:00:00. > :00:00.And storm Barbara will affect northern parts by the end of the

:00:00. > :00:00.week. For us there will be a significant wind chill. All the

:00:00. > :00:08.details shortly. A coroner's heard how a man

:00:09. > :00:12.thought to be suffering from paranoid schizophrenia died

:00:13. > :00:14.a day after he was sent 52-year-old Jason Basalat

:00:15. > :00:19.was found hanging from a bed Six other prisoners there have

:00:20. > :00:23.taken their lives this year. The prison has the highest rate

:00:24. > :00:26.of inmate suicide in the country. Woodhill Prison officers attended

:00:27. > :00:35.the inquest into Jason Basalat. He was a man with mental health

:00:36. > :00:38.issues who was sent to jail at the weekend, ahead

:00:39. > :00:41.of an appearance in court over Prison officers had reported

:00:42. > :00:47.Jason Basalat for his bizarre behaviour and, within 24 hours

:00:48. > :00:50.of being put inside Woodhill Prison, One prisoner among so many

:00:51. > :00:58.to end their lives behind bars here. So far this year, seven prisoners

:00:59. > :01:01.have died at Woodhill Prison, that's more per head of prison

:01:02. > :01:04.population than any other Jason Basalat was sent

:01:05. > :01:08.to Woodhill on December 10th. He was known to mental

:01:09. > :01:12.health services. On December 11th, he was seen

:01:13. > :01:14.by an officer at 7:15am, He had been found

:01:15. > :01:22.hanged in his cell. Northamptonshire Police say Jason

:01:23. > :01:25.Basalat was arrested on the M1. He had been a passenger on a bus

:01:26. > :01:28.when he grabbed the steering wheel, A paranoid schizophrenic,

:01:29. > :01:33.police described him Various officials have repeatedly

:01:34. > :01:44.spoken out about their concerns that the recommendations made

:01:45. > :01:49.following deaths are simply not being implemented

:01:50. > :01:54.at Woodhill Prison. The fact that death after death

:01:55. > :01:57.happens at Woodhill Prison, in very similar circumstances,

:01:58. > :01:59.suggests that things Kevin Scarlet had mental health

:02:00. > :02:07.problems when he killed himself His self-harming, his previous

:02:08. > :02:15.suicide attempts... His stepbrother says no

:02:16. > :02:17.lessons are being learned. It is shocking, especially

:02:18. > :02:20.when you think that the highest rate of self harm and suicide in prison

:02:21. > :02:23.is within the first three days. If he is showing bizarre behaviour

:02:24. > :02:28.anyway, why is he not Why is he being put in a position

:02:29. > :02:37.where he can take his own life? Why are the safer cells

:02:38. > :02:43.not being utilised? The inquest has been

:02:44. > :02:47.adjourned until next June. It has happened in the middle

:02:48. > :02:49.of legal action being taken by relatives of prisoners

:02:50. > :02:57.who have died. They have lauched

:02:58. > :02:59.a judicial review, calling for action to enforce safety

:03:00. > :03:02.procedures at the prison. In a statement the Ministry

:03:03. > :03:05.of Justice told us they take mental health in custody extremely

:03:06. > :03:07.seriously, and there are a range of measures in place

:03:08. > :03:09.to support prisoners, They added they've launched

:03:10. > :03:14.a suicide and self harm reduction project, and more funding

:03:15. > :03:22.for prison safety. More than 140 motorists have been

:03:23. > :03:25.arrested for drink and drug driving offences in the Thames Valley this

:03:26. > :03:27.December. Officers arrested 117 drivers

:03:28. > :03:29.for suspected drink offences in the first 15 days

:03:30. > :03:32.of their Christmas crackdown. 88 people have been charged

:03:33. > :03:35.for being under the influence The funeral's been held for one

:03:36. > :03:44.of the men who died when part of Didcot Power Station

:03:45. > :03:50.collapsed in February. Christopher Huxtable from Swansea

:03:51. > :03:52.was one of four men killed. His coffin was carried on a truck

:03:53. > :03:55.by the local recycling firm An investigation into the cause

:03:56. > :03:59.of his death is ongoing. An Oxfordshire cat breeder has

:04:00. > :04:01.been banned from keeping animals for three years -

:04:02. > :04:05.after neglecting more than sixty cats in her care .The RSPCA found 64

:04:06. > :04:08.Bengal cats at Elizabeth Watson's She's been given a suspended

:04:09. > :04:12.prison sentence. Seven of the cats

:04:13. > :04:16.had to be put down. Groups trying to save children's

:04:17. > :04:19.centres in Oxfordshire will get 12 Yesterday they were worried

:04:20. > :04:23.it would only be six. Last month county councillors voted

:04:24. > :04:26.for rents to be waived, where a centre would otherwise

:04:27. > :04:28.have to close. Our political reporter

:04:29. > :04:33.Bethan Phillips sent this report. Councillors today were urged to give

:04:34. > :04:35.children's centres an early Christmas present

:04:36. > :04:38.and eventually they This whole issue has come

:04:39. > :04:42.about because the county council's stopping funding for

:04:43. > :04:45.the majority of centres, and wants community groups

:04:46. > :04:50.to step in and help. But in eight cases it

:04:51. > :04:53.would be charging rent in some cases charging

:04:54. > :04:59.?30,000 a year. Last month, the whole council voted

:05:00. > :05:02.in favour of waiving rents But the final decision on that had

:05:03. > :05:08.to be made by the cabinet, and it had been recommended

:05:09. > :05:11.they agree to only It was clear that time limit

:05:12. > :05:22.was going to split the cabinet - one member, Nick Carter,

:05:23. > :05:24.described it as draconian. Campaigners agreed, warning six

:05:25. > :05:26.months of help wouldn't be enough So, instead of six months,

:05:27. > :05:30.today the cabinet agreed to give up to 12 months of rent

:05:31. > :05:32.relief for centres. That was described to me

:05:33. > :05:35.by campaigners as a "small victory" Berkshire-based BBC Monitoring,

:05:36. > :05:41.the UK service that translates and analyses global media,

:05:42. > :05:44.is in danger of becoming a "hollow The government has

:05:45. > :05:49.moved responsibility The Defence Committee said this had

:05:50. > :05:53."predictably" led to cuts and expressed concern at plans

:05:54. > :05:56.to move out of its Caversham The BBC said it was "confident"

:05:57. > :06:00.the service would continue to meet Next, building new homes,

:06:01. > :06:06.and the row that's broken out in Aylesbury over which areas

:06:07. > :06:09.of the green belt The leader of Aylesbury Vale Council

:06:10. > :06:14.has accused Buckinghamshire County Council of interfering in plans put

:06:15. > :06:16.forward by two councils But what will it mean

:06:17. > :06:21.for those looking for a home, or those trying to protect

:06:22. > :06:24.the countryside from development? Mix politics and planning

:06:25. > :06:30.and passions will run high. The heart of the issue

:06:31. > :06:32.is about which of Buckinghamshire's green belt areas should be

:06:33. > :06:35.used for housing. Chiltern and South Bucks councils

:06:36. > :06:39.have proposed 15 sites, but Buckinghamshire County Council

:06:40. > :06:42.has raised concerns This has led to fears by the council

:06:43. > :06:48.leader in Aylesbury that nearly 3,000 more homes will be

:06:49. > :06:51.forced on the town. The county council has not objected

:06:52. > :06:58.to that green belt use by Wycombe, but it has objected to green belt

:06:59. > :07:02.used by Chilton and South Buckinghamshire, and yes, the leader

:07:03. > :07:06.of Buckinghamshire County Council happens to live in the Chilton South

:07:07. > :07:09.Buckinghamshire area, so I suppose I put two and two

:07:10. > :07:14.together and maybe I made five, I don't respond to these personal

:07:15. > :07:20.attacks and personal comments. I can only assume that this person

:07:21. > :07:24.was briefed by his officers and when he knows the full facts I'm

:07:25. > :07:29.sure he will be reassured. Martin Tett went on to say district

:07:30. > :07:33.councils alone make the final decision about changes

:07:34. > :07:37.to green belt areas, and the County Council was just

:07:38. > :07:40.responding to views being sought We commented on issues such as

:07:41. > :07:47.highways access to proposed sites. We commented about flooding,

:07:48. > :07:50.impact on the adjoining areas of outstanding natural beauty,

:07:51. > :07:52.and whether in fact we are effectivley sprawling

:07:53. > :07:56.between different towns. So that's what we've done

:07:57. > :07:59.at the moment, nothing more. Any final decision of what happens

:08:00. > :08:03.to the green belt land is expected Fundraising in memory

:08:04. > :08:14.of four-year-old Barnaby Cork, who was knocked down and killed

:08:15. > :08:18.in Thame, has passed the ?25,000 His family have set up

:08:19. > :08:22.a Justgiving website in aid Around 1,000 people

:08:23. > :08:26.have pledged donations. Barnaby was knocked down

:08:27. > :08:28.outside the sports centre on Oxford Road earlier this month,

:08:29. > :08:34.and died shortly afterwards. Buses are due to be stopped

:08:35. > :08:36.from using Oxford's Queen Street when the new Westgate

:08:37. > :08:38.shopping centre opens. Council officers raised safety

:08:39. > :08:40.concerns, saying the number of pedestrians on the street

:08:41. > :08:42.could more than double. They've voted in favour

:08:43. > :08:48.of pedestrianising it Alexis is coming up with the weather

:08:49. > :08:50.forecast for tonight South Today is back

:08:51. > :09:05.in BBC Breakfast. Hello, after a dry day to day with

:09:06. > :09:09.lots of sunshine, tonight were expecting increasing cloud and there

:09:10. > :09:12.may be light rain through the early hours of the morning, especially by

:09:13. > :09:18.dawn tomorrow. Temperatures will be on the chilly side will those of

:09:19. > :09:23.2-3 C, so a cold start to the day tomorrow. A lot of rain first thing,

:09:24. > :09:26.mainly light and patchy, which will clear south and east Woods, giving

:09:27. > :09:31.us a window of dry weather before the next batch of rain will arrive

:09:32. > :09:35.during the afternoon and evening, and this could be heavy rain at

:09:36. > :09:39.times during the afternoon with a breeze from the south-west.

:09:40. > :09:43.Temperatures just up into high single figures, around eight or nine

:09:44. > :09:48.Celsius. The rain eventually will play tomorrow night, and once it

:09:49. > :09:52.does we are expecting a frosty start to Thursday. A ridge of high

:09:53. > :09:57.pressure will build in on Thursday, giving us a settled, dry day with

:09:58. > :10:02.hazy sunshine through the afternoon. The next weather system is due to

:10:03. > :10:07.Friday evening and overnight into Christmas Eve. Christmas Eve itself

:10:08. > :10:12.should be mainly dry. The wind will be strong and bitterly cold, and the

:10:13. > :10:15.next weather system is expected Christmas Eve into Christmas Day,

:10:16. > :10:19.but it should be mainly dry for us, that weather system will affect the

:10:20. > :10:22.north of the country. Through Christmas Day itself, we will have

:10:23. > :10:26.some blustery showers. Looking ahead to the rest of the week, a good deal

:10:27. > :10:30.of cloud to start the day tomorrow with some rain, a brighter interlude

:10:31. > :10:32.during the middle of the day, Sammy on Thursday but rain later on

:10:33. > :10:35.Friday. making a journey elsewhere in the

:10:36. > :10:41.country it's worth knowing the national forecast. Over now to

:10:42. > :10:45.Tomasz. So, the weather's going to blow a

:10:46. > :10:50.few cobwebs away in the coming days and maybe a few other things, as

:10:51. > :10:54.well. How stormy is it going to get? For most of us probably not too

:10:55. > :11:01.terrible. It is, however, going to be very nasty across parts of

:11:02. > :11:06.Scotland on Friday. The clouds are racing across the Atlantic and we

:11:07. > :11:07.will see a storm by the
