:01:03. > :01:06.First tonight: An opportunity was missed to protect two

:01:07. > :01:08.vulnerable brothers who were seriously sexually

:01:09. > :01:13.That's according to this report, published today,

:01:14. > :01:16.which concluded suspicious bruising on the children should have led

:01:17. > :01:21.The children's carer, identified as Mr K,

:01:22. > :01:24.has since been convicted of raping one of them.

:01:25. > :01:30.The parents of the boys were unable to look after them so they were

:01:31. > :01:34.placed into the care of Mr K and Ms L under what's known

:01:35. > :01:38.That's because Ms L is distantly related to the boys'

:01:39. > :01:44.Now the boys both had special needs and neither Mr K nor

:01:45. > :01:54.The boys lived with the couple for a year until March

:01:55. > :01:57.2015, but during that year Mr K physically

:01:58. > :02:01.He was caught, arrested and charged and found guilty of rape.

:02:02. > :02:03.He was sentenced to a long prison sentence.

:02:04. > :02:06.Now, the report has found that there was no way anyone could

:02:07. > :02:10.have known in advance that Mr K was going to be abusive.

:02:11. > :02:13.There were opportunities to spot and stop the

:02:14. > :02:17.At one point, one of the boys were spotted with bruises

:02:18. > :02:20.on his face, but they were explained away as being related to his

:02:21. > :02:28.The report also says that the desire for the placement to be

:02:29. > :02:30.successful inappropriately affected the child protection processes.

:02:31. > :02:36.But under the framework that was in place under

:02:37. > :02:38.everything was done as it should have been.

:02:39. > :02:42.The two key areas that we need to focus on are improving our work with

:02:43. > :02:47.children with disabilities and ensuring that there is a recognition

:02:48. > :02:50.that they may be a greater risk from safeguarding perspective and

:02:51. > :02:54.understanding how forensically to test that.

:02:55. > :02:56.The second, I think, is to ensure that we have robust

:02:57. > :03:00.arrangements in place to assess those people who come forward to

:03:01. > :03:06.At the same time as this review was taking place, the

:03:07. > :03:11.government was also tightening the rules

:03:12. > :03:17.Now the two boys in this case are now

:03:18. > :03:25.with new carers, and are said to be recovering well.

:03:26. > :03:28.People who use hand-held mobiles while driving are facing tougher

:03:29. > :03:30.penalties in England, Wales and Scotland from today.

:07:28. > :07:31.this morning for exceeding the three tonne weight limit.

:07:32. > :07:34.In the last half an hour there have been 13.

:07:35. > :07:37.It's part of a police operation after a 37 tonne lorry got

:07:38. > :07:39.stuck trying to cross the bridge in September.

:07:40. > :07:41.The resulting damage and testing meant the bridge

:07:42. > :07:49.While some drivers intending to cross Marlow Bridge Today

:07:50. > :07:55.were blatantly in excess of the 3 tonne limit, many car drivers

:07:56. > :08:01.were adamant they weren't breaking the rules.

:08:02. > :08:04.Many were confused abut the maximum gross weight of their vehicles -

:08:05. > :08:10.that's the capacity of their vehicle full of people and fuel.

:08:11. > :08:13.This car could be if it was full of passengers

:08:14. > :08:16.but I know that it's not overweight at the moment and I know it's not

:08:17. > :08:19.oversized at the moment so I figured I wasn't breaking the law..."

:09:13. > :09:16.from crossing marlow bridge - in future, drivers who ignore

:09:17. > :09:18.the limit will have to pay a fifty-pound fine.

:09:19. > :09:20.Oxford Bus Company is warning passengers to expect disruption

:09:21. > :09:22.to services because of strike action in the coming days.

:09:23. > :09:25.It's been unable to reach a deal with the Unite union

:09:26. > :09:27.in a disagreement over pay during Christmas last year.

:09:28. > :09:29.Strikes are scheduled tomrroow and next Monday.

:09:30. > :09:32.It's as the company has seen a drop in passenger numbers,

:09:33. > :09:36.which it's blaming on redevelopment of the Westgate Shopping Centre.

:09:41. > :09:46.We do hope that a resolution can be found and we wish to enter

:11:07. > :11:12.As you see in training this morning, I think they enjoyed having

:13:15. > :13:16.When May Brown from Weymouth was diagnosed with Leukaemia

:13:17. > :13:22.she explored all avenues to find a stem cell donor who

:13:23. > :13:28.It seemed hopeless, until she found out her sister was a match.

:13:29. > :13:31.But then her sister - Martha - was refused permission to travel

:13:32. > :13:45.A petition signed by 60,000 people helped to get the decision

:13:46. > :13:48.reversed and tonight we can tell you that the procedure has taken

:13:49. > :13:54.Our reporter James Ingham is with the sisters in Weymouth.

:13:55. > :14:00.The stem cell transplant has taken place and a couple weeks later it

:14:01. > :14:07.seems to be a success. May, how you feeling? I'm feeling great. I feel

:14:08. > :14:15.really fine from the last time I was very ill. How do you feel about

:14:16. > :14:21.which assisted that view? -- about what your sister did for you? What

:14:22. > :14:32.can you say to somebody who saved your life? I'm feeling very happy I

:14:33. > :14:38.was able to help save my sister 's life and that it is accomplished.

:14:39. > :14:41.This nearly didn't happen when the Home Office said your sister

:14:42. > :14:46.couldn't travel to the UK. Had did that make you feel at the time? I

:14:47. > :14:54.felt very upset that they couldn't better in the UK. This is somebody

:14:55. > :15:01.who could help save my life. This was your only chance really. Yes,

:15:02. > :15:05.the doctor said if I did not have that stem cell I would not see

:15:06. > :15:10.Christmas, I would die. So I felt really upset and scared at the same

:15:11. > :15:16.time. Then there was a campaign to try to get the decision reversed.

:15:17. > :15:25.60,000 people signed it. I felt overwhelmed and grateful that people

:15:26. > :15:29.could actually come out, members of the public, and show so much love to

:15:30. > :15:37.somebody had not met and signed a position to help save my life. We

:15:38. > :15:45.wish you well for your continued company and master after you return

:15:46. > :15:48.home to Nigeria. -- Martha, for your return home to Nigeria.

:15:49. > :15:50.A charity which supports amputees by recycling walking aids

:15:51. > :15:53.and prosthetic limbs is facing closure - after losing

:15:54. > :15:55.Limbcare, which is based in Camberley - sends

:15:56. > :15:58.the old items around the world, helping those in need

:15:59. > :16:02.But it fears if it doesn't find somewhere else to keep the items -

:16:03. > :16:11.I became a quad amputee in 1987 at the age of 32.

:16:12. > :16:18.I thought there's no charity that really does what I need

:16:19. > :16:22.to do to get help and support for myself and the family.

:16:23. > :16:24.Ray Edwards is the UK's longest surviving quadruple amputee.

:16:25. > :16:27.He has met the Queen, Princess Anne and endured

:16:28. > :16:31.the struggle of learning to walk again, but now Ray has

:16:32. > :16:39.These were in our old storage which we had to get out of.

:16:40. > :16:42.If we didn't have this space, this type of item or all these items

:16:43. > :16:48.Limbcare gets calls every week from right around the country

:16:49. > :16:55.offering mobility aids and even whilst we were filming,

:16:56. > :17:12.volunteer Tony arrived with more wheelchairs.

:17:13. > :17:14.But storage is not the only problem facing the chairty,

:17:15. > :17:18.Not only have they been told they have to give up their storage

:17:19. > :17:21.facility they've been told they have to move from their Head office too.

:17:22. > :17:25.Unfortunately the landlord has decided to sell the property

:17:26. > :17:27.which of course was lovely free of charge offices.

:17:28. > :17:30.Not only do we need storage for storing the stuff,

:17:31. > :17:33.Many of the wheelchairs and mobility scooters

:17:34. > :17:35.are repaired and re distributed through the charitys

:17:36. > :17:44.Down the road in Farnborugh we meet Kenneth.

:17:45. > :17:49.His mobility scooter was saved from being dumped,

:17:50. > :17:54.I love going out in the sun to Aldershot and back again.

:17:55. > :17:58.As the donations keep on coming its getting

:17:59. > :18:02.It's hoped more storage and a new home for limbacre will be

:18:03. > :18:05.found soon so the charity can keep on moving.
