:00:47. > :00:50.Despite reviewing hours of footage as well as headcam and dashcam

:00:51. > :00:53.video from the public, officers haven't been able

:00:54. > :00:56.to identify the car used in the attack or the two men

:00:57. > :01:00.A leafy, affluent area of north Oxford,

:01:01. > :01:03.cafes and boutiques busy with families during h`lf term.

:01:04. > :01:06.But the community is still hn shock of a teenage girl was kidnapped

:01:07. > :01:13.Many, like 19-year-old Pippx Edwards are now taking their own safety

:01:14. > :01:19.I walk with some of my friends, now, and I don't really walk by lyself.

:01:20. > :01:22.But since then it has kind of woken me up and realise

:01:23. > :01:23.that there is things going around Oxford,

:01:24. > :01:30.and but, yes, so I'm more careful, now, these days.

:01:31. > :01:32.Four weeks ago, a 14-year-old girl was walking towards Marston Ferry

:01:33. > :01:39.Police say she was abducted and raped by two men

:01:40. > :01:44.She was reported missing at 8:4 , when she didn't turn up for lessons.

:01:45. > :01:49.More than three hours later, officers say she escaped

:01:50. > :01:51.about a mile away, near Marston Meadow.

:01:52. > :01:54.The girl managed to make our way to Cavendish Drive, where she raised

:01:55. > :01:57.the alarm by knocking on doors for help.

:01:58. > :02:00.I'm a parent, I know how distressing this is,

:02:01. > :02:05.The reassurance I can give people is that we are doing absolutely

:02:06. > :02:08.everything we can to find ott who's responsible for this,

:02:09. > :02:11.In the days and weeks that followed,

:02:12. > :02:17.from the public and reviewed hours of CCTV footage.

:02:18. > :02:19.The victim, supported by specially trained officers,

:02:20. > :02:21.was able to provide an e-fit of the two men,

:02:22. > :02:25.but, so far, police have made no arrests.

:02:26. > :02:29.I would hope they are doing that they can possibly can.

:02:30. > :02:33.I mean, I am surprised they haven't been able to, but I can't ilagine

:02:34. > :02:35.that they are doing anything other than working very,

:02:36. > :02:39.very hard to try to pick up clues, and if there is anybody out

:02:40. > :02:41.there who has not come forw`rd with any information that

:02:42. > :02:44.might possibly help, I just have to say please do

:02:45. > :02:46.because we've got to catch these people.

:02:47. > :02:49.Police have turned down a rdquest for an interview, but what they have

:02:50. > :02:52.said is that despite hours of CCTV footage there's

:02:53. > :02:55.still no images of the car or the suspect.

:02:56. > :02:58.They say they are continuing in an open mind as to whethdr

:02:59. > :03:00.these men were local and knew the area well,

:03:01. > :03:03.and they say they are continuing to work with the victim

:03:04. > :03:11.at her own pace to gather any further information.

:03:12. > :03:16.A Government minister's givdn in to demands for urgent

:03:17. > :03:18.action on the A34, ordering an immediate safety review.

:03:19. > :03:21.It comes after an Oxfordshire MP told parliament it was dangdrous

:03:22. > :03:24.There were two fatal crashes this summer -

:03:25. > :03:27.including one in which a mother and three children were killed.

:03:28. > :03:31.Our political editor Peter Henley has this report:

:03:32. > :03:37.To call the A34 dangerous is to state the obvious.

:03:38. > :03:40.In four years, in the Oxfordshire section alone, 32 people have died.

:03:41. > :03:43.And today's debate heard that the statistics don't include

:03:44. > :03:47.the accident-prone junction with the A303.

:03:48. > :03:53.The A34 is no longer fit for purpose because it's a dangerous ro`d,

:03:54. > :03:56.and is no longer fit for purpose because the delays and accidents

:03:57. > :04:00.that happen regularly on thd A3 are having a signficant economic

:04:01. > :04:03.impact on one of the most economically productive

:04:04. > :04:09.MPs from all parties lined tp to put pressure on the government

:04:10. > :04:14.The problem we face is that the A43 fulfils

:04:15. > :04:18.a motorway role without motorway capacity

:04:19. > :04:21.Government Ministers are past masters

:04:22. > :04:24.at dealing with these sort of local interest debates.

:04:25. > :04:27.They'll nod sagely as MPs make their speches,

:04:28. > :04:29.and then give a non-committal answer.

:04:30. > :04:31.But this was not that sort of debate,

:04:32. > :04:37.All of a sudden, like the A34 on a good day,

:04:38. > :04:43.Up until now the A34 has not been considered a priority.

:04:44. > :04:46.A safety review was not due until 2020,

:04:47. > :04:48.but on the spot this morning,

:04:49. > :04:51.John Hayes changed the department's policy.

:04:52. > :04:53.There is a criteria for this, but I'm prepared to...

:04:54. > :04:55.I mean, I've never been a m`n that's constrained

:04:56. > :05:00.by criteria imposed by others as you know,

:05:01. > :05:02.Mr Chope, and I am prepared to

:05:03. > :05:04.say that I will make the decision,

:05:05. > :05:08.I make the decision, indeed, and

:05:09. > :05:12.I announce now that I will hnstitute that safety review.

:05:13. > :05:16.An immediate safety review, the promise

:05:17. > :05:18.of more money available, and even considering cslls

:05:19. > :05:26.to make the A34 a motorway. Now the hard work starts.

:05:27. > :05:31.The MP for Henley, John Howdll, has given Heathrow's third runway

:05:32. > :05:36.The government yesterday gave the go-ahead for the airport

:05:37. > :05:39.to expand, despite opposition from some cabinet ministers and Tory Mps.

:05:40. > :05:44.Mr Howell told the BBC he'll be monitoring the noise impact

:05:45. > :05:46.for his constituents, but insists the announcement

:05:47. > :05:55.There may actually be fewer aircraft flying over

:05:56. > :05:56.south oxfordshire is one of

:05:57. > :05:58.the effects of a new runway may be to take

:05:59. > :06:00.a lot of planes out of the

:06:01. > :06:03.stack now, admittedly they will be brought in that they will bd brought

:06:04. > :06:05.in at a faster rate, with changes that will

:06:06. > :06:06.occur over airspace and

:06:07. > :06:09.the way that technological changes that will occur with planes, they

:06:10. > :06:15.Air pollution remains at unsafe levels in several

:06:16. > :06:18.places in Oxfordshire, despite changes being brought

:06:19. > :06:25.Targets are being breached in 13 areas.

:06:26. > :06:28.Jeremy Stern's been to Oxford where pollution levels have been cut

:06:29. > :06:32.Ian Halliday checks the air quality in Oxford city centre,

:06:33. > :06:33.in particular nitrogen dioxide levels.

:06:34. > :06:35.Vulnerable people are particularly at risk.

:06:36. > :06:39.It's the older people, it's children, and it's

:06:40. > :06:44.those with pre-existing medical conditions,

:06:45. > :06:48.and what they will find is that when nitrogen dioxide levels

:06:49. > :06:53.are higher, then people with asthma,

:06:54. > :06:57.much more difficult to breathe.

:06:58. > :07:00.Nationally, four out of ten councils are exceeding

:07:01. > :07:06.Pollutions levels are still too high in Oxford.

:07:07. > :07:10.It is an incredibly difficult nut to crack, and we as a counchl

:07:11. > :07:14.are working in partnership with the bus

:07:15. > :07:16.operators, the taxi drivers, the vehicle users, the HGV

:07:17. > :07:18.operators, and the district and city councils

:07:19. > :07:21.have had difficulties in actually trying to drive this down to an

:07:22. > :07:30.There has been close to a 34% reduction in pollution sincd 20 6

:07:31. > :07:36.partly because of a low emission zone, which was brought in hn 2 14.

:07:37. > :07:38.On a day like this when it's still,

:07:39. > :07:40.then you're going to get higher levels of pollution,

:07:41. > :07:43.but we can bring them down to safe levels or safer levels

:07:44. > :07:49.and what we are doing is stdadily, each year,

:07:50. > :07:51.making Oxford a cleaner and greener place,

:07:52. > :07:53.but we really need to take the next step, now,

:07:54. > :07:58.to a zero emission zone in the centre of the city.

:07:59. > :08:02.That would mean all non-electric cars would be banned

:08:03. > :08:08.The county council's considering enforcing this by 2 20.

:08:09. > :08:18.Oxford Parkway station opendd a year ago this week.

:08:19. > :08:20.Chiltern Railway says more than 600,000 passengers travelled

:08:21. > :08:22.from Oxford to Marylebone in the last year, and more

:08:23. > :08:24.than a million have travelled between London

:08:25. > :08:26.and the new Bicester Village station.

:08:27. > :08:30.We made sure that this was handily located to the road network so that

:08:31. > :08:35.instead you would use the c`r park here, and then get in

:08:36. > :08:39.that you can't really help the local economy,

:08:40. > :08:42.and of course we open through to Oxford city centre itself

:08:43. > :08:45.on the 12th of December, and that will offer new journey

:08:46. > :08:46.opportunities for people from Bicester,

:08:47. > :08:48.High Wycombe, etc, to get into

:08:49. > :08:53.Organisers of the Cornbury lusic festival have announced next year's

:08:54. > :09:02.Cornbury's been running for 13 years -

:09:03. > :09:04.recently it's been held at the Great Tew estate.

:09:05. > :09:06.Organisers say the festival's become too much of a financial

:09:07. > :09:09.risk - the final one will be held next July.

:09:10. > :09:11.It's hoped this year's poppx appeal in Oxfordshire will raise more

:09:12. > :09:15.Thousands of petals were released at Vauxhall Barracks in Didcot

:09:16. > :09:19.The Royal British Legion saxs the money will be used to provide

:09:20. > :09:22.care - and help to the armed forces community.

:09:23. > :09:25.It's important that people do remember, that they never forget
