :03:09.upside down in the crash brdaking his back. Using your phone while

:03:10. > :03:15.driving is not something minor, it is something that can ruin lives. It

:03:16. > :03:23.is the only good thing to come out of this, that it will changd

:03:24. > :03:27.public's outcomes when using a phone while driving. The family s`id it

:03:28. > :03:33.could never be compensated for the loss.

:03:34. > :03:36.Aimee's mother, Kate Goldsmhth, called for more to be done to stop

:03:37. > :03:38.people using their mobile phones behind the wheel.

:03:39. > :03:40.Earlier I spoke to our transport correspondent Paul Clifton

:03:41. > :03:46.and asked him how realistic that might be.

:03:47. > :03:50.There is no evidence to suggest the number of people using ` hand

:03:51. > :03:52.held mobile phone at the whdel is going down.

:03:53. > :03:55.Yet the number of drivers ptnished for doing so fell by 43%

:03:56. > :03:59.last year alone, and by 84% since 2011.

:04:00. > :04:04.Principally because fewer police are out on the road looking

:04:05. > :04:10.There are far fewer traffic police than five years ago -

:04:11. > :04:16.every force in this region has cut the size of its roads polichng unit.

:04:17. > :04:24.It is not because people ard using their mobile phones behind the

:04:25. > :04:31.wheel. Many studies have described it as shocking. The RAC called it an

:04:32. > :04:36.epidemic of use. The cuts that police forces have seen, and they

:04:37. > :04:42.have had to make difficult choices, road traffic policing has bden seen

:04:43. > :04:45.as a soft target. These offhcers save lives and -- and we nedd to see

:04:46. > :04:49.investment to make sure people think they will be caught when thdy use a

:04:50. > :04:59.mobile behind the wheel. Thdy have stopped doing that. Having two

:05:00. > :05:04.cameras inside a cab is norlal. Having one facing the drive is more

:05:05. > :05:11.unusual. It is the boss is watching every would think they do. They

:05:12. > :05:15.welcome it because it exonerates the driver at the time of an incident

:05:16. > :05:19.and demonstrates they were doing the right thing or not doing solething

:05:20. > :05:23.they might be accused of. It works both ways.

:05:24. > :05:26.We know that texting whilst driving impairs reaction times more

:05:27. > :05:28.than being at the legal drink drive limit.

:05:29. > :05:31.IAM Road Smart, the Institute of Advanced Motorists,

:05:32. > :05:34.said the courts seem to be playing catch up

:05:35. > :05:36.with society's views on this, and said sentencing was out

:05:37. > :05:43.It supports stronger penalthes and more police.

:05:44. > :05:47.The drink driving battle has largely been won.

:05:48. > :05:54.That's because it is widely regarded as socially unacceptable.

:05:55. > :05:57.Using a mobile phone whilst driving does not have the same

:05:58. > :06:04.Until it does, and until drhvers fear they might actually be

:06:05. > :06:07.caught breaking the law, there will be more terrible

:06:08. > :06:20.Police are investigating after a man was seriously injured at a Halloween

:06:21. > :06:24.The man was stabbed at Bottelino's Restaurant in the early

:06:25. > :06:30.He was taken to the John Radcliffe Hospital in Oxford,

:06:31. > :06:32.where he remains in a seriots but stable condition.

:06:33. > :06:40.Three men have been arrested and released on conditional bail.

:06:41. > :06:43.Community groups hoping to step in to save some of Oxfordshhre's

:06:44. > :06:45.children's centres are clailing they're being "kept in the dark

:06:46. > :06:48.about how much rent they'll be charged to use council buildings.

:06:49. > :06:50.Funding cuts mean more than half of the centres

:06:51. > :06:53.are set to close in March - unless other groups

:06:54. > :07:01.Now some councillors are calling for rents to be waived

:07:02. > :07:10.Our political reporter Bethan Phillips has the story.

:07:11. > :07:14.The Doorstep Family Centre hn Oxford is one step ahead of other similar

:07:15. > :07:16.It's managing to stay afloat without depending

:07:17. > :07:18.on council funding - that's exactly what Oxfordshire

:07:19. > :07:22.County Council wants to happen elsewhere.

:07:23. > :07:24.But managers here are worridd about how other community groups

:07:25. > :07:27.will cope if they're charged rent when they take over

:07:28. > :07:29.children's centres saying that they shouldn't have

:07:30. > :07:42.If they spend their first ydar raising money to save rent, they

:07:43. > :07:46.will not get to the second xear They need that step for the right

:07:47. > :07:50.direction. Funding is very difficult in itself.

:07:51. > :07:52.One of the children's centres that

:07:53. > :07:56.from closure by a charity is Britannia Road in Banburx.

:07:57. > :07:58.But those trying to take ovdr say Oxfordshire County Council hasn t

:07:59. > :08:03.been clear about how much rent it will charge.

:08:04. > :08:08.At the moment we are in the dark about information we need to include

:08:09. > :08:13.in our business plans. We still need to find out what the rent whll be,

:08:14. > :08:15.we are still waiting to find out lots of different things like what

:08:16. > :08:18.costs we would be liable for. Tomorrow Oxfordshire County Council

:08:19. > :08:21.will debate whether or not to waive rents for children's centres

:08:22. > :08:23.for the first year - something called for by

:08:24. > :08:32.the Green party. This is a false economy bec`use if

:08:33. > :08:36.you close the children's centres, the number of children taken into

:08:37. > :08:40.care will increase. Taking ` child into care costs a fortune and that

:08:41. > :08:43.money can be better spent kdeping the doors of the centre is open

:08:44. > :08:44.Meanwhile, local churches are being urged

:08:45. > :08:50.by the Diocese of Oxford to help run services like this.

:08:51. > :08:56.What we are saying is this hs a fabulous opportunity to takd your

:08:57. > :09:01.place at the heart of community life. In terms of doing things that

:09:02. > :09:02.are for the common good, for the community good.

:09:03. > :09:04.The County Council says it's now received bids

:09:05. > :09:07.from 17 from charities and communities hoping to t`ke

:09:08. > :09:08.over children's centres across Oxfordshire

:09:09. > :09:10.and has insisted the discussions its had with those groups h`ve

:09:11. > :09:18.The Ashmolean Museum has bedn granted just over ?1 million

:09:19. > :09:21.from the Heritage Lottery Ftnd to help it secure a hoard

:09:22. > :09:24.The rare find of Viking coins and artifacts

:09:25. > :09:27.was discovered in a field near Watlington by metal detectorist

:09:28. > :09:38.Comprising of about 200 coins, seven items of jewellery

:09:39. > :09:41.and 15 bars of silver, the find is hugely signific`nt

:09:42. > :09:44.because it contains so many coins of Alfred the Great.

:09:45. > :09:48.The estimated value is ?1.35 million.

:09:49. > :09:53.The Museum has until the end of February next year to rahse

:13:55. > :13:57.challenging and the oldest pupil sitting at the back found

:14:07. > :14:13.like how we do with at the start of the lesson because it gets ts ready.

:14:14. > :14:18.I liked because it's challenging. At the beginning I got red and then I

:14:32. > :14:33.rewarded with the accolade of Secondary School Teacher

:14:40. > :14:49.For those pupils at Wyvern, Mr Emeny has become a significant figure

:14:50. > :14:57.I never knew I would end up a maths teacher but I'm so glad I dhd
