:00:49. > :00:58.haemorrhage and two strokes. This man's using his wife's
:00:59. > :01:04.blue badge while he goes As you can imagine, he wasn't very
:01:05. > :01:10.happy when he was brought up on it. My wife can't walk, she's never
:01:11. > :01:14.walked for the last 20 years and I only ever come
:01:15. > :01:18.here for her, nobody else. But a lot of people would say your
:01:19. > :01:21.wife isn't with you. Well, I know that, but I only shop
:01:22. > :01:25.for her and have you ever tried So, essentially, the gentleman
:01:26. > :01:33.pulled into the bay, there was only one person in it,
:01:34. > :01:36.so I was concerned that the person holding the badge either
:01:37. > :01:40.had to be him It is currently considered abuse
:01:41. > :01:44.of the badge system, so therefore I have a duty
:01:45. > :01:47.to retain the badge. It will be returned to the owner
:01:48. > :01:50.of the badge and they'll be given an explanation as to why
:01:51. > :01:53.it was retained and warned of their future conduct in relation
:01:54. > :01:57.to the badge. Blue badges are used
:01:58. > :01:59.by Oxfordshire County Council to help disabled people park closer
:02:00. > :02:03.to their destination, But bosses say a number
:02:04. > :02:09.of people abuse the system. Those that actually need it,
:02:10. > :02:13.who need the space, A lot of people just
:02:14. > :02:18.don't give a damn. "I need somewhere to park, sod you,
:02:19. > :02:22.I'll go a parking space." Since this operation
:02:23. > :02:24.was launched on Monday, hundreds of badges have been checked
:02:25. > :02:28.by city council officers working A number of badges
:02:29. > :02:33.have been confiscated. Most offenders receive a warning
:02:34. > :02:36.but, in the worse cases, fines for up to ?1,000
:02:37. > :02:40.can be issued. The county council says blue badges
:02:41. > :02:43.are a vital lifeline for people with mobility problems and can be
:02:44. > :02:46.the difference between independence Oxfordshire is to receive ?800,000
:02:47. > :02:55.to help prevent homelessness. A team will be set up to help those
:02:56. > :02:59.most at risk of becoming homeless. A debt advice hub will be
:03:00. > :03:01.created, and there will be a network of helpers
:03:02. > :03:05.assisting vulnerable adults. Patients in Reading say
:03:06. > :03:06.they're being failed by their doctor's surgery,
:03:07. > :03:09.describing it as being The Circuit Lane surgery
:03:10. > :03:13.was taken over by a private It was meant to be a new start
:03:14. > :03:18.following a difficult period As just one of 10,000 registered
:03:19. > :03:28.at the Circuit Lane surgery, Chris Giles knows what it's

:03:49. > :03:56.the emergency doctor. The problems at Circuit Lane
:03:57. > :03:59.started in September 2014 when doctors resigned en masse,
:04:00. > :04:03.citing issues with recruitment The NHS took over in January 2015,
:04:04. > :04:09.and less than two years later handed the surgery over
:04:10. > :04:12.to One Medical Group The surgery would not
:04:13. > :04:16.agree to an interview, but it has told us it has plans
:04:17. > :04:19.to make improvements, saying it's trying different ways
:04:20. > :04:23.to meet the health and well-being needs of its patient population,
:04:24. > :04:27.like introducing a new walk-in clinic to increase access
:04:28. > :04:32.to urgent on-the-day care. But on the NHS website patients have
:04:33. > :04:35.left their own feedback, giving the surgery just one star
:04:36. > :04:55.out of five. The surgery says it continues
:04:56. > :05:08.to work closely with the local Clinical Commissioning Group,
:05:09. > :05:10.but in the meantime, when they need to see a doctor,
:05:11. > :05:13.patients like Chris hope they won't have to keep swallowing
:05:14. > :05:20.an increasingly bitter pill. An Oxfordshire woman will have
:05:21. > :05:22.to spend Christmas 4000 miles away from her husband
:05:23. > :05:26.because he was refused a visa They claim the decision
